Greetings from your Board of Directors. It’s hard to believe we are at the end of the winter season when the weather has been so nice this year. I hope this isn’t an indicator of what our summer will bring.
In February, the F.A.C.E. board members went to Tallahassee to visit with David Shepp, our lobbyist, and several legislators and staff members. Our trip was a great success for F.A.C.E.!

We had discussions about the value of Code Enforcement and the importance of statewide recognition for the F.A.C.E. certification program. Sam Sullivan and his committee held their January meeting in Tallahassee to lay the groundwork and the Board followed up by meeting with over 20 Legislators and staff members to introduce them to F.A.C.E. and our organization. David Shepp was instrumental in taking us to meet the right people and presenting copies of the draft bills to each of the offices visited. Mr. Shepp has also welcomed Hedy Weddington to his staff. Ms. Weddington as we found out knows everyone in the capitol and will be a driving force as our bills move forward.
The new Administrative Aspects of Code Enforcement was unveiled in February and I look forward to seeing the feedback and test results from this much-‐needed update. I would like to thank all of the members and staff at the Institute of Government who dedicated so much time over the past few years to make this happen.
Mike Titmuss and his committee are hard at work to bring you the best F.A.C.E. conference ever. I am sure you will leave Daytona Beach educated and entertained. Please register and book your rooms early. Let’s make this an event that everyone will talk about for years. (F.A.C.E. members, does the IOG have your current contact information? You should watch your email in early March for the conference announcement.)
F.A.C.E. wants you to be board members or committee members. The Board consists of individual F.A.C.E. members like you who want to make F.A.C.E. the best it can be! You will be voting for the next Board members at the 2013 F.A.C.E. Conference. If you are the voting delegate for your jurisdiction, please complete the form in this INTERFACE.
I would like to thank all the board members who have taken on the responsibilities in addition to their “real work.” Your dedication, time, and effort keeps our organization nationally recognized as the premier, professional association for code enforcement.
Have all of you checked your certifications and membership? Are you current? Also, let’s see if we can find others in our field of work who are not members and encourage them to become a part of this great organization so they too can take advantage of the networking we all enjoy.

Your Program Committee continues to meet and plan the best annual F.A.C.E. Conference ever. The group has been working very hard this year to incorporate everyone’s suggestions from the last Conference’s evaluation comments. The 2013 conference title is “Riding the Waves of Change” with a Caribbean Beach theme and will be held at the Hilton Daytona Beach Resort / Ocean Walk June 25th – 28th. Registration information will be available soon, so get it on your schedules now.

We have a fantastic schedule of educational topics, professional speakers and entertainment you are guaranteed to enjoy. Besides the normal workshops, hot topics, & current trends, the schedule will include a CPR Certification course and practical implementation of the (IPMC) International Property Maintenance Code.

How time flies… Welcome 2013! With a new year brings new challenges. The economy seems to be
getting better, but our organization will still face challenges in retaining membership and recruiting new membership. Sam Sullivan and his legislative committee are working hard to get F.A.C.E. recognized at a state level which could greatly increase our membership. If you have any thoughts on membership issues, please feel free to contact me at any time.

We are into our third month of this year and the Education Committee has gotten the New and improved Administrative Aspects of Code Enforcement class finalized. The first class going through this revision was in February. Many thanks for the efforts of my committee, previous committees and the IOG. More classes have been approved for CEU’s. Please continue to inquire about classes before you take them, so they can be reviewed quickly and a decision given.
One other reminder-‐-‐-‐-‐Keep up with your F.A.C.E. Annual Fee-‐-‐-‐-‐-‐it is important for maintaining your hard earned F.A.C.E. Certification Levels.
I look forward to seeing you all at the 2013 F.A.C.E. Conference. The Program Committee has a great event planned this year!

The financial status of FACE to date is still good. Our accounts’ totals as of 01-‐31-‐13 were:
• Operating (Fund) Account -‐ $106,134.41 • Scholarship account (Savings) -‐ $4,536.92; • Reserve Account (Savings) -‐ $5,258.78• Grand total of $115,930.11.
I was expecting our balances to go up faster and further with the start of submissions for this year’s membership annual fee, however the numbers are not coming in as we anticipated. If you have not paid your F.A.C.E. Annual Fee for this fiscal year please find out your status. Currently renewing members pay $55.00 to maintain your membership and certification. Remember, it is your responsibility to insure your fees are paid not your agency or jurisdiction.

This year marks an exciting time to be on the Legislative and Judiciary Review Committee. We recently met in Tallahassee and, along with F.A.C.E. Lobbyist Dave Shepp, walked the State Capitol discussing issues with various State Legislators.

Sen. Grimsley (Sebring), Sen. Smith (Fort Lauderdale), Sen. Thompson (Orlando), Sen. Bradley (Orange Park), Rep. Davis (Jacksonville), Rep. Pilon (Sarasota), Rep. Holder (Sarasota), Rep. Combee (Polk City), Rep. Clelland (Longwood), Rep. Watson (Gainesville), Rep. Pigman (Sebring), Rep. Perry (Gainesville), Rep. Hager (Palm Beach), and Rep. Brodeur (Sanford). We discussed at length issues of concern for F.A.C.E., notably the recent changes in Chapter 162 as a consequence of last year’s passage of SB704. As a result of these efforts as well as election campaign season networking by F.A.C.E. Past President Mark Caskie, we now have two bills in drafting.
The first of these bills will address last year’s changes to Chapter 162. The language is still in the works between the committee, Bob Hamilton, and the sponsors of last year’s legislation. Once we have finalized language that is acceptable to all parties involved, we hope the bill will be acceptable to the legislature and meet little resistance.
The other one will establish a statutory minimal training standard requirement for Code Enforcement Officers in the State of Florida. We all understand and appreciate the value of a properly trained and educated Code Enforcement Officer and it seems that some of our legislators do as well and they seem eager for it to be enacted. This proposed legislation will ensure the professionalism of code enforcement in the State without imposing an undue burden on jurisdiction by grandfathering in all officers employed as such on October 1, 2014.
In regular business during our committee meeting, we looked over a by-‐law change suggestion made by the Board of Directors and also penned an elections policy for the Board to approve.With the possibility of two bills going through the legislative process, we are going to need the help of all code enforcement officers throughout the state to bend their legislators’ ears and convincing them of the value and necessity of these changes to Chapter 162. 2013 already! Where does the time go? Time flies when you’re having fun, so I must be having a blast! It feels like a great year for our organization and I’m glad to be part of it.
After the national election last year I had a conversation with newly elected State Senator Wilton Simpson of the 18th District. The conversation was about future legislative issues the F.A.C.E. Legislative and Judicial Review committee were considering. Working with our Lobbyist, David Shepp, and our Sergeant at Arms, Sam Sullivan, we scheduled a meeting at Senator Simpson’s New Port Richey office on December 18th.

It was an informative and successful meeting. Among many things, Senator Simpson is a General Contractor who understands our profession and agreed to look at our issues and help where he could. He was surprised that we did not have any required training and thought that could open jurisdictions to a liability issue. He asked that we send him a copy of the language we had for our education proposal and said, “We may look at education sooner than later.” Since that meeting, Sam and his committee along with our lobbyist have continued to move forward making great headway on our legislative issues. They will be sharing language with you soon.
Are you interested in getting involved with F.A.C.E.? June means elections for our F.A.C.E. Officers. Every year six of our officer positions are up for election, but this year five of those six positions will be available without incumbents as they are all term limited with the exception of the office of 2nd VP. This is a great opportunity to get involved. As the Chairman of the Nominating Committee I encourage you to email me at [email protected] , or call my office, at 352-‐540-‐3821, if you are interested or want more information.
Although you can wait till the F.A.C.E. Conference in June, it is best to get your name out early. In the May 2013 INTERFACE we do post a picture and bio for candidates. The deadline for that bio would be May 1, 2013 and I will keep you informed about that. You may also want to attend this year’s Board of Director meetings as a way to get up to speed on current issues. F.A.C.E. Board meetings are open to all members.
Please see our by-‐laws with information about the eligibility, terms and duties of office for these six positions. The position of President is not open as Michael Titmuss, our current 1st Vice President, will become the president at the June 2013 annual meeting in Daytona. Maybe you’re not ready to jump right in at a state officer position. Consider working on one of the standing committees or contact your local Chapter as many of them will soon be having elections. This is your organization and we need your assistance to help us grow and continue, so please get involved at some level.

NEWS FROM THE CHAPTERS
This section of the INTERFACE is dedicated to the local chapters within the Florida Association of Code Enforcement. Jen Baker, 3rd Vice President, extends an invitation to each chapter president to contact her with any chapter news.
Code Enforcement Officer Association of Palm Beach County (CEOAPBC) The CEOA of Palm Beach County holds bi-monthly luncheon meetings (at a nominal cost to attendees) and bi-monthly training (no cost to attendees) which are usually approved for F. A. C. E. credits. All are welcome to attend these meetings/trainings. Contact Ken Jackson at [email protected] or (561) 233-5541 for further details.
Northeast Association of Code Enforcement (NEACE) Northeast Association of Code Enforcement (NEACE) - Our chapter meets every other month right now due to budget cuts and jurisdictions unable to travel every month. We have pre-approved trainings at all meetings, whenever possible, to help ensure no one loses certification due to a lack of enough CEH's. We now have 3 NEACE members on the F.A.C.E. board which keeps us in the loop with all of the up-to-date information with F.A.C.E. and the Institute of Government. Tampa Bay Association of Code Enforcement (TBACE) TBACE is off to a great start in 2013, we are doing well and our membership is holding steady at between 60-70 members. Our chapter meets the first Tuesday of even-numbered months, and the location varies. We have relevant training and lunch provided whenever possible, and have had good results in maintaining our CEH's for certifications. Dues are still only $10.00 per year! Gold Coast Association of Code Enforcement (GCACE) Wow ! 2013 is moving fast, but so are our meetings. We have seen a lot of changes in the economy, our community, changes in our processes. We meet once a month and cover a lot of what we are seeing with great speakers who educate on all these topics; we receive our ceh’s by attending monthly, and have the opportunity to network with other officers and field inspectors on our everyday efforts. But everyone is welcome! Our Board meets on the second Wednesday of even numbered months and we hold Training Meeting on all odd numbered months. The Florida Association of Code Enforcement has established five levels of certification for individuals working in the field of Code Enforcement in Florida, which include:
• Fundamentals of Code Enforcement (Level I) 40 hours of classes and passage of examination
• Administrative Aspects of Code Enforcement (Level II) 40 hours of classes and passage of examination
• Legal Issues in Code Enforcement (Level III) 36 hours of classes and passage of examination
• Officer Safety and Field Applications (Level IV) 30 hours of classes and passage of examination
• Code Enforcement Professional (CEP) Requires three years employment in Code Enforcement, certification in Fundamentals (I), Administrative Aspects (II), and Legal Aspects (III), and writing and passing of an approved legal issue research paper (5 hours CEH credit given.)

Article II Section1 of the Florida Association of Code Enforcement By-‐Laws reads as follows:
Voting Delegates. Each participating agency, as defined in section 5 of this Article, shall be entitled to one vote and shall designate one active member to be the primary voting delegate together with one active member to serve as an alternate who may vote only in the absence or incapacity of the primary voting delegate. Such voting delegate must be an active member of the jurisdiction he/she represents as the voting delegate. Such designation shall be in writing and signed by the appropriate representative of the participating agency.
In short, for an agency to vote at the conference in June, the form at the bottom of this page must be completed. It is short and painless, and will serve to avoid confusion when the elections are held at the conference in June. Please choose a delegate and an alternate from your jurisdiction, complete the form, have it signed by the appropriate representative, i.e. Supervisor, Department Director, Assistant or City/County Manager, etc., detach it from this instruction portion, and return it to the Sam Sullivan at the address below
If you are not attending the conference but wish to vote in the election, you may do so by coming to the conference in Daytona Beach on June 27 between 3:30 p.m. and 4:30 p.m. Return the designation form below to Mr. Sam Sullivan, by mail (no later than June 14, 2013) or Fax (no later than June 21, 2013) to: Alachua County Public Works, Attn: Sam Sullivan, 5115 NE 63rd Avenue, Gainesville, FL 32609 or 352-‐334-‐0177.

The Joseph V. Huskey AwardJoseph V. Huskey founded The Florida Association of Code Enforcement (F.A.C.E.) in 1989. He was the Association's first President and envisioned an organization that would promote and advance the profession and practice of Code Enforcement in Florida. Mr. Huskey held the office of President during 1990/1991. The following year the Joseph V. Huskey Award was established to recognize a code enforcement officer who exceeded what was expected of him/her. One who went beyond the normal job duties and by doing so helped to continue the advancement of our profession. This prestigious recognition has so far been awarded to fifteen code enforcement professionals. Each has been proud to carry on the vision of Mr. Huskey.
Each year the Board of Directors requests nominations for candidates to be considered for this award. Please take the time to let us know about someone you may feel promotes our profession with the exemplary vision of Mr. Huskey. Nominate someone who deserves this recognition for advancing our profession.

Criteria:
• Must be an Active Member in F.A.C.E.
• Provide a written statement from your employer, on official agency letterhead, to confirm that funding is not available for the applicant to attend the Education and Training Seminar, and that s/he has the time off to attend, if selected.
• Provide a written statement from the applicant to describe why he/she would like to be a F.A.C.E. scholarship recipient.
• Selection of scholarship recipients will be at the discretion of the F. A. C. E. Board.
• Previous scholarship recipients are not eligible.
• Scholarship is for Conference Registration fee only. Room and travel are not included.
• A maximum of three (3) scholarships per agency may be awarded.
