in pursuant to the Request for Proposal vide to provide interested parties hereof a brief overview of plot of
land (the “Site”) and related information about the prospects for development of multifunctional complex
at the Site on long term lease.

is advised to carry out its own investigation into the prospects of developing the Site, the legislative and
regulatory regime which applies to commercial development in India, and all matters pertinent to the Site
and to seek its own professional advice on the legal, financial, regulatory and taxation consequences of
entering into any agreement or arrangement relating to the proposed Site.
The PIM is for use only by the Bidders. The PIM may not be copied, or distributed by any Bidder to third
parties (other than in confidence to that Bidder’s professional advisers) or prospective consortium
members. Under no circumstances should Bidders make contact with officers or employees of MOR
unless invited by the MOR or in accordance with the PIM.

CITY PROFILE
1.1 INTRODUCTION
Dhanbad is a city in the state of Jharkhand, and is also known as the 'Coal Capital of India'. Dhanbad is the 79th fastest growing city in world. According to the 2001 census, Dhanbad is among the 35 cities of India with a population of more than one million. Among the Rail Divisions of Indian Railway, Dhanbad Rail Division is the second largest in terms of revenue generation.
Dhanbad is famous for coal mining. Tata Steel, BCCL, ECL and IISCO are some of the companies having coal mines in the district. Coal-mining, coal washing, and coke making are the main coal related industries in the city. IISCO (Indian Iron And Steel Company) is now owned by SAIL, while BCCL & Eastern Coalfields Limited are subsidiaries of CIL (Coal India Limited); these two companies are the largest operators of coal mines in Dhanbad, and have open cast mines as well as underground mines, whereas Tata Steel has mostly underground mines. These companies have developed townships for their employees.

1.2 EXECUTIVE SUMMARY
Location - The Site next to the Dhanbad railway station.
Land Area proposed - 1860 sqm. (Approx.),
Built up Area 2790 sqm.
Existing development at site: Vacant land (no existing structure)
Surroundings - The site is located at the end of platform no. 1. And it has two openings, one from platform no. 1 and the other from the station road
Accessibility - The site is accessible from both the main station road as well as the approach road from platform no. 1.

1.3 LOCATION AND CONNECTIVITY
Dhanbad is well connected by road and rail with most of the major cities in the country and within the
state.

Roadways
National Highway 2 and National Highway 32 are the major highways passing through Dhanbad. NH 2 has now been converted into Golden Quadrilateral (GQ). Golden Quadrilateral starts from Kolkata and ends at Delhi. From Dhanbad to Kolkata, Golden Quadrilateral will be converted into six lane expressway; NH 32 connects Govindpur to Bokaro-Jamshedpur.
Private and State Buses are available for inter-city traveling. Cycle Rickshaws are means of transportation within the city. There are numerous Cycle Rickshaws which ply within the city.

Dhanbad has a very good rail connectivity with the other major parts of the country such as Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Indore, Bhopal, Jabalpur, Jaipur, Nagpur, Pune, Guwahati etc.

Dhanbad Rail Division comes under East Central Railway zone. Grand Chord rail-line passes through Dhanbad junction; it connects Howrah and New Delhi. CIC rail line starts from Dhanbad and ends at Singrauli in Madhya Pradesh. There is one more rail line passing through the district, it starts at Kharagpur and ends at Gomoh, this rail line comes under South Eastern Railway. Dhanbad is connected with almost all states through rail network.

The nearest airport is the Birsa Munda Airport at Ranchi which is 127 km from the city.
1.4 DEMOGRAPHY
As per the census of 2001, Dhanbad had a population of 23,97,102. Males constitute 53% of the population and females 47%. Dhanbad has an average literacy rate of 67%, higher than the national average of 59.5%: male literacy is 89.54% and female literacy is 52.43%. In Dhanbad, 10.57% of the population is under 5 years of age.

1.5 RAIL PASSENGER TRAFFIC
Dhanbad railway station falls in the East Central Railway zone of the Indian railways.
i) No. of Passenger Trains per day – 56 pairs.
ii) Average No. of passengers per day at station- 21074 Nos.
iii) Average Passenger ticket Earnings per day – ` 11 lakhs.

1.6 SITE LOCATION AND ATTRIBUTES
The site area covers 1860 sqm. The site is located at the end of platform no. 1. It is also accessible from
the main station road.

1.9 PLOT DETAILS AND AREA STATEMENT
The area of subject land plot is approximately 1860sq m, which is suitable for commercial (retail) and budget hotel development.

1.10 RETAIL/REAL ESTATE MARKET
Dhanbad is famous for its coal mines and industrial establishments; it has 112 coal mines with a total
produce of 27.5 million tonnes and an annual income of 7000 Million Rupees through coal business, most
of which ends up in the bank accounts of ruthless landlords and corrupt politicians. There are also a
number of coal washeries present here. This city is also known for its power generation plants. Hydel
Power is being generated at Maithon and Panchet. Tata Power and DVC (Damodar Valley Corporation)
are setting up 1050 MW Thermal power plant at Maithon. ONGC is using CBM (Coal beded Methane) for
power generation at some of the coal mines. It is also famous for the prestigious Indian School of Mines
where students from all over India come to study undergraduate and graduate courses.
Sindri is an industrial township situated in Dhanbad district. Sindri is among the first industrial townships
of India. ACC Cement factory and Projects & Development India Ltd. (PDIL) are present in Sindri. In
Sindri is the Jharkhand Government's only engineering institute B.I.T. sindri which was founded in 1949
for graduate courses and at present it has 10 branches of engineering and M.tech courses. Many sponge
iron factory, refractory and ceramic factory are present in Dhanbad district. Dhanbad will also come under
Indian Railways Freight Corridor.
Dhanbad has a wide range of budget hotels as well as luxury hotels on offer. The tarrifs for the hotels range between ` 900 and ` 5500. Some of the known hotels are The Seventeen Degrees Hotel, Hotel
Madhulika, Hotel Samrat, Hotel Zeal, Shahi Darbar hotel etc.
The commercial spaces here are rented at ` 31 per sq ft. per month.
