Updates: March 10, 2019: We are camping all Scouts BSA Troops and Webelos at lower Hoyt. This
will help with sharing staffing, a better sense of community between our units, and more inter-action between our troops and Webelos – your future Scouts.

To have fun in the outdoors, learn camping skills, work on rank requirements, and meet Scouts and adult leaders from Troops.

All fees must be paid online by April 29, 2019. Please understand that we have t-shirts to order and merit badge programs to finalize requir-
ing the early registrations and online payments. Use the Worksheet on Page 7 to gather information for registering.
ALERT — We are limiting Merit Badge classes to 10 to 20 Scouts at the discretion of the Merit Badge Counselors. Selections based on “first paid” first served basis.
ALERT — To register a Scout, you will need to provide: Scout name Troop # and Town T-shirt size Choice for a merit badge or select no merit badge (taking a merit badge is not required).

Troop Help
We have no Troops hosting this camporee so we’re operating on a “co-hosting” concept. Each Troop is asked to help with programs and other areas.
Here’s what we need: Host a Merit Badge by providing a counselor. Provide Merit Badge class helpers. Provide older Scout Leadership for the Webelos WOW program. Provide transportation and supervision for our off camp merit badges. Help with parking Register a STEM Counselor and offer a STEM Workshop. This is also
the person that will sign off Nova/STEM Awards for your Scouts. Troops to host provisional Scouts. We may have Scouts that would like
to attend without their Troop. Can they camp with your troop and can you provide meals for them?
Drivers needed: We have off camp merit badge locations requiring trans-portation of Scouts and additional supervision.
Tarps/Tenting Needed: We want to make sure all of the merit badge classes are covered for weather conditions.
Parking Volunteers: We will be having a lot of vehicles coming in and will need help Friday night and Saturday Morning .
Register early so your scouts can start working on prerequisites.

Camping: Camping will be jam-boree style and we will not be using the traditional campsites on the Hoyt maps. Campsites will be assigned on arrival.
ALERT: Webelos will be form-
ing a WOW Troop for the weekend, using the patrol method and having their own program. It’s all part of meet-ing Webelos/AOL advancement requirements.
Alert Update March 10,
2019: We want to camp both Webelos and Scouts BSA at lower Hoyt. This will provide for sharing staffing and more interaction between Scouts and Webelos.
Programs will take place both upper and lower Hoyt. Map of program areas and merit badge locations will be provided on arri-val. Health and Safety — First Aid: First Aid will be available at Dis-trict HQ—Ranger Cabin. Each unit is required to carry at least Part A and B of the Annual Health and Medical Form and signed parent permission form. Cooking: Lunch provided. Troops are responsible for all other meals.

Merit Badge Procedures & Guidelines
Taking a merit badge is not required to participate in the camporee. Scouts may elect other pro-grams to participate in.
Merit Badges 1. Animal Science — Off camp to be announced 2. Aviation — At Danbury Airport with Civil Air Patrol 3. Chess — Held prior to the camporee. 4. Electricity — At Hoyt 5. Energy — At Hoyt 6. Programming — At Hoyt (This may be offsite with a “Coding Workshop at the Microsoft Store) 7. Railroading — At the Danbury Railway Museum 8. Radio — At Hoyt 9. Rifle — partial only. The rifle range open for meeting qualification requirements. 10. Robotics — At Hoyt 11. Space Exploration — At Hoyt 12. Signs, Signals, and Codes — At Hoyt
Merit Badge Classes will be limited to 10 to 20 Scouts (discretion of the Merit Badge Counselors) on a first “paid” first choice basis.
Merit Badge classes are selected through the online registration process. Once a badge class has been filled, it will be removed from the registration form.
Please select merit badges carefully it will not be possible to switch your badge.
Some Merit Badges will require morning and afternoon sessions and can take Scouts away from other activities.
Merit Badge Books are the responsibility of the Troop and/or Scouts to purchase. Scouts should read the merit badge book.
Merit Badge Preparations: We recommend that Troops schedule pre-merit badge work. Scouts that complete the Merit
Badges prerequisite have a greater chance of completing the badge at the camporee.
Use Troop Meetings and assign an adult to work with the Scouts on the prerequisite.
Scouts should obtain the Merit Badge Book, read it and then are encouraged to complete as much of the worksheets they can prior to the weekend. This will help give the scout a better understand-ing of requirements and be useful notes for classroom discussions. Worksheets can be found at meritbadge.org or just “googled” for worksheets.
Please do not start pre-work until it is verified that the Scout has been accepted into that class. Alert: It may not be possible to complete all of a merit badge requirements at the camporee.
Scouts can arrange follow-up sessions with the merit badge counselors.
Blue Cards: Each Scout must bring a signed Merit Badge Blue Card to his class. The blue cards will then be returned to the Scoutmasters (signed by the MB Counselor) in a packet. Please make sure the Blue Card is properly completed with Troop and Troop number so that we can return it to the appropriate Scoutmasters.
Off Camp Merit Badges requires a sign parent permission slip found in this guidebook. There are no extra fees for these merit badges.
Merit Badge Counselors Wanted: We are looking for Merit Badge counselors for each of the above merit badges. We hope that as classes get filled up, we can offer a second class. Merit Badge Counselors must be properly registered, Youth Protection Trained, and have completed Merit Badge Counselor Training. CYC has set up online Merit Badge Counselor Training at http://archive.ctyankee.org/fs/

Cell Phone/Tablets/Laptops/Other: There are no programs requiring Cell Phones. Troops can enforce their own rules. Programming MB is the only merit badge needing a laptop, otherwise at the discretion of the Troop. Troops are responsible for the security of any device brought to camporee. We recommend designating one car to lock up and se-cure these items.

We are not offering STEM/NOVA Award classes at the STEM Camporee.. Troops are encouraged to host a STEM station. We encourage Troops to have each Scout complete one by working on before the cam-
poree weekend and to finish up during troop free time at the camporee.
Troops will need to recruit a NOVA Counselor: A Nova counselor can be any registered adult age 21 or older. They must be registered under the new nonunit
position and no fee is required. The Nova counselor code is 58. All Nova counselors must have current BSA Youth Protection training. NOVA Counselor training can be taken online at http://www.scouting.org/Training/Adult.aspx.
Troops will be responsible for the signing off of their Scouts NOVA/STEM Award (not district), processing, purchasing and presentation of the award. Q: Once a youth has fulfilled the requirements for the Nova Award, what is the next step? Fill out an advance-
ment form with the proper signatures, or use internet advancement to record this and submit a copy to your lo-cal council.
Q: What does a Scout receive when a Nova award is completed? A: When a Scout completes their first Nova award they should be presented the Nova Emblem for their program level. For each Nova award earned after the first they should be presented a Pi pin to wear on their emblem.
Q: Where can I obtain the "presentation items” (emblems, pins, and medals)? A: These items are available at your local Scout shop. You can also order online at www.scoutstuff.org.

Join us at for an exciting Chess program! A chess tour-nament is a series of chess games played competitively
to determine a winning individual. The Chess Tourna-
ment is not just for Scouts working on the Chess Merit Badge but open to all attending the spring camporee.
We are limiting this to 30 Scouts.
There are no age restrictions but play-ers must have game playing ex-
perience. This is not for beginners. No one can coach and/or assist Scouts in
play. The Tournament is being run by
the Chess Club of Fairfield County LLC—Norwalk.
Saturday Night Gaming Party 7:30 PM to 9:30 PM
Troops are invited to set up a game for our Saturday
Night Gaming Party. Here’s what you need:
Projection Screen
Projector Game platform (X-box, Play Station, or PC)
Extension cord and all other cords Or your favorite Board Game
All games must be Teen Rated or below
We will set up areas under the pavilions to play the games. Troop game should be open to Scouts in all
Troops to play as well. There is limited Wi-Fi — offline
Do you have what it takes? This is a timed hiking
event taking Scouts to the extreme locations of Hoyt over a mile in trails and using skills in letter boxing
(finding a box using clues), compass and GPS. Earn a special award and 1st., 2nd., and 3rd award for best
times. The event is open to adults as well. Each troop is
encouraged to have a team. Sign up at the event.
Conservation Awards: Since 1910, conservation has been an integral part of the program
of the Boy Scouts of America. Scouts have rendered distinguished public
service by helping to conserve wildlife, energy, forests, soil, and water. Much
has been accomplished in recent
years by individual Scouts and through unit conservation Good
Turns. Much more needs to be done. A Conservation Good Turn certificate is available at the council service
center for units that participate and report on their ef-
forts and Conservation Good Turn patch is also available for purchase. Projects will be available at Hoyt for any
units that would like to earn this award.

Join us for A Star Gazing Party on Saturday Night,
May 18. The Astronomy Calendar of Celestial Events 2019 is showing - Full Moon, Blue Moon for May
18. The Moon will be located on the opposite side of the Earth as the Sun and its face will be will be fully
illuminated. There are normally only three full moons in
each season of the year. But since full moons occur every 29.53 days, occasionally a season will contain 4
full moons. The extra full moon of the season is known as a blue moon. Blue moons occur on average once
every 2.7 years. Bring your binoculars and we’ll have some high powdered telescopes for Star Gazing pleas-
ures. This will take place after dark.

Spring Camporee organized Tournament:
1st, 2nd, and 3rd place Awards
Each Troop can register one team.
Smaller troops can combine with another
troop.
Ultimate relies on sportsmanship, invoking the
"Spirit of the Game" to maintain fair play. Ulti-
mate players will demonstrate mutual respect
for teammates and opponents alike, which de-
velops character, leadership, self-reliance, and
conflict -resolution skills.
This would be a youth-led activity. The
honor system works in ultimate, just like in
Scouting. Typically, there are no officials.
Players are responsible for playing fair, call-
ing their own fouls, and making their own out
-of-bounds calls.
Team Captains would form a Counseling
Board to organize the Tournament.
Each team will consist of youth (under 18
years of age) properly registered.
Round-robin tournament will be organized
A regulation game has 7 players on each
team. Each team can have up to 11 to al-
low for substitutes.
We would allow smaller Troops/Crew to
combine youth to make up a team.

and one adult to serve as a team advisor.
We are limiting to 9 TEAMS on a first
signup basis.

The WOW Program
Bears becoming Webelos and all Webelos are invited to experience an overnight Scouts BSA campout. Have fun in the outdoors, learn camping skills, work on Webelos Pins, and meet Scouts and adult leaders from your neighborhood Troops.
When you get to camp, you will form Patrols and then do everything together using the Scout Patrol Method. You'll setup campsites, have a campfire, cook your dinner, participate in lots of fun activities, and work on Webelos and Arrow of Light rank re-quirements.
All you’ll need is a tent, sleeping bag, ground pad or air mattress, mess kit and clothing for the overnight.
Saturday lunch and dinner and a light Sunday break-fast will be provided.
The event is for current Bears (those that will be We-belos in the fall) and all Webelos. Younger Cub Scouts or siblings may not participate.

Here is where we need help from our Troops: Older Scouts to serve as the Senior Patrol for
our Webelos Troop, ASPL, and Patrol Leaders. Great opportunities for former SPL’s and cur-rent JASM’s. Scouts should be First Class and above. It’s helpful that Scouts are 2 or 3 years older than the Webelos age. Do you have Scouts that are looking to
serve on a Summer Camp Staff? Here’s a great opportunity to Staff an event and use it as a reference. We can provide the ref-erence.
Host a Meet the Troop Station from 3 to 4 pm. A quick “show and do” skill competition at your campsite. Powahay Webelos will visit Powahay Troops and Scatacook Webelos will visit Scatacook Troops.
Teach Webelos Adventure Pins Help with Saturday Night Foil Cooking
We are also looking for a Troop or Troops to host or co-host the Webelos WOW. Scouts will still be able to participate in the Scouts BSA Camporee program but the troop will help us with the logistical support of the WOW.
