The immediate past president, president, and president-elect serve one-year terms. These posts are rotated so that the president-elect serves a term, then assumes the presidency the following year, as the president becomes the immediate past president. Board members serve three-year terms. Representation on A&WMA’s board must be equally balanced among mem- bership categories: government, industry, and “other,” which includes sectors such as academia and consulting. This year, members elected the president-elect and one board member from the government category, two board members from the industry category, and one member from the “other” category. The newly elected 2002–2003 officers will begin their terms in January 2003. Association News Meet A&WMA’s New Board Members PRESIDENT-ELECT Joseph A. Martone, Ph.D., CIH, QEP Program Manager, Battelle, Salt Lake City, UT Association Member Since 1973, Rocky Mountain States Section, Great Basin Chapter Experience: In 1990, Dr. Martone completed a 21-year career with the U.S. Air Force as a bioenvironmental engineer (Colonel Selectee) with assignments in California, Oregon, Florida, Ohio, Washington, DC, and Germany. In Washington, he served as the U.S. Department of Defense liaison officer to the U.S. Environmental Protection Agency (EPA). Since 1990, he has served both government and commercial clients through- out the United States as a consultant with Montgomery Watson, CH2M HILL, and, currently, Battelle. Dr. Martone’s background encompasses environmental and health hazard research and development programs, as well as the supervision of environmental engineering and industrial hygiene consulting services. He has more than 30 years of ex- perience in managing projects and programs involving air qual- ity permitting, ambient air monitoring, pollution prevention, and health hazards research for aerospace fuels, chemicals and materials; application of advanced toxicokinetic modeling tech- niques for health risk assessments of industrial chemicals; and measurement and control of air pollutant emissions. Her role in that position is to provide leadership to promote re- gional cooperation, organize techni- cal training, and develop information and support for the states of New Jersey, Pennsylvania, Delaware, Mary- land, Virginia, West Virginia, and North Carolina, as well as for the District of Columbia, Phila- delphia, PA, and Allegheny County, PA. From 1988 to 1996, Wierman was the Deputy Director of Maryland’s air quality program. Working for the Maryland Department of the Environment for almost 15 years, begin- ning in 1981, her responsibilities included managing budgets and grants, helping to develop Maryland’s air toxics program, and preparing information for legislative committees. Experience:Freeburn has more than 25 years of regulatory, consulting,and industrial experience related to environmental matters.After 10 years in technical facility support for Willamette In-dustries Inc., an integrated forest products company, he nowserves as Willamette’s Environmental Compliance Manager.In this position, he is responsible for the development and

implementation of environmentalmanagement systems (EMSs) atWillamette’s diverse operations,including 105 wood and paperproducts manufacturing facilities.Each EMS is being developed tomeet individual facility needs whileconforming to the ISO 14001 envi-ronmental management standard.

In addition to EMS activities,Freeburn redesigned and expanded Willamette’s environmen-tal auditing system to assure higher quality and more unifor-mity in audit performance. This system was developed to conformto state-of-the-art standards and to effectively incorporate inter-nal staff and external review to assure continuing quality im-provement. Freeburn plays a key role in the development ofsoftware tools to support corporate-wide EMS and audit activi-ties and assists in environmental assessments of acquisitions andplanned technological changes to company facilities.

Experience:Head has been an environmentalconsultant specializing in air qualitysince 1975 and has been with ENSRfor the past nine years. She is depart-ment manager for the firm’s airquality services and is ENSR’s tech-nical lead in the Western Region. Sheis also Vice Chair of the VenturaCounty Air Pollution Control DistrictAdvisory Committee.

Michael Nisbet, founder and principal of JAN Consultants, Montreal, Canada, died recently (the cause of death is notknown at this time).

Nisbet received a Ph.D. in organic chemistry from Trinity College in Dublin, Ireland, in 1963. After moving to Canadafrom Ireland in the late 1960s, he received an M.B.A. in economics from McGill University in Montreal in 1972. He beganhis professional career at the Bank of Montreal, where he worked as a senior economist conducting economic analyses ofindustries and providing staff support of the bank’s commercial and international credit and marketing functions (1975–1979). From 1979–1995, he served as director of environmental affairs for Lafarge Canada, where he conducted audits atCanadian cement plants and managed the Clear Air Act Title V permitting program for Lafarge’s eight U.S. cement plantsand 53 distribution terminals. He also oversaw the initial development of Lafarge Canada’s alternative energy strategy,including the management of test programs, and economic analyses of the company’s resource recovery projects. In addition,he was responsible for the economic analysis of major capital investments, such as plant upgrades and capacity expansions,terminal locations, and energy-saving investments.

In 1995, he founded his own company, JAN Consultants, to provide environmental, economic, and general consultingservices to industry and government agencies. Some of his company’s major client projects have included the PortlandCement Association, collecting and reporting life-cycle inventory data for cement manufacture and concrete plant opera-tions; the Athena Institute in Ottawa, assembling data for environmental impact assessment of asphalt concrete highwaysand roofing materials; the Cement Alliance of Canada, drafting an environmental code of practice for the Canadiancement industry; Natural Resources Canada, estimating the potential for greenhouse gas emissions reduction by use of flyash by the cement and concrete industries in Canada; and the U.S. Department of Energy’s Argonne National Laboratories,projecting the technical and economic impact on the U.S. cement industry of proposed climate change policies.

In addition, Nisbet was a technical specialist for a SENES team, which provided benchmarking support in the operatingand environmental performance of a Caribbean cement plant, and a technical specialist for a consulting team, whichevaluated the opportunities for incorporating three Colombian cement plants in an integrated resource recovery project.He was also lead consultant and project manager in studies for Environment Canada to determine opportunities fordeveloping eco-industrial networks in the industrial complexes of Montreal, Sarnia, ON, and Saint John, NB.

He joined A&WMA in 1992. Nisbet was scheduled to present a paper on “Demolition and Deconstruction: Review of theCurrent Status of Reuse and Recycling of Building Materials” at the 95th Annual Conference & Exhibition in Baltimore, MD.

Head has been involved in a wide range of permitting andcompliance projects. She has recently managed several projectsto permit/license power plants, a project to assist the State ofHawaii to process Title V permit applications, a project to pre-pare an Environmental Impact Report for refinery retrofits toremove MTBE, and a project to perform a conformity analysisfor a groundwater storage and dry year supply program.
