Carden Quarry Background

Carden Quarry is one of the largest operations within Miller’s Southern Ontario Aggregate Resources Group (SOARG), located northeast of the small town of Brechin, on the eastern shore of Lake Simcoe. Opened by Repac, the 332.1-hectare site has been operated by The Miller Group since September 1984. Formations in the Lake Simcoe region are middle Ordovician and were probably deposited in a supratidal to intertidal intracontinental shelf environment. Carden Quarry is situated within this region in a physiographic area known as the Carden Plain. The uppermost bedrock is limestone of the Bobcaygeon Formation, beneath which is limestone of the Gull River Formation.

These deposits are extracted at Carden and manufactured into numerous high-grade limestone products for concrete and asphalt as well as granular road grade. Carden also produces various chip and screenings products as well as pipe bedding material, gabions and rip raps. With a permanent processing plant in place, including a wash and an asphalt plant, Carden provides materials internally for Miller’s asphalt and concrete operations, as well as many external projects. External work includes such projects as the Boundary Road reconstruction, only a few kilometers beyond the quarry gates, to further afield work including major extension projects on both of Highways 404 and 407. We also supply numerous municipal, ICI and private jobs throughout south central Ontario.

All production processes are controlled according to ISO 9001:2015 standards and tested in our ISO 17025 certified lab. Carden Quarry is also Certificate of Recognition (COR) and Cornerstone certified.

Early stages of the sites progressive rehabilitation plan are underway. This substantial undertaking will take several years and has started with berm slopes being created on the western face of the quarry.

Previous OSSGA Awards: Miller’s Carden Quarry was awarded an Environmental Achievement award in 2013, a Property Enhancement Plaque and three gold bars for Entrance, Approach & Perimeter Screening, Office & Scale House Areas, and Communicative Signage in 2015, and received a gold bar for Environmental Controls in 2016.

Trucks & Mobile Equipment Gold Bar Submission

Company Owned Highway Trucks

As Miller Paving Carden Quarry operation does not own any company owned highway

trucks, this requirement is not applicable.

Broker Owned Highway Trucks

Miller’s Carden Quarry views all carriers and their drivers, and independent owner/operators, as

extensions of ourselves, as they are often the face of our company on jobsites and on the roads. We

strive to build relationships with our brokers.

Annually, Miller hosts a carrier spring safety meeting, where we review safety expectations in

keeping with our COR certification, highlighting potential hazards and safe job procedures specific to our

carriers. We also review company Safety, Environment and Quality policies, as well as our Standard

Operating Procedure – MPL Carden, Transport & Traffic Management, which includes our company rules

and regulations, processes and procedures. Our Emergency Preparedness & Response Plan and our

Emergency Response Plan Spill Procedure are both reviewed (this year we also did a presentation on

how to put together an easy spill kit for trucks), as well as applicable company policies such as incident

reporting and our Violence and Harassment policy.

To keep the day interesting for our carriers we bring in guest speakers to address current issues.

This past year we had Mike Scott of OSSGA come to do an update on the axle weight issue and industry

response. Each attendee receives a package with information around topics of discussion, including our

current Health and Safety Manual, and details and requirements around their service agreement with

Miller.

Equipment appearance requirements are emphasized with all drivers. Miller Paving’s

policy for all equipment, mobile or fixed, is “GO SAFELY, GO CLEAN OR DON’T GO”. This was a

longtime motto of company owner Leo McArthur before his passing. It continues to be reinforced by his

son Blair McArthur and extends to all levels of the company and its external providers.

In keeping with our policy of working in a clean environment, on May 19 this spring, several of

our drivers joined quarry workers as we cleaned up garbage that had accumulated in the ditches for

about a kilometer either side of our gates, along the haul route to the south of the quarry and to the

north.

Miller’s Carden quarry is certified to ISO 9001:2015, COR and Cornerstone. All three of these

standards have stringent maintenance requirements, which are, in large part, extended to all

external providers. These requirements are discussed at our carrier spring safety meeting and

monitored throughout the year.

As part of Miller’s service agreement with our carriers and owner/operators, we are provided

with current insurance information, allowable gross weigh forms, driver abstracts, ownerships, WSIB

documentation and CVOR’s. These help us to ensure, among other things, that trucks are safe and

maintained, as they should be.

In terms of movement on-site, aside from rules and regulations being reviewed at our spring

safety meeting, Miller’s Carden Quarry has ample signage to remind carriers to be aware and follow

rules while being loaded in the quarry. These include, but are not limited to directions regarding haul

route, areas that require Personal Protective Equipment (PPE), speed limits, loader awareness,

dangerous areas, making eye contact, and more.

Traffic control and the communicative signage associated with it are of the utmost importance to our operation; from the designated haul route sign at the front gate to the many and varied directional signs within the site, as seen below.

The Emergency Preparedness & Response Plan is distributed at our spring safety meeting and

includes a detailed quarry map and traffic plan in case an emergency were to occur on site. (Drivers

have in fact been included in emergency preparedness safety drills.)

CB radios are key in quarry operations and used for constant communication between scale

house staff, loader operators and drivers. Proper radio usage is a key part of driver training and

reinforced by quarry staff and through signage at the scales and throughout the quarry.

Things like clearly labelled stockpiles also help to direct drivers and keep trucks out of

production areas.

Miller Carden, throughout the course of the year, uses various means for reminding

truckers of their responsibilities to the general public; not only as an important topic

of discussion at our spring safety meeting – both legal/legislative requirements and good neighbour

policies, but also through regular communication during the year. Communication sometimes takes

Traffic in the plant area is managed so as to keep interaction between highway trucks and quarry equipment to a minimum. Designated haul roads for highway trucks are raised and graveled. Highway trucks are permitted on designated road ways only. The production face and area around the primary crusher are barricaded off to eliminate the possibility of any unauthorized traffic in that vicinity. Within the quarry operation a 20 km/hour speed limit is posted for all vehicular traffic. When highway trucks and quarry equipment do cross paths, right-of-way is granted to quarry equipment. There is an amber flashing light policy in place for Miller vehicles in the quarry for improved visibility. All regulations are rigorously enforced.

place through handouts at the scale house (often where drivers sign-off acknowledgement of

understanding), signage at the quarry, and through group emails.

Miller Carden quarry’s driver awareness program, including all the information as detailed above, is reviewed with all new carriers that are brought on to work for us. It is reinforced at our annual carrier spring safety meeting where all participants sign-off on their participation and acknowledgement. Carriers are required to review the package with all their drivers and have them sign-off as well. Miller has a corrective action procedure that all drivers are subject to: 1st Violation - Verbal Warning, 2nd Violation - Written Warning, 3rd Violation – Suspension, 4th Violation – Termination. Violations are tracked and reviewed at our spring safety meeting.

Drivers are made aware that trucks may be included in on site job observations. Any failure to

follow all safe operating procedures and company policies can be reported by anyone on site and will

result in a Violation being issued.

When we require that information be communicated to our carriers and/or drivers – an industry update, a safety bulletin, or an issue of any sort arises – updates are sent by the means that makes most sense.

This summer where a neighbour had

repeated concerns with drivers using their engine brakes, we sent a group email to all of our carriers asking them to reinforce the rules around jake braking with their drivers, as well as posting signage at the scale house.

Mobile equipment is kept, almost entirely, painted in Miller company colours, always safe and as much as possible tidy and clean – shown here washed and parked after a day of work in the quarry. Note the amber lights for added visibility.

brand, and our “GO SAFELY, GO CLEAN, OR DON’T GO” logo. Signs and posters are displayed throughout the Miller Group and it has become a point of pride among company employees.

Carden’s regular maintenance plan on mobile equipment is comprehensive. Maintenance is scheduled adhering to manufacturer’s recommendations, and to ISO, COR and

Cornerstone standards. Daily inspections are performed as per the inspection sheets, which are unique to each type of equipment. Safety issues and serious repairs are looked after on the spot and lesser repairs are scheduled in for repair as soon as can be done.

Carden runs an afternoon maintenance shift where a mechanic is available to handle repairs,

where possible, in our own on-site maintenance shop. Where our mechanic can’t do the repairs, external providers are hired.

As previously described, movement on-site is managed such that, as much as possible, interaction between highway trucks and quarry equipment is kept to a minimum, with highway trucks staying to designated road ways and loading areas only.

Miller mobile equipment drivers are required to adhere to all the same safety and traffic

regulations as our aggregate haulers, save for quarry equipment having right of way over haul trucks. Miller employees are subject to the same corrective action procedure.

For improved visibility, there is an amber flashing light policy in place for Miller vehicles. Miller’s

heavy vehicles are also equipped with back-up “quackers” in place of beepers, as these are as effective in a quarry setting as a standard beeper, but are less intrusive for our neighbours.

Carden quarry keeps a grader on site to ensure the interior haul roads are in good condition for both highway trucks and Miller mobile equipment.

Broker Owned Mobile Equipment Broker mobile equipment owners – contractors – are extremely well vetted at Carden quarry

and most of them have had very long-term relationships with us. As with our highway trucks, Miller has

an orientation program for all contractors on site, where we review safety procedures and expectations

in keeping with our COR certification, company policies, general procedures and regulations, and any

specific quarry processes that might apply to that particular contractor. Our Emergency Preparedness &

Response Plan and our Emergency Response Plan Spill Procedure are also reviewed.

Contractors are given copies of these materials including the Miller Health and Safety Manual,

and sign-off acknowledgement of their training. Orientation takes place whenever a new contractor

begins work on site at the quarry and is reviewed annually.

Where expectations around equipment appearance, are concerned, like with highway

trucks and Miller’s own mobile equipment, the “GO SAFELY, GO CLEAN OR DON’T GO” policy extends to all.

The same is true of equipment maintenance. Miller’s Carden quarry certifications to ISO,

COR and Cornerstone all require that the maintenance standards of all external providers are as high as

those of Miller itself, and Miller ensures that our contractors are held to these standards.

Pictured above, Austin Powder has been a trusted contractor with Miller at Carden Quarry for many years. During production season, their equipment is frequently seen onsite. Austin is a great example of a contractor that adheres to Miller Paving’s high standard of equipment appearance and maintenance.

Requirements around movement on-site are reviewed with contractors prior to starting on

site. They are provided with a copy of our Emergency Preparedness & Response Plan, which includes a

detailed site map.

All contractors sign-in and out at the scale house, whenever they are on site, in order that we

know who is on site and especially in case of emergency. As previously detailed, Miller’s Carden Quarry

has ample signage to give direction to contractors while on site; always managing traffic flow to reduce

interaction between quarry equipment and other vehicular traffic.

Broker owned mobile equipment drivers are required to adhere to all the same safety and traffic regulations as our aggregate haulers and company owned mobile equipment operators. Contractors are made aware they may be included in on site job observations and safety inspections. Where contractors fail to follow safe operating procedures or company policies, it may be dealt with through the contractors’ company management or through Miller’s own corrective action procedure, whichever is deemed most appropriate by our managers at the time of infraction.
