Cal-Diego Paralyzed Veterans Association was not immune to the broad effects of the lingering financial problems felt globally. Cal-Diego PVA has responded however by continually identifying methods to maintain and improve quality of care and life for paralyzed veterans of the United States Armed Forces. Volunteers and other supporters of all types continue

to provide substantial and greatly appreciated reinforcement on carrying part of the burden in keeping operational costs down and funding for programs and events. Using annual events such as the Freedom Festival and Reflections as examples, devotees attend events not only as participants but provide other valuable and necessary functions such as sitting at tables/booths offering support in checking people in along with providing outreach information. In addition to having members physically involved in events, one of our best networking tools is having a member hand a pamphlet about what Cal-Diego PVA is and does to a curious individual who might otherwise not have received this information.

Attending other events such as the annual Coronado Speed Festival, participants and spectators participate in opportunities of visibility in terms of independence beyond disability. Not only have people been surprised

President’s Messageat the abilities of those in the paralyzed community, by watching someone paralyzed racing his car, being available for questions by persons unaware of the challenges paralyzed veterans face is an honor. Because of this, Cal-Diego PVA continues to strongly encouraged more attendance at such public functions in any capacity one might be able and willing to provide.

The 2011 Advocacy Legislation had several points to address. Of primary focus, Paralyzed Veterans of America advocated for increasing the overall budget for total Medical Services, defending/protecting Social Security benefits, and protecting the Department of Veterans’ Affairs health care system. The VA health care system is largely recognized as a model system in patient care. Cal-Diego PVA has been working locally with the San Diego VA Healthcare System in the “patient-centered care” model in several avenues as we continue to plan for the projected new Spinal Cord Injury unit in order to maintain and improve quality healthcare.

During the final quarter of FY 2010/2011, we began to wrap-up preparations for the 30th anniversary party, July 24, 2011, in the Rose Garden at the San Diego VA Hospital. Reaching this landmark is a testament to all who participate and support the needs of Cal-Diego PVA members and those affected by spinal cord injury and/or dysfunction. Since its creation, Cal-Diego PVA has worked diligently locally and nationally in ensuring veterans are taken care of and their lives are improved.

Executive Director’s MessageNormally, the Executive Director’s Message comes from our Executive Director. After several years of dedicated service, Kelly Price Noble is no longer an employee of the Chapter. She was a vital component of Cal-Diego PVA and has been greatly missed for her hard work, guidance, and support. Thank you Kelly.

Fiscal year 2010-2011 has been a year with significant changes. Cal-Diego PVA continued to find tests for the Chapter’s own adaptability. Maintaining steady and building new relationships has been a key segment in the adjustment process of the economic impact felt across the world. In some respects, the national/local economic stressors deepened relationships: When one might think groups or individuals would pull-back, the opposite happened. People and companies came out of the woodwork, so-to-speak, in support of Cal-Diego Paralyzed Veterans Association. A substantial number of members and non-members stepped-up personal support in remarkable ways. The support was not unexpected as we’ve always had those who give what they can regardless. At the same time the increased number of supporters was surprisingly strong. One might ask, if support was so strong why

was the transportation program tabled? The short answer is, the Board of Directors’ Finance Committee made necessary economic adjustments to maintain other vital programs in the interim. Kelly Price Noble and other staff maintained fundraising, and that will continue, with the goal of possibly reviving the transportation program.

We always appreciate any support individuals and groups contribute to ensure the Chapter can maintain the mission of improving quality of life for veterans of the United States Armed Forces with Spinal Cord Injury/Disease.

Fundraising

Hospital LiaisonCal-Diego, Chapter of the Paralyzed Veterans of America (PVA) is the liaison between PVA, patients and the Department of Veterans Affairs within the San Diego VA Hospital catchment area. Communication with patients and VA Staff is accomplished through daily interaction, a monthly article in our newsletter advising members to contact the chapter with questions concerning their medical needs. The Cal-Diego Chapter office is located in the Spinal Cord Injury/Disease Service (SCI/D) unit in San Diego, providing patients and VA staff with immediate access to the organization. We meet monthly with the Chief of Spinal Cord Injury/Disease Service (SCI/D) and the Hospital Director. The Chapter supports recreational and social activities for both inpatients and outpatient by providing funding and communication for events. Funding is offered; to assist medical professionals attend seminars and other opportunities for continuing education.The Chapter works directly with PVA’s, National Service Officers (NSO’s), in San Diego, to ensure needs of local patients/members are communicated to PVA’s National Office, in Washington D.C. is timely.

The 2010 Annual Report mentioned government leaders’ speculation about the downturn in the economy including the deepening of our current recession. There has been a significant impact on 501c3 non-profit organizations, Cal-Diego PVA included, in the venue of fundraising. In response, the Cal-Diego PVA Board of Directors’ consideration to operating costs required adjustments to ensure the Chapter mission was still being accomplished with a decrease in funding. With that, saying “Thank You” to those of you providing continued support is insufficient to fully express our gratitude. Members count on their quality of life being improved. Many repeat donors and new ones stepped up to the plate, regardless of the economic state, and

helped sustain Cal-Diego programs directly supporting SCI/D patients on and off the unit at the VA San Diego Healthcare System. All of the support that continued to pour in enabled the Cal-Diego PVA team (Board, staff, and volunteers) to continue sponsoring individuals to attend events locally and nationally; i.e. National Veterans Wheelchair Games, Ski trips, Winter Sports Clinic, and PVA Trapshoot Circuit but to name a few. Regardless of the state of the economy, we do everything possible to ensure the mission statement is followed and quality of life improves. Without economic and physical support (donors, sponsors, volunteers) Cal-Diego PVA is hard-pressed to do its job. To all of you who continue to come through for the organization, thank you.

Cal-Diego PVA’s Government relations program is committed to serve as educator, assistant and liaison to protect the rights and benefits of our members as well as those of all citizens with disabilities. In 2011, Cal-Diego PVA continued to be proactive in federal, state, and local legislation. Cal-Diego PVA is represented on U.S. Congressman Bob Filner’s Veterans Affairs advisory board and the City of San Diego’s Chief of Police Advisory Board for the Disabled Community.

Throughout 2011, Cal-Diego PVA monitored State and National legislation to keep members informed, addressing issues that it deemed appropriate on which to take action. Cal-Diego PVA personally presented veteran related issues to its national representatives on Capitol Hill and also State and Local representatives in their offices.

Cal-Diego serves as members on various committees like San Diego Disabilities Action Committee (SDDAC), the San Diego United Veterans Council (SDUVC), and as 1st Vice Chair on the Veterans Employment Committee (VEC); which promotes job opportunities and training for veterans through diverse ways including an annual job fair.

Cal-Diego also maintains a working relationship with the Subcommittee for Accessible Transportation (SCAT) and with the San Diego Citizens’ Review Committee on ADA and Disability Issues (CRC). These committee’s assist the City of San Diego in ensuring that all public and private services, programs, facilities and employment be fully usable and accessible by all persons with disabilities, as defined by the Americans with Disabilities Act (ADA) and title 24 of the California state code.

Cal-Diego provided design resources to members and the general public who requested suggestions for accessible buildings, homes, or places of business. The chapter serves as an architectural liaison between PVA and local businesses and municipalities.

The Chapter worked to uphold civil rights and opportunities that maximize the independence of our members.

These issues involved the enforcement of Titles I, II, III, and IV of the ADA and Title 24 of the California state code.

Communications is critical for information to and from Cal-Diego PVA. The Chapter Outreach Coordinator, Dave Jensen, and Newsletter/Website Designer Jose Lara have worked strategically to integrate modern social media networks Facebook and U-tube. These mechanisms have increased our ability to receive and process more feedback on events and keep the public aware of the goings-on of Chapter events. The office has also adjusted the Beachcomber printing schedule from monthly to bimonthly with supplements. This was a response to have a better focus on cost effectiveness while maintaining the dissemination necessary information

to membership. Our Government Relations Director, Wayne Landon, is also a strong voice for the Cal-Diego mission locally and nationally. He attends monthly disabled advocacy meetings. He attended the annual Paralyzed Veterans Association sponsored “Advocacy/Legislation Seminar”. This trip to Washington DC affords Chapter Government Relations Directors the opportunity to cohesively train, then advocate, for the needs of the veteran of the United States Armed forces with Spinal Cord Injured/Disease.

Sports & Recreation

Service

MembershipCal-Diego PVA membership currently stands at 500 members; 284 service connected members and 216 non-service connected members. Sadly, 13 of our members passed away this year. They will be missed.

The Annual Membership meeting was held in June. The December membership meeting was held in conjunction with the Annual Holiday party, which was held off-site for members, SCI and Cal-Diego PVA staff.

The Board of Directors’ meetings are held on the second Thursday of the month.

Cal-Diego PVA sports and recreation is still a members favorite program for our members. The chapter continues to support our members in various events helping them experience life and the many things we can do such as bowling fishing shooting four wheeling and motorsports events. The veterans parade and freedom festival gives members a chance to gather and thank one another for their time and service sports and recreation is not about keeping busy. Its about coming together and enjoying each others passions

The San Diego Paralyzed Veterans of America National Service Office is located in the Department of Veterans Affairs Regional Office in Mission Valley at 8810 Rio San Diego Drive, San Diego, CA 92108. Our phone numbers are (619) 400-5320 or (800) 795-3586. The office hours are 8:00 AM to 4:00 PM Monday through Friday. The office consists of two Service Officers and one secretary. Currently we hold 928 active Power of Attorneys of which 81% are target clients. Last year we added 96 new clients of which 66 are Members or Member Eligibles. This office had a total and retroactive award amount of $4,920,252.00 of which 89% was for our target clients and 35 clients received an average of $59,654.37 in significant retroactive awards.

I have audited the accompanying statement of financial position of Cal-Diego Paralyzed Veterans Association as of June 30, 2011, and the related statements of activities, functional expenses and cash flows for the year then ended. These financial statements are the responsibility of the Association’s management. My responsibility is to express an opinion on these financial statements based on my audit. The prior year summarized comparative information has been derived from the Association’s 2010 financial statements and, in my report dated October 7, 2010; I expressed an unqualified opinion on those statements.

I conducted my audit in accordance with U.S. generally accepted auditing standards. Those standards require that I plan and perform an audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. I believe that my audit provides a reasonable basis for my opinion.

In my opinion, the financial statements referred to above present fairly, in all material respects, the financial position of Cal-Diego Paralyzed Veterans Association as of June 30, 2011 and the changes in its net assets, and cash flows for the year then ended, in conformity with U.S. generally accepted accounting principles.
