The third meeting of the Board of Directors for 2017 will be held on Saturday, October 28, 2017 at the Hershey Lodge located at 325 University Drive, Hershey, Pennsylvania. The meeting will start at 10 a.m. A complete schedule of events is enclosed.

Regional caucus meetings will be held at 9:30 a.m. A sign indicating the location of the regional caucus meeting sites will be posted. These nominations will be final with the election to take place at the October Board of Directors meeting.

Life Directors: In order to be elected as a Life Director, a member must attend two meetings per year for ten years. President Kaye called the Board of Directors meeting to order at 10:05 a.m.

Jon Sukonik, HBA of Bucks Montgomery Counties, asked for a moment of silence in memory of Ron Rohrbach, former Executive Officer for the HBA of Berks County and Richardson Glidden, Jennifer Casey-Black’s father.

Jon Sukonik opened the meeting with the builders’ prayer and led the membership in the pledge of allegiance.

President Kaye reminded the Board that by participating and partaking in the meeting, members understand and consent to allow PBA to use the recording of such communications.

President Kaye introduced Craig Hoffman, PBA’s new Director of Communications and Member Services. President Kaye reported that Tom Turnbaugh retired at the end of June and he introduced his successor, Dave DiPasquale.

President Kaye introduced Morgan Giovannucci and Isabel Schocket, NAHB Field Representatives.

President Kaye introduced Chuck Fowke and Fred Hoppe, 2018 NAHB Third Vice Chairman candidates and noted that both men would be speaking later in the meeting.

Motion made to approve the February 25, 2017 Board of Directors minutes was seconded and approved.

Motion made to approve the Consent Agenda was seconded and approved.

GOVERNMENTAL AFFAIRS COMMITTEE: Mark McNaughton, Chairman, reported the Governmental Affairs Committee is recommending the approval of PBA’s request for $50,000 from the Industry Action Fund to be used to continue the codes consultant contract and to fight construction code challenges. Mark reported the Governmental Affairs Committee is recommending supporting plumbing licensure legislation (SB 183/HB 442). Motion to approve PBA’s support of plumbing licensure legislation was seconded and approved.

Mark reported the Governmental Affairs Committee is recommending supporting Republican candidates Christine Fizzano Cannon and Paul Lally for judgeships on the Commonwealth Court. PENNSYLVANIA COMMITTEE FOR AFFORDABLE HOUSING: In Jim Rumbaugh’s absence, Mark McNaughton thanked all those who participated in the PaCAH fundraiser by attending the

Checks were received from the following local associations: HBA of Bucks Montgomery Counties, Lebanon County BA, BA of Metro Pittsburgh, HBA of NE PA and West Branch Susquehanna BA for a total of $11,965.

Abbie Jensen, Executive Officer for the BA of Central PA, announced the BA of Central PA is holding a sporting clay challenge called Shotguns and Shovels on Friday, September 15, 2017 and handed out information to the Board members inviting those who wished to participate.

Raffle winners were announced: Small Coach purse, Steve Brown; Large Coach Purse, Carla Zapotek; Hershey gift certificate, Doug Meshaw; Penn State tickets, Kim Gartner and Penguins tickets, Tim Britton. Mark thanked all those who bought PaCAH raffle tickets and congratulated those who won. The raffle raised $1,145.

NOMINATING COMMITTEE: Jim Brown, Nominating Committee Chairman reported the Nominating Committee nominates Kert Sloan, HBA of Berks County, for the office of President-elect. In the absence of other nominations from the floor, the Nominating Committee recommended that the Board of Directors elect Kert Sloan as President-elect. Motion made to elect Kert Sloan, HBA of Berks County, as PBA President-elect was seconded and approved.

The task of the Associates Council is to give back to society and at each Board meeting, members have been asked to support a non-profit organization. The Associates Council decided that rather than implementing three separate projects each year, a single, year-long project will be coordinated with a charity. The Associates Council has chosen Camp Victory, a camp for special needs children located in Millville, Pennsylvania. The goal is $6,000 and donations and in-kind contributions will be accepted. REAL ESTATE OPTIMIZATION TASK FORCE: Jim Brown reported that the task force will develop a viable plan for the PBA office building. The PBA building has more than 6,000 square feet and there are only seven employees. Jim reported there are substantial costs expended on a yearly basis. The air conditioning system must be replaced and the expense will come from the capital improvements budget. There is also an issue with the parking lot that must be addressed in the near future. The task force is reviewing every option. The task force will present its recommendations for discussion during the fall regional meetings for review and approval at the October Board of Directors meeting. The Board of Directors will make the final decision regarding the future of the PBA building.

COMMUNICATIONS COMMITTEE: Cindy Cepko reported that Gene Minnick is in the hospital and asked Board members to keep him in their thoughts and prayers.

Cindy reported the mission statement of the Communications Committee is to manage communication between PBA, the public and local associations, and to create public awareness of PBA and what it represents to the general public. The committee is also responsible for brand recognition of PBA. Communication forms the frontline for PBA’s ability to lead on state regulatory and legislative issues, business and consumer trends in residential home building in Pennsylvania, and many other services and programs that PBA offers our local associations. Without an effective communications program, both PBA and its local associations are less likely to thrive. Motion that the Communications Committee not be sunset so that it may continue working towards its goals and objectives was seconded and approved.

MEMBERSHIP COMMITTEE: Maria Coutts reported PBA has 4,679 builder and associate members. The key to membership is peer to peer and members doing business with members. PBA is developing a retention tool kit that will be available online in the near future. The Membership Committee would like to help with retention and invited members with new ideas to contact Maria.

The mission statement of the Membership Committee is to develop strategies to help support local associations with their recruitment, retention and engagement of membership through training, marketing and PBA staff support. Without strong membership, both PBA and the local

associations cease to exist. Members are the lifeblood of the association and the Membership Committee represents the frontline for PBA’s growth efforts. Motion that the Membership Committee not be sunset so that it may continue working towards its goals and objectives was seconded and approved.

Kert Sloan reported he was Membership Chairman in 2016 and he would like PBA members to work harder and challenged each Board member to recruit a new member. He emphasized that PBA does not exist without membership. Motion made to make the Membership Committee a standing committee was seconded and approved. The Bylaws Committee will prepare the necessary bylaw amendment for discussion at the fall regional meetings and review and approval at the October Board of Directors meeting.

BUILD-PAC: Maria Coutts reported Pennsylvania’s 2017-18 election cycle goal is $128,625 and $18,595 has been raised to date, which is 7% of the goal. BUILD-PAC contributions work hard to eliminate burdensome regulations, protect the mortgage interest deduction and support immigration reform. The BUILD-PAC Trustees are working hard so that Congress hears the voice of the housing industry.

Maria reported there will be a BUILD-PAC fundraiser on August 23, 2017 from 5:30 – 8 p.m. at Jen and Steve Black’s house and emphasized the need for local support. The goal is 75-100 people and the cost is $125 per person or $200 per couple. If the House of Representatives is called back into session, the fundraiser may have to be rescheduled. There will be a BUILD-PAC reception in conjunction with the October Board of Directors meeting.

EXECUTIVE OFFICERS COUNCIL REPORT: David Sheppard, EOC President, introduced the EOC leadership: Janet Campis, Vice President; Ashley Fickel, Secretary-Treasurer; and Karen Watkins, Immediate Past President.

Dave reported that EOC training is scheduled for Thursday, October 26 in conjunction with the PBA Board of Directors meeting. The training will be practical in nature, focusing on communications, use of Constant Contact and instruction on how to make better use of QuickBooks. There is no cost to attend and PBA will pay one night’s lodging for local Executive Officers. Dave encouraged local leadership to encourage their Executive Officer to attend. Dave thanked PBA and McConkey and Company for sponsoring the EOC training. A schedule of the EOC training was distributed.

Dave reported EOC conference calls are held regularly with updates from PBA and NAHB and encouraged all local Executive Officers to participate.

TREASURER’S REPORT: Joe Harcum reviewed the PBA, BSI and IAF financial reports as of May 31, 2017. He reported the audited financial statements are available at the PBA office. There will be a vote at the October Board of Directors meeting to accept the audited financial reports. Motion to accept the Treasurer’s report was seconded and approved.

NAHB REPORT: Ray Venema reported that Terry Bradshaw will be the keynote speaker at IBS in January. Registration for IBS will open August 1, 2017. Ray encouraged attendance at IBS as a way of keeping informed of opportunities and to advance the association.

Ray reported during the June NAHB mid-year meeting, the Legislative Conference was a success. The Pennsylvania team met with more than 15 legislators or staff. He recognized those members who attended.

NAHB’s membership is 140,941 with a 78.4% retention rate. A flexible pilot payment program is ongoing with a possible roll out in 2018. Also, a new alternative revenue models study is underway for reporting and local dues structure.

Ray reported there is a study underway contemplating reinstatement of the third Board meeting. There is member concern about lost ability to meet as committees, bringing new, younger members face to face to integrate into committees or councils and developing future leaders.

Ray reported NAHB committee/council sign up is open until September 22, 2017. All members currently serving on a committee must sign up as well as members that desire to serve on a committee.

State and Local Government Affairs Committee approved $5,000 to support passing local legislation that would change the building code allowing for the use of PEX and PVC pipes in addition to steel and iron, essentially making the city plumbing code product neutral.

Ray reported the NAHB April financial reports show a combined net operating income before investments of $2.2 million better than budget.

Ray recognized Kert Sloan for being elected as an NAHB Life Director.

Ray reported there are six local associations in Pennsylvania that have not signed the NAHB affiliation agreement and he will contact each one of the local associations. These signed agreements are a requirement to get advocacy funds from NAHB.

Ray reported the $16 NAHB dues increase will go into effect in 2018.

PRESIDENT’S REPORT: President Kaye recognized Lauren Adams and the HBA of Chester Delaware for consistently increasing membership.

President Kaye recognized Karen Watkins and the BIA of Lancaster County for winning the NAHB Grand Award in Group 3 with a 90% retention rate. Karen will also be participating on a panel at NAHB’s 2017 Association Management Conference.

President Kaye thanked Doug Meshaw for all of his efforts in enforcing codes. He recognized Sarah Miller, Jill Pento and Mark McNaughton for their efforts on behalf of HB 409.

President Kaye announced the summer Board meeting in 2018 will be held at the Nittany Lion Inn in State College, a more central location.

President Kaye announced Dottie Fawcett is available to local associations on a consultant basis. He introduced Carla Zapotek the new Executive Officer for the HBA of Bucks and Montgomery Counties.

President Kaye emphasized the need to resolve the issue with the PBA office building.

President Kaye encouraged members to sign up for the rebate program.

The Meet the Builder event will be held during the October Board meeting and he encouraged members to attend. He also encouraged any local builders in close proximity to the Hershey Lodge to attend.

President Kaye announced that Doug Vu, PBA’s Program Coordinator, will now be working at the HBA of Metro Harrisburg.

President Kaye announced Tom Kearse sold his Kohls Building Products business. He recognized Tom and Deb Kearse for their many years of dedicated contributions as associate members.

President Kaye reported PBA has 1,218 Facebook followers and encouraged members to check out PBA’s Facebook page.

President Kaye reported there are tools available to help with membership. Craig Hoffman, PBA’s new Director of Communications and Member Services, will be handling PBA’s social media.

President Kaye issued a challenge to all PBA members. He reported that despite the best efforts of our local associations, membership across the state has been declining steadily for many months. There is strength in numbers. The health, vitality and influence of PBA are dependent upon maintaining a vibrant and active membership base.

President Kaye personally pledged a $1,000 cash prize if PBA’s membership returns to 4,850 builder and associate members by the end of 2017. Every member and EO who recruits a new member between August 1 and the end of 2017 will be eligible for the prize. PBA matched Andrew’s $1,000 pledge and other Board members subsequently added to the prize money. The grand prize is up to $2,400 and PBA will continue accepting additions to the prize pool. Any additional donations will be added to the final prize amount. Even if PBA only gets to a level of 4,760 builders and associate members, PBA will give away fifty percent of the prize money to a

qualified entrant. President Kaye will draw one winner from all eligible entries at the February 2018 Board of Directors meeting.

CHIEF EXECUTIVE OFFICER REPORT: Dan Durden reported one of President Kaye’s goals is to raise the level of professionalism. Dan explained that harassment, creating a hostile environment with staff, hotel staff, fellow members or customers is not acceptable. He stressed the need to be cognizant of those around you before you share that story, text or photo. He emphasized that all can be painted with the bad behavior of a few. He applauded those members who conduct themselves in a professional manner. If you have any questions or need advice, please let Dan or Hap Campbell, PBA’s legal counsel, know.

Dan reported a clean audit was received for PBA and each of its related entities. The actual reports are available for review at the PBA office during business hours. He felt it was important to note that the leadership and staff are being good stewards of PBA’s money. Increased membership will help defray dues increases.

OLD BUSINESS: None

NEW BUSINESS

Tom McCosby, Lawrence County BA, reported his dismay that this meeting in Harrisburg is the most western meeting for 2017 and encouraged meetings to be held in the western part of the state to encourage better attendance.

Steve Black reported that out of the 22 resolutions received at NAHB for the 2018 NAHB Third Vice Chairman position, 20 resolutions have been in support of Chuck Fowke. Motion made that Pennsylvania endorse Chuck Fowke as 2018 NAHB Third Vice Chairman was seconded and approved unanimously. It was reported that regardless of PBA’s endorsement of Chuck Fowke, NAHB directors are allowed to vote for their choice of candidate at the NAHB Board meeting.

There being no further business to conduct, the Board of Directors meeting adjourned at 12 noon.

RLO Talking Points –Fall Regional Meetings

Please note: Only priorities that are currently active are discussed in the talking points below. Since the July PBA Board meeting the House has convened for three legislative session days; the Senate has not returned to Session as of September 14th. The GA Committee two-week mailing will include updated RLO talking points and a supplemental handout.

CATEGORY A: Chapter 102 & Stormwater Management: - Technical Guidance for Act 162 of 2014: DEP has yet to publish the final technical guidance documents relating to Act 162 of 2014. No new information is available on the current status other than DEP is “finalizing” the documents.

Defend Against Municipal Construction Codes:

Legislation to Reform Uniform Construction Code Adoption Process – “RAC Fix Bill”

House Bill 409 (Evankovich R – Westmorland) is awaiting third consideration and final passage in the Senate. Once the Senate moves HB 409 the House must vote to concur in the Senate amendments to the bill. The Governor has agreed to sign HB 409 into law.

CATEGORY C: Property Tax Reform:

House Bill 1285 (Constitutional Amendment Homestead Exclusion): HB 1285 is a Joint Resolution proposing an amendment to the Pennsylvania Constitution to allow school boards, municipalities and counties to exclude up to 100 percent of the assessed value of a primary residence from property taxation. The town, county or school board choosing this option would stop collecting up to 100 percent of the property tax and raise revenue through a personal income tax, earned income tax or another, yet undefined tax.

If voters approve the constitutional amendment, the General Assembly would have to enact enabling legislation to set the percentage of property tax excluded up to 100 percent. The General Assembly would also determine what options municipalities would have to recoup revenue in lieu of the property tax.

Current Law: An amendment to the Constitution approved by the voters in November 1997 added an exemption from the uniformity of taxation clause. Local taxing authorities are presently authorized to exclude from taxation fifty percent of the assessed value of homestead property The exclusion level cannot exceed one-half the median assessed value of all homestead property within the taxing jurisdiction.

Only four school districts currently use the current exclusion.

A ballot question will appear to voters on November 7, 2017; the official ballot title is as follows:

Proposed Constitutional Amendment – Amending the Homestead Property Tax Assessment Exclusion

“Shall the Pennsylvania Constitution be amended to permit the General Assembly to enact legislation authorizing local taxing authorities to exclude from taxation up to 100 percent of the assessed value of each homestead property within a local taxing jurisdiction, rather than limit the exclusion to one-half of the median assessed value of all homestead property, which is the existing law?”

• A "yes" vote supports this amendment to allow local taxing authorities―counties,municipalities, and school districts―to exempt up to 100 percent of the assessed value ofeach homestead from taxes.

• A "no" vote opposes this amendment to allow local taxing authorities to exempt up to 100percent of the assessed value of each homestead from taxes.

The PBA Special Committee on Property Tax Reform has recommended to the Government Affairs Committee that PBA support a “yes” vote on the above mentioned ballot question.

House Bill 1213 (School District Spot Appeals): HB 1213 amends Title 53 (Municipalities Generally) by placing additional restrictions on when taxing districts have the right to appeal an assessment on real property.

Under the bill, a taxing district may not appeal the assessment of a property based on the following: • Purchase or sale of the property;• Purchase or sale of a partial or total interest in the entity holding the title;• Financing or refinancing of the property; or• Investments in the property, including safety elements or those required by fair housing or

disability laws.

A taxing district has the right to appeal an assessment only when one or more of the following are met: • The appeal is from a countywide assessment;• A parcel of land is divided and conveyed in smaller parcels; or• A change has occurred in the productive use of the property by material alteration.

A person has the right, at any time, to request a dismissal and the court shall order a dismissal of an appeal taken by the taxing district in violation of the bill’s provisions.

If a person appeals an assessment of property that was granted a preferential assessment under the PA Farmland and Forest Land Assessment Act (“Clean and Green”, Act 391 of 1974), the person shall not be required to amend their initial application or reapply for the assessment based solely on the appeal. If a person has the right to appeal, he/she has the right to have the assessed value of the property changed

to the assessed value in effect immediately prior to the appeal. The person shall not be entitled to a refund of taxes paid for an appeal that has been finally adjudicated as of the bill’s effective date. If an appeal is brought before a board of assessment or a PA court, the taxing district seeking the increase shall have the burden to prove that the new assessment is not inconsistent with the requirements of the uniformity of taxation clause of the PA Constitution. This provision is applicable to appeals that have not been finally adjudicated as of the bill’s effective date.

Under current law, a taxing jurisdiction has the right to appeal any assessment within its jurisdiction in the same manner, subject to the same procedure and with like effect as if the appeal were taken by a taxable person with respect to the assessment. A taxing jurisdiction may also take an appeal from any decision of the board or court of common pleas as though it had been a party to the proceedings before the board or court even though it was not a party in fact.

The PBA Special Committee on Property Tax Reform has recommended to the Government Affairs Committee that PBA support House Bill 1213.

CATEGORY D: Home Improvement Consumer Protection Act news:

Senate Bill 297 (Sen. Tomlinson R-Bucks): Senate Bill 297 amends the Home Improvement Consumer Protection Act to provide for additional consumer protections. SB 297 will allow the Bureau of Consumer Protection in the Office of Attorney General to refuse to register a person or suspend or revoke a home improvement contractor registration upon proof that a person has: • Obtained a registration through fraud, deception or misrepresentation;• Used dishonesty, fraud, deception, misrepresentation, false promise or false pretense;• Failed to perform or complete home improvements for when compensation was accepted;• Failed to perform in a workmanlike manner or meet the standards required for home

improvements;• Been convicted of a crime involving theft, deception, fraud, misrepresentation or moral

turpitude or a related adverse crime;• Received a final civil judgment related to a home improvement transaction;• Had a suspended or revoked registration as a contractor by another state for a similar reason to

those listed under this subsection; or• Violated or failed to comply with the provisions of this act.

PBA Opposes SB 297 and is participating in negotiations with Senate Committee staff and the Office of Attorney General. SB 297 was given first consideration and not acted on within 10 legislative days (laid on table).

Regional Vice President Talking Points Fall 2017

Nominating Committee: The Nominating Committee offers a slate of names for election to PBA office for 2018 and Life Directors. Regional Officers will be elected at the regional meetings, in addition to PHRC representatives.

Bylaws Committee: At the Summer Board Meeting, the PBA Board voted to make the Membership Committee a standing committee. (Currently, it is a “management committee” subject to periodic sunset.) To formalize the Board’s vote in July, the Bylaws Committee will be presenting a bylaw amendment to implement the Board’s direction. The amendment will be voted on in October.

2018 Budget: PBA’s bylaws require the Board to approve and adopt a budget for each

calendar year. Traditionally, the following year’s budget is debated and approved at the Fall

Board Meeting. In keeping with PBA’s recent practice, the budget was developed by the

incoming President and the CEO in consultation with the Treasurer. The proposal was hen

considered and approved by the Finance Committee for presentation to the Executive

Committee. Consistent with the bylaws, the 2018 budget proposal was revised and

approved by the Executive Committee in August. At our upcoming board meeting you will

be asked to approve the proposal being circulated. Unlike the 2017 budget, this proposal

does not include any new dues increases or staff position cuts.

The 2018 proposal anticipates an “above-the-line” deficit of just over $17,000 and a

“below-the-line” deficit of less than $2,600. The budget does not include the appreciation

of any of PBA’s investment portfolio. PBA is currently outperforming the 2017 budget and

the Executive Committee is confident that PBA can successfully implement this 2018

budget proposal. The leadership strongly encourages you to support the current proposal.

Workforce Training and Education Committee:

There are ten schools are up for reevaluation this year. The schools are as follows: A.W. Beattie Career Center, Bedford Co. Technical Center, Clarion County Career Center, Cumberland-Perry AVTS, Lancaster County CTC – Brownstown, Lancaster County CTC – Mt Joy, Reading Muhlenberg CTC, Upper Bucks County Technical School, Williamsport Area High School and York County School of Technology

Two new schools have responded to communications sent by the Director. They are: Central Montco and Clarion Career Center.

If these schools are in your region, the director of the ETP will be contacting you to set up the program audits. It is important that you respond to the director’s correspondence concerning these. The success of the ETP is dependent on involvement of the local builders and the regional EOs.

We will continue our partnership with Jim Elwood and the International Code Council (ICC). The ICC presents additional opportunities for students to gain credentialing in order to build their knowledge base of the building trade.

The Workforce Committee (representing the Pennsylvania Foundation for Housing) is facilitating (12) $100 Educational Recognition Awards with six going to instructors and six going to students this fall. We want our local association members to be made aware so they can nominate a teacher and/or a student. The Workforce Committee is working with the local schools and our local associations to pinpoint those excellent instructors and offer the opportunity for more nominations. Nominated instructors and students must be NAHB student members, the schools must be in the ETP, and both must represent “Excellence of Performance” in the fields of construction. We ask for a small description in defending the nomination to be sent via email to David M. DiPasquale ([email protected]). The list of nominations will be reviewed by the Workforce Committee at the October meeting.

Membership Update: Below is the July membership summary and in the attached document. As you can see, we had a decrease in membership, although not as severe as June, and our retention rate continues to be at 80%. Please note that the Membership Challenge continues through the end-of-the-year. This concerted effort to increase our ranks should turn these results around. In the meantime, we also have the Member Retention Toolkit available for members that features a step-by-step plan including scripted phone calls and email messages that will help the engagement process and keep renewals coming in.

Attached is the State Membership Summary for July 2017. For ease of comparison, the tables below shows the net membership performance for the current period versus the same period last year.

Synopsis: July showed some successes, and overall performed better than previous months in 2017. PBA’s annualized retention rate remains above 80%, despite the loss of 20 Builder and Associates, which is the national average from NAHB - a hopeful sign. HBA of Chester/Del, BA of Metro Pittsburgh, BIA of Philadelphia, and HBA of Metro Harrisburg all showed strong member growth. Finally, the 68 new members for August 2017 are equal to the 68 new members gained in July 2016, keeping new membership development even year-to-year.

President’s Membership Challenge: Don’t forget that the President’s Membership Challenge continues through the end of the year. For every new builder or associate member that you recruit between now and December 31st, you gain an entry into a drawing for $2,400. One recruit equals one entry. Recruiting five new members translates to five chances to win. Local EOs are also eligible for the prize. This is a win-win proposal for all concerned. Real Estate Optimization and Utilization Task Force:

Most of you will recall that President Andrew Kaye appointed a task force to explore PBA’s options regarding the current headquarters building in Harrisburg. Among other things, President Kaye was motivated to appoint the task force because PBA’s building has more than 6,000 square feet of space but PBA only employs seven individuals now. As of the end of August, PBA owes more than $540,000 on the building line of credit. Operating expenses continue to escalate and Andrew felt the members needed to explore whether PBA is properly stewarding the members’ dues by continuing to operate the existing building.

A five-member task force chaired by Immediate Past President Jim Brown has had multiple discussions regarding the building and has explored various options including:

1. Keeping the building without any change;2. Investing in building improvements and retaining the building;3. Subdividing and sub-leasing parts of the building; or,4. Selling the building and moving the staff into smaller and more affordable rental space.

As a part of its work, the task force retained an outside commercial broker to assess the current value of the building as rental space or for sale. Both the broker and the task force members have noted the buyer’s market for rental space in Harrisburg.

The building represents a significant asset of the Association; however, its cost may exceed any benefits it offers. The task force will be recommending a final course of action at the upcoming board meeting. They are asking for your active participation and input.

Pennsylvania Housing Research Center Update:

2018 Industry Education Week Save the Date! The 26th Annual PHRC Housing Conference will be held on February 28th and March 1st, 2018. The 4th Residential Building Design and Construction Conference will be held concurrently. This year’s conference week will be the largest one yet! It will continue to be at the Penn Stater Conference Center in State College, PA. Registration will open in December 2017. Check out the website for more details later in the fall.

PHRC Membership – Renew or Join for 2018! PHRC 2018 membership registration will be opening in November. Benefits include discounts to the conference or workshops and additional speaking engagements for local HBAs. Check out the webpage or the fall newsletter (coming soon) for more details.

PHRC Staff Changes The PHRC recently conducted searches for two openings. As of July 1, Sarah Klinetob Lowe was named the Housing Systems Specialist. Sarah was formerly in the role of Budgets & Publications Coordinator with the PHRC. As of September 11, Rachel Fawcett was named the new PHRC Budgets & Publications Coordinator. Upcoming PHRC Webinars The PHRC hosts a monthly webinar series the second Tuesday of every month from 1:00 to 2:00pm. The webinars are always FREE to view, but there is a $20 administrative fee for a continuing education certificate for attending a live webinar.

September 12, 1:00 pm - Residential Domestic Hot Water: Generation & Distribution As homes become more energy efficient it is important that the mechanical systems in the home are able to respond to the needs of the building. HVAC systems typically get the most attention, however hot water generation and distribution is often overlooked. These systems, when not properly designed, can waste significant amounts of energy through standby and distribution losses. This webinar will discuss some of the principles of hot water generation

(including equipment selection), analyze current code requirements for hot water systems, and will examine best practices for creating an efficient overall domestic hot water system.

October 10, 1:00 pm - Revisiting Visitability: Design & Constructability Issues Another component to the Universal Design Trilogy is Visitability. Visitability is a design practice that allows the dwelling to be accessed and or visited by someone who is physically disabled. In this webinar, PHRC will take a look at different solutions from the design of the interior space and room requirements to the construction of zero-step entry details at different entry points.

November 14, 1:00 pm -- Residential Makeup Air Systems and Requirements There are a variety of factors that influence the environment within homes at any given time, including climate, building enclosure performance, and mechanical system operation. There are times when a specific system places this environment under conditions that are not ideal for occupants, including the operation of large kitchen range hoods and exhaust fans. This large exhaust system (typically greater than 400 CFM) have the potential to substantially depressurize interior spaces. This webinar will take another look at residential makeup air systems, focusing on modern technologies and recent code requirements that dictate the design and construction of these systems.

December 12, 1:00 pm -- Radiant Floor Heating Systems The design of a radiant floor heating system goes beyond just heat calculations. The structure itself must be examined and correct materials must be used with this type of heat. This webinar will look into material compatibilities when installing radiant floor heat along with simple design methods.

Meet the Builder: PBA will be presenting our third Meet the Builder event at the upcoming meeting. Meet the Builder gives builder members an opportunity to speak directly with national and regional manufacturers, product suppliers and service providers. This has been a very successful event primarily because of the enthusiastic participation of our builder members. We apologize to our associate members; but this is an important revenue-producing event for PBA intended for those builder and remodeler members who are actively engaged in building. There will be a complimentary open bar for attendees courtesy of the sponsoring suppliers. Many past attendees have informed us of products or ideas they discovered at Meet the Builder and took home to their businesses. Please encourage the builder and remodeler members from your local to make this event a “must attend” reservation on their schedules.

EOC Educational Session: The PBA EOC is offering training for all Executive Officers and local leadership on Thursday, October 26, 2017 at the Hershey Lodge. Training topics will be

Associates Council: As part of the annual Associates Council building support project, PBA is collecting funds to repair and remodel sections of Camp Victory in Millville, Pennsylvania, that are in desperate need of maintenance. Camp Victory is one the of the top facilities in Pennsylvania that help children and young adults with special needs, all within the relaxed atmosphere of a summer camp. PBA's Associates Council is in need of raw materials and transportation resources to begin this vital project. Please consider making a charitable contribution to this worthy endeavor in any amount. 2018 PBA Committee Appointment Online Sign-Up Process: All PBA members are invited

to indicate their interest in serving on PBA committees. The final selection of the

committee members is made by the 2018 PBA President and Vice President. Appointments

will be finalized no later than January 2018 and those appointed will be notified by email.

The deadline to sign up is November 10, 2017. Even if you currently serve on a committee,

we need you to sign up again so that the officers and staff know of your continuing interest.
