A declassified CIA document dated 7 January 1953 [1] with a section heading "Outline of Specific H Instances" describes the creation of multiple personality in two 19-year old girls. "H" is shorthand for hypnotic, hypnotized, or hypnotism in these documents: "These issues have clearly shown they can pass from a fully awake state to a heavy H restricted state ... by phone, by receiving written matter, or by using code, sign, or words and that control of those hypnotized can be passed from one individual to another without great difficulty. It's also been shown by experimentation with these girls that they can act as unwilling couriers for information purposes." BB 32 Following the ending of World War II, German scientists were being held in a variety of detainment camps by the allies. In 1946, President Truman authorized Project Paperclip [2][3][4] to deny these intellectual resources to the Soviet Union, and to exploit German scientists for American research. They were considered so crucial to the "Cold War" effort, that they'd be brought into the US and Canada. Some of these pros participated at concentration camps in murderous medical experiments on human subjects. A 1999 report to the Senate and the House said "between 1945 and 1955, 765 scientists, engineers, and technicians were brought to the US under Paperclip and similar applications." [5] BB 3, NB xi, xii According to the Central Intelligence Agency's Fact Book, [6] the NSC (National Security Council) and the CIA were created under the provisions of the National Security Act of 1947. In December 1947, the NSC held its first assembly. James Forrestal, the Secretary of Defense, pushed for the CIA to start a 'secret war' against the Soviets. Forrestal's initiative resulted in the performance of psychological warfare operations (psyops) in Europe. CIA personnel weren't opposed to dealing with Nazi doctors who'd proven to be proficient in breaking the mind and rebuilding it. Sometimes military bases were used to hide these secret activities. It was decided the communist danger was an issue that took priority over constitutional rights.

The notion of running a secret 'black' job was no longer innovative. In 1941, Roosevelt had decided,without consulting Congress, that the US should proceed with the greatest secrecy to come up withan atomic bomb. [7] The endeavor meant that by 1947, the US Government had got vast experiencein the initiation of operations that are secret. The existence of 'black projects' financed by 'blackbudgets' was withheld from Congress, but also from the public for reasons of national security. MC8-10

A declassified CIA document [8] "Hypnotic Experimentation and Research, 10 February 1954"describes a simulation of relevance to the creation of unsuspecting assassins: "Miss [deleted] wasinstructed (having previously expressed a fear of firearms in almost any manner) that she would useevery method at her disposal to awaken Miss [deleted] (now in a deep hypnotic sleep) and failingthis, she'd pick up a pistol nearby and fire it at Miss [deleted]. Miss [deleted] carried out these ideasto the letter including firing the (unloaded) gun at [deleted] and then proceeding to fall into a deepslumber. Both expressed and were awakened complete amnesia for the whole sequence. Sheexpressed absolute denial that the foregoing sequence had happened." BB 36, 37

The CIA'shuman behavior control plan was chiefly inspired by perceived Soviet, Chinese, and North Koreanuse of mind control techniques. Under the protection of 'national security,' many other branches ofthe authorities also took part in the study of this area. The CIA originated its first program in 1950under the name BLUEBIRD, which in 1951, after Canada and Britain had been comprised, waschanged to ARTICHOKE. MKULTRA officially started in 1953. Some of its systems remained activeunder MKSEARCH into the 1970s, although technically it was closed in 1964. In 1973, tipped offabout forthcoming investigations, CIA Director Richard Helms ordered the destruction of anyMKULTRA records. [9] MC 10, 17

Diligent usage of the Freedom of Information Act (FOIA) helps to throw light on the improvementsthat have been made in controlling the way that people think and act. Through a FOIA request, in1977, 16,000 pages of documents were discovered, held as part of the Agency 's financial history.That is how much of this advice has been pieced together. The FOIA permits the most poor citizen todemand the disclosure of records, although inevitably some will be not released or heavily censoredat all. MC 5 NB, xvi, xvii

Necessarily, nevertheless, it is an incomplete image. Many of the details that were important werehandily destroyed under orders of CIA Director Helms to hide wrongdoing. [10] What the mindcontrollers are doing and were may be just hinted at in a memo footnote or in the memoirs of aretired researcher. Nonetheless, there's more than enough here to demonstrate that mind powerstudy techniques secret new techniques are being used that are in the realm of science fiction. The CIA Mind Control Projects.

The director of the CIA accepted project BLUEBIRD on April 20, 1950. In a 1951 memo, [11]Bluebird states that practical research was to be conducted to contain these specific problems:

Can we create by post-H [hypnotic] control an action contrary to an individual's fundamental moralprinciples?

Can we in an issue of an hour, two hours, one day, etc., cause an H condition in an unwilling subjectto such an extent that he'll perform an action for our benefit?

Can we by H and SI [sleep inducing] techniques commit specified actions and return to us drive asubject to travel long distances or bring documents or materials?

Can we guarantee absolute amnesia under all and any states?

Can we "alter" a man's personality?

Can we devise a method for making unwilling issues into representatives that are willing and thentransfer that control to untrained bureau agents in the field by use of codes or identifying signs?

Can sodium A or P or some other sleep inducing agent be best concealed in a normal thing, such ascandy, cigarettes, coffee, tea, beer, medications? [12] BB 23, NB 13, 14

Formally, MKULTRA was established on 13 April 1953, at Richard Helms' idea as "ultra sensitive"work. [13] The operational wing of MKULTRA, known as MKDELTA, had as its mission to learn thebest way to use chemical and biological weapon ingredients to transform the human mind. Initiallyestablished as a supplementary financing mechanism to the ARTICHOKE project, MKULTRAimmediately grew into a gigantic undertaking that outflanked earlier mind control initiatives.
