The Legislature's ability toapprove or reject executive rulesis an important aspect of theseparation of powers, becausethese rules have the force andeffect of law. Existing law allowsIdaho state agencies to makerules that implement or interpretstatutes passed by theLegislature. The Legislaturecurrently oversees thatrulemaking process by acceptingor rejecting adopted rules. Theproposed amendment confirmsand protects the Legislature'spractice to authorize executivebranch rulemaking, and to acceptor reject adopted rules.
