Over this last decade, investments made in infrastructure have boosted the development of the infrastructure sector, playing an increasingly important role in fostering the economic development and intensifying the economic ties among various areas of Albania .The main priority for Albania ’s government has been the construction of a road network capable of being integrated in regional networks and creating facilities not only for domestic but also for international transporters.
In the air transport sector, the Air Space Modernization Project (more than 50 Million USD) has increased the safety of air traffic control, thus significantly increasing the number of flights over our air space. Investments in sea transport have mainly been concentrated in the ports of Durrës and Vlora, which are the main entrances of Corridor VIII. The port of Durrës has the biggest share of exports, almost 75%.
Albania inherited a very poor infrastructure from the former communist regime which was a serious obstacle to the development of the country and attraction of foreign investors. For 17 years now we have been trying to overcome this major problem by investing in the road, sea, railroad and air transport sector.
As in many other countries in the region, after 1990 Albanian railroad transport suffered a drastic decrease in the volume of transport for goods and passengers due to changes in production infrastructure and introduction of other types of transport.

From the year 2005 to 2008 Albania has constructed 789 km of new roads, 157 km of highway and 1948 km of roads have been either maintained or reconstructed.

Challenges and Opportunities in brief!
The total of investments for the period 2005-2008 is about 117.3 Billion Lek and in the year 2008 investments are expected to be 8 times higher than in 2004 or 1.2 billion USD invested in roads. This is a considerably large amount for a country with a surface area of 28 thousand km2.
From the year 2005 to 2008 Albania has constructed 789 km of new roads, 157 km of highway and 1948 km of roads have been either maintained or reconstructed.
The Durrës - Kukës –Morinë Road, classified as Route 7 in the basic network of Southeastern Europe is one of Albania’s government priorities. This road is 170 km long.
In the Albanian section of Corridor VIII, the complete reconstruction of existing road linking Durres and Tirana with Macedonian border has been finalized and work is in progress towards completion of other branches of this Corridor in:
- East – West, in the section Lushnje – Fier – Vlorë (64 km) - Qafë Thanë – Pogradec – Korçë (63 km)
Work is close to completion in the North-South Corridor (405 km) along our coast which enables connections with Greek border:
• Shkodër – Hani i Hotit (39 km) • Sarandë – Konispol (40 km) • Fier – Levan – Tepelenë (71 km)• Tepelenë – Gjirokastër (23 km) just finished.

A glimpse on roAd trAnsport
Roads under construction:
Tourist roads situated at the beaches of Divjaka, Fier-Seman, Laç-Patok, Spille, Bay of Lalzi, Shëngjin-Velipoja - Delta of Buna, Vlora-Saranda.
Border roads: Sarande-Konispol; Leskovik – Tre Urat (33 km); roads of Liqenas and Has-Qafë Prush shortening the distance connecting Tirana and Skopje by 100 km and providing more rapid and efficient access to the Port of Durrës.
Rreshen - Kalimash (60km): This project will be part of the 170 km highway linking the Adriatic Coast with Kosova border. The road will have four lanes, a 5.7 km long tunnel, 27 works of art and nearly 4.5 km of this road will be on bridges and structures up to 80 m high.
Other roads: Kardhiq-Delvina (35 km) about 50 million Euro; construction of secondary parallel roads in the section Rrogozhina-Lushnja-Fieri and construction of two new lanes to make Tiranë-Vorë-Milot-Rrëshen a four-lane road.

Albania has the following major sea ports: Durrës, Vlorë, Sarandë and Shëngjin (Lezhë). Investments in sea transport have been concentrated mainly in the ports of Durrës and Vlora as main entrances of Corridor VIII. The port of Durres has the biggest share in the volume of import-export, nearly 75%. Two other ports, which both have concessionary contracts for processing petrol, gas and their by-products in Porto Romano (Durres), and Petroliferous Park (Vlora), will become operational in the beginning of year 2009.
Port of Durrës will be subject to potential concessions for cereal and cement storehouses as well as for other port activities. The master plan is considering the possibility to grant concession for the entire activity or for different services in the Port of Durrës, which would increase competition and potentials to attract not one but several well-known international companies to this port. Due to current development rates, limited possibilities for expansion and pollution in the city because of its vicinity to the port, are identified projects to construct a new port which will better meet increasing needs and demands.

Port of Vlora: According to the master plan, the required fund is nearly 30 Million Euro, 15.3 million of which have been provided by Italian Cooperation and development will go through some stages:
• Construction of ferry terminal• Construction of freight terminal • Construction of port superstructure, platforms and facilities
Port of Saranda: Investments at this area have followed two main lines:
• Investments in the city port will be financed by World Bank with a total of 4.5 million dollars and nearly 100 ml of ferry platform.
• Bay of Limjon will be completed to serve as a freight terminal Port of Shengjin: Investments are mainly from state budget and its own incomes aiming at constructing a new terminal.
INVESTMENT SUCCESS STORY: New container port to be built in Vlora, Albania!
Albania awarded on January 2009, a 35-year concession to the British-Swiss Zumax AG group for a €1.18 billion ($1.55 billion) container terminal for ships in southwestern Albania. The Transport Ministry said St. Gallen, Switzerland-based Zumax AG will build the terminal at the Vlora port, 85 miles (140 kilometers) southwest of capital, Tirana, with a three-million container annual capacity. Its construction is expected to start in April or May 2009 and to be completed in four years - according to the representative of the group in Tirana. The Group also has asked the government to see the opportunity in creating a free-trade zone where the terminal is to be located and to build an airport in the Vlora area. The Group expects more than 4,000 companies to exploit the container terminal in a free-trade zone.

Main Projects Implemented
• Concession contract for “Mother Tereza” International Airport is the biggest development project in Albanian air transport infrastructure and services and, at the same time, the most important foreign investment in this sector.
Airport Fast Facts: - Has increased the number of passengers from less than
700.000 to 1.100.00- Has increased the number of operators from 7 to 16 - Has attracted prestigious airline companies such as British
Airways, Lufthansa, Aegean Airlines, Alitalia, Austrian Airlines, Sky Express, Malev, Olympic Airlines etc.
- Has started expansion of airport terminal (Stage B) due to predicted increase of passenger numbers
• The ten year Air Traffic Management Master Plan in cooperation with “Lockheed Martin” is a project estimated at USD 50 million. New Air Traffic Control Centre and New Tower Building are part of this project.
• Airport of Kukës – currently ready for operation, 14 million USD $

Carbonate rocks are the most widespread sedimentary formation in Albania, covering 7300 km2. The thickest sections of carbonates belong to the Mesozoic age and are located in Albanian Alps, in Sazan-Karaburuni and Kruja platforms, and in Ionian, Krasta-Cukali, Mirdita, and Korabi pelagic troughs.
Upcoming Big Investment Opportunities: Albanian Railways Soon on Concession!
On June 2008, thanks to the joint work efforts of the Ministry of Economy Trade and Energy, Ministry of Public Works, Transport and Telecommunications, Ministry of Finances and the Ministry of Environment is designed the Analysis Report on Albanian National Railways It resulted in concrete activities to be implemented by the parties involved, aiming the need to further improve the current situation of the railways in Albania. Here is now the opportunity launched by the Albanian government, in terms of giving in concession the:• 447 km main railway line• 25 locomotives• 290 railway coaches. There is a welcoming environment in interesting approaches expected to be made by domestic and foreign investors in regards of being part to different railway segments launched for concession.
Braking Statistics:
The rail network extends from the Port of Durres, on the Adriatic Sea, and runs in three directions: north to the Albania-Montenegro border at Hani Hotit, south to Ballshi and the Port of Vlora, and east to Pogradec, near the Macedonian border Only on 2008, through the Albanian railways were transported over 400 000 Ton of goods, and 1.2 Million passengers.

The Albanian railroad network has a total length of 421 km main line and 230 km secondary line. It extends from North with Bajza Border station up to South with Vlora terminal station and to East with Pogradec terminal station, to border with Macedonia. The Albanian Railroad network is connected with the international railroad network through the line Bajza – Podgorice, Monte Negro, where we actually carry out freight international transport. Albanian Railroad has been transformed into a joint-stock company; and Railway Law of Republic of Albania was passed in the year 2004. The approval of the new Railroad Law intends alignment of Albanian Railroad Legislation to that of European Union. The new Railroad Code enables other railroad operators to operate in the Albanian railroad network.
This network is of standard gauge, like in other European countries; it is not electrified and without signaling system. Train traffic control is realized through radio-telecommunication system. The condition of railroad infrastructure presents low technical indicators; hence the running speed of trains in line is limited. The average life cycle of railroad vehicles is high.At present, the Albanian Railroad has a fleet of 66 passenger coaches, 225 freight wagons and 25 locomotives, performing the transportation of about 1.0 million passengers and about 500 thousand tons per year. So far, the staff number has been reduced about four times in comparison with the year 1990.

• Procedures are open for the road Thumane – Peze – Rrogozhine situated in the North-South direction of Tirana and intersecting the main road connecting Tirana with the country’s biggest port of Durrës. According to a preliminary study this road would have a daily traffic of 15 thousand vehicles which would economically justify any investment.

Furthermore, identification is complete as regards to the needs for construction of bus terminals for inter-city and international lines.

1. Water supply and canalization sector
There has been a qualitative improvement in the situation of water supply and canalization during the period 2005-2008.Over these years investments in this sector are included the construction of 615 water supply systems and 233 canal systems covering cities and villages areas in Albania. 21 Billion Lek have been invested in the course of only these three years. Decentralization of water supply and canalization sector towards local government units is one of the greatest achievements of this government.Considerable attention has been devoted to funding for projects in the construction of plants for Polluted Waters Purification. Currently, 11 purification plants are under construction and within 2010 they will serve a population of 1.6 million inhabitants.Significant investments have also been made in the construction of solid waste deposits in the major cities of Albania such as Tirana, Korça, Vlora, Shkodra and Saranda.

3. Solid waste
Solid waste is a specific area in which PPP cooperation would be very welcomed. This sector is in the first steps of its development and we would welcome potential cooperation/s,which could ensure development in compliance with community directives for processing solid waste in full respect of environment protection and conservation. Our country is experiencing its first steps in encouraging investment initiatives transforming solid waste into energy. This is initiatives are in fully compliance with the ongoing Albanian Government reforms to further develop the energy sector, as part of available alternatives on Fast and Growing Renewable Energy Sources.
