Brothers and Sisters,

2020 has proven to be one of the most difficult years in decades for American workers. With the onset

of COVID-19 and the mandated stay-at-home orders, America’s unemployment rate has risen to over 20% at

times this year. We’ve seen many operating engineer locals around the country struggling with the many issues

that come with low employment numbers. While Local 520 has faced some challenges of its own during this

pandemic, we are very fortunate to have nearly full employment.

As recent as late July, Governor Pritzker was at IDOT’s Collinsville office assuring us that $1.8 billion will be

coming to the Metro East as part of the Rebuild Illinois Plan. The governor spoke to the fact that Illinois remains

a hub for commerce and transit and that especially in a pandemic it is crucial that we maintain and improve the

roads and bridges that enable this.

With the continued spread of COVID-19 and the social distancing guidelines imposed by the state, a decision

to cancel our 2020 Fall Festival, Labor Day Parade celebration and Annual Pin Presentation has been made. Our

Health & Welfare office is currently working on trying to make accommodations for a drive thru health fair that

would provide blood work services and flu shots.

Our Health & Welfare Fund Trustees and Administrators worked

quickly in March to approve benefit improvements specific to COVID-19 which

include coverage for Telehealth visits. Everyone that’s eligible for coverage in

Local 520’s health and welfare plan can get tested for COVID-19 if needed with

no deductible or copay, and I highly encourage anyone who thinks they may

have contracted this virus to please get tested.

In late July, the Trustees of the JATC met and approved 24 new

apprentices for 2020. They also approved numerous equipment upgrades and

discussed different building designs for the new indoor dig facility.

Let’s all remember that the health and safety of our families, our colleagues and our community is most

important in these times. Please respect the personal space of others especially if you plan to attend any

Local 520 meetings or events.

Brothers and Sisters,

In light of the current situation we all face in these uncertain

times due to the COVID-19 crisis, our work seems to be above

normal compared to what other industries are facing. This, all

due to being deemed “essential service.”

One positive thing that has come out of the pandemic is the

decreased anxiety over the I-255 shutdown. The influx of people

being mandated to work from home seemed to ease the worry

of this project being a traffic nightmare. The 1st stage being

from 55/70 south to I-64 and the 2nd stage I-64 south to Rt. 15.

Currently, work continues on the 2nd stage with the 1st stage

of the project completed fairly seamlessly. This project was

joint ventured by Kilian Corp. and Keeley & Sons, along with

multiple sub-contractors.

On this project, Local 520 was successful in securing its

jurisdiction on the sea of new equipment — at times we

face battles with other crafts. However, we had our normal

battle with painters who have undercut our area standard

wages by large margins to pirate this work away from their

respective crafts. The state issues violations for breaching the

Illinois Prevailing Wage laws, therefore, there will be Prevailing

Wage complaints filed with the Illinois Dept. of Labor to ensure

the correct wages were paid, when most likely they were not,

resulting in a fine to the company and a violation. After the

company receives 2 strikes they will be taken off of the eligible

bidders list and we are rid of one problem — most likely that

void being filled with another problem.

This was the largest of many other projects in my area

ringing in at approximately $67 million. It is expected to be

completed around October or November, weather permitting.

I’d like to start off by saying, these are unprecedented times

we are living in. While many industries have suffered great loss, the

construction world in our area has vastly been deemed essential.

That being said, I hope you all have remained safe and healthy. We

have been fortunate in the fact that our workload has not been

affected to the extent of mass layoffs or widespread job cancella-

tions.

While no one, including myself, enjoys paying high taxes, the

projects that have been on IDOT and county lettings are a direct

correlation to the increase. Many people have differing views on

how the local and state governments need to be ran. This does

not make the opposing views any less correct or important, but

needs to be viewed as insight for a broader spectrum of under-

standing within our democracy. Personally seeing the effects of our

current state government leads me to believe that they have our

best interest in mind as Union Brothers and Sisters.

To name just a few of many IDOT and county projects

coming up in my area:

Kilian is currently resurfacing I-270 from IL Rt. 3 to I-55/70.

This has been badly needed for many years and is about a

$12 million project.

Christ Bros. have picked up a $1.2 million job patching ap-

proximately 20 miles of Rt. 140 from Rt. 4 to Rt. 127.

Kamadulski, along with the several warehouse locations they

continue to secure, has been awarded a $3.5 million project

on Seiler Road in Godfrey.

Stutz has a $1.2 million resurfacing job in Calhoun County,

as well as a $1.9 million sidewalk, curb and gutter project on

Broadway in Highland.

Keeley & Sons was low-bidder on a $3.2 million job extend-

ing seawall, dredging and constructing a collision cell at the

Kampsville Ferry on the Greene County side.

Baxmeyer Construction was low bidder at $18.6 million on

the Delhi Bypass Rt. 67 extension south of Jerseyville. This

job will utilize several sub-contractors and should span the

better part of a year to complete. Projected start date is

October 1st.

Mahoney was awarded a $5.3 million project patching,

milling and resurfacing 5.2 miles on Rt. 67 in Jerseyville.

Remember to vote your pocketbook on November 3. All the

way from school board to President. These will be the people that

decide on whether or not we continue to receive a livable wage

for our hard earned work. Stay safe out there.

Brothers and Sisters,

Work has been great in my area this summer and the

jobs keep coming. E. T. Simonds is finishing up the asphalt job

on Rt. 153 in Washington County and are making progress on

the Bonnie Bridge on Rt. 37. Kilian is moving along very well

on the I-57 bridge south of Mt. Vernon and are in the process

of switching lanes. Samron’s bridge job on Rt. 15 just west of

Woodlawn is progressing at a fast pace and are looking to

pave approaches soon.

The July 31st IDOT letting had some pretty good jobs on

it for my area. Here are some of the larger ones:

Southern IL Asphalt was awarded 4.2 miles of patching

and paving on I-57 two miles south of the Dix inter-

change.

G. M. Sipes was awarded 11 miles of patching on I-64

from the Washington County line to the I-57/I-64 inter-

change just north of Mt. Vernon.

In closing, I hope all of your families are well as the kids

get ready for the start of school. Please utilize our wonderful

training facility and keep up your certifications.

I hope everyone is well. I would like to think that everything

will get back to some type of normalcy soon with COVID-19 but

time will tell.

The work has been good between the rains with no sign of

letting up for both. The road contractors have been busy. Christ

Bros will finish up several jobs in Bond County before starting a

job from Rt. 4 to 127 and patch and overlay on Rt. 40 from

Pokey Road to Overpass Road and Millersburg Road from Rt. 40

to S. Frontage Road.

Howell continues to work on Rt. 37 by Salem airport in

Vandalia, Hwy 161 bridge deck and will start a hot in place recycle

from Mulberry Grove to Rt. 185 later this year.

Kinney Contractors has been doing some patching in

Nokomis, Vandalia and Centralia.

Illinois Valley is getting ready to run some mix out of the

Litchfield plant and has some work in Nokomis.

Kamadulski is working on the water lines in Vandalia with

Berco Construction.

Haier has a sewer line project in Ramsey.

Blankenship continues to work at Coffeen Power House on

an ash reclamation job. They have a dozen Operators working

between rains.

P66 new HCU unit has Helmkamp working on the civil work

and Waggoner is swinging steel to make way for Sterett and Mam-

moet to move later this year to set the Mods. Waggoner and J J

White continue work on a River Well replacement line project

and will have some pit stop (small partial shutdown) throughout

the summer. P66 has moved the fall turnaround to spring 2021.

Pipeline, as of now, still has no signed contract and we will

continue to work under the old contract till the new one goes into

effect. KS Energy and Jayne Excavating have completed the Ameren

work in Glen Carbon.

Foltz continues with some maintenance work and Fab work

at their shop and has several bids out for late summer work.

Dear Brothers and Sisters,

I hope everyone has been able to stay safe during these unpredictable times of 2020. The work load

has been surprisingly steady, with a major emphasis in road work, while pipeline work has been scarce. As

I write this article, there are 76 members rapped in on the A-list, with more than 38 tagged out. While

that seems like a lot for this time of year, there are days it is challenging to fill jobs. Everyone’s health and

safety is important, so I appreciate the willingness of those who are able, going to work.

Please continue to practice healthy work habits, social distancing and have a safe and prosperous rest of the summer.

Brothers and Sisters:

I hope this issue finds all of our members and their families doing well and staying safe. At this time we are

unsure of what guidelines will be in place for the upcoming training season, but rest assured that we will make

every effort to ensure our members have access to the training and resources they need to remain employable.

Since the last article, we have acquired a few additional pieces of equipment for training. The Case 580N

backhoe was purchased late last year. We also took delivery of our 2014 Kenworth T270 truck and Neville drop-deck trailer in December. Our latest addition is the John Deere 333G skidsteer this past June. We also

have on loan a John Deere 450K dozer and John Deere 75G mini-excavator. Both pieces of equipment are

provided to the Training Department at no cost thanks to the National Training Fund’s lease agreement with

John Deere.

The CDL training and testing is up and running. I encourage our members to take advantage of the

program and add another qualification to your resumé.

We have had several apprentice graduations since the last Hoister article. December 2019 graduate:

Trent Barringer. January 2020 graduates: Jeremy Koontz, Joseph Mettler, Zachery Murdach, Colby Rakers,

and Nicholas Zeller. July 2020 graduates: James Hartmann, Clayton Hilderbrand, Nicholas Malick, Ethan Maul,

Kevin Mitchell, Patrick Suchomski, and Phillip Whitten. August 2020 graduates: Alan Van Uytven and

Clark Wisely. These young men have fulfilled their obligations to the Training Department and have earned

their way to journeymen status. The Training Department wishes them

a long and prosperous career with Local 520.

Please do not forget to bring your union card with you for

equipment practice and classes and make sure your dues are paid

for the month you are at the facility.

HEALTH & WELFARE, PENSION, ANNUITY, AND VACATION TRUST FUNDS’

BENEFIT REPORT

In light of the ongoing pandemic, myself and the Benefit Fund Office staff hope all of our members and families are staying safe. If

there are any questions or concerns regarding the Coronavirus that we can assist with, please feel free to reach out to us.

HEALTH AND WELFARE FUND:

The Health and Welfare Fund processed 19,805 claims (19,362 – Medical, and 443 – Optical) during the first six months of 2020

and paid out benefits totaling $7,179,338 ($6,652,315 – Medical, $407,553 – Dental, and $119,470 – Optical) compared to

$7,066,897 that was paid out during the first six months of 2019, an increase of $112,441 or 1.6%.

The Managed Pharmacy program, administered by CVS/Caremark, processed 15,475 prescriptions during the first six months of

2020 at a cost of $1,257,287 compared to 16,868 prescriptions filled during the first six months of 2019 at a cost of $1,110,910,

an increase of $146,377 or 13.2%. Also, the Health and Welfare Fund paid premiums totaling $698,373 to Humana during the first six months of

2020 to provide a Prescription Drug Plan (PDP) for Medicare-eligible retirees and widows. Please be advised, the Trustees have renewed the

Humana PDP for calendar year 2021.

As of June 30, 2020, the Health and Welfare Fund had total assets of $45,314,181, compared to $39,548,881 as of June 30, 2019, an increase of

$5,765,300 or 14.6% during that 12-month period. As of December 31, 2019, the Health and Welfare Fund had a Reserve Bank liability of $10.5

million, covering approximately 444 individuals. As of June 1, 2020, the Health and Welfare Fund was providing coverage to 1,313 families (715 Ac-

tive, 432 Retirees, and 166 Widows) representing 3,220 individuals.

You will find below a summary of Health and Welfare Plan benefit maximum limits and their corresponding coverage period at the present time. For

other Plan limits and coverage period(s), please refer to the Schedule of Benefits contained in the Summary Plan Description and Plan Document or

contact the Fund Office.

Also, below are the Retiree Self-Pay Monthly rates that went in to effect for the period June 1, 2020 through May 31, 2021. The rates remained the

same as the prior period with no increase.

Retiree Self-Pay Monthly Rates Effective 6/1/20 through 5/31/21:

Annual Health Fair:

The Fund Office is in current discussions with St. Joseph’s Hospital regarding the Health Fair. Due to the Coronavirus we are unsure whether we

will be able to hold the annual event and if we do, to what capacity. We have a date reserved, October 17, 2020, and as more information becomes

available, we will notify all of our covered members. We ask for everyone’s patience as we consider alternate options to offer these valuable services

to the members.

Physical Exam Benefit:

PLEASE NOTE: For physical exam benefits to be covered, the member or patient will need to call the Fund Office prior to the exam to request a

claim form and notify the office of the anticipated date of the exam. The claim form will then need to be returned to the Fund Office after the exam

and tests have been performed. Also, for the exam to qualify at least one of the diagnostic tests listed on the claim form must be performed during

the examination. Please refer to pages 4, 5, 50 and 51 of your Summary Plan Description for specific details regarding this Plan benefit.

Department of Transportation (DOT) Exam:

In addition to the Plan’s annual Physical Exam Benefit as noted above, we have also added a DOT Exam Benefit. This exam is required by the Illinois

Department of Transportation for persons who drive commercial motor vehicles. No form is required to utilize this benefit and the cost of the exam

will be paid at 100%, no deductible and no co-insurance. This is a separate benefit than the Physical Exam benefit. It is however, limited to those

individuals where it is required as part of employment in the Operating Engineer trade.

Coordination of Benefits:

The Health & Welfare Fund coordinates benefits with other insurance plans. If you, your spouse, or dependent child (under the age of 26) has other

insurance, please notify the Fund Office with this information as soon as possible. This is also a question on the claim forms we request you complete

periodically. You can be held liable for incurred charges if other insurance information is not disclosed. Effective August 1, 2019 the

Trustees approved an amendment to the Plan providing that if a members spouse has an offer of fully-subsidized employer-sponsored group health

coverage (meaning your spouse does not pay premiums in connection with this coverage), your spouse’s eligibility for coverage under this Plan will be

limited as if your spouse had enrolled in the other coverage. This means that any benefits otherwise available to your spouse under this Plan will be

reduced by the amount of any benefits available to your spouse through your spouse’s employer-sponsored group coverage, even if your spouse does

not enroll or participate in that coverage. Your spouse will be considered to have enrolled in the other coverage as of his/her initial eligibility date

even if your spouse does not enroll. It is your responsibility to notify the Fund if your spouse has or receives an offer of other employer-sponsored

group health coverage. Please refer to the Summary of Material Modifications that was mailed to all covered members in late January 2020.

Claim Forms:

At times, it may become necessary for participants to complete a claim form for the Fund Office to determine if a claim is related to a work-related

injury or an accident, or to determine if a participant may have other insurance coverage; in such cases, benefits may require coordination with anoth-

er carrier. There are specific claim forms for medical benefits, chiropractic benefits, optical benefits, and physical examination benefits. Please com-

plete these forms in full, when requested by the Fund Office, and return for processing. Payment of claims will be delayed if these forms are not re-

turned to the Fund Office in a timely manner. Participants can, and may be, held liable for incurred charges if any information on the

claims forms is completed falsely. Also, as it has been mentioned in a previous mailing and various Hoister articles, effective January 1, 2019,

physical examination claim forms must be requested in advance of the anticipated physical in order to process these claims correctly.

WORKER’S COMPENSATION MATTERS:

No benefits are payable under the Plan for any expense covered by a Worker’s Compensation Act or similar legislation or any injury arising out of or

in the course of any employment for wage or profit. Once you file a claim form with the Fund Office indicating your condition is the result of a work-

related accident or injury, the Health & Welfare Fund will not be in a position to consider any related medical expenses. Should your Worker’s

Compensation claim be denied, you must file an appeal with the Industrial Commission for a final determination. If your claim is found not to be work

-related, then the Health & Welfare Fund will be in a position to re-evaluate the submitted medical expenses. Also, should

you state the accident or injury is not Worker’s Compensation related when in fact it is, you can be held liable

for all incurred charges paid incorrectly by the Health & Welfare Fund.

THIRD-PARTY LIABILITY MATTERS:

The Health & Welfare Fund will be the secondary payer in those situations where the injury or illness of a covered individual

(member or dependent) is the result of a negligent or wrongful act by a third party (automobile accident, etc.) who is

primarily responsible for the payment of medical expenses incurred by that covered individual. Once you notify the Fund

Office your condition is the result of an injury or illness caused by a liable third party, the Health & Welfare Fund will not be in a position to consider

any related medical expenses for payment until the responsible third party or their insurer has paid up to the maximum limit of their liability in the

matter. You should promptly notify the Fund Office of the name, address, and phone number of the responsible third party, attorneys, and insurance

companies involved in such matters, as well as keeping us informed when legal action is instituted and the progress of that legal action. The Health &

Welfare Fund will, at your request, notify medical providers that the Fund will be in a position to process all eligible claims in accordance with Plan

Provisions after the maximum amount has been paid by the liable third party.

PENSION FUND:

As of June 30, 2020, the Pension Fund had total assets of $245,015,310 compared to $234,513,421 as of June 30, 2019, an increase of $10,501,889 or

4.5% during that 12-month period. The Pension Fund is currently paying benefits to 850 Retirees or their surviving beneficiaries, such payments

totaling $13,157,955 during calendar year 2019, and approximately $1,120,000 per month at the present time. Thus far during 2020 we’ve had 20

members retire, after having 25 members retire during calendar year 2019.

If you plan to retire in the near future, you may want to contact me to request a draft of your Pension Quotation detailing the

various benefit options that will be available to you at the time of your retirement. When you file your Application for Pension

Benefits, you will need to provide a copy of your Birth Certificate, your spouse’s Birth Certificate and a copy of your Marriage

License, if applicable, in order for us to process your retirement papers. Once you make your benefit selection and begin receiv-

ing payments, you are not permitted to change your pension option. Pension payments are made on the first day of each month,

for that month, either by Direct Deposit or check. Currently 83% of the pension payments are being made by Direct Deposit,

which reduces the amount of clerical work and eliminates concerns about timely mail delivery. We have had situations whereby

pension checks were either delayed in mail delivery by one to two weeks or lost altogether by the Post Office, which results in extra cost to the

Pension Fund and inconvenience to those retirees and widows that are expecting their check to arrive on or about the first of the month. Needless

to say, many individuals have switched to Direct Deposit after experiencing such a delay in receipt of their pension payment. If you need a Direct

Deposit Authorization form to initiate direct deposit or notify us of a change in your bank account information, please contact the Fund Office. If you

need information about Social Security benefits, the 2020 Guide to Social Security is available in the Fund Office or can be mailed to you if requested.

As of June 30, 2020, the Market Value of Plan assets was $194,335,550 compared to $179,453,996 as of June 30, 2019, an increase of $14,881,554 or

6-month period ending June 30, 2020, for the 24 Mutual Funds and one Stable-Value Fund (Federated Capital Preservation Y) selections that are cur-

rently available to you under the Daily Valuation Investment Program:

Default Fund — A composite mix of 40% Vanguard Total Stock Market Index Fund (Institutional Shares) and 60% Vanguard Intermediate-Term Bond Index Fund (Institutional Shares).

Designation of Beneficiary:

With the transition to Great West Retirement Services (now Empower Retirement Services) on October 1, 2012, it became necessary to complete

and file new Designation of Beneficiary information, since that information was not transferred by the previous record-keeper. Currently, only ap-

proximately 800 participants, out of over 2,900, have beneficiaries designated. You can file your Beneficiary Designation on the Empower website at

www.oe520annuity.com or you can obtain a paper form from Empower or the Fund Office. If you are unsure whether you have designated a benefi-

ciary you may contact Empower or the Fund Office.

Recently the Fund Office has received an increase in inquiries regarding Hardship Withdrawals from a participant’s Annuity account. As a reminder,

the Plan currently does not have a provision for Hardship Withdrawals and therefore they are not permitted.

VACATION FUND:

The 2020 annual Vacation benefit check will be mailed to all participants during mid-November 2020. Your Vacation benefit amount will be deter-

mined by the number of hours reported and paid by contributing employers for the work period October 2019 through September 2020. If you

worked for an employer that was delinquent in the payment of fringe benefits for any month(s) during that period, you will receive an adjustment

vacation check when the Fund Office collects those deductions from that employer.

MISCELLANEOUS INFORMATION:

A copy of your work history for the period July 2019 through June 2020, detailing those hours reported on your behalf by contributing employers, was

mailed to all participants during August 2020. Since your Health & Welfare eligibility and level of Annuity, Vacation, and Pension benefits directly relate

to the number of hours worked, we ask that you carefully review the work history reports and notify the Fund Office of any discrepancies as soon as

possible. It is very important that you keep your check stubs as it may become necessary to use them to verify the number of hours that you worked

for a particular employer. Also, the quarterly Health & Welfare eligibility letters were mailed during the first week of August 2020 for the coverage

period September 2020 through November 2020.

PLEASE NOTE: For any hours worked outside of Local 520’s jurisdiction, credit for Health and Welfare coverage will not be given until the benefits

are received in the Fund Office from the reciprocating Local. It is the operator’s responsibility to make sure to have transfer authorization

paperwork signed at the jurisdictional local. Oftentimes there is a delay in this process, so you may receive a self-pay notice to make up for a

shortfall in hours. Individuals will need to make this self-payment, and once the benefits are cycled through, a refund will be issued to the member.

As always, we ask that you notify the Fund Office of any changes in your mailing address, phone number, marital status, beneficiary status, etc. If you

have any questions about your fringe benefits, please let us know. The Fund Office is open from 7:00 a.m. – 4:00 p.m. Monday through Friday to assist

you and your dependents in whatever way possible.

The Benefit Fund Office will be closed on Labor Day, September 7, 2020.
