The Board reviewed Monthly Fee Reports for the month of March for the Clerk, Treasurer, Clerk of the District Court and Highway Superintendent. These reports were approved as reviewed. Next, the Board considered the appointment of Kendall Gonzales to the Cheyenne County Fairboard. The Fairboard recom- mended the appointment of Ms. Gonzales. A motion wasmade by Sanders, seconded by Olson to approve the appointment of Kendall Gonzales to the Cheyenne County Fairboard with her term to run from April 20, 2015 through December 31, 2017. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None. Diane Scott, County Treasurer, presented the Pledged Securities Report. At 9:15 A.M., Chairman Johnson declared the public hearing open to review and consider approval of Exemption Applications for Tax Exemption on Motor Vehicles Owned by Qualifying Nonprofit Organizations. Treasurer Scott presented an Exemption Application for Cheyenne County Hospital Association. County Assessor Louella Pippitt and Kent Butts, representing Cheyenne County Hospital Association, were present. All of the vehicles listed on the Exemption Application will be used for the activities of the operation of Sidney Regional Medical Center. Such activities will include Nursing, Home Health, Physical Therapy, com- munity health, education and maintenance of properties owned by Sidney Regional Medical Center. Treasurer Scott stated all documentation was in order and approved the applica- tion. Jason Petik, CEO of Sidney Regional Medical Center, discussed with the Board the payment schedule for the Hospital and Physicians Clinic with regard to the Blue Cross/ Blue Shield health insurance coverage provided by the County to County employees. At 10:00 A.M., Chairman Johnson declared the public hearing open to review and consider approval of the following appli- cations. Colleen Terman, Planning and Zoning Administrator, was present for the public hearing. The Board discussed an application from Loraine Brauer for a Conditional Use Permit to stockpile rub- blized concrete pavement and crushing for resale on 10.61 acres in an A Agricultural zone located in the Northwest Quarter of the Northwest Quarter of Section 14, Township 13 North, Range 50 West of the 6th P.M., Cheyenne County, Nebraska. Loraine Brauer, Bruce Brauer, Kent Brauer and Jay Sporer were present. On March 30, 2015, the Cheyenne County Planning and Zoning Commission approved the application with the recommendation it be for- warded to the County Commissioners for final approv- al. Terman stated that all docu- mentation was in order. A motion was made by Olson, seconded by Sanders to adopt Resolution 2015-12 approving the application for a Conditional Use Permit as presented. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None. A complete copy of the Resolution as adopt- ed is on file at the Office of the County Clerk.Next, the Board considered the application from Pit Acres, LLC, for a Conditional Use Permit for gravel mining, crushing and washing as well as asphalt and concrete batch plants in an A Agricultural zone located in the East Half of Section 13, Township 14 North, Range 51 West of the 6th P.M., Cheyenne County, Nebraska. Randy Sutton, Brad Sutton, Troy Sutton, Bill Sydow, Bruce Nienhueser and Gene Bichelmeier were present. On March 30, 2015, the Planning and Zoning Commission reviewed the documents. At that time, the Planning and Zoning Commission recom- mended forwarding the applica- tion to the County Commissioners for final approval with the stipu- lation the permit include 12 recommended conditions and the property be more specifi- cally described as the West Half of the East Half of Section 13, Township 14 North, Range 51 West of the 6th P.M., Cheyenne County, Nebraska as shown on the map. Both the map and list of 12 recommended conditions were attached to the Minutes from the Planning and Zoning Commission dated March 30, 2015. Comments were heard. A motion was made by Olson, seconded by Sanders to table this matter until the May 4, 2015 meeting. Roll Call: Aye: Johnson, Olson, Sanders. Nay:None. Kade Price addressed the Board regarding the condi- tion of County Road 8. Highway Superintendent Tom Noel was present. Additional comments were heard. Highway Superintendent Noel presented Resolution 2015-13 setting the date, time and place for the public hearing to consider approval of the One and Six Year Road Improvement Plan. A motion was made by Sanders, seconded by Olson to Adopt Resolution 2015-13 setting the date, time and place for the public hearing to consider approval of the One and Six Year Road Improvement Plan on May 4, 2015 at 10:30 A.M., in the Cheyenne County Commissioners meeting room, Court House, 1000-10th Avenue, Sidney, Nebraska. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None. A com- plete copy of the Resolution as adopted is on file at the Office of the County Clerk. Noel then updated the Board on road activities. There were no com- ments from the public. There being no further business to come before the Board, Chairman Johnson declared the meeting adjourned at 11:55 A.M. Cheyenne County Court House, 1000 10th Avenue, Sidney, Nebraska. A notice of this meeting was published in the Sidney Sun-Telegraph, aired on KSID Radio, posted on the bulletin board in the County Court House and on the Cheyenne County website. Dear Annie: I am 17 years old. I have a job that requires I work only a few times a month, and the staff can trade shifts if they choose. I have been at this job for two years, and I enjoy it.

During my first year here, I was taken advantage of quite a lot. People would constantly ask me to change shifts, but I would later find out they had nothing particular going on to require it. I learned how to say no, because I don't re-ally trust some of them. I agree to change shifts with people who ask me in advance or tell me what's going on, but have become wary of those who ask at the last minute.

The problem is my mother. She always makes me feel as though I'm not behaving properly. When I'm asked to switch shifts for no good reason, she says, "Why didn't you say yes? their time. I know that most people's intentions are

good, but I don't want to be taken advan-tage of. Why doesn't my mother think I'm good enough? I don't drink, I go to church, I obey my parents, and I'm in the National

Honor Society. People say my mother is lucky to have a daughter like me, but I don't feel that from her.

I don't mean to sound con-ceited, but I'm starting to get tired of always being good.

Dear Not Good: Everyone needs to feel that their efforts are appreciated, and kids especially need to know that their parents believe them to be good people. We think your mother knows this, but she worries. She doesn't want you to alien-ate the people you work with, but you are right to set boundaries for yourself (as long as you are polite about it). It engen-ders respect.

But please don't use your mother's

fretting as an excuse to go off the rails. Talk to her. Reassure her that you are not expected to say "yes" to every request. Let her know that she has done a great job raising you and now must allow you to make your own decisions and live with the consequences, so you can learn to be the responsible adult she expects. Enlist her support and cooperation. Ask for her advice. It will make her happy to know you still value it.

Dear Annie: This is in response to the "horror stories" that women tell pregnant mothers-to-be. As an obstetrician (re-tired), with over 5,000 babies delivered, here is what I call Dr. Elfmont's Rule of Pregnancy:

Never listen to what people (your mother, grandmother, aunts, etc.) tell you about their pregnancies – you're too big or too small for your due date; you're carry-ing high (or low) and that means it's a boy (or a girl); you've gained too much or too little weight; they were in terrible labor for 197 hours, etc.

I told my patients that nobody in the

history of human civilization had ever giv-en birth to the particular baby they were carrying, that the odds were overwhelm-ing for a normal labor and delivery, and if there were any problems, I'd be there to take care of them. – Dr. John Elfmont in Redondo Beach, Calif.
