AboutthisGuideThisGuidewaswrittenformanufacturersandreflectsthepracticesofreporting,disclosure,andtransparencytosupporttheuseofmaterialhealthinformationinthedesign,development,selection,andspecificationofbuildingproducts,fromthemanufacturer’sperspective.ItisdesignedtoassistthepeoplewhocreateHPDs:
• Tounderstandthebenefitsofreportingingredientandassociatedhealthinformation,• TounderstandprocessesthatwillhelpyoureportinformationaboutyourproductsincompliancewiththeHPD
OpenStandard,and• Tobeabletogatherandreporttherequiredinformationsuccessfullyandefficiently.
TheGuiderecognizesthatworkingwithinformationonchemical-levelingredientsandhealthisnewterritoryformanymanufacturersandthatmostmanufacturersdon’thavestafftoxicologists,industrialhygienists,andotherexpertstohelpyounavigatethisnewterritory.WhiletheGuideisn’tintendedtoreplacethisexpertise,itwillhelpmanufacturersbetterunderstandtheHPDOpenStandardandhowtomeettheserequirements.
TheGuideisnotintendedtoreplacetheHPDOpenStandardwhichconsistsofaFormatandInstructions(downloadfree).TheInstructionsintheStandardaretheauthoritativesourcefordetailedguidanceoneachdatafieldtobecompleted–whatistobereported.TheGuidedoesnotrepeatthisinformationbutinsteadsuggestsprocessesandstepsthatwillhelpyoucreateyourHPDs.Becauseourunderstandingoftheseprocessesandtheresourcesavailableisevolvingrapidly,theGuideprovidesbasicinformationwithlinkstoresourcesontheHPDCwebsitethatwillevolvealongwiththemarket.
TheStandardanswersmanyquestionsandprovidesguidanceonhowtousetheHPDwhenyourproductordataseemstovaryfromwhat’spresentedintheStandardInstructions.TheGuidegivesyouanoverviewoftheStandard,howit’sorganized,andhowtofindanswerstoyourquestions–weencourageyoutobecomefamiliarwiththeStandardsoyoucanturntoitalongwiththeotherresourcesprovidedbytheHealthProductDeclarationCollaborativeandotherexperts.

1.Introduction
TheHPDOpenStandardisavoluntarytechnicalspecificationforreportinginformationonproductcontentsandassociatedhealthinformation.Developedbyacoalitionofmanufacturers,architects,designers,specifiers,owners,contractors,materialsresearchers,andNon-GovernmentalOrganizations,theHPDOpenStandardisakeyelementinthemovementtowardachievinggreatertransparencyanddisclosureinreportingthehumanandenvironmentalhealthaspectsofbuildingproducts.
Ultimately,thegoaloftransparencyanddisclosureisproductinnovation,improvement,andoptimization–enablingopen
collaborationofvoluntarymarketparticipantstoenhancethehealthfulnessofmaterialsusedinthebuiltenvironment.Therewardsofparticipationcanaccruetoall:Forbuildingownersanddesigners,anHPDprovidesthedataneededforproductselectionincorporatinghealthconsiderations.Formanufacturers,thissameinformationcaninformproductdesign.Asdisclosuretakesplaceandproductsaredevelopedthathavesuperiorhealthcharacteristics,HPDsenabletheseeffortstobepubliclyknown–andrewarded–bythosewhomakedecisionsaboutproductspecificationandprocurement.
CreatinganHPD,whichistheresponsibilityoftheproductmanufacturer,isthefirststepinthisprocess.TheHPDOpenStandardprovidesspecificationsforconsistentreportingofthebasicinformationthatopensthedoortothecollaborativeprocessthatbringstogethermanufacturersandprojectteamsinanongoingcycleofinnovationandimprovement.Althoughthisprocessdoesn’talwaysworkperfectly,asinformationimprovesandcollaborativerelationshipsarebuiltamongallparticipants,itwillcontinuetoevolveandtobemoreproductiveforall.

HowdoestheHPDOpenStandardwork–whatdoesitdo?• TheHPDOpenStandardisavoluntarytechnicalspecificationfor
reportingdataaboutproductcontentsandassociatedhealthinformation.
• Itprovidesdetailedtechnicalspecifications–FormatandInstructions–forreportingdataabouttheattributesofaproduct,asdeliveredtothejobsite.
• Itdefineshowtoreportscreeningoftheproductcontents,usingauthoritativelistsofhazardsandotherinformationthatisvaluableforfurtheranalysisandassessmentofhealth-relatedquestions.
• Itallowsforreportingofanyadditionalinformation,notexplicitlyspecifiedintheFormat,thatthemanufacturerwishestoprovideaboutaproduct.Thiscanincludeadditionalhealth-relatedinformation,suchasexposureand/orriskassessments.
• Itprovidesasinglereportingformatthatisacceptedasdocumentationtomeettherequirementsofvariouscertificationsystems,standards,andassessmenttools,includingLEED™,WELL®,andCradletoCradle™,andusingtheHPDBuilder,manufacturerswillbeabletochoosetoautomaticallysharedatawithothertools.
• Byprovidingacommonstandardforreportingacrossproductsandproductcategories,itreducesduplicationofeffortandconflictingrequirementsformanufacturers,andenablesdecision-makerstodirectlycompareinformationfromdifferentproducts.
• Itenablesmanufacturerstodiscloseinformationtothelevelyouchooseorbasedontheinformationyouhave–frommeetingminimumrequirementstofulldisclosureandtransparency.
• Itassistsmanufacturersandusersinthedesigncommunitytouseacommonlanguageanddatabasetodiscussimprovingandoptimizingproductsfromahealthperspective.
• ItismanagedandsupportedbytheHPDCollaborative(HPDC),anon-profitmemberorganizationrepresentingalargeandgrowingcross-sectionofbuildingindustryparticipants.TheHPDC’sstandarddevelopmentprocessensuresthatallperspectivesarerepresentedandthattheHPDOpenStandardisanevolvingstandardthatwillincorporatereportingfornewhealth-relateddataasitbecomesavailable.

WhatmakesanHPDa“good”HPD?• ThequalityofanHPDisjudgedbythecompletenessandaccuracyoftheinformationprovided.TheHPDOpen
StandardprovidestechnicalspecificationsfortheFormatandInstructionsonhowtocompleteanHPD.A“goodHPD”complieswiththetechnicalspecificationsdefinedbytheHPDOpenStandard.
• AnHPDisoftenusedasareportingtooltodocumentcompliancewithcreditsorcriteriainoneormorecertifications,suchastheLEEDv4MaterialIngredientscredit,forexample.Toprovidea“goodHPD”forsuch

• TheHPDOpenStandardprovidesyouwithadefined,standardizedmethodologytoreportathigherlevelsofdisclosure–andmorestringentthresholds–thanmayberequiredforagivencertification.YoumayalsochoosetoincludeadditionalinformationinNotessections.And,youcanshowsupportfortransparencybypublishingyourHPDsintheHPDPublicRepository.
HowdidtheHPDOpenStandardEvolve?What’sNewinHPD2.1?IfyouhaveusedHPDversion1.0orHPDversion2.0,youwillseesomechangesinHPDversion2.1.TheHPDOpenStandardhasevolvedsinceitwasfirstcreated;thisevolutionhasbeentheresultoffeedbackfrommanufacturersandprojectteams,aswellastheevolutionofthe“ecosystem”inwhichtheHPDoperates.MaintenanceandevolutionoftheStandardisgovernedbytheHPDCTechnicalCommitteeandBoardofDirectorsthroughanopen,stakeholderstandardsdevelopmentprocess.HPDVersion1.0wasintroducedatGreenbuild2012.Thenin2013,LEEDapprovedtheHPDasamethodforachievingtheMaterialIngredientscreditinLEEDv4.Basedonfeedbackfrommanufacturersandusers,workbeganonHPD2.0in2014.The2.0revisionwasintendedtoclarifyrequirementsandtoreflecttheabilityofmanufacturerstorespondtotheserequirements.Italsowasdesignedtoharmonizewithotherrelatedtools,suchasCradletoCradle.HPD2.0wasreleasedinSeptember2015.HPD2.1isnotafundamentalrevisionoftheStandard;insteaditfocusesonfurtherharmonization,especiallywiththeLEEDv4requirements,aswellasclarifications,addenda,andcorrections.Somechangesrespondtomanufacturers’feedbackandotherchangesaredesignedtomaketheHPDeasierforprojectteamuserstounderstand.InMay2017,HPD2.1wasreleasedtofurtherharmonizewiththeLEEDv4MaterialIngredientscreditandanApril2016USGBCinterpretationofthatcredit.TheinterpretationwasissuedtoaffirmtheuseofHPD2.0tomeetthecreditrequirements.Italsodefinedanadditionalmethodforcreatingtheinventory.Themethodsforcreatingacontentinventoryarebasedon:
• howcontentsarecategorizedandlisted(fortheentireproductorforeachofthematerialsthatcomprisetheproduct)
• howreportingthresholdsareapplied(asinglethresholdfortheentireproductorindividualthresholdsforeachmaterial).
Now,youcanchooseamongthefollowingmethods
• NestedMaterialsInventorywithMaterial-levelThresholds.Inthismethod,thresholdsareestablishedforeachmaterialandthesethresholdsgovernwhichsubstancesmustbelistedundereachmaterial.
• NestedMaterialsInventorywithProduct-LevelThreshold(newinHPD2.1).Inthismethod,asinglethresholdisestablishedfortheproductandisusedtodeterminewhichsubstancesarelistedunderthevariousmaterials.
• BasicInventoryMethod:contentsarereportedonlyatthesubstancelevel,regardlessofthematerialstructureoftheproduct.Aproduct-levelthresholdmustbeused.

RevisionsweremadeintheHPD2.1InstructionsandFormatneededtoimplementthisnewmethod.TheNestedandBasicInventorymethodsareillustratedbelow. NestedMaterialsMethod BasicMethod
InJune2017,USGBCapprovedHPD2.1andsubsequentversionsforuseintheLEEDCredit.HPD2.1introducesanewdatafieldaspartoftheharmonizationeffort.ThenewLEEDPre-CheckIndicatorisanoptional(selectedbythemanufacturer)cross-checktodeterminewhetherallrequiredfieldshavebeencompletedandwhetherbasicrequirementsoftheLEEDv4MaterialIngredientscredit,Options1and/or2,havebeenmet.Forexample,isthecorrectthreshold,100ppmor1000ppm,indicated?Areallcontentscharacterized,screened,andidentifiedasrequired?Thisindicatordoesnotassessdataqualityortheinformationinthedatafields.Itdoesnot“verify”thatinformationisaccurate.It’sjustapreliminaryscantohelpyouidentifyareasofyourHPDthatmightneedrevisionifyourHPDisdesignedtocontributetoLEEDsubmittals,andtohelpprojectteamsquicklyidentifyHPDsthataremostlikelytocontributetotheirsubmittals.IntheHPDBuilder,theLEEDPre-Checkperformsthesecross-checks;ifyouusetheHPDPDFfillableformoranotherautomatedtoolandchoosetodoaPre-Check,youmustensurethatthetools/methodsusedaccuratelyimplementtherequirementsintheHPDOpenStandardandEmergingBestPractices.Thisprocesscanbeverytimeconsumingtoperformmanually;usersarecautionedtoverifythatLEEDPre-ChecksconductedwithtoolsotherthantheHPDBuilderareaccurate.WerecommendconsultingwiththetoolprovidertoensurethatallaspectsoftoolperformancearecompliantwiththeHPDOpenStandard.

TheHealthProductDeclaration(HPD)Collaborative–ResourcesforManufacturersTheHPDCollaborative(HPDC)isanot-for-profit,memberorganizationthatisresponsibleforthemaintenance,evolutionandindustryadoptionoftheHPDOpenStandard.ThroughitsTechnicalCommittee,TechnicalSub-Groups,andAdvisoryPanels,HPDCworksproactivelywithmanufacturers,users,andthebroadermaterialsecosystemtoremovebarriers,andlowerthecostofreportingandusingthisinformation.HPDCencouragesyoutoparticipateintheseefforts.

2.AbouttheStandardandHowtoUseIt
TheHPDOpenStandardistheauthoritativesourceforinstructionsonhowtocreateanHPD–itcontainsdefinitions,rules,explanations,andothercrucialinformationyouneedtoensureyourHPDisaccurate,correct,andmeetstherequirementsyouintend.Itwillalsoanswermanyofyourquestionsifyourproductdoesn’tseemto“fit”thedatarequirements.BeforestartingyourHPD,youshouldbecomefamiliarwiththeinformationintheStandard.Evenifyoudon’trememberallofthedetailedinstructions,youwillbeabletoreturntotheStandarddocumentandfindwhatyouneed.
ThissectionintroducesyoutotheStandard,itsorganization,anditscontents.ThissectiondoesnotduplicatethedetailedinformationintheStandardandisnotintendedasasubstituteforthisinformation.Instead,thissectionpresentsanoverviewoftheorganizationoftheStandardtohelpyoufindtheinformationyouneed.AcompleteTableofContentsfortheStandardisincludedasanAppendixtothisGuide.

Chapter2:HPDOpenStandardFormatSection-By-SectionGuidanceThisChapterpresentsthedetailedrequirementsforallofthedatafieldsintheHPD.ItsorganizationisbasedontheHPDFormatthatincludessixsections.Eachofthesesectionsisdescribedbelow.

Section2:ContentinDescendingOrderofQuantityThissectionpresentsinstructionsforeachdatafieldintheinventory,includinginstructionsthatwillanswermanyquestionsyoumighthave.Thisincludes:
• ForeachMaterial(NestedInventorymethodonly)–name,percent,inventorythreshold,residualsandimpuritiesconsidered,residualsandimpuritiesnotes,andothermaterialnotes.

Thecontentinventorylistscontentsintheproductaswellasthethresholdsestablishedfortheirreporting,hazardscreeninginformation,andotherrelevantinformation.WithintheHPDthisinformationissummarizedinSection1,whichisalwaysthefirstpageofanHPD.DetailsofthecontentinventoryarereportedinSection2,whichbeginsonpage2oftheHPD,andcontinuesforthenumberofpagesrequiredtoreportthecompleteinformation.ContentsarereportedinanHPDastheyexistintheproduct“asdeliveredtothejobsite.”Aproduct’scontentscanincludethematerialsanditemizedsubstancesthatcompriseeachmaterial:

Contentinventorymethods
HPD2.1revisesthemethodsthatcanbeusedtocreateaContentInventory,toharmonizewithrequirementsforachievingtheLEEDv4MaterialIngredientscreditwithHPDversion2(theLEEDcreditlanguageisbasedonHPD1.0andisnotconsistentwithHPD2.0).Themethodsforcreatingacontentinventoryarebasedonhowcontentsarecategorized(fortheentireproductorforeachofthematerialsthatcomprisetheproduct)andhowreportingthresholdsareapplied(asinglethresholdfortheentireproductorindividualthresholdsforeachmaterial).ThecreatoroftheHPD,theproductmanufacturer(or,onbehalfofthemanufacturer,athirdpartypreparer)determineswhichofthesecontentinventoryreportingmethodsisusedinagivenHPD.

DeterminedisclosuregoalsorrequirementsWhyareyoucreatingthisHPD?Howwillitbeused?Arethereoutsiderequirementsitmustmeet?Theanswerswillhelpyoumakeimportantdecisions.HereareafewreasonsforcreatingHPDs:
• Yourcompanysupportsdisclosureandtransparencyandwantstodemonstrateleadershipbyprovidingtheinformationthatyouhaveavailable.
• YourcompanywantstomarketitsproductsascompliantwithLEED,WELL,Portico,etc.Inthiscase,youneedtobeveryfamiliarwiththerequirementsoftheseprograms.TheHPDCwebsitehasguidanceforusingHPDsinvarioussystems.Thisguidancewasdevelopedincollaborationwiththesponsorsofthesesystems–USGBC/GBCI,WELLBuildingInstitute,Google,andsoforth.Thisguidanceisupdatedastheprogramsevolve.
• YourcompanyplanstopursueDeclarelabelsorCradletoCradlecertificationandwantstoavoidredundantformsfordatasubmittal.TheHPDOpenStandardwasdevelopedwiththeHarmonizationTaskGroupandcontinuestostriveforharmonizationwithallpotentialusersofHPDdata.YourcompanycancompleteanHPDandcansharethedataautomaticallywithseveralotherprograms,savingyoutime,money,andpotentialerrors.
AsworkprogressesonyourHPD,youmightfindthatyouhavetoreviseyourgoals.Forexample,youmightlearnthatyourproductcannotmeettheLEEDMaterialIngredientscreditOption2,whichrequiresinventoryreportedto100ppmandnoGreenScreenBenchmark-1orListTranslator-1scores.But,theproductcouldstillqualifyunderOption1,whichrewardsdisclosureratherthanoptimization.
DecideoninventorymethodandthresholdEarlyintheprocess,youwillneedtodecideonwhatinventorymethodandthreshold(s)touse.AsdescribedearlierinthisGuide,therearethreemethodsforcreatinganHPDinventory:NestedMaterialsInventorywithMaterial-levelThresholds,NestedMaterialsInventorywithProduct-LevelThreshold(newinHPD2.1),andBasicInventoryMethod.OnceyouselectamethodandstartcreatingyourHPDintheHPDBuilder,youwillnotbeabletochangetoanothermethod.Eachapproachhasadvantages.AdvantagesofNestedMaterialsInventoriesinclude:
• AllowssupplierdatatobeupdatedwithoutchangingtheentireHPD.• Forproductswithmanyvariations,youcanswitchoutjustthecomponentthatchangeswithoutrequiring
recalculationoftheentireHPD.• Forcomplexproductsthatyouassemble,youcanbuildtheHPDcomponentbycomponentfromsupplierdata.• Identifiesthespecificmaterial(s)thatcontainhazardssoalternativescanbesought.• Morecloselymatchesyourexistingorderingandrecordkeepingsystems.• Nestedinventorieswithmaterial-levelthresholdsprovidethemostrigorousreporting.
TheadvantagesofBasicInventoriesinclude:• Easyforsimpleproductswithfewingredients.• Enablesyoutoavoidreportingsmallquantitiesofsubstancesthatwouldberequiredundermaterial-level
thresholds.
3.3 GatheringDataTheHPDcontainsinformationonthecontentsofyourproduct“asitisdeliveredtothejobsite.”
• Insomecases,forfairlysimpleproducts,thisinformationmaybefoundonaBillofMaterials(BOM).

• Inmanyothercases,homogeneousmaterialsand/orsubstances,whicharethereportedinanHPD,arelowerlevelinputsintothematerialsinyourproductBOM.So,youwillneedtogatherthisinformationfromyoursupplychainratherthanyourdirectsuppliers.
• AnotherconsiderationingatheringdataforyourHPDiswhethertheinputs(whicharereportedonaBOM)aretransformedatthechemicallevelduringyourmanufacturingprocesses.Ifso,youwillneedtoreporttheseprocessoutcomelevelingredients-notsimplyinputs.Youmightnothaveanexactbreakdownoftheingredientsandtheirquantitiesinthefinalproduct,asdelivered,ifyouhavenothadthatfinalproducttestedandcharacterized.
ThefollowingisasuggestedoutlineofaprocessforgatheringandassemblingtheinformationyouwillneedtocreateyourHPD.Eachmanufacturerwillneedtotailorthesestepstoyourownsystemsandproducts.Asmoreislearnedaboutwhatworksbest,HPDCwilladdexamples.
GatherIn-HouseInformationOncepreliminarydecisionsoutlinedintheprevioussectionhavebeenmade,thefirststepistogatheravailablein-houseinformation.
• Determinehierarchyofproduct:assembly,part/component,subcomponent,material,substance.Thisisusefulinidentifyingandorganizingdatatobegatheredandgapsinthatdata.Determinethesuppliersyouwillneedtocontacttodetermineinformationatthehomogeneousmaterialand/orsubstancelevelthatisnotalreadyavailabletoyoufromyourdirectsupplierlist.
• CreateanInventoryofproductcontents–materialsandsubstances–ofavailableinformationbasedonthishierarchy(manyuseaspreadsheettoorganizethisinformation).Include“intentionallyaddedingredients”and“residualsandimpurities”asdefinedintheStandard.Thecontentsshouldbe“asdeliveredtothejobsite”ifpossible.Sourcescanincludecertificateofanalysisandresultsofproducttesting;billofmaterials;MSDS/SDS,TDS,etc.forfinalproductandeachingredient(material/substance);shippingreceipts,etc.Notethatjustbecauseaningredientintheproductisusedforacertainreason(i.e.isan“active”ingredient),thatdoesn’tmeanthattheingredientiscomposedonlyoftheactivesubstance.Thereareusuallyothersubstancespresentintheingredient(e.g.fillers,modifiers,etc.).Forexample,whenapaintmanufacturergivesaformulation,itusuallystatesthatthereisx%TiO2.However,thatisreferringtothe%TiO2ingredientused,nottheactualamountofTiO2inthepigmentproduct(whichcanvarygreatlydependingonthesupplierandproduct).

• IfyouareusingtheNestedMaterialInventorymethodyoumustincludeallmaterialsand,foreachmateriallistdataspecifiedintheStandard.

• Tellthemwhythisisimportant–thatanHPDcouldenhanceuseoftheproductandsalesvolume,whichisinthebestinterestofthesupplieraswellasthemanufacturer.
• Makesureyougetacontactpersonincaseyouhaveadditionalquestionsabouttheinformationprovided.
• Sendamaterialcontentdatarequestformorspreadsheetincludingrequestformissingdata(productname/ID,suppliername,completeinventoryofintentionalingredients[substancename,CASRN,%byweightinsupplier’sproduct,roleinproduct]residuals/impurities[substancename,CASRN,%byweight/ppm/ppb,expected/knownsource,nameofdisclosingcontactwithsignatureanddate])

OnceyouhavecompletedyourHPD,howcanyoumakesuredesignteamsknowaboutit?Somesuggestionsinclude:
