Railway sector – what we need and what we want

• Albanian Railway Network was built between 1947 till• To 1986 to serve to the Albanian industry and economy

• Purpose of the construction was serving to passengers

• Albanian railway Network consists of 420 km of:• 350 km belong to a flat area with a slope 9 m / 1000 m• 30 km located in a hilly area with a slope 13 m/1000 m• 40 km in a mountainous area with slope 18 m / 1000 m

Albanian Rail Network a radial system–what we need-what we want

• Durres, Albania's largest seaport continues in 3 directions:

• North of Albania:• In the city of Shkodra and beyond at the Bajza Border -TUZI• The CB Railway Station, in the Zone links the HSH with EU

• In the south of Albania:• In the city of Vlora with the the 2nd seaport of Vlora

• East of Albania:• In the town of Pogradec near which is the Lin station• A potential railway connection with the North Macedonia

Albanian railway connects important cities – what we need- what we want

• The most important passenger connection Durres-Tirana

• No railway connection between Albania to the neighbours

• Future CBCs at Greece, Northern Macedonia and Kosovo

• Main terminal of network is the railway station in Durres

• After ‘91 most industries by rail were shut down for good

• As a result the HSH lost almost its revenue and customers

Albanian railway connects important cities – what we need- what we want

• Government support not at the required levels in MTBP

• Investment in road M & R programs infrastructure priorities

• Rail network completely un-electrified and trains diesel locos

• Whole system is usually only with one pair of bypassed rails

• Due to lack of investment, railway infrastructure is very/poor

HSH Training and workshops on cleaning

The Railway Training Protocol was created based on the issues of meeting with ERA and DIH, in bothAlbanian and English, through the participation of HSH. The training attended by HSH in the rail accidentinvestigation process when consults the investigative procedures with the EU Railway Agency and theRailway Inspection Directorate, under the responsibility of the MEI Minister responsible for transport.

IN REGIONAL PROGRAM

The full interview of the HSH representative delegation was conducted at the request of the AssociatePartner of the regional project with the IPA MEI National Coordinator. Through our interview I shed lighton the three issues of common interest with the EU; our argumentation of the strategic importance ofthis Project; benefits and outcomes for stakeholders including the Albanian Railway at Adripass with theFS of the ICT - EPD feasibility study for the port community, with freight and passenger railway operators.

HSH PLANNING IN DEPLOYING SYSTEM

RAILDATA-COREDA-ITS

Rail_data_Coreda is an online system for the calculating the standing hours and use of foreign wagonsunder RIV/AVV/GCU International agreement. Sector Transport Strategy and Action Plan for Railways Nr.6, Specific tasks (2) have adopted ICT deployment planning. HSH partners have exchanged data with themanufacturer of intelligent transport systems which including ITS maintenance. Its costs within thepublic limit fund and MTBP set by the procurement law at small purchases procedure for buying items.

EUROPEAN COMMISSION

MIDTERM EVALUATION REFORMS ERP 2019

The development of inter-modality has been evaluated in connection to country reform for therehabilitation Durres-Tirana-TIA. According to ERP Economic Reforms Program 2019-2021, theCommission has announced that Reform # 3 on Railways in progress, to meet the structural andregulatory needs of the Connectivity Agenda. To have a direct impact on open market competitiveness,the expectations doubling speeds for travelers / freight, increase traffic / reducing congestion on roads.

UNDERSTANING MOU

HSH is willing to cooperate and further develop bilateral relations with European partners. The positivedevelopment is to ensure diplomatic, institutional, and technical relations by exchanging theMemorandum of Understanding, on the main trans-European Mediterranean rail corridor TEN-T MED

• The Pre-Feasibility Study for the Albania - Greece Railway Connection from Kapshtica is a joint application between the Greek Railways and our Ministry of Transport under the INTERREG Albania -Greece Regional Cooperation Program
