1. October 13 price corrections: Outage incorrectly modeled in real-time. Two/Three transformer banks were modeled as out when only
one of the four transformer banks was actually out. Invalid congestion occurred at a number of locations. Total of 92 RTD and HASP interval prices were corrected. Working to improve process/software to avoid similar
modeling errors.2. October 14 price corrections:
CAS sent incorrect import/export schedules in real-time created false large supply/demand imbalance.
Total of 9 RTD interval prices were corrected, 15 RTD intervals filled.

3. San Diego Gas Pipeline Outages Outages are going well. No reliability issue encountered. Convergence bidding suspended on the weekends during the gas
pipeline outages. May finish one week ahead of schedule.
4. September 19 and 21 Day-Ahead Market Congestion Congestion in DA on a closed interface in a small area. Low ratio of local load relative to the total DLAP level load. Large DLAP load change to effect a small local area load change. Constraint relaxation may result in pricing run vs. scheduling run
differences Leads to high MCC and potential DLAP convergence bids
awarded off bid curve.

Overview of current market design initiatives
• Multi Stage Generator Unit Modeling Enhancements – Increase number of configurations for MSG in RT– Required to bid from Minimum Operating Capacity to
RA capacity or Highest bid-in capacity• If not bid, ISO will insert cost-based bids
– Increase in the number of ramp rates per configuration
– Ability to schedule and MSG unit in RT into a configuration different that that scheduled DA
– Changes to BCR when transitioning between configurations

Distributed Energy Resources Visibility and Control Study Update
Heather Sanders, DirectorSmart Grid Technologies and Strategy
Page 31
Briefing Overview
• Project Overview• Approach• Expected Deliverables• High-Level Timeline• Summary
Background
• Increased adoption of Distributed Energy Resources will have impacts and benefits on the ISO and IOUs
• ISO/IOUs have limited ability to monitor, exchange information with, and control Distributed Energy Resources – this has an impact on their reliability functions
• A review of current interconnection requirements and configurations is needed to assess adequacy of reliability monitoring, functions, processes and control systems
• A cost / benefit comparison of additional visibility and control options is needed
Page 33
Project Overview
Develop Forecasts and Impacts…Identify baseline and penetration forecasts of Distributed Energy Resources on the ISO’s system by 2020, including:• Solar Photovoltaics• Energy Storage• Dispatchable Demand and Price Response• Combined Heat and Power (CHP)• Plug-in Electric Vehicles (PEV)
Create a Framework to Assess…• ISO current visibility of these Distributed Energy Resources• ISO current control of these Distributed Energy Resources• Future resource and technology developments
Implications…• Assess reliability and market cost impacts, given Distributed
Energy Resource forecasts• Identify potential enabling technology improvements to current
visibility and control requirements
Objectives
• Do the current levels of visibility and control allow the ISO to manage the forecasted growth?
• How would additional visibility enhance the ISO’s ability to forecast and manage the system and markets?
• What are the costs and expected benefits to increased visibility and control?
• What are the technical requirements for monitoring and control to achieve market and operational benefits?
Overall project objective – To quantify operational, market, and implementation impacts of Distributed Energy Resource integration by answering these questions:

NRS-RAA gap has been identified in testing for case when there is a self schedule not meeting the RA. It should use the “generated bid” to fill in the gap between the self schedule and RA capacity. But current rule does not do that. New SIBR rule set will be published this week. No impact to Market Participants.

MSG Enhancements (Phase 1)IFM/RTM in test
Changes in DAM and RTM for:• Terminal condition logic for MSG configurations• Ramp-rate segment limit for MSG configurations• Ability to self-schedule into Real-Time for different
configurations that have Day-Ahead energy or Ancillary Service awards
Page 43
Technical Updates
Example with MSG Terminal Condition
A MSG resource has the ability to transition between Configuration1 (C1) and Configuration2 (C2).Assume that C1 (minimum up time = 6) can transition to C2 (Minimum down time is 4 hours). In DA we commit them in C2 in HE 7. The terminal condition is to say that, in RTPD,
assuming we put this unit in C2 (HE 1), we cannot Transition to C1 within HE2 to HE6 (because we would have to maintain that Minimum up time and in this example would not make it to C2 by HE 7).

NGR/REMMarket Participants: Continue to sign up for participation in market simulation scheduled for Spring 2012. Six physical
resources. Nine pseudo resources.
Market Participant Inputs: We have made some adjustments based on MP’s inputs.
New Functional Updates: SLIC will allow for the de-rate of minimum charging andmaximum charging limits;
Page 45
Technical UpdatesNew Functional Updates: State of Charge will be calculated based on prior day’s IFM results, not submitted by MPs;Energy Curtailment Limit will be enforced in IFM as well as in RTM for demand response resources;Direct Telemetry and Metering requirement will be enforced for both LESR and DDR.Update of external BRS will follow.
CAISO Status: The main challenge and focus is the logic to recognize the continuous energy limit in both market applications and settlement.

Fall 2011 Release - Reliability Demand Response Product (RDRP) FERC Order
• FERC opened a comment period for the ISO’s response to the Commission’s deficiency filing (Docket # ER11-3616-001)
• No Demand Response Agreements (and thus RDRR registrations) may be accepted by the ISO until FERC approval is received
• The ISO expects a FERC order on or about November 20th
• It is possible the FERC order could require software revisions, which may in turn impact the schedule up to an including the April 1, 2012 implementation
