Project Description: HTFC and the City of New York intend to undertake the following project, funded byUnited States Department of Housing & Urban Development’s (HUD) 2013 Community Development BlockGrant – Disaster Recovery (CDBG-DR) funds under the NY Rising and NYC Build It Back Acquisition forRedevelopment Program in Richmond County, NY.

The activities associated with the NY Rising and NYC Build It Back Acquisition for Redevelopment Program inRichmond County, NY described herein would address unmet recovery needs of homeowners and tenants forwhich CDBG-DR funding shall be made available to Richmond County residents who qualify. The NY Risingand NYC Build It Back Acquisition for Redevelopment Program in Richmond County, NY activities to befunded by CDBG-DR have been designed to provide home acquisition assistance to owners of 1-2 unit homes.

Within New York City, the City of New York would refer eligible applicants from the City's Build it Back(BIB) program to the State’s acquisition program. Eligible applicants from BIB would have establishedsubstantial damage. Once NYC makes the eligibility determination, the applicant would be referred to the State.The State would purchase the property and secure the site in such a manner that the site would not adverselyimpact adjacent properties or owners. The State would then transfer the property to the City's designatednonprofit agent for demolition, and finally disposition in preparation for future flood resistant development.Specific details of reuse of the acquired properties are unknown at this time, however use would be inaccordance with local zoning and land use plans.

This is the first tier of review in a 2-tiered process. The specific addresses of homes are not known at this timebecause the participating property owner identification process is ongoing. Therefore, under 24 CFR Part 58.15(Tiering) and 24 CFR Part 58.32 (Project Aggregation), HTFC and OMB would use a tiered approach and oncespecific sites are determined, each site would be reviewed in compliance with the instructions established in theTier 1 Review. No physical work would begin on properties until all levels of environmental review arecomplete and found to be in compliance. Tier 1 review addresses specific environmental factors for whichcompliance has been documented, regardless of specific site locations. It prevents repeating the samecompliance factors on a Tier 2 site-specific basis, once all participating homeowners are known.

FINDING OF NO SIGNIFICANT IMPACT

A Tier 1 Environmental Review Record (ERR) was established and is maintained on file. The ERR isincorporated by reference into this FONSI. A full copy of the ERR, including a completed NationalEnvironmental Policy Act of 1969 (NEPA) Environmental Assessment Checklist, an Environmental AssessmentWork Sheet, and area map, is available for public inspection during normal business hours in accordance with24 CFR Part 58 at the offices listed below or athttp://www.NYSHCR.org/Programs/NYS-CDBG-DR/EnvironmentalReview.htm.

HTFC and OMB have determined that the ERR for the project identified herein complies with the requirementsof HUD environmental review regulations at 24 CFR Part 58, et al.

HTFC and OMB have also determined that the project described herein, as proposed, would have no significantadverse environmental or socioeconomic impacts, either direct, indirect, or cumulative. There would be nosignificant impact on the human environment, and the action would not negatively impact the quality of theenvironment. Therefore, HTFC and OMB have determined that the project, as proposed, is not an action thatwould result in a significant impact on the quality of the human environment. Moreover, the project does notrequire an Environmental Impact Statement under NEPA

REQUEST FOR RELEASE OF FUNDS

Written notice of environmental clearance would be required prior to the removal of any limitation oncommitment of federal funds in accordance with regulations at 24 CFR Part 58.70.

On August 22, 2014, the HCR and OMB Certifying Officers would submit this request and certification to HUDfor the release of CDBG-DR funds as authorized by related laws and policies for the purpose of implementingthis part of the New York State CDBG-DR program and the New York City CDBG-DR program.

HCR and OMB certify to HUD that Thomas King and Dean Fuleihan, acting in capacity as Certifying Officers,respectively, consent to accept the jurisdiction of the U.S. federal courts if an action is brought to enforceresponsibilities in relation to the environmental reviews, decision-making, and action, and that theseresponsibilities have been satisfied. Moreover, HCR and OMB certify that a Tier 1 environmental review for theproject described herein has been completed and that additional Tier 2 site-specific review would occur once thespecific sites are identified. HUD's approval of the certification satisfies its responsibilities under NEPA andrelated laws and authorities, and allows HTFC/HCR and OMB to use CDBG-DR funds.

Objections to Release of Funds - HUD would consider objections to the RROF and/or FONSI certification fora period of fifteen (15) days following the submission date or its actual receipt of the request (whichever islater). Potential objectors may contact HUD to verify the actual last day of the objection period.

The only permissible grounds for objections claiming a responsible entity’s non-compliance with 24 CFR Part58 are:

(a) Certification was not executed by the responsible entity’s Certifying Officer;(b) The responsible entity has omitted or failed to make a step, decision, or finding

required by HUD regulations at 24 CFR Part 58;(c) The responsible entity has committed funds or incurred costs not authorized by 24

CFR Part 58 before release of funds and approval of environmentalcertification; or

(d) Another federal agency acting pursuant to 40 CFR Part 1504 has submitted a writtenfinding that the project is unsatisfactory from the standpoint of environmentalquality.

ССписок улучшений обслу-живания включает рас-ширение некоторых ма-

ршрутов, добавление новых, изме-нение режима движения автобусов и перенос терминалов в другие места. Все эти меры направлены на уменьшение времени в пути и

повышение удобства поездок. Ориентировочная стоимость плана — $4,9 млн. В его рамках будут от-крыты новые маршруты, включая автобусный M12, который будет пролегать по 11-й и 12-й авеню в Манхэттене между West Village и Columbus Circle.

Жители Квинса, которые поль-зуются местным маршрутом Q113 Local, заметят, что он превратился в Q114 Limited, что означает мень-ше остановок и более быстрое пе-редвижение по бульвару Guy R. Brewer. Более по-лумили неиспользуемых строи-тельных лесов, которые, как ут-верждают полицейские, часто служат убежищем для преступни-ков, было демонтировано в жи-лом комплексе Lincoln Houses, и еще около 8 миль будет снято до весны следующего года, заявил мэр. «Если работа должна быть сделана, ее нужно делать», — вы-сказался де Блазио на пресс-конференции во дворе Lincoln Houses, где он и другие кандида-ты в мэры ночевали в июле 2013 года, чтобы ознакомиться с про-блемами жителей.

Вместе с мэром города пресс-конференцию почтили своим присутствием спикер горсовета Мелисса Марк-Виверито, препо-добный Эл Шарптон и глава жи-лищного отдела NYPD Карлос Го-мес, который заявил, что уровень преступности в государственных жилых комплексах рос 5 лет под-ряд, но 1 июля текущего года сни-зился на 13%. «Это ложь!» — за-кричала женщина из толпы в от-вет на слова Гомеса. Другая мест-ня жительница высказалась в том духе, что леса-то убрали, а стены так и не отремонтировали, когда де Блазио распинался по поводу положительных изменений.

78-летний житель Lincoln Houses Рамон Мадре сказал что-то по-испански в ответ на заявле-ния Марк-Виверито о необходи-мости повышения безопасности.

Он говорил, пока де Блазио не остановил его словами: «Спаси-бо, брат». Позже Мадре и де Бла-зио обменялись вежливым руко-пожатием.

This past Monday was Labor Day andthe Mardi Gras parade! And what a pa-rade it was!

There were more people than ever outon the curbs to wave and enjoy. Therewere at least 20 sets of colorful floats,marchers and trucks. There was muchmusic, imagination and fun on display.

Thumbs up to the BCVFD organizers,as the line of march surprisingly steppedoff at just about 1 p.m. The paradestarted off at this year’s winning pub,Ruffle Bar, and headed south along thewest side of town. At Grassy’s theyturned and made their way up the eastside.

Everybody had a great time, both onthe floats and off. At least onewriter/photographer was seen dancingwith a woman who popped off the“Broad Channel Tabernacle Choir” float.(Okay, it was me.) This year’s floats werepretty clever. A few included actualboats. On such a hot and humid day, nodoubt a few of those went straight backin the water afterwards. Hopefully, theytook the kids off first.

BC Bits would like to note a few spe-cial mentions. One would be all the big,loud Vollies’ engines and trucks. Thekids (of all ages) loved them. We alsohave the best music of any volunteer firedepartment, alternately belting out theIsley Brother’s “Shout” and Wagner’s“Ride of the Valkyrie” over the PA withease. They have been known to throwin a rocking Beatles’ “Twist and Shout”rendition, too.

A big high five to all the drivers of allthe float vehicles, cars and trucks. Theyget an occasional wave and a smile, butotherwise steadfastly keep things rollingalong.

Let’s not forget those perennial piratesand the War Wagon float. Whether theyactually get into the parade or not, theyare always there, adding their owntouch of zaniness to the proceedings!Thanks guys.

There’s a big thumbs up for all themoms and dads who came up with theideas, built the floats and got the kids toget into all kinds of costumes. Thanks,kids, for humoring mom and dad andgoing along with it. You looked great!

And of course, a special mention goesto all the pullers at the parade. That is,the parents, mostly moms, who cartedalong the very little kids in decorated

wagons, strollers and plastic pull-a-longs. They cheerfully and smilinglyrolled the kids all the way through.There were quite a few babies at MardiGras; some were so comfortable with theride they fell asleep!

After the parade the Broad Channelair was filled with the sounds of parties,music and barbecues. Seemed like therewas a happy, cheerful mood all over theisland that day. It was great.

Thanks to my neighbor, Pete Keane(who had a live band on the back deck!)and friend, Steve Hawk, for their kindinvitations.

All Mardi Gras proceeds go to the BCVollies. Of course, you can donate tothem all year round. They’ve still got anew firehouse to build and operations torun.

Hard to believe, but there are indeedother things going on in the Channel.

News From The North: There is a newKey Food opening just over the bridge inHoward Beach, giving people in theChannel more shopping options. The su-permarket took over the site where the

underused Duane Reade used to be. Thegrand opening is set for Friday, Sept 5.

Also under construction is a new ur-gent care center, just over the bridgewhere the tile place used to be. Theseare all important things for BroadChannelers to have within easy reach.

Out this way, summer doesn’t neces-sarily end when everybody else says it’ssupposed to. Over the other bridge therewill be a special treat for kids. The NYCParks Department will have a specialshowing of Frozen on Saturday, Sept 13,at the Beach 108th Street Hockey Rink.The show starts around 8 p.m., at sun-set.

The St Camillus-St Virgilius CYOBoys Swim Team registration will beSaturday, Sept 13 and Sept 19, at 4 p.m.at the Far Rockaway High School pool.The cost is $175 per child. Finally, the AP reports that Build ItBack has exceeded their Sandy housingrecovery goals reimbursed 500 home-owners and started construction on 500homes by Labor Day. There will be moreto say on that. But in all fairness, I haveseen more activity in the Channel, someof it labeled BIB. It’s a good sign, finally.

A portion of the current allocation will be used for the acquisition and redevelopment of some of the worst damaged properties, including those that are the subject of this Notice. This Notice pertains to properties opting into the Acquisition for Redevelopment Program in the following New York City counties: Bronx County, Kings County, New York County, and Queens County, NY.

Bronx County There are approximately 3,678 acres of surface water and floodplain in Bronx County.1

KINGS COUNTY There are approximately 12,561 acres of surface water and floodplain in Kings County.

NEW YORK COUNTY There are approximately 2,950 acres of surface water and floodplain in New York County.

QUEENS COUNTY There are approximately 13,963 acres of surface water and floodplain in Queens County.

Floodplains are delineated on the FEMA Base Flood Elevation Maps, which can be viewed at www.msc.fema.gov. The actual property addresses of applicants participating in this program will not be verified until applications for assistance are reviewed and determined eligible for the program. Under the Acquisition for Redevelopment Program, NYC would complete an applicant intake process through its BIB program and complete appraisals for the applicant properties. Eligible applicants from the BIB program would have established substantial property damage. Once NYC makes the eligibility determination, the applicant would be referred to NYS. Applicants would then go through the NY Rising application and eligibility determination process. The program would then complete a Tier 2 site-specific environmental assessment and Phase I ESAs for all properties that are determined to be eligible for the Acquisition for Redevelopment Program. NYS would purchase the property, and the program would complete all Phase II environmental testing and soil remediation as necessary for the project site. NYS would transfer the property to NYC’s designated nonprofit agent for demolition, including any asbestos and hazardous materials survey and abatement, and redevelopment. After the State has acquired the site, the program would secure the site in such a manner that the site would not adversely impact adjacent properties or property owners, and this may occur prior to or after the site has been transferred to NYC’s designated nonprofit agent. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, adequate public notice is an important public education tool. The dissemination of information about floodplains facilitates and enhances Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
