LI~RlRt DECISION cec Cabinet put through (ne votes against) on Monday 12th Dece.ber the~ deo ision on libraries, This meeting followed a Scrutiny Committee at whieh 2 people vot~. against . It appears that the full Council does not get a YQte on this. For North Le~h thi5 now means enly half of Sarah's salary will be funde •• lowever, this will not happen immediA ~ely ~ could be as late as 20l~. Meantime you have to decide whether you want to velunteer to cever almost every task reQuired of an assistant librarian for the lIi.sing il i1 1..1re. However, the first 'Voluntar y grout' needeli. would be people here willing t. set up a recruitment process to decide what skills are needeli. in our particular library an. whether anyone who .ffers is suitable, to arrange the rota anm ~enerally be responsibls fer the process. In addition, money would need to be raised to pay fer eriminal record cheek. o OR North Leigh eould decide to raise the money, abBut £5,000 a year, or less than £7.,0 fer each hous~old - one way of findin~ the money could be by a levy on the Parish Preeepto A.t the Scrutiny Committee, I challenged John Jfl,ckson, the officer leadinl!l\: on the consultatiea, to say whether this was allowed, and he said any Parish that wanted tQ use the precept had only to approach thelll and. it could be sorted out'o One parish 1'1 \lest OXen has already y.te. for this option, others around the County are considpring it o Judith War"l.

North Leigh has an opportunity to take the lead in helpin! to di6co~er 'what works' in water conservation in a diverse rural co~~unity. Why should we bother? First, as the EnYironment Agency has atated clea~l), there'S no soubt about ~~itain'e nee4 t. reduce consumption4 Second many readers will have had smaller electricity bills after takin! part in the ener!y efficiency projects and this ie a chance to see if conserving water CQn be similarly rewarding. Finally, if North Leigh is kn.wn to be • forward look in! community there is a better chance of attract in! priority attentien in ~ther areas such as faster broadband internet access. Tha.es Water (TV) are already aseessin! ~ethod8 of raiein! RwareneS8 and fa.ilitatin~ conseryati.n in urban areas ~nd have welcomed Korth Leigh as the rural component er their work4 For water metering reae&ns this project must involve all residents, ~usinesses, farms et~ Yithin the Korth Leigh Civil ~ari6h and New Tatt, including those of Hailey Civil Parish, which l i e within our Water Matering Area ~
We now need a small project group of North Lei~h and New Yatt participants to work with TW to develop and implesent the project. Meetings will be kept to a minimum by uein~ email as mu~h as possible. It Yill not be a t8lkin~ sh~po Without such a group Korth Leigh will have missed an opportunity. Please consider joining and ring me on 0199' 88,49'.
WI~Dl WEATHER REMINDER
Dark and stormy nights are not ~ood times to callout linesmen to replace broken peyer lines - not to mention the possibility of spoilt Christmas dinners or New Year parties. S~otti~h ~nd South ern Ener~y have advised that it is the responsibility .1 owers h Illaintein the minimum National Standard clearance of 008f!1 (Z ' 6U ) for 'non-cli~bable trees' on private property. Advice can be ebtained by telephoning SSE on 0800 0483516 and they will arrange a free isolation ef the power at the request er tree 6ur~eons4 Folia~e affecting power lines cn public land is SSE's responsibility and can be reported to the ah;;;'h hUMber. As a community we would be wise on both public goed and legal ~roundB te keep our trees trimmed and our power lines clear to prevent problems occurringo

Revd Miri Keen wfites...Life would be so much easier if I only had to do one thing at a time or to look after one personat a time. Sometimes twant to ask God to take care df eveMhing else for me so that I canconcentrate better and do one thing really well rather than doing lots of things in a muddle!I don'i think I'm the only one who feels like this because many of us are luggling'work andcaring responsibilit ies and some of us know that, as well as doing eveMhing else, we shouldbe fitting in more exercise, cooking healthler meals and saving the planet by using the car less.New Year's resolutions are all very well, but sometimes we feel so stretched by daily life thatthere's no way we can squeeze in even a tiny new good inten'tion. We feel that what we reallyneed is a bigger heart, a wiser head and never ending hope and there aren't any eveningclasses or diets that will help us to develop those! However, the good news doesn't end withChristmas. There is one person who offers to bless us with free gifts of love and wisdom andhope, and that's God. As we stand at the beginning of • ne~ year, we toe are able to remember things that have occurred in the year that has pa85ed~ Unlike God, we do not knQv the future, er even what a day may hold for us, but if our faith and trust ie in the Lord Jesus Christ, then with the hymn writer we can say -

M~ORIAL HALL NEWS
~e apologise for the unsatisfactory level of warmth in the hall over part of November and December. Having re(ently had the air seurce heat pump fitte4 we assumed that the problem was in thi~ regard and some time W&5, in the event, wasted in checking out the eommi.eioning of this piece of equipment. We eventually disc.vere' thAt a valve controlling the flew of hot water to the undeefloor heating was faul ty . This has now been replaced and the heating is working properly. The bad news is that the manufacturers will only sell such 8. valve together with an asseeiated pump {whieh did not need replaeing) o The total cost of all this, including labour, was an eye watering £?45t
Acceu .stics in the hall Last month ~e advised that the decision had been taken to proceed with the install.tien of a publie address system in the ball. Donationa to help PQy fer the cost was requested and we are absolutely delighteq to announce that a Yery generous anonymous donor haa sent us all the money required. We were completely bowled eYer by this wonderful news which only serves to confirm how many great people there are in our communityl
We re now attemptin~ to install tbe public address syetem with&ut delay and this is scheduled for early in 20120
Bookings f or the hall are taken by Alsa ~atts (01993 881993). Please try to phone only frem 9.30 a.rn. t. 12 n •• n.

Remembrance Day and Remembrance Sunday 2011 I should like to thank all those who took part in Ihe Remembrance Day Muster outside the Memorial Hall on Friday November II tho It was especially grdtif)Fi ng to see alilhe children. teachers and staff oflhe North Leigh Church Primary School, attending the reading of names ofihose fallen from our village in the two World Wars, and to know that the youn'gcr generations realise the debt we all owe to our Forces ohhe Crown, and in a wider field 10 all those who worked to support the forces at home and abroad, to supply them with the materials needed. Thank you.
The Remembrance Sunday Service was very well attended, and again our special thanks are due to the Youth Organisations and their Leaders. The tum out was smart, and the drill oflhe Standard Bearers, Escorts and Ranks of the Youth Organisations was carried out to a high standard. particularly considering the single, short rehearsal held. Our thanks also go to the Wreath Bearers, representing the various village and area organisations of our community. S1. Mary 's congregation, lead by Rev. Miri Keen, had the Church beautifully decorated, and the Service was pitched to be meaningful to all ages of the congregation. Another big thank you.
The Poppy Collection which is now organised by Rosemary Brock, who took over from Marjorie Locke who had to retire after many years dedicated service in this role; raised the sum of £2462.82 for Ihe Royal British Legion. This includes the Church Co llection of £261.47. Collecting Boxes were positioned at the St. Mary's Church. Mason's Anns. The Woodman, Sadlers Arms, the Garden Centre, the Post Office, North Leigh Primary School. Eynsham Hall and Bowens, and teams of collectors also visited the majority of homes in North Leigh. New Yatt and East End; the thanks of the Royal British Legion, and the many recipients who will benefit during the next year, are your reward for the cffons and generosity of all participants.
Finally. my apologies for the late submitting of this report, "realised too latc that I had missed the dead line for December. I hope that all our supporters have had a very Happy and Peaceful Christmas, and that 2012 sees the start ofa year of recovery and growth for our country and people.

NORTH LEIGH METHODIST CHURCH - Building Together
What slIrt of New Tear-I·e Retsolution should .. Chrietian make?
The praetice of making New Tear'e resolutions gees back OTer },OOO yearts to the anoient Babyloniane. There is j~st something about the start of a new year that gives ~B the feeling of a fresh start and a new beginning. In reality, there is no difference between December 31 and January 1. nething mystical eecure at midnight on Dece.ber }l. The ~ible does net speak rer or a~ain6t the concept of New YeKr'a res.lutione. HoweTer. if .. Chrietian determines to make a New Tearls resolution, what kind of resolution should he or she make? Commen New Year's resol.tiona are commit_ents to step 8omethin~ to Manage .eney .ere wisely, and to spend more time with family. ~ far, the mest cemmon New Tearla reselution is to lese weight, in conjunction with exercising mere and eating more healthily. These are all goed ge.le to eet. Strange though it .ight 8eem the Bible has something to eay about exercise, in the first letter to Ti~ethy chapter 4 and Terse 8 instructs us to keep exerciee in perspective. The physical training is ef e~2e Yalye, but godl iness has value fer all things. holdin~ prcmiee fer beth the present life and the life to came o 'fhe Tast majority of New lear's reselutions, e.e& amen~ Chri~tian8, are in relation to physical things. This 3hould nGt be. Many Christians make New Tear's resolutions to pray ~ere, t. read the ~ible eTery day , and to attend church .ore regularlyo These are fantastic goals. aewe.er, these New lear's resolutions fail just 8S often 8S the nGn-epiritual resolutiens, becau8e there is ne pewer in a·~ew !~ar's resolution. Resol.ing to start or step toint a oertain act iTity has no Talue unless you haTe the proper metiTation for stoppin~ or Btartin~ that actiTity. Tor example, why do you want te read the ~ible eTery day? Is it to honour God and grew spiritually, er is it because you have just heard that it is a goo. thing to do1 Why d. you want to lose weight? Is it t. honeur aed with your body, or is it for vanity, to honour yourself? Philippians 4:l:'!- tells uS I Itl can de nerything through JHm whe ~ifee: lie 81l.ren~th." John l5:~ declares "I am the vine, you are the bran'bhes. If a lIan remains in lie ~d I in him, he will bear much fruit, apart from me you can de nothin!.M If Q.d is the centre cf your New Tear'a resolution it has chance of success, dependin~ on your commitlJlent to it. If it is aed's will for s'ometbing to be fulfilled, he will enable you te fulfil it9 39 what sort of Mev Tear's resolution should a Christian make? Doesn't matter what it is - just make aure that Ged ia at the heart of all you do.

Q If My Pond ~reeze8 OYer, Should I Make Holes In The Ice? A Host p~nd wildlife will probably be fine under an ice coyer, so leng as the pcn4 doesn't beco~e completely de-oxygenated. T. ~ini~ise this risk, it is important t. ensure your porid plants are getting some light and are therefore able t. go on photoeynthosi.ing and producing oxygen under the ice. A c~yering of snow on top .r ice will make the pond completely dark an_ pre.~nt exygen production. Onder eueh conditione it is stron~ly adTisable te carefully sweep away 8S much of th~ snow as y~u oan. Howe'rer, be careful to ensure you kno\ot' exactly where the poml edge ·:\'B anti do uot Tenture onto the ice! Clearing snow ~ill also help reMind any children playing in your garden to be aware that the pond is there, and help alleTiate the ri8k of them falling through the ice. We often keep more fieh in small ponds than can 5trietly be supported by the natural procesectl5 of oxygenation and v~ter purification. This i6 fine as long as you can keep pumps or fountains running. The fact that fish have a much l.wer oxy~en demMnd in cold weather helps reduce the problem of keeping them alive. HoweTer, if a pons containing fish does treep,e over, it is probably worthwhile making a hole in the ice to allcw fish and other mobile creatures such as newts to move to the surface and breathe air if they need t oo
Q Is my pond going to freece Bolii?
A: In this country it is rarely cold enough for more than 2 or 3 inches of ice t. form on our garden ponds, 60 only the Yery shalleweet ponds t or small container ponds can free?,e completely solid. As long as your pon4 creatures haTe undergrowth to nestle in and a good oxygen supply, they should be fine.
