Policy framework: Statewide Planning Goal 19, Ocean Resources (1977, 2000) Ocean Resources Management Plan (1990) Oregon Ocean Resources Management Act, (1991) Oregon Territorial Sea Plan (1994, 2001, 2009, 2013)

Policy Process: The Ocean Policy Advisory Council is Oregon’s official stakeholder advisory body. Assistance is provided by the Scientific and Technical Advisory Committee (STAC)

TERRITORIAL SEA PLAN - PART V

Use of the Territorial Sea for the Development of Renewable Energy Facilities or Other Related Structures, Equipment or Facilities (adopted 2013) Established the policies and standards of the state for the use of the TS by the MRE industry. Required extensive resource inventory data collection, analysis, and synthesis. Included information on fisheries, natural resources, and other beneficial uses of the TS (including a visual resource management framework).

MARINE SPATIAL PLANNING KEY ON-GOING ISSUES

Data and Information - Use Internet-based tools and technology to support planning - Visualize and assess complex information for the public Regional governance - Embed state MSP within regional framework (need to scale-up the approach through a process yet to be invented) Plan updates - Accommodate new information and assessments over time - Research framework to support state and regional MSP CAPACITY and COST$!!!!
