    NAGA CITY- Close to 9,000 school non-teaching and teaching personnel and students as well as employees of several government offi ces based here participated in an earthquake and fi re drill Wednes-day, March 19, to hone their capability in preparedness, response and mitigation in times of the disaster.

    The drill, led by Bureau of Fire Protec-tion (BFP) central fi re station here, comple-mented the nationwide simultaneous earth-quake and fi re drill for the fi rst quarter of this year with the theme: "Ligtas na Bayan, Maunlad na Pamayanan".

    Camarines Sur National High School (CSNHS) main campus mobilized 5,000 participants while CSNHS-Annex was able to engage its 1,000 school manpower in

    the NSED. Three (3) Elementary Schools here in Naga; Julian Meliton Elementary School, Domingo ABCEDE Elementary School and Jose Rizal Elementary Schools sent 1,500, 650 and 294 participants re-spectively.

    The Naga City Police Offi ce located at Barangay Barlin, Naga City also attended with 48 participants, National Irrigation Administration (NIA) with 76 participants and National Housing Authority (NHA) with 25 participants.

    The synchronized exercise drew a total of 8,593 participants.

    Pursuant to Republic Act 10121, all government agencies are enjoined to par-ticipate and actively take part in the NSED

    Atty. TONY (APA) ACYATANEfforts should be expanded towards

    energy production via wind and waves power, and solar power. We have not heard much about the wind power plant somewhere in the Ilocos! Meantime, there is a proposed Solar Power Plant within the Bataan Freeport a Phil-Korea joint venture. The Authority of Freeport Area of Bataan (AFAB) has signed the contract with the Next Generation Technology Corp. for the building of the P2-B solar power plant. Good luck!

    SUMMER JOBS: As the graduation season ends our unemployment rate will be higher as (one million) new graduates look for jobs. Now comes the DOLE Special Program for Employment of (200,000) students for this Summer. The project will enable our youngsters to earn while on-the-job training - instead of just whiling their time away on useless endeavors and expensive vices. The income they will earn can be used to pay their school fees.

    Government has allocated P500

    million budget for SPES. This program is in line with the wisdom of RA 7323 as amended by RA 9547. Forty (40%) of the payroll of the young beneficiaries will come from the program budget and the balance to be shouldered by employers (government agencies and private companies and sponsor institutions). Our vacationing students are encouraged to apply with DOLE.

    KAMAY: As expected, thousands of pilgrims are again visiting KamayniHesus Shrine in Lucban, Quezon on the eastern side of Mt. Banahaw. Founder-Administrator Fr. Joseph Ayala Faller who holds healing masses there said at least 3,000 devotees attend the mass on Wednesdays and about 5,000 come during Saturdays. The numbers will continually increase and by Holy Week (Palm Sunday to Easter) the arrivals will reach 3.5 to 4 million.

    Devotees donating funds are awed by the structures and facilities of KamayniHesus Healing Church. Both clergy and laity managements of Kamay are under the supervision of the Bishop of Lucena, Most Rev. Emilio Z. Marquez, DD. He wanted full accountability for the church funds so he named the Diocesan Treasurer as financial supervisor. Accounting and auditing are under the care of the Operations Manager (who is a CPA-Lawyer). Praise the Lord!

    FILING TIME: Income Tax Returns of calendar year taxpayers must be filed with BIR not later than April 15, 2014. Non-calendar financial accounting is allowed for corporations if approved by BIR. Individuals are automatically mandated to adopt calendar year accounting. Taxpayers and auditors must be wary of the new ITR forms prescribed by tax authorities depending on the nature of business and income (if there are).

    The BIR requires all spaces in the new ITR forms to be filled up, and correctly. The centavo figures are now eliminated! The correct form (machine-readable) must be used for each type of taxpayer, whether or not there is reported taxable income. Due to the lack of preparation time (owing to the late release of the prescribed ITR forms that can be computer-filled up, taxpayers and accountants are hard put complying with the needful.

    SOURCES: Once again it seems our total energy supply is below demand and possibilities are that cost of power will continually go up. The independent power producers stand to gain in this economic precarious situation. Most of them produce power with the use of fuel either mineral oil or coal. Government must seek alternative sources not only to insure amply supply for our needs, but also for cost-control purposes.

    I wonder why the administration is over protecting Napoles person. She is guarded twenty four hours a day with so many police or military men guarding her. She is not even a threat to the security of the state. What does Napoles know? I believe her former lawyer, Lorna Capunan, must have advised her well already. The Senate Blue Ribbon Committee was not able to get much from her during its hearing. She said she will spill everything she knows in the proper forum. I can speculate that even if she is killed now, she has already made pertinent documents in case this happens.

    During the previous week, Pres. Aquino was reported as saying that the electorate should not elect a President who is ampao. That he should have substance and be a man for others.

    He again said or reported in the Philippine Daily Inquirer dated March 20, 2014 that he welcomed the political jockeying two years before the 2016 presidential election as it would allow voters to scrutinize the aspirants early.

    Its not a secret that the Liberal Party will field Sec. Mar Roxas as its standard bearer

    and the President is supporting him. Roxas had been appointed to different positions like the Secretary of Transportation and Communication and Secretary of the Department of Interior and Local Government to expose him and make him shine.

    Vice President JejomarBinay also said early that he will support President Aquinos administration until the end but he will also run for President in 2016. He will also run under a new political party he will form.

    Senate Majority Leader Alan Peter Cayetano also indicated that he would be willing to run for President. He belongs to the Nacionalista Party headed by Ex-Pres. Manny Villar.

    If I will follow President Aquinos guide, I will ask the question: Who of them is the man of substance and man for others? What has Mar Roxas done for the people of his home Roxas City? What has JejomarBinay done for the people of his home Makati City? What has Alan Peter Cayetano done for the people of his home City of Taguig? The answer to this will show if they are man for others. This will show that they can do for the whole country if they put their heart and mind for it.

    Congressman Manny Pacquiao of Saranggani, the boxing champ who brought honor to our country can be considered a man for others. His well known generosity to his provincemates, fellow athletes and calamity victims like those of super typhoon Yolanda is exemplary and not for show. He even gives more than many rich families in the country and his money is not ill-gotten.

    The President is right. The voters should scrutinize the candidates especially their character, past and present record and their loyalty and love for our country.

    I wish to correct the title of my last weeks column. It should be Criticism of Priests and Fr. Fernando Suarez is a blessing to those who were healed.

    I pity the recipients of the lack of compassion and stone-heartedness of decision-makers in two recent published happenings in our country.

    One is the case of Cadet Jeff AldrinCudia, who was not allowed to graduate from the Philippine Military Academy and be accorded the third honors in his class because he was late in his class for five minutes and he lied in giving the reason for his tardiness. Cudia was dismissed from the PMA after an Honor Committee found him guilty of violating the academys Honor Code.

    The punishment seems too harsh and not commensurate to this fault or mistake. Even in the Penal Code, the punishment for crime depends on the gravity of the crime. Cudia did not harm his classmates by being late for two minutes.

    When Cudia and his parents reportedly appealed to Pres. Noynoy Aquino in Malacaang, the President did not also allow him to join the graduation saying that the Honor Code is important. Well, this is just my view of the action taken by decision-makers. I cant help pity the student and his family. Mabuti pa ang Diyos at nagpapatawad.Ang Honor Committee, hindi.

    The other case is that of a detainee, Janet Lim Napoles, who asked a Regional Trial Court to allow her to be operated in St. Lukes Hospital because Camp Crame doctors said she did not have ovarian tumor but a cyst. She told the judge that her profuse bleeding continues and she pleaded maawasakanya. Cyst can become cancerous and I believe Camp Crame doctors know it. The judge decided that Napoles should be hospitalized in a government hospital near the place of her detention. Cant a patient choose a doctor she has full trust and confidence? Napoles is not even a convict. As a woman, I understand what she is going through.

    This is another case of lack of compassion of a decision-maker regarding the health condition of Napoles, her need to be operated

    the headlines lately. by the nature of their job, it is part of the fringe or the risk. so, news of broadcasters being on the take or involved in the PDAF scam for instance, is really not surprising.

    in this country, for corruption to take root, it needs an institution to cover it up. That is the job of the media.

    That is the bog where media has mired itself in. it is no longer a sacred and immaculate institution that safeguards and mediates state apparatuses and the citizens.

    it is not alone in this distinction though. even the government and the church are not or no longer clean, so to speak.

    so where does this leave the ordinary Juan or Juana out there? Who will then protect or promote their rights or their faith if the institutions expected to help them are themselves tainted?

    This brings to the fore and explain the popularity of alternative media.

    it may be some kind of vigilanteeism, but the social media performs a contemporary balancing role in a world where the traditional vanguards of values and righteousness are themselves crumbling.

    it is people power in another form alright.Yet, as a lode of power, it is susceptible to being

    abused, just like the traditional media, which as an ideological institution is also an instrument of power maintenance.

    so, we say yes to responsible social media just as we support the traditional medial to police itself.

    in the case of the two national broadcasters implicated in the PDAF, however, we do not believe that it should be left to the media alone to police.

    Corruption and spending peoples money illegally is still a crime.

    if those two therefore are proven guilty, then they should be prosecuted and sanctioned by state laws and not the industrys policies. (fpj)

    DAET, Camarines Norte The municipal government here expressed support for the filming in Daet of Sine Pani-tik project of the Film Acad-emy of the Philippines this coming March 25-31.

    Mayor Tito Sarion of this town said that Leo Martinez, director general of the Film Academy of the Philippines, has assured him that the latter will emphasize the coopera-tion and support of the local government of Daet in their programs in the promotion and exhibition of the films in cinemas nationwide as well as the specialized bookings for showing in the campuses.

    Sarion said that the Sine Panitik project is a film an-thology of classic Filipino short stories whose initial tril-ogy will be shot in Daet.

    Daet will be specially credited in the film in the ac-knowledgment portion at the films end credits.

    He said that the filming of the two short stories entitled Faith, Love, Time and Dr. Lazaro by Gregorio Brillan-tes and Sandaang Damit by Fanny Garcia are included in the curriculum of schools throughout the country.

    He said that the production people of the Film Academy have already conducted a lo-cation hunting and pre-pro-

    duction work last Feb. 16-18.The collaboration will

    once again boost the tourism opportunities for Daet, he said.

    It will be recalled that the first and several shoot-ings scene of the ABS-CBN primetime teleserye The Legal Wife of Angel Locsin, Jericho Rosales and Maja Sal-vador was taken in Daet and nearby towns of the province of Camarines Norte.

    He said that along with tourism development the lo-cal government unit will con-duct the 2nd DaetAerosports this month wherein several beach events like surfing, pa-ra-gliding and among others will be joined by the local as well as international en-thusiasts. - Rosalita B. Man-langit

    DAET, Camarines Norte The municipal govern-ment here will be hosting the 2nd International Aero-sports show back to back with the Bagasbas Beach Festival to be participated in by local and internation-al paragliders and pilots slated on March 27-30 this year.

    Mayor Tito S. Sarion said that the 2nd Daetaerosports show along with the Bagas-bas Beach Festival are part of the continuous events that will uphold the town in terms of tourism and economic de-velopment.

    He said that the activi-ties jiving with the theme of METRO Daet or Moving Economy Towards Real Op-portunities will promote not only the town but also the other municipalities of the province as well.

    He said that the activities are joint effort of the Ba-gasbas Beach Development Council, Philippine Paraglid-ing and Hang-Gliding Asso-ciation (PPHGA) and Mikes Kites.

    The 2nd Daetaerosports show activities for the first day (March 27) will be the opening day set-up and test flights of local and foreigner pilots; motorcade to Bagas-bas beach/airport; official welcome for show pilots, in-troduction and ultralight; ex-hibition flying for paragliders - PG/PPG; and paragliding tandem winch.

    On the second day will be the paramotor fly by winch towing by paragliders; round 2-3 accuracy landing com-petition; PG/PPG exhibition; and paragliding tandem tow-ing.

    The activites on the third day (March 29) will be the round 4-5 of accuracy land-ing competition; ultralight/paramotor fun flying; round 5 accuracy landing /exhibition flying for PG/PPG and Ultra-light and awarding of winners in the 2nd Daet Paragliding Accuracy Competition.

    On March 30 will be the exhibition flying for PG/PPG and Ultralight tandem; winch towing and exhibition fly-ing and the closing rites with Mayor Sarions speech.

    LEGAZPI CITY Catand-uanes province lacks home-grown policemen, and if he had his way, the Philippine National Police(PNP) regional director would want this years Philippine National Police Academy valedictorian, a Cat-anduanes native, to serve in the island province.

    Police Cadet Glenn Tabo-Santelices could show a good example and help a lot in per-suading his fellow Catandu-nganons to pursue a career in the police service so that the PNP is able to fi ll up the gap in the island provinces num-ber of policemen, Bicol PNP Regional Director Chief Supt. Victor Deona explained.

    Deona said that Catand-uanes has a shortage of police personnel as there are not much number of quailed applicants from the province. In the last recruitment for instance, only 15 applicants from Catand-uanes passed out of the 60 al-located for the province.

    To remedy the situation, the Bicol police chief said, he has been pushing police chiefs in

    sANTElIcEsCatanduanes to come up with an aggressive campaign to re-cruit more Catandunganons into the local police force, not-ing its periodic depletion due to transfer of assignments to the mainland.

    Deonas concern is echoed by Governor Araceli Wong who said she will attend the graduat-ing rites in Silang, Cavite.

    Wong said she will also en-courage Santelices who will enter the police service with

    the rank of Inspector (lieuten-ant in the military rank) after graduation to seek his fi rst fi eld assignment in the province.

    This 25-year-old top gra-duate, who hails from San An-dres, Catanduanes, followed the footsteps of his father in the police service, PO3 Heide-Santelices, who is currently as-signed in Quezon City, accord-ing to Wong.

    The young Santelices, who will receive the Presidential Kampilan Award and Plaque of Merit, will lead the 201 other graduates of PNPA Mandilaab Class 2014 during their 35th commencement exercise on Mar. 31.

    SORSOGON CITY Sor-sogon province will join the whole world in observance of the Earth Hour on March 29, the Provincial Environment and Natural Resource Offi cer said.

    Engr. Maribeth L. Fruto said that Governor Raul Lee has issued commitment forms to all households, government agencies and civil society or-ganizations to join the event.

    Sorsogon province started to participate in the Earth Hour activities in 2008 and it had be-come part of the annual activi-ties of the provincial govern-ment of Sorsogon.

    Fruto said that prior to the switching off of lights, a night time music fair will be held starting 6:00 pm at the capitol park to draw out more partici-pants. Film depicting the cur-rent status of the Philippine environment including that of Sorsogons will also be shown before a short program and the countdown.

    Messages on the signifi -cance of heeding the Earth Hour, lowering carbon emis-sion and other inputs to help mitigate climate change will also be delivered.

    Fruto said that message of commitment by the various

    stakeholders will also be given and a commitment signing will likewise be made to conserve energy, take action on global warming and support an over-all campaign for environment rehabilitation.

    A 30-second countdown will be followed by a LED Light Walk around Sorsogon City where participants will stage a fl ashlight parade using Light Emiting Diode (LED). The activity will also create a noise that would encourage active participation of unre-ceptive Sorsoganons including business establishments.

    This years event is centered on the theme Use Your Power

    to Make Change a Reality. This aims to create awareness of people taking responsibility towards a sustainable future by turning the lights off for one hour and spread the message that individuals working col-lectively can create impact and come to blow even the mighti-est disaster.

    Earth Hour is an interna-tional movement that started in Sydney, Australia in 2007 and is now on its 7th year of encouraging individuals, households and groups includ-ing business sectors across the globe to switch off lights for 60 minutes and even beyond. PIA

    LEGAZPI CITY - The De-partment of Environment and Natural Resources (DENR) Bicol regional offi ce has turned over two young grass owls to the Albay Park and Wildlife here.

    The two six-month-old grass owls (Tytolongimem-bris) were rescued by a certain Jimmy Lagaton in the moun-tainous part of Barangay Tu-malaytay, Castilla, Sorsogon, on Wednesday morning.

    Gilbert Gonzales, DENR re-gional executive director, said grass owl usually called the Easter Grass Owl or the Austra-lian Grass Owl -- is an endan-gered species of owl belonging to the Tytonidae family.

    It is found in Australia, Bangladesh, China, Fiji, Hong Kong, India, Indonesia, Japan, Myanmar, Nepal, New Cale-donia, Papua New Guinea, the Philippines, Taiwan and Viet-nam.

    The grass owl is a nocturnal bird that looks for food at night and is carnivorous -- meaning, it eats meat of animals like rat, snake, worm and others.

    Meanwhile, Gonzales has warned businessmen trading on wildlife that the DENR has intensifi ed its implementation of the Wildlife Act through OplanSagip Wildlife through surveillance operations and confi scation of wildlife with-out permit or documents.

    He said that wildlife spe-cies are protected by Republic Act (RA) 9147 or Wildlife Re-sources Conservation and Pro-tection Act.

    Related to this act are three

    other laws -- protection of fl ow-ers (Act No. 3982 of 1932), protection of special trees like tindalo, akle and molave that were taken from public forest (Act. No. 3572 of 1929) and protection of eagle (RA 6147 of 1970).

    Gonzales said the DENR regional offi ce has 140 wildlife enforcement offi cers (WEOs) who were trained to imple-ment the laws on wildlife pro-

    tection.There are 64 WEOs in Ca-

    marines Norte; 40 in Cama-rines Sur; 25 in Catanduanes and 11 in Masbate.

    In October last year, the DENR fi led a case against sev-eral fi shermen in Tinambac, Camarines Sur, who slaugh-tered a leatherback turtle in Barangay Magtang and the case is still being heard in court. - (PNA)

    DAET, CNorte The Li-ons Club of Daet has donated a container van to house the Police Sub-Station 3 at the Central Terminal, Diversion Road here.

    Daet Mayor Tito Sarion said that several establish-ments will soon rise in the town's Central Terminal, in-cluding hotel, gasoline sta-tion, government offi ce and other business industry.

    P/Supt. Paul Abay, chief of police of Daet, acknowl-edged the donation of the Li-ons Club and assured that the police force will address the peace and order in the area.

    He said that the establish-ment of the new police sub-station will augment the po-lice program Sandigan on crime prevention or the pres-ence of police in the populous areas and he also assured the safety of the people of

    Auditor IV of COA/District Governor of Lions Club on the other hand said that this was the second time that the Club donated to the construc-tion of a sub-station, next to PNP Sub-Station I in the downtown of Daet.

    She assured that they will support other projects for Daet in the future especially in pursuing the economic de-velopment of the town.

    Earlier, a Market Day was launched March 8 at the side of the Central Terminal in or-der to decongest the traffi c at the downtown of Daet.

    The market day will be held every Saturday and Sun-day in the said area wherein the wholesalers and ambulant vendors are encouraged to sell their agricultural prod-ucts during the said days.

    Of NamesOne of the mistakes I do not like to commit is to give a

    person the wrong name. Of course, I never do it intentionally but when it happens, I really feel very sorry. When I wrote in my last column about the doctor who wears a Hawaiian polo, I mistakably wrote his name as Dr. Aldrin de Vera. I thought all the time, I was correct. But I chanced upon a former Nursing student of mine and asked him where he is working he mentioned RMC, the Rinconada Medical Center and I told him I just brought my granddaughter to RMC and was attended very well by Dr. Aldrin de Vera. No, maam, its Dr. de Vergara. Oh, my! I did it wrong. Mea culpa, Doc de Vergara, hi! Thanks, X is very fine, thanks for the attention you gave my 8-year old darling girl.

    At any rate, what are names anyway? Well, they are identities. Some names, however, are funny. Some unusual. Somebody has a son named Condom, after his parents, Mother is Concepcion and Father is Domingo, combination of his parents names. My friend Betty Ibarrientos-Turiano has a son named Philnar. As technology advances, it is used to benefit teachers and students of all ages in the learning process.

    In classrooms, students reap huge benefits from modern technology. They are introduced to hi-tech world that will prepare them to be globally competitive. Technology can improve lectures and transform boring lessons into exciting activity sessions. Computers, projectors, and other media make teaching and learning enjoyable yet meaningful teacher-students encounters. Dazzling visual displays of color keeps students enthralled and attentive. Traditional chalkboards have been replaced by computer screens and dry-erase boards that reduce hand strain and related illness suffered by teachers and students.

    Students of olden days took week even months to submit home works and prepare laboriously handmade cardboards and written projects. Todays assignments can be submitted instantly using computers and students can answer assessment tests easily using softwares, thus saving time and effort. Before, they have to bring to class the heavy bags loaded with books, but now, they can enjoy the convenience of a laptop, or a netbook computer to store everything that the teacher imparted them.

    Moreover, online lectures and power point presentations are excellent substitutes for papers and pens. Online tests save millions of sheet of paper as well.

    Students also keep themselves abreast with the modern world. This ensures them of a well prepared worker here and abroad. Exposure to hi-tech gadgets gives advantages in the highly competitive world of work.

    Children nowadays are exposed to technology even before they enter school. They can even compete with adults and even surpass them in using computers. Video games, worldwide chatting for young children and teens are no longer dead ends but connect them with the newest form of recreation and relaxation.

    Despite the benefits of high-technology to education, some would still argue that extensive use of technology is dehumanizing the learning process. Some would even argue that children may become too dependent on technology. Instead of being able to add a long column of numbers in their heads, they have no choice but to use calculators.

    With these arguments, it is but necessary to maintain balance of personal contact and technology in education. Personal touch in the learning process would by able to maintain the holistic development of the students, while, technology will better equip them to face the real world of work.

Why cant we just focus and be productive on our own, give support and cooperate than becoming an insect and destroy a house? Why cant we be a friend to everyone instead of being a detractor?

My respect to Babes Cabanganan, organizer and instructor of Zumba-Taerobics, Villarica Subdivision. Being a member of this Zumba team, I witnessed jubilant women who joined the successful 1st year anniversary held recently this March at the subdivisions covered court.     sitys 66th Graduation rites is Camarines Sur 3rd District Representative Atty. Maria Le-onor Gerona-Robredo. From a

    role as a simple housewife and doting mother to three kids, she had been transformed as a staunch advocate of human rights and a paradigm of a modern empowered woman.

    Robredo became a house-hold name when her husband, the late DILG Jesse M. Robre-do perished in a plane crash. In spite of this, Robredo managed to muster her strength for her kids and for all the people who believe that her life should take off from where her hus-band left off. Her strength has inspired many women to face their own challenges.

    With 2014 graduates in the forefront of a seamless econo-my as this years theme, Ro-bredo is expected to share her thought on the challenges that the graduates will encounter once they are out in the real world- out of the four corners of their classroom.

    Kristian Sendon Cordero has recently received a grant to translate the selected poetry of the acclaimed Argentine writer Jorge Luis Borges into Bikol and Filipino languages. This was relayed through an official correspondence by Diego Lorenzo, the project co-ordinator of Programa Sur, a program by the Ministerio de Relaciones Exteriores Y Culto of the Republic of Argentina.

    The Program was launched as a result of the commitment made by the Argentine Gov-ernment to promote the trans-lation of works by Argentine authors so as to encourage their printing in foreign languages and to disseminate Argentinas imagery, ideas and values abroad. Since it was created the Program has awarded more

    We are facing the so called Digital Age that bring-up so many things in our life. It gave us convenience and satisfaction and provides an even more easy way of living, most especially in terms of connections, that is so hard to have before. At times, it takes more effort and time for a letter to deliver but through the aid of technology like internet, Its just as easy as 123. Because in just a click we can view live feeds of news and real time conversation, such technology is somewhat serves as a portal towards the interconnection of each and every one of us; it is wherein no one is above. You can brag yourself and be bold on expressing your opinions whether its negative but has a good purpose and not rudely affect others, and freely deliver your comments, and express your thoughts through whatever site youve logged-in like twitter, facebook, e-mail, etc without any hesitation.

    Freedom of expression is the fruit of what our heroes worth fi ghting for, they strive a lot for this! For us to be free in every way we do, to live the way we wanted as a democratic nation, especially in disseminating the practices of corruption and show how we care with some issues and discussions, so we apprise against outlawry of some greedy sectors, it is now our time to continue the legacy to diminish or rather obliterate the rotten part of our government. By the aid of internet, our voice will be clearly heard, this is the best place for our cries, for us to shout out our views for some matter with concern of securing our well-being, and place where we used to invoke our freedom of expression. So we must fi ght for this privilege,but what is this gusty intimidating provision that criminalizes online libel? How are we going to react now on social media freely if we are threatened by a possibility of being criminalized? So where is the freedom now?

    I understand and agreed that cyber criminal act such bullies, hackers and the likes must be in place. I am just a mere teacher who loves my profession, I just divided my time and focus in two things: one is for my work and the other half is for my family, to be able to become more effective just like any other common people that has no time regarding any legislation matters, but as far as citizenship is concern I must be aware on any happenings. I was informed by the televised report regarding the issue of cyber crime so I researched and as I observed, as far as I know, Republic Act 10175 or popularly known as Cyber Crime Prevention Act of 2012 upheld its constitutionality by the Supreme Court.

    The high court declared the following provisions of Republic Act 10175 as unconstitutional, either wholly or contextually: 1) Sec. 4(c)(3) (Unsolicited Commercial Communications); 2. Sec. 12 (Real time collection of traffi c data); 3.Sec. 19 (Restricting or blocking access to computer data); 4. Sec. 4(c)(4) (online libel only where it penalizes those who simply receive the post or react to it) but NOT UNCONSTITUTIONAL as far as the original author is concerned; 5. Sec. 5 (aiding or abetting in the commission of a cybercrime/attempt to commit a cybercrime) only in relation to secs. 4(c)(2) (child pornography), 4(c)(3) (unsolicited commercial communications) and 4(c)(4) libel; 6. Sec. 7 (liability under other laws) only in relation to secs. 4(c)(4) (libel) and 4(c)(2) (child pornography). All other provisions not so declared by the Court are considered NOT UNCONSTITUTIONAL, the high court said in a statement.

    It seems neither minimizing nor blocking the only outlet we have for our comments and suggestions; cant they just simply quash us all? In my opinion, we have to consider its revision and undergo further study to elucidate and be more favorable to every one, without compromising any rights we have. I think it is unjust! WE can simply call it e-martial law, a judicial malware that weakening the freedom of speech of the Filipino people. On the other hand, we must be open-minded; at some point we can give them some time to test and see if it is going to work and so deserves to be legislated.

    banks, ten businessmen, four business organizations and two local government units in the province of Camarines Sur were hailed as champi-ons in promoting proper and prompt tax payment to the Bureau of Internal Revenue (BIR).

    BIR has cited the city gov-ernment here, led by Mayor John Bongat, and the local government of Pili, headed by Mayor Alexis Nonoy San Luis, for contributing signifi cantly to the tax collec-tion campaign in their respec-tive areas of jurisdiction.

    Revenue collection in this city has soared last year generating some P135, 121, 018.47 in business tax mani-festing a positive tax uptrend through aggressive tax cam-paign and improvement of

    services.Other awardees include

    the three business chambers based here the Metro Naga Chamber of Commerce and Industry, Filipino-Chinese Chamber of Commerce and Industry, and the Camarines Sur Chamber of Commerce and Industry.

    The Enjoy Realty and Development Corporation was also cited as one of the prompt tax payers.

    Several banks in this city were also conferred with ci-tations: The Magsaysay and Penafrancia branches of the Bank of the Philippine Is-lands; Chinabank; Develop-ment Bank of the Philippines (DBP); Eastwest Bank; the Rotonda and Centro branches of LandBank; MetroBank; Philippine National Bank;

    Philtrust Bank; Philip-pine Veterans Bank; Secu-rity Bank; Union Bank; and UCPB-Naga. Landbank of-fi ces in Pili and Sipocot were also cited.

    Individual taxpayers, namely: Fidel Cu, Adolfo Olivan, Pascual and Richard Dy, Rosario Juco, Romeo Amparo, Arsenio De Guz-man, Jr., and Maria Melrose D. Macandog were also cited by BIR.

    Meanwhile, San Luis said the town of Pili has shown tremendous business uptrend as business investors con-tinue to express their intent to locate their business ventures in the capital town.

    For one, we have now the on-going construction of a building for a food chain operating nationwide and the

    recent opening of various car sales and service companies which only shows that own-ers of these big businesses have full trust and confi dence in doing business in our town and that would bring posi-tive effects in their venture, San Luis stated.

    San Luis added that en-couraging taxpayers is easy if they can see where their taxes are going.

    In our town, we have im-proved the delivery of social services, roads were being widened and repaired, busi-ness atmosphere is good and there is an improvement in utilities these are the proofs that the peoples money or their taxes are being properly used for their own benefi t. With these things, taxpayers will be stimulated to pay their taxes.

    This made Bicol ranked 6th among the 16 regions of the country and contributed 6.74 % to the countrys to-tal rice production, the DA said.

    The countrys rice suffi -ciency target last year, how-ever, fell short of 3%, largely due to the typhoons that hit the country.

    DA Secretary Proceso J. Alcala, however said that this is already a big increase over the 82% national suffi ciency level when he took over in 2010.
