RIGHT-OF-WAY EASEMENT

Notice is hereby given that the Belle Plaine city council will con-duct a public hearing on Monday, December 21, 2015 at 6:30 PM or soon thereafter, in the council chambers at 218 Meridian Street North.

The purpose of this hearing is to consider the vacation of Locust Street east of Linden Street and west of Ash Street (within Prairie Park). The proposed vacation is legally described as:

During the hearing, the public is invited to comment on whether or not the proposed street right of way vacation is in the public interest. The council shall consider the extent to which such proposed street vacation affects existing easements within the area of the proposed vacation and the extent to which the vacation affects the authority of any person, corpora-tion, or municipality owning or con-trolling electric, telephone or cable television poles and lines, gas and sewer lines, or water pipes, mains, and hydrants on or under the area of the proposed vacation, to continue maintaining the same or to enter upon such easement area or portion thereof vacated to maintain, repair, replace, remove, or otherwise attend thereto, for the purpose of specify-ing, in any such vacation resolution, the extent to which any or all of such easement, and such authority to maintain, and to enter upon the area of the proposed vacation, shall continue.

TERMS FOR THE SALE OF TAX FORFEITED LANDIN SIBLEY COUNTY

Public Sales: Basic Sale Price

All parcels are offered at public auction and sold to the highest bidder. The minimum bid acceptable is the basic sale price which is shown on the list of tax forfeited land. The basic sale price is equal to the appraised value or the appraised value plus any extra charges for special assess-ments levied after forfeiture or for hazardous waste control.

Extra Fees and Costs: In Addition to the Basic Sale Price

A 3% surcharge for the State Assurance Account will be collected at the time of the sale. The following extra fees will be collected when the basic sale price is paid in full: a State Deed fee of $25.00, a Deed Filing fee of $46.00, a $10.00 Documentation fee, and a State Deed tax equal to the greater of $1.65 or 0.33% of the basic sale price.

Payment Terms: Full Payment due on day of Sale – Cash, Cashier’s Check, or Money Order

Special Assessments: Levied Before and After Forfeiture

The balance of any special assessments which were levied before for-feiture and cancelled at forfeiture and which exceed the amount of the net sale proceeds may be reassessed by the municipality. These special assessments are shown on the list of tax forfeited land under the column entitled “Special Assessments Before Forfeiture”. Please contact the municipality regarding their reassessment policy.

Scott West Splits at Hutch Quad; Wins Lakeville

63-6 Thursday night in Hutchin-son, the Scott west wrestling team was given a wake up call when the home team Hutchin-son Tigers stunned the Panthers with a 34-26 victory in front of their raucously approving crowd.It was the first dual meet win

for the Hutchinson program over its long-standing Section 2AA rival Scott west. “we didn’t wrestle particu-

larly well,” states Scott west co-head coach Darren Ripley. “you have to give Hutchinson some credit for that as they out wrestled us and proved to be the better team on this night.”The night of wrestling against

Hutchinson began innocently enough as Scott west won the first three matches of the meet behind lightweights Jacob Hill (106), Tyler Shackle (113) and Justin Stauffacher (120). Hill scored an opening-period take down and then rode out Tucker Gifferson for the entire third period, and despite a stall call point against him, was a 2-1 winner. Tyler Shackle rolled to an 11-0 win over Tate card at 113 as the Panther freshman used a pair of take downs with back points in periods one and three to accumulate the major decision. Shackle’s freshman teammate Justin Stauffacher made it three straight wins for the Panthers as he scored a pair of take downs to secure a 4-1 win over Dasin Mateski.However, the early 10-point

lead would evaporate over the next three weight classes as Hutchinson put up 12 points with the first of those coming from their 126-pounder Brock Luthens. In what was a rematch of last season’s Section 2AA 106-pound championship finals between Luthens and Parker Huss that was won by Huss, Luthens controlled the action for a 6-0 win. In the following match at 132, it was a rematch of a Section 2AA semifinal match between Dylan Pund-sack and carter Piche that was won by Piche. However, Pund-sack would follow the Luthens lead as the Hutch Tiger dropped Piche in a first-period headlock and the ensuing pin fall call. After the two big Hutchinson wins, Panther Jack Fogarty dropped a 5-2 match to cody Anderson, and just like that Hutchinson, had taken a 12-10 lead. Scott west regained a 20-12

advantage behind Ryan Siegle’s 10-1 major decision over Jayden Mackedenz at 145 and Ben Kelvington’s first-period pin of Jordan Stenzel at 152.“Ryan and Ben both went out

and did what we needed them to do by getting wins with bo-nus points,” insists Ripley. “we need to see more of that up and down the lineup.”But the top part of the Hutchin-

son lineup would get it done on this night as Logan wadsworth rallied from a 6-0 deficit to beat Dylan Johnson 13-11 in over-time, and Josh Filk scored a 9-0 major decision over Deshawn carter at 170. christian Kurth gave Hutch back the lead at 25-20 with a first-period pin over Noah Ellingsworth at 182.Scott west would take back

a one-point team lead at 26-25 when Hutchinson forfeited at 195. However, that Panthers’ lead was short-lived as they forfeited right back, setting up a final showdown at heavyweight where calvin Menke needed a pin for Scott west to win but the freshman would drop the fi-nal bout of the night 6-0 to Ty-ler Stenzel, giving Hutchinson their first ever win over Scott West with a final team score of 34-26.

Lakeville North InviteScott west traveled to Lakev-

ille North High School on Sat-urday and won the 13-team Paul wolf Panther Invitational by scoring 197 team points, which was more than enough to better team runner-up Hudson, wisconsin’s 177.5.

“we wrestled a little better than we did Thursday night in Hutchinson,” states Ripley. “It was a good first step but we still have many more good steps to take if we are going to be a team that competes with the best in our section and state.”Scott west’s win on Saturday

was led by the lightweights as the Panthers claimed individual championships at three of the first four weight classes – Jacob Hill (106), Tyler Shackle (113) and Parker Huss (126). It was a big championship moment for Hill as the eighth-grader won his first individual champion-ship after placing second at Os-seo the week before. The Pan-ther lightweight used four take downs to better woodbury’s cole west 9-2.Shackle followed Hill’s cham-

pionship win with one of his own at 113. It was Shackle’s second Lakeville North cham-pionship in as many years as the freshman had won the 106-pound title the previous year. In Saturday’s championship match up, he beat Northfield’s Drew wooley 8-2. Parker Huss beat a good wrestler from Eagan in the championship bout at 126 pounds as he downed #9-rated Kade Gage.At 145 pounds, Ben Kelv-

ington turned in the Panthers’ best-wrestled match of the ear-ly season as the senior captain bettered the local favorite, No. 2-rated wade Sullivan, 7-2 in a rematch from their Lakeville North 126-pound final from a year ago that was also won by Kelvington.The Panthers had seven other

wrestlers place in the top six of their respective weight classes – Carter Piche (2nd at 132), Justin Stauffacher (3rd at 120), Dylan Johnson (4th at 152), Deshawn carter (5th at 170), Tyler Buesgens (5th at 195), calvin Menke (5th at 220) and Ben Alexander (6th at HwT). “It was a fairly good overall

team performance, especially when you consider that last year we only had seven wres-tlers that placed in the top six of their respective weight classes (at Lakeville),” states Ripley.The Panthers are looking

for another good team perfor-mance this week as they will be traveling consecutive nights to take on key wrestling rivals each night. The first will come on Thursday at Minnesota River conference rival Sibley East and then also St. Peter. The Panthers are scheduled to wrestle the Wolverines first at 5 p.m. before taking on the Saints at 6:30 p.m. On Friday night, Scott west will be at Section 2AA rival New Prague. The two teams split a pair of matches last year, with the Trojans win-ning the regular season meet in Belle Plaine but the Panthers earning the trip to state with the Section 2AA championship win at Mankato East.
