My name is Jorene Walsh and I am the Co-ordinator of Ageing Well and Diversity for the Melton Shire Council. I would also like to introduce Catherine Rollins who is the Melton Men’s Shed Development Officer. Catherine and I are going to present to you an overview of the process that Melton Shire Council has undertaken in its development and implementation of the Melton Men’s Shed which is delivered and fully funded by Council. During our presentation today we will provide you information on the Melton Men’s Shed: Establishment phase Where we are now Future directions Our presentation today will run for 15-20 minutes and will include some formal information as well as a slide show highlighting a collection our magical moments since our opening in 2009 But first a quick look at the Shire of Melton and its demographics.

Melton Shire Council is experiencing rapid growth and is currently the second fastest growing municipality in Australia, second only to our neighbouring Council – Wyndham City Council. In 2009-10, the Shire grew by more than 7,000 people, or more than 150 people a week or about fifty two families.   By 2031, the projected population for the Shire is more than 230,000 people. From this slide you can see the extensive growth by the increase in population from 2001 to 2011 and the projected population increase in 2030. Melton is experiencing a population growth rate of 7.1%. We therefore expect growth by 2030 to be in the vicinity of 340,000. Although a predominantly young community with 70% of the population under the age of 45, 41 babies born each week and 52 families are moving into the municipality each week, Melton will experience a 9.4 % increase in the population of people aged 60 and above by 2021. Every day the are turned on 7 new homes in the Shire of Melton Within Aged and Disability Services, Council currently provides Home and Community Care services for over 1000 residents which is supporting people to remain living independently in their own home.

The establishment phase consisted of four significant stages: Initial proposal Funding Site selection Sustainable budget Interestingly the idea of a Melton Men’s Shed was first raised to Council staff by the women who attend the Partners of Veterans and Country Women’s Association and through consultation undertaken as part of the development of Council’s 2004 – 2016 Ageing Well Strategy. The initial proposal was supported by Council and an application for funding was submitted. Councils application was successful and received $50,000 for construction from the Department of Planning and Community Development and $13,500 for fit out from Department of Veterans Affairs. Council contributed $178,000 to the construction phase.

Site selection was vital to the success of the project and this decision was based on: Availability of land Access to and around the site Environment Safety and Security The Willows Historical Park was selected based on this criteria. It provides a picturesque setting amongst expansive lawns and gardens, walking paths and historic buildings. It has a central location within the Melton Township and is within walking distance from the Aged Precinct.

If you look at this slide you will see the Melton Men’s Shed is located in The Willows Historical Park nestled beside Melton's oldest homestead “The Willows” which was built in the 1850’s The Men's Shed looks across at two other local historic cottages – Dunvegan and Mac’s Cottage. The river red gums in the background border Toolern Creek which starts its journey in the hills at Toolern Vale about 15km north of Melton Township, and runs along the eastern edge of Melton Central and Melton South eventually joining the Werribee River near Exford 5km from Melton South.

So where are we now. In terms of management and reporting structure, as a service of Council, the Men’s Shed has the same reporting requirements of any other Council service. This includes delivering the service in line with the 2009 -2013 Council Plan and reporting against its Action Plan. A Council Plan key direction is Health & Wellbeing and this means that we Ensure everyone has access to quality council services That we provide opportunities for people to come together, socialize and being involved in their community And Improve physical, social and mental health and well being for a safe, active and healthy community The Melton Men’s Shed has a fully Council funded Men’s Shed Development Officer. Within Council’s structure the Men’s Shed Development Officer sits within Aged and Disability Services. This provides the Men’s Shed with access to a number of valuable resources and supports.

Melton Council acknowledges that the success of the Melton Men’s Shed is dependent on the involvement and support of its volunteers. Therefore there is a strong commitment to encapsulating and further developing volunteer leadership skills. This is addressed through provision of skill development workshops, training sessions, leadership meetings and ongoing mentoring. Currently we have 14 Volunteer Team Leaders who are rostered at a minimum of two volunteers per session. A session is either morning, afternoon or evening. Volunteer Team Leaders are selected by the Shed Development Officer in consultation with existing Volunteer Team Leaders. Their selection is based on experience, demonstrated leadership skills, commitment to promoting a positive and inclusive Shed culture, and their willingness and potential to become a Volunteer Team Leader and role model for others. Day to day decisions are made by Volunteer Team Leaders with more strategic decisions involving the Men’s Shed Development Officer. Monthly Volunteer Team Leader meetings are a key forum for decision making with Team Leaders chairing meetings and the Shed Development Officer documenting actions and providing information and direction to support the decision making process.

The Shed Operations Manual was developed to coincide with the official opening of the Shed. It was developed to ensure the safe and effective delivery of Shed programs and services. The Manual outlines the procedures relating to risk management, occupational health and safety and emergency management and how they link to ShireSafe which is Councils OH&S and Injury Management System. It also outlines procedures relating to volunteer management and development, induction of new participants, program delivery, building and equipment maintenance and administration. This manual is a live document as it is updated each time an operational process is changed or a new procedure is developed. These changes and new developments are discussed and approved at Volunteer Team Leader meetings.

We will be committed to ongoing consultation with Shed participants and the broader community including monitoring and reviewing our progress and learning from our experiences.

Our shed receives many requests to build projects for community groups and where possible Sheddies work to make these projects happen at no cost to the groups. The Shed received a request from the Melton Historical Society to bring back to life for display in their museum a hall hat stand that had seen better days. Several Grade 6 boys visited the Melton Men’s Shed every Wednesday over four weeks in Term Two to work side-by-side with Sheddies to design and construct their own wooden toolbox. Bicycles donated to the Shed by members of the community are tweaked and made available to Sheddies looking to be part of our Bike Riding Group, or moved on to MacKillop Family Services, Hope Street Youth & Family Services and the Melbourne Chapter of Bicycles for Humanity.
