Tryouts for any swimmer who was not on the 2013 Mason Water Moccasins Team will be held on Saturday, April 12, and Sunday, April 13, from 2 to 3 p.m. in the competition pool at Mason Community Center. TENNIS

TennisHeritage Oak ParkThe Mason Parks & Recreation Department is pleased to provide a tennis program for Mason. Returning for his ninth season will be Tennis Director Phil Norton. Phil has taught tennis for over 25 years and has been USPTA and PTR certified pro, PTR national tester, and Ohio Pro of the Year. Currently, Phil is the Operations Manager at the Cincinnati Sports Club.

Tennis programs are provided for juniors and adults. Junior classes will follow the “games” approach to learning tennis. Classes will be half-traditional stroke work and half-focused on rallying skills. To teach rallying, the class will use bigger balls, fewer court lines, and multiple ball bounces to help kids play “real tennis” before they acquire all the racquet skills needed to play sets. Players will learn ball striking skills, scoring, rallying skills, and basic strategy—all in a fun, stimulating environment.

Rainout and make-up classes will be scheduled as needed. There is no make-up for classes missed by the participant. In case of inclement weather conditions, arrangements will be made. Please call the City of Mason hotline at 513.229.8502 and select option 5 to hear program cancellations or delays due to weather.

The City of Mason and the Warren County Convention & Visitors Bureau have

collaborated for years to bring major regional and national sporting events to Mason.

e city’s partnership with the CVB plays a signi cant part in making tourism a major industry in Warren County. In 2013, players, o cials, families, fans, and major media outlets added over $4 million to the region’s economy in just six of the events that were hosted through the city/CVB partnership. Hotels, restaurants, services, stores, and entertainment and recreation venues bene t from the increased business during the tournaments hosted in Mason. Mason residents bene t from the rental fees for the parks and Community Center that help o set the cost of maintaining these facilities and from the healthy business community that these events help support.

In 2013, the CVB brought an impressive list of events to Mason:

• ird Annual Warren County Pre-Season Showdown – a baseball tournament at Mason Sports Park that brought 12 of the 20 participating teams from outside the area

• High School Ultimate Tournament – this ultimate Frisbee event a racted two area teams, including Mason High School, and 30 out-of-town teams to Heritage Oak Park and Mason Community Center

• Second Annual Warren County Summer Slam – 60 teams participated, 75% of which came from out of town to play baseball at Mason Sports Park, Corwin M. Nixon Park, and Fleckenstein Park in Deer eld Township

• Fourth Annual Kings Island Baseball tournament - 54 out-of-town teams joined 14 area teams at Mason Sports Park, Corwin M. Nixon Park, and Fleckenstein Park —see CVB SPORTS on pg. 3

We appreciate your calls, visits and e-mails to Mason Municipal Center to discuss what is going on in the city.I encourage you to call 513.229.8500 or stop in any time during business hours if you need information or assistance.

Dear Mason Resident,It is a pleasure for me to work with a council that appreciates the value of collaboration. Mason has a track record of

conservative development practices that leverage collaborative regional e orts to provide e cient and e ective services to residents and businesses.

ese e orts are evident at Mason Community Center, where our partnership with Group Health and AssureX contribute to the nancial success at the center. is helps keep our membership rates at competitive levels, bene ing everyone who visits.

Fourteen years ago, the city began collaborating with Greater Cincinnati Water Works by augmenting the city water supply with water purchased from GCWW. at partnership has grown to where GCWW now supplies clean drinking water to the entire city and provides billing services for city utilities. e city has frequent contact with GCWW to ensure continued quality service to Mason residents.

At about the same time, city leaders began a collaborative e ort with Mason City Schools to provide quality education and recreation facilities to the community. With the approval of voters and a unique agreement between the city and school district, the district built Mason High School and Mason Community Center on city-owned land. e city operates the community center and the competition pool and eld house are shared with the schools.

Collaborations with townships include a partnership with Liberty Township (and the City of Middletown) on a Joint Economic Development District ( J.E.D.D), with Symmes and Sycamore Townships (and the cities of Blue Ash,

Loveland, and Sharonville) in the Northeast Fire Collaborative to pool resources for training and purchasing power, and with Deer eld Township to place CenterPoint, Mason Ma ers, and Deer eld Digest in one publication where they are accessible to all area residents.

Mason has also collaborated with the Warren County Soil and Water Conservation District for stormwater inspections and educational e orts. In addition, Mason works with the Warren County Transportation Improvement District, the Ohio Kentucky Indiana Regional Council of Governments (OKI), the Warren County Engineer’s O ce, Deer eld Township, and the State of Ohio to plan the regional infrastructure, including plans for a full Western Row Interchange on I-71.

Working together allows all the partners to achieve successes that could not be realized individually. An inscription on one of the oor tiles in the atrium at Mason Municipal Center continually reminds me of the importance of collaboration. e tile has this quote from Helen Keller:

Alone we can do so li le. Together we can do so much.

What’s It Like to be a Police O cer?Find Out at the Citizens Police Academy

CVB Sports from pg. 1

Early this year, safewise.com placed Mason at number 15 in their list of the 50 safest

cities in Ohio. SafeWise combined data from recent FBI crime reports with their own research to create the list.*

Many factors play a part in making a city safe, including local law enforcement. e Mason Police Department is o ering you a chance to “see inside” your local police department by enrolling in the Citizens Police Academy. You’ll learn about the role of the police o cer, use of rearms, safety, self defense, patrol duties, crime scene processing, public records, drug enforcement, tra c stops, OVI, search and seizure, domestic violence, communications, and many other contemporary law enforcement issues and topics.

Use of force issues and split-second decision-making are part of the law enforcement o cer’s job. You’ll be given the opportunity to test your own decision-making ability with the assistance of a

rearms training simulator. You’ll also learn about criminal investigations and how the court system works. And you’ll have the opportunity to ride along with Mason police o cers during their shi s.

e Citizens Police Academy will meet from 7 to 9:00 p.m. on Wednesday evenings for ten weeks beginning March 26. is free course is open to adults (18 and older) who are residents of the City of Mason.

Mason’s Police Department is one of about 650 departments across the nation that are accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA). Take this opportunity to learn about your police department and what your police o cers do every day. Register for activity 221622 by calling 513.229.8555 or register online atwww.imaginemason.org. e designation of 7th Best Place to Live by Money magazine also created name recognition according to Mayor Nichols. “ at put us another step ahead,” he said, adding, “It’s an immeasurable but tremendous bene t.”

In 2014, residents can look forward to welcoming the return of some of the CVB events from last year. From April through September, look for lots of youth baseball to be played in the parks, both those sponsored by local sports organizations and CVB-

Perhaps harder to measure—and no less important—is the bene t these events have on new business development in Mason. City leaders have recognized the importance of regional, national, and international events as an opportunity to showcase the city’s quality of life and thriving business environment. e CVB events, the annual international Western & Southern Open tennis tournament, the national AVP Pro Beach Volleyball Cincinnati Open, and other events introduce Mason to business executives.

Bicycle Safety

Avery Promoted to Director

Bicycling is fun; it helps us stay t and is a common mode of transportation. Since

a bicycle is a vehicle and is operated around other vehicles, accidents can and do happen. Safe operation of your bicycle whenever you ride is important.

Bicycle safety starts with using your head…literally, using your head. Properly ed helmets should always be worn when riding a bicycle. Most serious injuries sustained during an accident are a result of not wearing or improperly wearing a bicycle helmet. e cost of a helmet cannot be compared to the medical bills associated with a serious head or brain injury. Please…put on a helmet before you ride.

Another important safety measure is selecting a bicycle that is the right size for the rider. is is critical, especially for children. Riding a bicycle that is too small or too large for the rider can make it di cult to control the bike and could lead to an accident.

It is also important to make sure your bicycle is kept in proper working condition. Before riding, always check to be sure the brakes are working properly and the tires are in ated to the recommended levels. Keeping the chain lubricated and free from rust also makes the bicycle operate with ease.

Some other helpful tips that can make your riding experience safe and fun are:• Wear visible or re ective clothing• Obey all tra c laws• If you must ride in the roadway, ride on the

right side of the road, with tra c• Be alert to tra c and road hazards• Do not ride at night without proper lighting

on your bicycleAlways stay alert, and enjoy the ride!

Mason City Manager Eric Hansen has promoted Chrissy Avery to the position

of Parks & Recreation Director for the city. Many visitors to Mason Community

Center know Chrissy through her work at the center. She began her career as a Program Supervisor with the City of Mason in 2006 following completion of her Master’s Degree at Michigan State University. She was promoted to Recreation Manager in 2010.

Chrissy has been instrumental in increasing programming opportunities at Mason Community Center and throughout the city. Her role in the daily operations of the center has been signi cant to its overall nancial success, including developing partnerships with local businesses to build programming.

Some of Chrissy’s more visible roles have been as a key “go-to” person at Mason Community Center, overseeing large city events, and serving on the board of Festivals

of Mason. A Mason resident, Chrissy is active in the National Recreation & Park Association and the Ohio Parks and Recreation Association.

“Chrissy has a business-minded approach to parks facilities, balanced with a sensitivity to the value of recreation and green space,” said City Manager Eric Hansen. “She is well prepared for this role and I’m excited to formalize her leadership role in the city.”

“ is is a great responsibility and an extraordinary opportunity to demonstrate how our department can continue to mature, innovate, and serve the residents of Mason,” said Ms. Avery. “I’m thankful for the sta throughout the organization who have made this opportunity possible and I look forward to continuing to work as a team toward our department’s goals,” she added.

Mason Company Hosts Consul General of SwitzerlandThe City of Mason has a unique

partnership with the international business community. e February visit from the Consul General of Switzerland is a good example of the activity that happens in Mason that has a global perspective on innovation and economic growth.

Mason-based medical device manufacturer Haag-Streit partnered with the Swiss American Business Council and the European American Chamber of Cincinnati to host a company and country brie ng. e brie ng keynote by company o cials focused on the growth and success of Haag-Streit’s operations at their Mason headquarters. A er comments from the Swiss Consul General, a representative from SwissHub addressed the successes of transatlantic partnerships between Switzerland and Greater Cincinnati.

For over 150 years, Haag-Streit Holding A.G. has been a leading provider of

medical equipment for ophthalmologists, optometrists, and opticians. e company sets the standard for precision mechanics and creative technology with an emphasis on usability and functionality. One of the company’s main goals is to o er customers not only the best performing instruments, but also the exibility of modular systems that can be updated or upgraded as technology develops.

Haag-Streit Holding U.S., Inc., is wholly owned by Haag-Streit Holding A.G., which is headquartered in Berne, Switzerland. e company’s two facilities in Mason support the entire U.S. manufacturing, distribution, and service operations. For more information about the company, visit haag-streit-usa.com.

ank you to EACC and Haag-Streit for allowing Mason to join you in strategic partnerships and to welcome Swiss government and business dignitaries to the City of Mason.

For over 50 years, Haag-Streit’s slit lamp has been known world-wide for its optical quality and mechanical precision. Ophthalmologists and optometrists depend on it to examine a patient’s cornea, lens, iris, and other eye structures.

Fire Department Seeks Historical InformationThe City of Mason Fire Department is

collecting information about the history of the department. In addition to possible publication, the department would like to create an historical display for the common areas at Fire Station 51 to share its history with the community. e department is looking for historical artifacts, photographs, newspaper articles, personal recollections, and any other item that may be of historical signi cance to the department and community.

e rst organized a empt at re protection in Mason occurred in 1859. Sometime before 1900, the department became known as “ e Mason Volunteer Fire Engine, Hose, and Ladder Company.” In 1948, the Mason Volunteer Fire Company (MVFC) was formed to continue serving Mason, Deer eld

Township, and the surrounding areas. James Kno served as the rst chief of the MVFC and by 1980, service had expanded to include paramedic-level emergency medical care.

William Ennis was hired as the rst paid re chief in the late 1980s. e next decade saw the dissolution of the MVFC, the establishment and demise of a joint re district with Deer eld Township, and the creation of the City of Mason Fire Department (CMFD). e CMFD hired its rst full-time re ghters in 1999 and the department is now sta ed 24 hours a day by part-time and fulltime re and EMS personnel. Today’s re ghters look forward to carrying on the tradition of exceptional service to the community that rst began in 1859.

Whether you have records about 1859, 1959, or another year, the department would

appreciate viewing them. Anyone who o ers personal property to examine for this project can maintain that property in his or her possession. If you have information or artifacts and would like to contribute to this project, please contact Lt. Bryan Brumagen at 513.229.8540 or by e-mail at [email protected].

In 1896, Albert Koch, E. C. Morrison, Clarence Purson, Wid Bursk, Walter Scofi eld, and Ott McEowen were members of the fi re protection team.

by gravity from underground pipelines. At the li station, sewage is fed into and stored in an underground pit, commonly known as a wet well. e well is equipped with electrical instrumentation to detect the level of sewage present. When the sewage level rises to a predetermined point, a pump is started to li the sewage upward through a pressurized pipe system. From there, the sewage is discharged

into a gravity sewer and the cycle starts all over again until the sewage reaches its point of destination—the City of Mason Water Reclamation Plant. Due to the elevation of the land along Mason-Morrow-Millgrove Road, a li station is necessary to raise the elevation of the sewage so it can again ow by gravity toward the Water Reclamation Plant.

e project is expected to be complete by mid-summer.

A new sanitary sewer li station is being constructed along Mason-

Morrow-Millgrove Road, just east of the city’s Water Reclamation Plant. is new regional li station will allow the city to provide sanitary sewer service to the area of Kings Mills Road and State Route 741, and will eventually allow an aging li station to be eliminated near e Beach Waterpark. e new li station can also service undeveloped property to the north and west by providing these areas with a cost-e ective option for gravity sanitary sewer systems. e design of the li station allows for future expansion and can

Annual Paving Program BeginsEach year beginning in January, the city’s

engineering sta inspects Mason’s public streets, alleys, and municipal pavement areas to determine where repairs are needed. Several characteristics are considered during this review, including pavement cracking, weathering, curbs, rideability, and drainage.

Streets are ranked by the total of points awarded to each of the street characteristics. e sum of the total points awarded becomes the “PCI” or pavement condition index. Streets with “poor” to “failing” PCI’s are placed in the year’s street resurfacing program. Streets that are considered to be in “fair” condition are scheduled for crack sealing and full depth pavement repairs to extend the life of the pavement. is pavement management system provides a consistent mechanism for determining the streets eligible for the city’s street resurfacing program.

Due to the harsh weather this past winter, Mason saw an increase in potholes. During the colder weather, temporary patches were applied to repair the roadway until the spring, when a permanent patch can be made. Even if a street is not scheduled for the annual paving program, potholes will be repaired.

e paving program is scheduled to run from late April through September. A major thoroughfare included in the 2014 program is Mason-Montgomery Road, which will

be resurfaced from Tylersville Road to Socialville-Fosters Road.

Also planned is an extension of the bike path along the north side of Nixon Park Drive. e path from Mason-Montgomery Road ended at the entrance to the parking lot across from the high school tennis courts. Extending it to the rst parking lot at the park will provide a safer walkway for visitors to the park. e park entrance drive that runs between the baseball and soccer elds to the pool parking lot will be resurfaced at the same time. e existing roadway is over 20 years old and is showing its age.

e paving program also includes $35,000 in repairs and maintenance on the cart paths at the Golf Center at Kings Island. is is a continuation of a program begun ve years ago to maintain the cart paths. is year’s program will allow the necessary repairs to be made and begin a maintenance program to extend the life of the cart paths.

DEERFIELD DIGEST

The familiar “Park & Ride” property at the northeast corner of Fields-Ertel and Mason-Montgomery Roads will soon look very much the part of what it is: an active construction project. Beginning in late December 2013, the Southwest Ohio Regional Transit Authority (SORTA) announced that Park & Ride service in our area—the Metro bus line more commonly known as the 71X—would move to the Meijer parking lot located at 3911 W. State Route 22 & 3.

SORTA announced that the service would “enter Meijer’s parking lot at the driveway opposite Green Arbor Drive and service a bus stop adjacent to the Meijer’s parking lot along the

In case of an impending storm or tornado, Deerfi eld Township residents will hear warnings loud and clear this spring thanks to recent repair and maintenance. Sirens are tested monthly on the fi rst Wednesday of each month at 12:00pm. The annual testing and service is performed by Federal Field Service of Wauseon, Ohio.

There are fi ve siren locations in the township, which include, Fire Station 58, Landen-Deerfi eld Park, Waterstone Boulevard, Cottell Park and the intersection of Primrose Drive and Davis Road.

The fi ve sirens were installed in 2000 to provide community-

The revised route will no longer travel on Mason-Montgomery Road departing the Park & Ride service, as it will turn left (south) on Route 22 & 3 from Meijer’s parking lot, then quickly right (west) on Fields-Ertel Road, crossing Mason-Montgomery Road, to the dedicated (left) turn lane for I-71 south.

More details about SORTA’s Park & Ride stops may be found at http://www.go-metro.com/riding-metro/park-ride, and construction updates concerning the I-71/Field-Ertel/Mason-Montgomery ramp project, at http://www.advancingfi eldsertel.com/.

wide coverage for storm warnings and other emergencies. In 2012, the Deerfi eld Township Fire Department invested $20,000 to upgrade the system and to be re-banded. This narrow banding of frequency opens more air space to ensure greater accuracy.

Although sirens are a clear warning indicator, residents are encouraged to have weather radios, listen to television and radio during waking hours and while in vehicles, have a family emergency plan, and have emergency supplies on hand.

If your child is between the ages of 12 and 14 , he/she is eligible to apply as a Safety Town Counselor. Safety Town runs Monday thru Friday, June 9, 2014, until June 20, 2014, and is held at Cottell Park. Camp sessions are 9:00am until noon and 1:00pm until 4:00pm. When you burn refuse in burn barrels or open piles, the potential cost to your health, your home, your neighbors and your environment far exceeds the price of adequate collection services. Protect yourself, your neighbors and your wallet by knowing the rules—what you can and cannot burn and where. What is open burning? You are open burning any time you light an outdoor fi re without a chimney or stack. What open burning is never allowed?Under Ohio law, these materials may not be burned anywhere in the state at any time:

• garbage—any wastes created in the process of handling, preparing, cooking or consuming food;

• materials containing rubber, grease and asphalt or made from petroleum, such as tires, cars and auto parts, plastics or plastic- coated wire; and

• dead animals unless approved for control of disease by a governing agency.

Does Ohio EPA ever allow exceptions to the rules?Under certain circumstances, yes. However, to burn a prohibited material or set a fi re in a restricted area, you must receive written permission from Ohio EPA before you begin burning. This may take two weeks. Can a community regulate open burning?Yes. However, local ordinances cannot be less strict than the state law.

Deerfi eld Township Fire Rescue does not issue open burn permits due to EPA regulations preventing open burns closer than 1000 feet from a structure. For more specifi cs, please visitwww.epa.ohio.gov/dapc/general/openburning.aspx, or phone Southwest District O ce - (800) 686-8930

Deerfi eld Township competitively bid the annual roadway resurfacing and maintenance project in early March 2014. It is expected that work will begin sometime in late March and should be complete by mid-summer of 2014. A total of 5.51 centerline miles of roadway will be resurfaced, of which 1.3 miles is being funded from a Community Development Block Grant

(CDBG grant) awarded from the Warren County Commissioners. Annually, the Township budgets $600,000 from the Road and Bridge fund for this project. In 2014, improvements will consist of roadway milling, pavement resurfacing, curb repair, storm sewer repair, signage upgrades, and pavement marking improvements. The following roads are scheduled to be addressed this year:

The Township will also be performing sidewalk inspections on those streets to be resurfaced and notifying homeowners if they are responsible for repair of the sidewalk in front of their home. Additionally, in certain neighborhoods, residents may see

tree inspections being performed by the Township’s contracted, certifi ed arborist. This is to identify any dead or dying trees which may pose a threat to residents traveling on the public roadways.

A Word From...Public Works Director, Eric Reiners

2014 will be another active year for infrastructure projects in Deerfi eld Township. There are numerous projects scheduled for 2014, ranging from smaller storm sewer repairs headed by the Deerfi eld Regional Storm Water District, to larger roadway widening projects, facility construction projects, and also the annual roadway maintenance projects. All combined, these projects will reach a total estimated cost of $9.6 million dollars this year.

The Township’s roadway maintenance program and annual resurfacing project are both aimed at trying to achieve a reliable transportation infrastructure system to facilitate public safety, commerce, and public convenience. Likewise, sound infrastructure in our community helps protect the property

values and adds to a greater sense of community and quality of life that Deerfi eld Township residents have come to know.Deerfi eld Township is responsible for maintaining 220 lane miles of public roadway. Annually, the Township performs

a pavement condition index (PCI) rating of every roadway in the Township, to determine its current condition. From that rating, a table is created to assist in determining which roadways will be addressed each year, and to what degree. The possibilities range from virtually no maintenance needed to complete resurfacing.

There are a number of factors that dictate what pavement treatment methods are utilized from year-to-year. The maintenance type and treatment method is determined by examining PCI rating, pavement age, current condition, tra c volumes, overall level of deterioration, and available funding.

In order to adequately maintain the township’s roadways, we strive to seek outside funding along with utilization of alternative pavement treatment methods. Since 2009, Deerfi eld Township has successfully received over $1.4 million dollars in grants, which have all been used towards infrastructure repair, maintenance, and construction. Additionally, the Township will soon begin implementation of various surface treatments to help maximize the e ectiveness and e ciency of our maintenance program.

As this construction season kicks o , and you travel through work or construction zones, please be mindful to drive at or under the posted work-zone speed limit, stay alert, pay close attention to signs and fl aggers, and please be patient. Our sta and contractors’ safety depends on it!
