Dear Members
SCAL started the year with a Strategic
Planning Retreat (SPR) to review and identify
new programmes and initiatives that will
enable the Association to remain of value
and relevance to members, while setting the
future direction in line with the Construction
Industry Transformation Map (ITM).
The outcome of the retreat was articulated
in four key thrusts for SCAL going forward:
Physical facilities – To meet the developing
needs of our members, SCAL will establish
a new Construction Hub to house more
comprehensive training services and
showcase new construction methods and
productive technologies. The Construction
Hub could also bring together other
construction-related trade associations for
a more holistic service to industries across
the construction value chain.
Business development – It is critical for
our subsidiaries, SC2, SCAL Academy
and SCAL Resources to remain relevant in
their services, programmes and activities,
and aligned with the ITM such as helping
members on safety, innovation and
productivity initiatives.
Partnership and alliances – The growth and
sustainability of our sector will require the
concerted effort of all industry stakeholders.
SCAL will review its membership base,
and continue to galvanise other TACs in
the construction industry value chain to
facilitate the adoption of labour efficient
designs and construction methods along
the entire value chain.
Capabilities of secretariat – Building
and sustaining strong secretariat support
is central to ensure the ongoing success
of the Association. To better support our
members, SCAL will embark on initiatives
to strengthen our secretariat capabilities
through professional training on essential
skills and competencies.
I am encouraged by the far sightedness of
our Council members in charting SCAL’s
future during the retreat.
I look forward to working closely with
members, government and stakeholders
as we pursue our goal of advancing growth
in the construction industry in Singapore

IFAWPCA (International Federation of Asian and Western Pacific Contractors’ Associations) is a federation for contractors’ association with 16 countries member in Asian and Western Pacific region – from Tokyo and Seoul in the North, to Canberra and Wellington in the down under, from the bustling cities of ASEAN and its neighbours, to the South-Asian capitals of New Delhi and Colombo.
The 40th IFAWPCA Midterm Executive Board Meeting, hosted by the Singapore Contractors Association was held at Marriot Tang Plaza Hotel from 25 to 26 January 2018. Meeting included updates on the Finance Report, the IFAWPCA Constitution, new projects and also update reports on the coming 44th IFAWPCA Convention scheduled to be held in Kuala Lumpur, Malaysia, on 12 – 16 November 2018

IFAWPCA conventions have become a tradition, where each IFAPWCA members exchange important and up to date information about each country’s economic development and the construction industry
as well as meet up with good friends from the Asia and West Pacific region.

In celebration of the Lunar New Year, SCAL organised a lunch reception for the elderly at the Summer Garden Restaurant SAFRA Mount Faber on 31 January 2018 in collaboration with the Radin Mas Citizens’ Consultative Committee Community Development and Welfare Fund Committee.
This is the third consecutive year in which SCAL is collaborating with the Radin Mas Constituency to reach out to the elderly in the community. The event saw the participation of over 200 recipients, guests and volunteers gathering to usher in the Year of the Dog.
In his opening address, SCAL President Mr Kenneth Loo expressed his gratitude to Minister of State for Manpower and Member of Parliament for Radin Mas Single Member Constituency, Mr Sam Tan for taking time to grace the Lunar New Year celebration. He said, “I am heartened to see many generous donors constantly contributing regularly to the CCC CDWF funds to make a difference in the lives of these residents. SCAL shares the same

philanthropic spirit as we galvanise our members towards a common goal of building an inclusive society in Singapore”.Addressing the attendees in English and Mandarin, Mr Tan commended SCAL for exemplifying values of a caring and gracious society and for not forgetting the less privileged. He thanked SCAL for the generous sponsorship of the lunch as well as contributing a substantial amount to the red packets distributed to the elderly.
The elderly were treated to an eight-course meal that included celebratory dishes such as the Yu Sheng, Fish Maw Soup, Roasted Chicken and Butter Prawns, served by staff from SCAL and its subsidiaries who doubled up as waiters for the day.
A medley of Lunar New Year songs was performed to bring in the festive spirit.
SCAL would like to encourage all member firms to adopt the same philanthropic spirit and to embark on corporate social responsibility (CSR) programmes to reach out to the less privileged in our community.

More than 180 SCAL members together with council members and secretariat staff joined in a Lunar New Year lunch celebration to usher in the year of the Dog.
In wishing all members a Happy, Healthy and Prosperous Year of the Dog, SCAL President Mr Kenneth Loo highlighted SCAL’s activities and achievements during its 80th anniversary last year, while laying out new directions for the Association to lead the industry forward.
He encouraged members to adopt strategies in the Construction Industry Transformation Map (ITM) as the industry moves towards a vision of an advanced and integrated sector with the widespread adoption of leading technologies.
SCAL would like to thank all members for the continued support, enthusiasm and dedication. We look forward to greater achievements for the industry and our members in this New Year.

SCAL member Boustead Projects Limited shares their journey to achieving the SQC Certification.
Industrial real estate solutions provider, Boustead Projects Limited (Boustead Projects) , bel ieves in continuous improvement to stay ahead. Even with a bag of accolades in construction excellence, safety and health, as well as corporate governance, Boustead Projects’ management decided to leverage SPRING Singapore’s Business Excellence (BE) framework in 2017 to pursue a more holistic development for the company.
“Our intention is to upkeep our Singapore operations as a centre of excellence and launch pad to export our capabilities and expertise to overseas markets,” says Mr Thomas Chu, Managing Director of Boustead Projects.
Indeed, Boustead Projects which specialises in the design-and-build, and development of industrial facilities in Singapore, China, Malaysia and Vietnam, believes in continuously striving for greater heights. Their journey of excellence is underscored by three strategic pillars (i.e. “Safe work, save lives”, “Quality starts

digitalising for the future
With multiple subcontractors across different projects, significant time and resources were devoted to filling and scanning manual forms for various activities e.g. safety induction bookings and ensuring work permits were in order. Driven by a desire to digitalise operations and increase productivity, Boustead Projects implemented their integrated Boustead Online Safety System (iBOSS) in May 2015 – a personnel management system and safety documents depository.
With subcontractors using this online system which provides easy access to forms, they have reduced time and manpower spent on administrative paperwork – halving the time required from one hour to less than 30 minutes. This centralised and secured digital depository has also made information retrieval much easier and quicker.
Adding to their suite of digital platforms, Boustead Projects also introduced over 30 digital tablets to improve their security recognition system – with the dual purpose of ensuring only verified personnel have access to the worksite, and monitoring on-site manpower. Briefing sessions and hands-on training were conducted to help staff and subcontractors adopt this new system – and to help them understand the need for such digital integration.
“Initial implementation was tough. Our staff and subcontractors were not entirely on board as they had to change processes that they were used to. However, once they tried the new system out, they were won over by the convenience and efficiency,” recalls Mr Howard How, Director for Environmental, Health & Safety of Boustead Projects.
Tapping on innovative technologies to stay ahead
Boustead Projects taps on the latest building methodologies such as Building Information Modelling (BIM) to raise operating efficiency. BIM allows Boustead Projects to integrate and analyse structural and architectural drawings more accurately, and identify potential issues in advance to avoid resource wastage. Ongoing efforts to integrate BIM across Boustead Projects’ processes has led to a 60 to 70 percent decline in onsite rework efforts.
They are also progressively adopting new approaches like Design for Manufacturing and Assembly – where a substantial portion of construction work is done off-site in a controlled environment – to further enhance their productivity in a traditionally manpower-intensive industry. Through analysing the company’s strengths using the BE framework, Boustead Projects was able to identify how their capabilities in technological innovation could be leveraged to improve workplace safety. In the near future, they plan to use drone
technology to conduct safety inspections, and access and monitor areas that are hazardous to reach.
A continuous journey of excellence
“The BE assessment conducted by a team of external assessors provides a third party perspective on what’s missing in our systems and processes. This allows us to close the gaps and work on areas that can make our systems more robust. The framework is a good management tool that has enabled Boustead Projects to strive for continuous improvement,” Mr How adds.
With insights received from the BE assessment, Boustead Projects hopes to develop a more integrated approach to analyse feedback collected from customers, partners and suppliers to
derive actionable insights for further improvements.
The BE framework has helped Boustead Projects to validate their core strength in innovation capabilities, and identify new areas for improvement to enhance their systems and processes. Through their continuous pursuit of excellence, they achieved the Singapore Quality Class (SQC) certification in May 2017. Achieving this certification not only boosted customer confidence, it has also raised the morale of subcontractors and staff.
“We see SPRING’s BE framework as a prestigious benchmark for organisational excellence. Achieving the SQC is a testament to our company’s strong capabilities and commitment to sustainable business performance and robust
management practices. We want to strive for the Singapore Quality Award in our next round of assessment as it will validate and strengthen our position as an industry leader,” says Mr How.

SCAL President, Mr Kenneth Loo, 1st Vice President, Mr Ng Yek Meng, Council Members, Mr Roy Khoo and Mr Desmond Hill, Executive Director, Mr Lam Kong Hong and Senior Manager, Ms Esther Heng attended the ACF 45th Council Meeting at Manila, Philippines. The meeting was held on 9 March 2018 hosted by The Philippine Constructors Association, Inc and chaired by the Indonesian Contractors Association.
The ASEAN Constructors Federation (ACF) was established on 30th May 1985 with its inaugural meeting held in Jakarta, Indonesia.
The objectives of ACF are:
4 To provide a forum for dialogue among the construction contractors in the ASEAN;
4 To foster closer co-operation among the construction contractors in the ASEAN;
4 To promote mutual consultation among construction contractors in the ASEAN;
4 To unify efforts of the construction contractors in the ASEAN.

About 180 staff of SCAL member companies and their families turned up to enjoy a fun-filled SCAL Family Day at the Jurong Bird Park held on Saturday, 17 March 2018.
They spent the morning strolling through the park while learning about the various avian species such as macaws, penguins, flamingos and pelicans. A favourite highlight was the famous Jurong Bird Park “High Flyers Show” which showcased the birds’ natural talents and breath-taking stunts.
A special arrangement was made for “Lunch with Parrots” where SCAL members and their families enjoyed on a sumptuous buffet lunch at the Songbird Terrace while entertained by the park’s beautiful and talented parrots. There was also a lucky draw with attractive prizes such as NTUC shopping vouchers, Creative Bluetooth Speaker, Sony Sports Earphones and a top prize of a 7” Samsung Tab A.
No doubt everyone enjoyed themselves at SCAL Family Day and left Jurong Bird Park feeling happy and satisfied!

SCAL organised the first safety site visit of the year to Gem Residences hosted by Greatearth Corporation Pte Ltd on 16 January 2018 attended by one representative from twelve companies. The visit was part of SCAL’s workplan to improve Workplace Safety and Health (WSH) for the construction industry. Through such visits, participants can gain valuable insights through sharing of experiences on good safety and housekeeping practices.
Mr Eugene Tan, Director of Greatearth Corporation, warmly welcomed the participants and shared how Greatearth and its top management conduct weekly risk management meetings to review and control possible hazards on-site. As a regular practice, they also invite the Singapore Police Force (SPF) to explain to their foreign employees on Singapore’s law and order regulations. The company also step up vigilance during festive seasons such as conducting impromptu inspections by external auditors to ensure that workplaces are assessed to identify all aspects of health and safety hazards.
Participants commended on Greatearth’s excellent housekeeping where the entire ground was concreted, and machine sweepers efficiently used to keep the site clean. One of the good practices observed was a coloured flag system where a green would indicate that workers may access the area with their usual personal protective equipment (PPE) while a red flag would call for complete PPE attire plus proper fall-arrest system. To combat mosquito breeding, gavitraps are checked weekly by their Environment Control Officers (ECO) in conjunction with ongoing “search and destroy” mozzie operations. To ensure that noise levels do not exceed maximum permissible limits, the company also install noise monitoring meters on all rooftops for real-time monitoring.
The site visit concluded with a plaque presented by General Manager of SC2 Mr Loh Yeow Leng on behalf of SCAL in appreciation to Greatearth Corporation for hosting the safety site visit. To increase awareness in workplace safety and health, SCAL looks forward to having more members in joining us for our future site visits.

new year Celebration with the Elderly 2018
The SCAL Lunar New Year celebration organised in collaboration with Radin Mas CCC was attended by about 150 elderly on 31 January 2018. A total of 19 staff from SCAL and its subsidiaries served and mingled with the elderly at the respective tables.
Minister of State for Manpower, Mr Sam Tan graced the event as the Guest-of-Honour and Host advisor for Radin Mas CCC.
The programme started with the arrival of Minister Sam Tan followed by a speech in English by SCAL President, Mr Kenneth Loo.
After an opening statement by Minister Sam Tan, the programme proceeded to a session of prosperity toss to welcome the New Year. Minister Sam Tan distributed the red packet ($100) to the elderly.

Mr Ng Yek Meng attended the BEST Taskforce meeting on 6 February 2018. There was the update of progress from the various workgroups.

4 Institute of Singapore Chartered accountants (ISCa) Post-Budget Dialogue – 21 February 2018
Mr Kenneth Loo attended the discussion on how Budget 2018 will help firms and how Trade Associations & Chambers (TACs) can assist with better support. Some of the feedback to Ministry of Finance include issues regarding grant application, goods and services tax (GST), robotics, automation, technology and internationalisation and lastly, industry transformation maps (ITM).
5 Productivity Clinic The Productivity Clinic was held on 22
February 2018. There were a total of 5 participants and BCA officers involved include Mr Hermam, Mr Wong Fook Ying, Mr Lucas Loke and Mr See Toh Chee Fung.
6 SCaL Lunar new year Lunch 2018 The SCAL Lunar New Year Lunch was held on
23 February 2018 at SCAL Multi-Purpose Hall. 180 members turned up for the event which included the annual tradition of a lion dance. President, Mr Kenneth Loo started the lunch with a welcome speech. Council members made their rounds cheering each table with well wishes and thanking members for the good support given to the Association.
7 CIJC Meeting Mr Lam Kong Hong attend the CIJC meeting
on 27 February 2018. BCA presented to the CIJC members on the updates of the Built Environment Skillsfuture Tripartite (BEST) Taskforce and the support needed from members at the start of the meeting. The meeting continued with the updates on the CIJC White Paper and iNPQS Revival Project before ending with the Momerandum of Understanding (MoU) with North West Community Development Council (CDC).
8 Integrated Digital Delivery Steering Committee (IDDSC) Meeting 1/2018
Mr Kenneth Loo and Mr Dominic Choy attended the first IDDSC meeting which included the introduction of this committee, followed by the update of IDD plans and TAC engagements.
9 BCa-CIJC Meeting Mr Kenneth Loo and Mr Lam Kong Hong
attended the BCA-CIJC meeting on 28 February 2018. The meeting focused on the discussion on the transformation framework and the action plans for TACs to support the construction ITM. There was also the ongoing review of procurement frameworks such as collaborative contracting, Public Sector Panels of Consultants (PSPC) and the agreement for consultancy services.
