W hen I was at school, teachers stressed the importance of the three “R’s” – reading, writing and arithmetic. Obviously my teachers valued phonetics over spelling! Then when entering the world of Local Government, I became ever aware of a different group of three “R’s” – roads, rates and rubbish. However over the years I have come to appreciate much more the importance of the three “C’s”. They could easily be the CCC for Copper Coast Council – but I consider their value from the function of Council, Community and Collaboration. This was clearly demonstrated over this past month as I was present at Wallaroo for the opening of the first day of trading of the new Drakes Foodland Supermarket in Owen Terrace. The concept to revitalise the town centre of Wallaroo began at a public meeting in the Wallaroo Town Hall, May 2007, where our community considered the town centre needed a supermarket complex as the anchor to secure the Owen Terrace precinct sustainability for the 21st century. Obviously such a vision provided significant obstacles that would need to be overcome to enable this futuristic vision to be realised. There is no escaping the fact that the obstacles were more than initially anticipated, but stage 1 was the relocation of the Bowls and Croquet Clubs from their long held site in Owen Terrace to a new facility which was realised in September 2011 – the Wallaroo Community Sports Club. Stage 2 was the sale of the vacated land in Owen Terrace for a developer to construct the desired supermarket complex. This also required the acquisition of derelict disused railway land to enable sufficient space for construction. The development of the Owen Terrace roadway, lowering of kerbs and the upgrading of footpaths and verandah’s of the Wallaroo Main Street became the next stage. Then in September 2015 I witnessed the opening for business of the Drake Foodland Supermarket in Owen Terrace, Wallaroo and it appeared instantly that the vision to revitalise the town centre was achieved! The car parks have been constantly used, people are wandering the street, not only shopping in the supermarket but providing a stimulus to all the shopping precinct. There is now an ‘air’ of optimism in the community. On opening day it was reported that forty seven extra people were in employment! But we need to remember this result wasn’t instantly achieved – it required an enormous amount of planning, negotiating, funding and tolerance. Council, Community & Collaboration with developers and business provided this result! Similarly in Kadina we are seeing the laying of foundations for our Kadina Central Business precinct, where the Kadina Chamber of Commerce, Community and Council are collaborating to plan and move forward a renovation and rejuvenation. For several years the Paskeville Community, Council and SA Water have worked toward a stormwater recovery project. This will enable the Community Sporting bodies to lower their irrigation costs and therefore secure their futures. Sporting facilities in small rural communities can be the congruent that provides the community identity. Again these projects have just not happened, but have been the function of considerable collaboration. The Moonta CWMS developments are now well into stage 2 of the overall construction phase. been some problems, disruptionsand issues to endure during theconstruction; its progress hasbeen strengthened considerablyby the positive collaborationbetween Community,Contractors and Council.

Last summer the opening ofthe Moonta Bay Splash TownWater Park was applauded as asignificant attraction drawingvisitors from across the state.However its success again is owedto the collaboration betweenCouncil, Community and themanagement of the Moonta BayCaravan Park. The Managersoversee the day to day operationof Splash Town which hasenabled Council to provide thispopular attraction free to ourCommunity. Without thefunction of collaboration thiscould not happen!

Collaboration also broughtabout the Wine Wheels &Whiting cycling event whichexceeded initial expectations. OurCouncil in collaboration withClare and Gilbert Valley Council

and Bike SA worked together tobring about the 125 km ridebetween Clare and Wallaroo.Cycling tourism is an emergingattraction throughout the world,where cyclists and their familiesspend significant funds in thecommunities where they ride.The Wine, Wheels & WhitingRide is now expected to be anannual event.

Similarly but on a much largerscale the 120th Yorke PeninsulaField Days attracted many tens of

thousands of visitors. After twoyears of planning, in the space ofa week the many volunteerstogether with businesses of theagricultural sector, transform aparcel of land to the west of thePaskeville Township into atownship in its own right. ThisField Days Township offersseveral bank agencies, a myriad offashion and food outlets and ofcourse extensive machinery andmerchandise sales sites.

These events generate an

economic stimulus to ourCommunity as well as theawareness of what ourCommunity has on offer. Thiscollaboration results in a moresustainable Community and thissustainability means jobs.

There is no doubt that with theCollaboration of Council andCommunity the result is theCopper Coast being a LifestyleLocation of Choice!

The Inaugural Wine,Wheels & Whiting event washeld on the 12 Septemberand exceeded all expectationsset by the event organisers.

The event featured a 127.4kilometre bike ride fromClare to Wallaroo, whichparticipants could join froma number of start pointsalong the way.

The event included morethan just the bike ride withdinners held before and afterthe ride and produce marketsand a seafood brunch held inWallaroo.

The Copper Coast andClare & Gilbert ValleyCouncils joined with BikeSA to run the event which itis hoped will become anannual recreational and

tourism event for the regions.The event was strongly

supported by the communitywho volunteered to help runthe event.

There were over 350 ridersfrom throughout SouthAustralia and interstate whoparticipated.

There was a strongrepresentation of riders of allages and fitness levels fromthe Copper Coast regionwhich indicates that futurerides will have continuedlocal support.

Bike SA who is SouthAustralia’s largest recreationalcycling organisationcommented that it wasfantastic to get such apositive response for a first-time event.

Long time library user Brian Leibie is now aregular user of the statewide One Card system.Brian has a long history using libraries and firstused the services of the Institute Library wherehis wife Margaret was the librarian. The publiclibrary in Kadina opened in 1984 and Brianhas been using a public library for over 40years. Before the One Card system he wasrestricted to selecting from the library shelvesor relying on staff to source other material forhim. Now with access to over 4 million itemsheld in libraries across South Australia Brianhas become adept at using the online catalogueto reserve items that he can collect and borrowfrom his local library. Brian visits the libraryweekly to pick up items that have arrived andsearch for more items he would like to borrowoften reaching his hold limit as there is so muchto choose from!

Brian believes he will need to live to 150to enjoy everything on offer, and with newstock continuously being added he may needeven longer than that. He quoted “after allthese years I may be none the wiser but at leastI’m better informed”.

Port Hughes Boat RampThe scheduled minor

dredging of the Port HughesBoat Ramp was conductedbetween the 28th September and1 October, 2015. Council havealso planned a major dredge ofthe boat ramp between the 8thand the 11th December, 2015.

When land is developed, allotments aretransferred to the Council from the developer tomeet their obligations to provide open space aspart of the subdivision in lieu of paying the openspace levy.

If the majority of Copper Coast developmentswere undertaken today, the Council would haverequested that a single 4000m2 parcel wasprovided for a quality Local Park and that thedevelopment of that land would be undertakenin accordance with the Council’s Open Spacepolicy which aims to provide equality of access toquality public open space across the community.

The land available in most developments isover the required amount, but is dispersed insmaller unusable allotments. The revocationprocess seeks to dispose of any land over theamount required to construct a fully furnishedLocal Park and the required stormwatermanagement.

Residents have approached Council to improvethe open space in the community and therevocation of land proposal is seen as anopportunity to expedite that progress. Similarprogress has been made in other areas of theCopper Coast such as Owen Terrace andPommern Way, where land sales funded othercommunity infrastructure. Without thisopportunity a realistic timeframe for a Local Parkin areas where they not currently constructed isup to 10 years.

For most of the allotments there are a range ofoptions to divide the land into saleable parcelswithout the cost of adding additional roadinfrastructure.

The Council would appreciate feedback on thevarious options. As any funds generated from thesale would be put back directly into this area thescope of any works would be affected by thenumber of allotments created. So please read thereports which are available for viewing at theCouncil Office or on our website and makecomments in writing to the Council Office.

Update on Copper Coast BetterDevelopment Plan and GeneralDevelopment Plan AmendmentThe public consultation process for

Part 2 of the Better Development Plan(BDP) and General DevelopmentPlan Amendment (DPA) reported onpreviously has been finalised. A publicmeeting was held on Wednesday, 29July, 2015 at which interested personswere heard in relation to the DPA andthe submissions.

The submissions were considered ata Special Meeting of Council held onThursday, 10 September, 2015. Thedocumentation reflecting Council’srecommendations to the Minister forPlanning will be finalised andsubmitted shortly for considerationand gazettal.

OWEN TERRACEThe Owen Terrace verandah project has been completed between

Irwine and Emu Streets Wallaroo with the Cornucopia Hotelverandah being the only outstanding component of this project.Street scaping, banner poles, footpaths, bollards delineating the JonesStreet/Owen Terrace intersection and adjustments to the disabledcarparking will be continuous throughout October.

With the completion of the surrounding roadwork’s andfootpath networks initial shaping of the reserve area betweenIrwine and Wildman Streets has been completed. Irrigation,designated plantings and landscaping will be continuous overthe coming months to connect this space into a useable publicopen space.

The Moonta Bay Splash Town waterplay area will be opening earlier than lastsummer. It is now anticipated that SplashTown will open on the weekend of the 6thof November and continue to open onweekends up to the school holidays. Fromthe 14th of December (the holidays) we areaiming to open it every day, but days andtimes will be confirmed on Facebook andour website www.coppercoast.sa.gov.au assoon as they are confirmed.

We are already planning the 2016/17season and hope to open even earlier thanthis year.

Reconstruction of Port Hughes Roadincluding the construction of a sharedcycleway linking Moonta proper to PortHughes will commence in Octoberwith design complete.

The initial phase of the project entailsthe section from Frances Terracethrough to Harry’s Point Road. Councilwas successful with a $116,667 grantfor the cycleway.

In addition to the allocation ofRoads to Recovery funding of $194,000will assist with this project as well asMilne Terrace.

Footpath works have been completed withinthe Wallaroo area and included John Terrace andErrington Street. Works have now recommencedin the Moonta area within Patricks Viewdevelopment, Keen Street, Ellery Court andFreeman Court.

It’s the lead up to that time of the yearagain, summer, and with it comes The FireDanger Season!

Now is the time to take pre-emptiveaction if you haven’t already done so, toensure that your property is cleared priorto the commencement of the fire dangerseason and is maintained to the requiredstandard for the duration of the season.

At this time of year vegetation canbecome overgrown, creating fire hazards.In order to reduce the potential dangeruntil the expiry of the fire danger season:• If the property is under one hectare in

area, all undergrowth should bemaintained at or below 10cm in height

• If the property is over one hectare inarea, establish and maintain a firebreak around the whole area, placed as

near as practicable to the perimeter.The fire break shall be at least a 5metre wide strip on which all grass,pest plants and undergrowth isreduced to a maximum of 10centimetres.

Council’s Fire Prevention Officer (s)have recently sent out reminder letters toproperty owners. Inspections commenced24th, September, 2015, on propertieswithin the District Council of CopperCoast.

If these properties have not been cleareda Section 105F notice will be issued with21 days to rectify. Council then has theright to remove or reduce a fire hazard onprivate land and recoup the costs from theproperty owner and issue an expiationnotice.

Bushfire prevention

The Fire Danger Season starts on 15November and ends 30 April next year. It is theresponsibility of all land owners to ensure thattheir properties are kept in a condition so it doesnot pose a potential fire risk for the duration ofthe Fire Danger Season. Failing to do so mayresult in Council appointing contractors to cleanblocks deemed at risk after the owner has beenissued with a notice under Section 105F(5) ofthe Fire and Emergency Services Act 2005.Where owners act responsibly and engage acontractor it may cost them around $100 to$130 to have a standard sized block cleared tomeet the requirements. In the event thatCouncil has to engage a contractor on behalf ofthe owner the minimum costs incurred for astandard block may amount to about $590 ormore depending on the size of the block and thework required to comply with the Act (whichincludes contactor fees, expiation fees andhandling fees). Contact details of contractorscan be found on Council’s website.

Potential Fire Hazard: Why pay more?

At the time of printing this edition of theCopper Post Council had a recommendationto implement a ‘Free Roadside Give AwayDay’

This idea was raised by resident HelenWilliamson earlier this year during the

Council Meeting ‘Question Time’.The ‘Free Roadside Give Away Day’ is

proposed for November 2015. It will be anopportunity where residents can place anyunwanted items in the road reserve for freecollection by other residents. The clean-up

and removal of any items that fail to be givenaway is the responsibility of the owner notCouncil.
