MINUTES OF THE REGULAR SCHEDULED MEETING March 12, 2020
Those present at the meeting included Directors: Lucas Avila, Dirk Vlot, Cole Vlot, Molly Thurman Others: Sarah Woolf, Kristi Robinson, Bill Littleton, Stephanie Anagonson, Phil Janzen, Karun Samran, Samantha Lopes, Julia Berry, Brad Samuelson Roll Call President Lucas Avila called the meeting to order at 10:20 AM and asked for self-introductions. Public Comment: No public comment was made. Minutes Minutes from February 13, 2020 and February 26, 2020 were reviewed and Director Dirk Vlot made a motion to approve. The motion was seconded by Director Cole Vlot and passed unanimously. Budget The accounts payable and overall budget was reviewed by Sarah Woolf and the board. No water purchases have occurred to date but additional discussion during Water Operations Report will occur. The engineer staff has started on capital improvements design of the pipeline extension. Additionally the Recharge Ponds line item in the capital budget is a place holder as the development and testing of the recharge ponds will occur to verify the locations are optimal. Director Molly Thurman made a motion to approve the accounts payable with the additional bills that were received in the first two weeks of March and seconded by Director Dirk Vlot. The board approved unanimously. Water Operations Sarah Woolf discussed the water allocations for both CVP and Exchange Contractors. 895AF Carry Over and 68AF San Luis water will be available in two weeks for use in TTWD. Without significant storm systems Exchange Contractors could face a Critical Year with decrease supply and increase cost. Director Molly Thurman made a motion to approve the Water Recharge Credit Program and seconded by Director Cole Vlot. It was noted that The Wine Group and Case Vlot would need to sign a separate agreements, as they are not currently in the district. The board approved unanimously. Director Dirk Vlot made a motion to approve the 1,500 AF of water from the Conserved Water available from the San Joaquin River Exchange Contractors Water Authority and seconded by Director Molly Thurman. The contract is written on a sliding scale and has an opt out call date of May/June. Adding this water to the TTWD water portfolio, although higher priced is still within the water budget for the year. The board approved unanimously.

Director Cole Vlot made a motion to approve the Wheeling and Conveyance Agreement with CCID for Water Deliveries through the Poso Siphon in WY2020 and seconded by Director Molly Thurman. The board approved unanimously. Mitigation Agreement Pipeline Easement Agreements Update – No Update Appropriative Water Right Sarah Woolf updated the board that the Appropriative Water Right was under review by the State Water Resource Control Board. A permit is expected very soon with the requirement of fish screens on all points of diversion. Annexation Sarah Woolf presented the Annexation Map with estimated water requirements. Almonds and Pistachios were estimated to use 4AF/Ac and Vineyards and Open Ground use of 2.5AF/Ac. There are still a few landowners that are collecting their well data to provide to the district. The potential annexation properties to the North, East, and West will work with open land available for fallowing or pipeline connection. LAFCO has indicated that the properties to South of TTWD would not be an issue to annex in, however, those lands have the most permanent crops and least likelihood of surface water connection. Fallowing must occur to ensure sustainability. OES Grant Sarah Woolf had no update on the grant application. Red Top Landowners Meeting Sarah Woolf reported that the next Red Top Landowner Meeting is scheduled for March 16, 2020 at Case Vlot’s office on Road 1. Clayton Water District Julia Berry informed the board that their board has been expanded to 5 members. Board of Directors are now: Connelly Clayton, Larkin Harmon, Scott Menefee, Eddie Gomes, Lisa Baker. Other Business Sarah Woolf informed the board members they would need to complete their Form 700’s. Columbia Agreement is currently with John Hancock’s Legal department. MEMO TO: TTWD Board of Directors FROM: TTWD Staff DATE: April 9, 2020 RE: TTWD Annexation TTWD has offered to neighboring landowners outside the TTWD boundaries the opportunity to be annexed into TTWD. Through that process over 14,000 Acres of land has submitted an application for annexation. Annexation of all interested acreage would bring the entire TTWD up to almost 29,000 Acres. Each of these annexation requests brings positives and negatives to the existing TTWD land. The staff is recommending for the annexation of some properties and the postponement of other properties in this round of initial annexations. Under Madera County LAFCO, TTWD has been asked to annex properties that are adjacent to the TTWD existing boundaries or contiguous with other annexed properties. Additionally, LAFCO has recommended where lands cannot be contiguous, they have a significant strategic reason for being annexed. The current conveyance infrastructure, along with projected enhancements that will reach more acreage, is a significant contributor to annexation of certain properties. In analyzing the positives and negatives of various properties, staff broke the lands into geographical regions; North, South, East and West; North – The Wine Group, Dirk Vlot, Clay Haynes, Hancock Madera 1, Nijar* South – Samran – South, Toor, Hancock Rancho Valle East – Hancock Goose Pond, Farmers Int, Samran – East, Littleton, Vereway West – BB Limited, FNS, Hancock Western Farm Land *Nijar submitted an annexation application, but has not communicated with staff since and appears to no longer want to be annexed. The regions of North, East and West all bring opportunities for additional fallowed land for recharge, diversions from the Eastside bypass,River rights, connection with existing TTWD infrastructure, deep and shallow well water. Specifically, the lands in the North and the East all provide positive attributes that will bring benefit to the existing TTWD lands. Land in the West region brings positives as well, but they also come with a few things that may prove to be too large to take on at this time. These properties reside outside the Chowchilla Subbasin; BB Limited – SLDMWA Subbasin, FNS – Madera Subbasin, Hancock Western Farm Land – Madera Subbasin. Even though these properties are outside of our subbasin, they do provide surface water and groundwater recharge benefits to our subbasin. Staff believes the
benefits from these properties is worth the added layer of oversight that may come in the short term from their additional subbasins. The land in the South region unfortunately has more negatives than positives at this time. These properties, although made up of landowners of which TTWD is interested in partnering with on water supply improvements, have too many unknowns at this time. Staff feels that it would be better to wait on annexing these properties. All of these properties do not connect with the existing boarders of TTWD and they are all in the Madera Subbasin. Most importantly, these properties do not come close to a future connection for surface supply to balance the groundwater needs of the existing crops. The TTWD Staff recommends that the TTWD proceed with annexation of the 9,736 AC that make up the North, East and West Regions.
