In January we recognized our members with our 2014 Coty Awards. The evening took place at a new venue, Walnut Grove Country Club, and was led by our Social Committee. We enjoyed a Martini Bar, Wine Station and Beer Bar, which were sponsored by Hamilton Parker, Carr Insurance, and Sibco Building Products. The food was provided by Walnut Grove Country Club and the presentation encouraged mingling.
Our local chapter changed up our categories this year in order to accept more entries. This proved to be a great benefit to our contractors. For example, the Residential Kitchen $30,000 to $100,000 Category was divided into four categories, from two in $15,000 increments; and the Residential Addition $100,000 to $250,000 Category was divided in two, and two new categories for Commercial Addition Small and Large were added. We also added a supplier list so that each entry would give credit to our NARI suppliers used on projects. This proved to be very beneficial to our suppliers and their staff, and showed them how valued they are by this organization and in their involvement with these projects. Without their great products, our work couldn’t have happened.
The evening started at 5:30 p.m. with a fantastic Happy Hour and food. The award ceremony started at 6:45 p.m. with Gary Lytle as emcee, and the evening ended at 8 p.m. I was pleased to see that when it was over, we had 80 percent of
the crowed stay and mingle until 8:45 p.m. This was something that had never happened before, and it was very enjoyable.
I am very happy with the way the evening turned out, and I look forward to working with all of you to make it even better for next year.
A very special thanks to Kelli McKenzie and Ric Kirchner for the running of the projector and getting the evening set. I would also like to thank all the committees that helped and participated in this evening’s success.
Sincerely,John A. PuslatWindow & Door Designs and Total RemodelingPresident, Miami Valley NARI
MARCH 2014
CotY Awards 2014!PRESIDENT’S COLUMN
March 2014 | www.naridayton.org – 1
On January 30th our members gathered for the Miami Valley NARI Awards Ceremony. Many awards were given out that evening, and we would like to thank our social committee, chaired by Keith Lester for working tirelessly on this event. We would like to take a moment to highlight our recipients:
Our Remodeler of the Year was John Albrecht and the Albrecht Wood Interiors team. This award recognizes a company and their representatives that have unselfishly promoted remodeling, NARI and the organization’s mission. This company has been a Miami Valley member since 2010, and has won several CotY Awards on a local, regional and national level. They are very active in the association and whether it’s attending educational offerings or sharing information with other members, they exemplify NARI professionalism.
The Supplier of the Year award went to Gary Lytle and Sibco Building Products. This award is the supplier equivalent of the Remodeler of the Year Award. It’s presented to a Miami Valley NARI supplier member company that has a record of exceptional support of the chapter, its mission and its activities. Sibco Building Products has been a local member of NARI since 1986 and is a founding member of the organization. Over the years they have shown a continued commitment to the association’s mission and its individual members. The company is led by one of the most recognized faces in the local remodeling community and is one of the most vocal—always a cheerleader and supporter. In 2013 the company took a directorship on the Board and has contributed to and supported the initiatives and programs of the association.
The Skip Lowe Memorial Award was established in 1994 in memory of Miami Valley NARI’s first Executive Director and one of the association’s organizers, Vernon “Skip” Lowe. This award is presented to a NARI member who lives and works in the Miami Valley area, has a distinguished business record and an exemplary record of community service, and
who demonstrates an exceptional commitment to the remodeling industry.
This year’s Skip Lowe Memorial Award winner is one of our association’s true friends, Bob Malchow, CR, CKBR of Malchow Building & Remodeling. He was our President in 2001 and has remained a respected presence and voice on our Past President’s Council, as chair of virtually every committee at one time or another, and as a role model for others in the profession. Even while winding down his business over the last year, he has remained a constant and someone the current leaders and members can count on for support and sharing. He is a true believer in what an association is and why it’s important to participate to build not only your business but develop yourself personally. For years he served as our Awards Committee Chair and always moved our CotY program to greater things. It is important to him for professionals to shine and he has always been there to help, whether the help was needed on an association or personal level.
Our Past Presidents’ Council Award was given to Steve Zimmer, CR of Remodel Cincinnati. It was a unanimous decision by this distinguished group that recognition for this individual’s ongoing support and contributions is given. Steve has been a mainstay with the Chapter, although he is a member of another chapter. He has been a supporter, long before his own Chapter, Ohio Valley NARI was established. He has served as a Miami Valley NARI CotY judge for more than a decade, and does so without hesitation. He is always eager to lend a hand, time, experience or share knowledge whenever called upon to do so – even sometimes when he isn’t asked. You will usually find him on the golf course when we have our outings, and always at the NARI office combing through entry binders and learning as much as he gives from his experience.
Congratulations to all four of these recipients. And our 2014 Miami Valley NARI CotY (Contractor of the Year) Awards went to:

What You Get: Appetizers, Non-Alcoholic Beverages and plenty of Networking

Residential Home’s LRRP Opt-Out: No further action has been scheduled for S. 484 or H.R. 2093. While the House bill could pass the full committee and House, the legislation does not have a majority vote in the Senate. The Administration is expected to issue a veto threat if either bill receives debate or a vote.
Commercial and Public Building’s LRRP: NARI is part of an industry coalition opposing this rule and has been involved in the rulemaking process. The next round of comments to the EPA are due Feb. 4. NARI will submit in part with the industry coalition. The EPA is expected to issue a Notice of Proposed Rulemaking (NPRM) before July 2015, a timeline that could be changed and shortened.
OSHA Fall Protection: These updated rules have been in place since June 2013. NARI continues to examine the impact of the new rule on members, including challenges and benefits, and align and implement training accordingly.
The Regulatory Flexibility Improvements Act of 2013 (H.R. 2542): Having been passed by two House committees with bipartisan support, the bill could be added to the House floor agenda for consideration and a vote in 2014.
Mortgage Interest Tax Deduction: Federal legislation impacting the federal tax code, budget and entitlement programs are considered key to resolving the cycle of political impasses, government shutdowns and threat of default on the nation’s debt. Chairs of the Senate Finance and House Ways and Means Committees are negotiating the framework of a tax reform bill that could be considered by the House and Senate as early as this February, now fueled by pressing need to renew tax cuts that expired at the end of 2013.
Although support for maintaining the MID remains strong, especially while the housing market emerges from the recent recession, the size of the MID tax expenditure will continue to make it a popular offset for reformists. NARI will continue to support efforts to preserve the MID as part of a coalition led by the
National Association of Realtors (NAR).Energy Efficiency Incentives - The Energy Savings
and Industrial Competitiveness Act (S. 1392): S. 1392 is a bipartisan bill and reportedly has a significant majority of support in the Senate. The Senate has not considered a comprehensive energy bill since 2007, and Democrat and Republican leaders have shared their support for S. 1392. This bill remains pending consideration by the full Senate.
SAVE Act - The Sensible Accounting to Value Energy Act or SAVE Act (S. 1106): S. 1006 is a bipartisan bill and could receive a majority vote in the Senate. If unrelated budget and spending issues can be resolved in the Senate, the Energy Savings and Industrial Competitiveness Act (S. 1392) could be brought back to the Senate floor for debate and a vote as early as this March, providing a legislative vehicle S. 1106 to be offered in the form of an amendment.
Workforce Development: The Department of Labor allocated all funds for 2013. NARI is now working with agency representatives to determine if 2014-2015 funding will be available to develop a training curriculum and program that could serve the remodeling industry. With the help of the Department of Labor, NARI is also reaching out to the Department of Defense to determine if exiting military personnel with aligned skills could be channeled to hiring NARI members.
Individual Tax Rates: Federal legislation impacting the federal tax code, budget and entitlement programs are considered key to resolving the cycle of political impasses, government shutdowns and threat of default on the nation’s debt. Chairs of the Senate Finance and House Ways and Means Committees are negotiating the framework of a tax reform bill that could be considered by the House and Senate as early as February 2014. Opportunities to amend such reforms by lowering individual tax rates will remain a priority of NARI and small business coalition led by the S-Corp Association.
Update on NARI Federal Advocacy Priorities
8 – March 2014 | www.naridayton.org
Update from WashingtonThe National NARI organization continues to work on behalf of its members on several current issues. Below are some articles that summarize updates on many of these.
OSHA Denies Extension for Comments to Crystalline Silica RulemakingThe Occupational Safety and Health
Administration’s (OSHA) Occupational Exposure to Crystalline Silica rulemaking (RIN 1218-AB70) would prevent exposure to silica by addressing the permissible exposure limit (PEL) for general industry.
Crystalline silica-or sand-is one of the most common elements on earth, and many workers in a wide range of industries are exposed to it, usually in the form of respirable quartz, or, less frequently, cristobalite. Chronic silicosis is a uniquely occupational disease resulting from exposure of employees over long periods
of time (10 years or more). Exposure to high levels of respirable crystalline silica causes acute or accelerated forms of silicosis that are ultimately fatal.
NARI, as well as the Construction Industry Safety Coalition, requested an extension to the Jan. 27 deadline for comment set by OSHA, but the request was denied. NARI and the coalition are preparing comments to submit by the Jan. 27 deadline. In addition, OSHA will hold public hearings in late March.
The coalition seeks to foster reasonable solutions and is not taking a stance that is against protection of worker health.
To read more about the crystalline silica rule-making and its impact on the industry, read the briefing paper.
EPA fines LRRP violators The Environmental Protection Agency (EPA) continues to take action against those not following the Lead Renovation, Repair & Painting Rule. In December, the following actions occurred:
A Pennsylvania company was fined $25,690 for seven counts, including not having a certified lead renovator on site and paperwork violations.
A Missouri company was fined $3,400 for eight violations, including not being certified, having no certified renovator on site and paperwork violations.
You can keep up with the EPA enforcement efforts by reading the dockets on the EPA Website. Many of the enforcement actions date back to violations in 2012 and deal with non-certified people working on pre-1978 homes where lead is present.
