• Within 30 days after the initial adjustments areimplemented, the Local Office Contacts willreview the selected zone(s) and may jointlyagree to make necessary changes to parkpoints, relays, lines of travel, etc.

3999 Process forAdjustment Teams
• Adjustment teams must jointly review the3999's as well as route examiner and carriercomments and audit trail reports before any3999 is determined to be representative forroute adjustment purposes
• Adjustment teams will identify any errors to the3999 and work with the route examiner tocorrect the 3999 before it is used for routeadjustment purposes and/or make corrections

3999 Process forAdjustment Teams
• Where multiple 3999's have been conductedfor a particular route, the closest PS Form3999 to the agreed upon street time for theroute will be used for adjustment purposes
• New 3999's will be performed as necessary
• This process is applied to 3999's performedafter the signing of the 2011 JARAP MOU

referred to the District Lead Team.

Any issues from the District Evaluation and Adjustment Team thatcannot be resolved by the District Lead Team will be referred to theArea/Regional Team within two working days of receipt of the issue.
!Area/Regional Teams
Any issues from the District Lead Teams that cannot be resolved bythe Area/Regional Team will be referred to the National Oversight
Team within three working days of receipt of the issue.

Alternative Evaluation and Adjustment ProcessesThe following addresses locally developed proposals for evaluating and adjustingroutes: i
Re: Alternative Evaluation and Adjustment Processes
The National Association of Letter Carriers, AFL-CIO (NALC) and United States Postal Service have a mutual interest inexploring new and innovative methods for maintaining routes in proper adjustment throughout the year in an efficient andeffective manner. To that end, the parties agree to the following for locally developed route evaluation and adjustmentprocesses:
The local parties may jointly submit a locally developed alternate route evaluation and adjustment process to the NALCNational President and the Postal Service Vice President, Labor Relations.
A submitted proposal must include a cover letter signed by the NALC Branch President and the Postal ServiceInstallation Head, and must provide a detailed explanation of the process.
If the proposal is jointly agreed to by the national parties, the local parties will be notified regarding implementation.
This agreement expires on December 31,2011 and is without prejudice to the position of either party in this or any othermatter and may not be cited in any forum except to enforce its terms.
