1. GENERAL

This specification covers the engineering requirements for either a white background or a Central Office WhiteOS-11150 background, pressure sensitive, adhesive backed, Common Language Equipment Identification(CLEI) labels with Equipment Catalog Identifier (ECI) bar coded data in either, label only or label and tabcombinations.

KS-22002 list number data and updates are available to label manufacturers through the Lucent TechnologiesCustomer Information Center (CIC). The contact for label data is Mr. Jim Shirk (317) 322-6518, supervisor formicrofilm and microfiche, Department NN8421480. The label data files are generated by ACA at Gateway II,Newark. File names are: PRD15.NE10.LABLMFG.FILE for data on tape; PRD15.NE10.LABLMFG.FICH fordata on fiche.

Corporate identification via the corporate logotype is a significant issue, the requirements of Section 3.11 mustbe met.

1.1 Manufacturing RequirementsManufacturing Requirements are those mechanical, chemical, electrical, and other requirements for whichthere shall be evidence of conformance during production lot inspections. The mechanism for obtaining suchevidence is covered under the heading "Assurance of Product Conformance."

1.2 Qualification RequirementsQualification Requirements are those requirements which do not need evidence of conformance during productinspections. They are requirements a label manufacturer must comply with in order to become an approvedsupplier. Lucent Technologies Global Supply Line Management (GSLM) organization will evaluate productsfrom all potential suppliers with respect to those requirements and will retain the responsibility to repeat theevaluations as deemed necessary.

1.3 Assurance Of Product ConformancePreproduction and/or production samples may be required for product first manufactured to this KS-22002specification by the approved supplier or when changes to specification requirements, materials, manufacturingmethods, or manufacturing location are made. Samples are intended to establish product compliance tospecification requirements. Production samples will be inspected by the Lucent Technologies QualityManagement Services (QMS) organization. Unless otherwise directed, samples of all product failing to meet therequirements of the conformance tests shall be forwarded to the Lucent Technologies Global Supply LineManagement organization for further evaluation.

Product shipment will be deferred until production approval granted by the Lucent Technologies Global SupplyLine Management organization is received, through the Lucent Technologies Purchasing Organization, unlessthe (KS-22002) approved supplier has been advised in writing that "Shipment need not be withheld pendingproduction sample approval." Shipment of limited quantities in advance of formal production approval mayonly be authorized by the Lucent Technologies Global Supply Line Management organization through the QMSorganization.

Continuing conformance to this specification will be monitored by product inspections. The approved productsupplier will be notified by the QMS organization as to the frequency and types of these product inspections. Noproduct shall be shipped without inspection and approval by the QMS organization except as otherwiseauthorized by the QMS organization.

2. DESCRIPTIONThe List 1 label (Figure 1) consists of a properly spaced bar code symbol of Code 11 symbology (Appendix A) andseparate alphanumeric Common Language Equipment Identification (CLEI) code on a white background. Thelabel’s back is coated with a pressure-sensitive adhesive that is protected with a suitable release liner. The barcode and text to be imprinted on the label are specified by the Lucent Technologies BR document provided toCIC for use by all Lucent Technologies factories (BR 795 layer, 301-001 to 301-010). The label has the bar codeequivalent of 11 characters imprinted on its face, 2 dashes and a check digit follow the 6 digits of the ECI codeand a Start/Stop (S/S) character precedes and follows the 9 characters.

The List 2 label (Figure 1) is similar to List 1 label except it is die cut in half, horizontally.

The List 3 label is a white, blank label, identical in overall dimensions to List 1 and has a top surface which issuitable for writing on with either a pencil or ball point pen.

The List 4 label (Figure 3) includes all Code 11 print area information (Figure 1) with up to 3 lines of text, alocating dot on a white background and has a top surface which is suitable for writing on with either a pencil orball point pen.

The List 5 label (Figure 4) includes all Code 11 print area information (Figure 1) with up to 5 lines of text on awhite background and has a surface which is suitable for writing on with either a pencil or ball point pen.

The List 6 label (Figure 1) is a sheet of List 1 labels designated Sheet 1 and an associated sheet of tabsdesignated Sheet 2 (Figure 5). The 7 tab characters are specified on the purchase order.

The List 7 is a sheet of blank tabs, identical in overall size to the List 6 tabs.

The List 8 label (Figure 3) is a sheet of List 4 labels designated Sheet 1 and an associated sheet of tabsdesignated Sheet 2 (Figure 5). The 7 tab characters are specified on the purchase order.

The List 9 label (Figure 4) is a sheet of List 5 labels designated Sheet 1 and an associated sheet of tabsdesignated Sheet 2 (Figure 5). The 7 tab characters are specified on the purchase order.

The List 10 label is a blank, white label identical in overall dimensions to the List 4 label and has a top surfacewhich is suitable for writing on with either a pencil or ball point pen.

These labels are intended only for indoor use. If they are not subjected to direct sunlight, high humidity, and /or high temperatures, hey should have a useful life of 20 years after application.

The shelf-life (before application) of these labels is approximately 3 years if they are stored unopened, in theiroriginal plastic wrapping, free from exposure to direct light, in a clean area which has an ambient temperatureof 16 to 30 degrees C (60 to 100 degrees F), maximum 50 percent relative humidity.

Note 1:Extended storage at temperature above 80 degrees F is not advisable.Note 2:All labels are available in either sheet (see 5.2) or roll form (see 5.3) unless specified otherwise. Labeland tab combinations are available in sheet form only.

3. REQUIREMENTSThe labels and tabs shall be capable of meeting each of the requirements listed below when tested in accordancewith the related paragraph of Section 4, Methods of Test.

Observed or calculated values obtained from analysis, measurement, or test shall be rounded off in accordancewith the Rounding-Off Method per ASTM E 29 to the nearest unit in the last right-hand place of figures used inexpressing the specified limit.

Where reference is made to an ASTM Designation in this specification, the issue listed in the latest publishedASTM index to Standards shall apply unless otherwise specified.

3.1 QualificationIn order to qualify, a prospective supplier must submit sample labels and tabs in accordance with all therequirements of this specification. The sample bar code labels shall register a valid scan and have a minimumaverage initial adhesive strength of 25 ounces per inch (279 grams per centimeter) of width along with aminimum average adhesive strength of 40 ounces per inch (446 grams per centimeter) of width and bar codesymbol stability when conditioned and tested in accordance with paragraph 4.1. The tabs shall have the sameaverage adhesive strength, however, if the tab tears above 30 ounces per inch ( 335 grams per centimeter), afterit has been conditioned, it shall be considered as qualifying under this specification. Lucent TechnologiesGlobal Manufacturing & Engineering Supply Line Management Center will evaluate the labels with respect tothese requirements and will retain the responsibility to repeat the evaluation as deemed necessary. Small pilotruns and experimental product will not be considered as complying. Suppliers will be required to certify thatproduct furnished on a contract or purchase order is identical in basic material to that supplied for qualification.

Proposed changes in roll or sheet layout to increase quantity of labels per sheet or roll, to improve printingquality, or to reduce costs, shall be reviewed by design engineering. Samples representative of such proposalsshall be submitted to the Lucent Technologies Global Manufacturing & Engineering Supply Line ManagementCenter for initial approval.

3.2 GeneralEach label sample shall conform to the bar code symbol and alphanumeric character layout and theirdimensions as shown in the appropriate figure for each list number. The tab page layout shall conform to Figure5. They shall not show delamination, blistered areas, or chipped edges. The face of the labels and tabs mayhave a smooth light matte finish. The Lucent Technologies logotype, the bar code symbol(s) and allalphanumeric characters printed on each label shall be black. List 75 labels shall have their background colormatch 1 of 3 colors of the Pantone Color Matching System, as specified in 3.12. The label color for those listnumbers requiring Central Office White shall be Central Office White (-134), OS-11150 per X-18719.Observational Standard OS-11150 is a color chip of Central Office White with a smooth baked finish (827). Eachqualified vendor shall submit 5 color samples to Lucent Technologies, Global Bar Code Technology Group forinitial approval. All labels and tabs shall be easily separable from the release liner without damage. Bar codelabels shall be scannable for the specified symbology, smudge resistant, reasonably free from scratches, marks,dots or misplaced color and shall be reasonably flat. All labels shall have outside corner radii of 0.06 inch unlessotherwise specified.

3.3 Nature Of AdhesiveThe adhesive shall be pressure sensitive and permanent; it shall be applied in a uniform layer and be free frombubbles and foreign matter.

3.5 Printed Bar CodeThe printed bar code symbologies covered by this specification shall be Code 11 (Appendix A), Code 39(Appendix B) or a condensed version of Code 39.

(b) The Code 39 symbology is a self-checking, discrete bi-directional bar code. The bar code structure,(Appendix B) includes the alphanumerics: 0-9, A-Z, Start/Stop (S/S), $,/,+ and %. The narrow bar or spacewidth is 0.0075 inch (0.18 mm). The wide bar or space width is 0.0168 inch (0.429 mm). Theintercharacter gap is 0.011 inch (0.28 mm). The bar code shall have an overall print quality grade of C(1.5/05/900 nm) or better in accordance with paragraph 3.9. Each printed bar shall have a uniform diffusedensity and be free of edge errors. An edge error is either a void or a smear.

(c) A condensed version of the Code 39 symbology is available on the Lists 59 and 60 labels. The narrow barwidth is 0.0065 inch (0.165 mm). The narrow space width is 0.008 inch (0.203 mm). The wide bar orspace width is 0.0162 inch (0.411 mm). The intercharacter gap is 0.008 inch (0.203 mm) and the QuietZones are 0.10 inch (2.540 mm). The bar code shall have an overall print quality grade of C (1.5/05/900nm) or better, in accordance with paragraph 3.9. Each printed bar shall have a uniform diffuse densityand be free of edge errors.

Helvetica is the preferred alphanumeric character font while the other 2 fonts are approved equivalents.

When trademark identification characters are included on the label, the "Lucent Technologies Product Medium"font shall be used.

When the Lucent Technologies corporate logotype is required on a particular List number - see both theappropriate Figure for that List number and Requirement Section 3.11.

The alphanumeric characters on all labels and tabs shall be legibly printed and centrally located across thelabel/tab width unless otherwise specified below.

(a) The CLEI characters printed either below a horizontally scanned bar code or adjacent to a verticallyscanned bar code shall be OCR-B in accordance with American National Standard X3.49-1975 except themaximum character height shall be 0.080 inch (2.0 mm) and an inverted Q shall be used instead of theletter O.

(b) When a label contains any nomenclature such as: ALM, CC1, FAIL or FAULT, etc. those characters shallbe 8 point Helvetica Light Condensed.

(c) Tab characters for Lists 6, 8 and 9 shall be OCR-A in accordance with American National StandardX3.17-1981 computer printed using a half dot double density dot matrix with a density of 11 to 13characters per inch. Bar codesymbols shall have a minimum overall print quality grade of C (1.5/05/900 nm) as defined by American NationalStandard, ANSI X3.182. The "Modulation" profile reflectance parameter shall have a minimum print qualitygrade of D (> 40%). All other profile reflectance parameters shall have a minimum print quality grade of C. ForCode 11 symbology, individual print quality requirements for the following parameters shall be met:

3.8 Effect of MoistureThe bar code symbol(s) on each label shall be scannable. All labels and tabs shall demonstrate an adhesionstrength of 40 ounces per inch (0.05 kilograms per millimeter) of width after exposure to relative humidity of 95percent at 50°C (120°F) for 96 hours. The labels shall also show no evidence of smudging, self-lifting,delaminating or discoloring after conditioning. If the tab tears above 30 ounces, it shall be judged as fulfillingthe requirement.

3.9 Corporate LogotypeWhen labels contain the corporate logotype, it shall be black in color and use only an approved proof of thecorporate logotype (approved by Lucent Technologies, BL Architect Division), never set the letters "Lucent" in ageneric typeface. Official brandmark artwork from Product Marking Repro 1 (PMR1), configuration 5, (availablefrom tel. 1-800-458-1761).

3.10 Color IdentificationThe List 75 label shall have one of the following colors as background for the text characters: Pantone ProcessYellow - C, Pantone Red - 185C or Pantone Blue - 290C

4. METHODS OF TEST

4.1 Qualification TestsThe label manufacturer shall provide either at least 5 sheets of labels or a total of 100 consecutive labels on aroll for the evaluation. Randomly selected labels will be tested in accordance with the following instructions.

Bar Code Symbol Testing

(a) The qualification tests for those labels using Bar Code Symbology Code 11, shall consist of the following.Scan at least 12 test labels as described in 4.7 using an approved bar code verifier that uses ANSI X3.182methodology and is capable of decoding Code 11 bar code symbology.

When using a verifier that uses ANSI X3.182 methodology, a label is judged to be scannable if the verifierreadout indicates a minimum overall print quality grade of C (1.5/05/900 nm) after 10 successful scans. The modulation profile reflectance parameter shall have a minimum print quality grade of D (> 40%). Allother profile reflectance parameters shall have a minimum print quality grade of C.

(b) The qualification tests for those labels using Bar Code Symbology Code 39, shall consist of the following: Scan at least 12 test labels with either Photographic Sciences Corp. (PSC) model QC500B, a PSC model650 or a RJS Inc., model Inspector IV, bar code symbol verifier. A label is judged to be scannable if theverifier readout indicates a minimum overall print quality grade of C (1.5/05/900 nm) after 10 successfulscans. The "Modulation" profile reflectance parameter shall have a minimum print quality grade of D (>40%). All other profile reflectance parameters shall have a minimum print quality grade of C.

(c) The qualification tests for those labels using the Lucent Technologies condensed version of Bar CodeSymbology Code 39 is scanning at least 12 test labels with a verifier that uses the ANSI X3.182methodology. A label is judged to be scannable if the verifier readout indicates a minimum overall printquality grade of C (1.5/05/900 nm). The modulation profile reflectance parameter shall have a minimumprint quality grade of D (> 40%). All other profile reflectance parameters shall have a minimum printquality grade of C.

Adhesive Measurement Methodology:Qualification testing includes an initial adhesive strength test, as well as, a adhesive strength test onenvironmentally conditioned labels.

Initial Adhesion Strength:Apply 3 test labels to one or more stainless steel panels in accordance with ASTM D 1000. In 2 hours + 10minutes, the adhesive strength shall be measured using a crosshead tensile tester making a 90-degreepeel at a rate of 2 inches (51 mm) per minute using wire or cord length of approximately 30 inches (762mm) between the upper crosshead clamp of the tensile tester and the clamp which grips the label undertest.

Adhesion Strength and Symbol Stability After Conditioning:Apply a total of 12 test labels to a group of 4 or more stainless steel panels in accordance with ASTM D1000. Place one-half (1/2) of the panels in a circulating air oven at 82 +3°C (180 +5°F) and the otherpanels in a chamber at 32 + 3°C (90 + 5°F) and 95 + 2 percent relative humidity. At the conclusion of 30days at the 2 exposure conditions, the labels shall show no evidence of self-lifting, delaminating, smudgingor discoloring. After this visual examination of the label samples, verify all bar code symbols inaccordance with 4.1(a), (b) or (c). Determine the adhesion strength by measuring the adhesive strength of3 test labels from each of the 2 exposure conditions group and averaging the results for an overall value.

4.2 GeneralThe minimum quantity of sample labels shall be either 5 sheets or 100 consecutive labels on a roll. Observevisually for defects to the labels such as improper die cutting, print smear, smudging, delamination then scanthe bar code symbols with a bar code scanner. Compare the scanner display for the SN and CC bar code symbolsto the alphanumeric characters that are printed adjacent to them, scanner display and printed alphanumericsmust match.

Compare the scanner display for the bar code to the numeric equivalent ECI number listed for thealphanumeric code (CLEI) printed beneath the bar code on the scanned label. The relationship between ECInumber and CLEI may also be checked after the label has been applied to the product. However, it is notrecommended that the verifier/analyzer be used for merely decoding the bar coded ECI datamessage. A commercially available scanner should be used for this purpose. All labels having CentralOffice White OS-11150, should be visually evaluated for color conformity using the Munsell Color Tolerance Setfor Finish No. 827, OS-11150. Test in accordance with X-18719, except that the color match shall be done withthe label sample affixed to a central office White OS-11150 surface. For labels with a portion of the backgroundcolor described by this specification as matching the "Pantone Color Matching System", that label portion mustbe visually compared with the appropriate color sample in the current "Pantone Color Formula Guide" andaccepted or rejected based on visual detection.

4.3 Nature of AdhesiveThe supplier shall certify that the adhesive is permanent, pressure sensitive, and is free from bubbles andforeign matter.

4.4 Adhesion StrengthObtain a rubber-covered steel roller and prepare at least 2 stainless steel panels per ASTM D 1000, Method A.

(a) Initial Adhesion Strength: Remove at least three labels or tabs from the release liner, apply them to 1or more stainless steel panels, and roll per ASTM D 1000 taking care to leave approximately 0.125 inch (3mm) of release liner on each label for clamping purposes. In 2 hours (+10 minutes, measure the adhesionstrength to conform to the requirements of 3.4 using a crosshead tensile tester making a 90-degree peel(Figure 40) at a rate of 2 inch (50 mm) per minute using a wire length of approximately 30 in (762 mm). Calculate the average value of adhesion.

(b) Adhesion Strength After Heating: Remove at least three labels or tabs from the release liner, applythem to 1 or more stainless steel panels, and roll per ASTM D 1000. Place the panel in an ovenmaintained at 100 degrees C. At the end of 168 hours, remove the panel and allow it to cool to roomtemperature. In 1 to 3 hours, measure the adhesion strength as to conform with the requirements of 3.4.

4.5 Dimensions(a) Overall Thickness: Use ASTM D 374, Method C as referenced and modified in ASTM D 1000. Measure

the thickness of the label or tab plus the release liner, the release liner alone, and obtain the label or tabthickness by subtraction.

(b) Adhesive Thickness Only: The supplier shall certify that the supplied labels comply with therequirement of 3.4 (a).

4.6 Printed Bar CodeANSI X3.182 bar code print quality technique: Program or configure the approved verifier for an effectivemeasurement aperture of 0.005 inch (0.127 mm) at a wavelength of 900 nm + 10 nm and proceed to scan theentire bar code symbol. Scan the bar code symbol once to determine the ANSI print quality grade. If either Dor F grade (less than 1.5) is obtained, then use the 10 scan average method as defined in ANSI X3.182 todetermine the final grade.

4.9 Effect of MoistureRemove at least three labels or tabs from the release liner, apply them to a stainless steel panel and roll perASTM D 1000. Allow the panel to stand for 2 hours. Transfer it to a humidity chamber having the specifiedconditions. Remove the panel at the end of the specified time, allow it to cool 1 to 3 hours, and examine thelabels visually. Scan as in paragraph 4.1 and measure adhesion strength using a crosshead tensile testermaking a 90-degree peel (Figure 40) at a rate of 2 inch (50 mm) per minute using a wire length of approximately30 inches (762 mm). Calculate the average value of adhesion.

4.10 Corporate LogotypeVisually examine the corporate logotype from 10 randomly selected labels for: color, font, location andadherence to the dimensional requirements as shown below.

(a) Label widths greater than 0.48 inch: Logotype overall dimensions shall be 0.101 inch high by 0.472 inchwide, with a tolerance of plus or minus 0.005 inch. Measure the “L” to determine height.

(b) Label widths equal to or smaller than 0.48 inch: Logotype overall dimensions shall be 0.064 inch high by0.279 inch wide, with a tolerance of plus or minus 0.005 inch. Measure the “L” to determine height.

(c) Lists 72 & 78 are the only exceptions to the above rules, they shall meet the dimensions of 4.11 (b).

4.11 Color IdentificationFor labels with Pantone color, visually inspect 10 randomly selected labels for adherence to the latest version ofthe Pantone color formula guide.

5. PACKING AND MARKING

5.1 Packing and MarkingThe KS-22002 Label shall be packed and marked in accordance with the latest issue of Lucent TechnologiesPacking Summary PKG-77SZ4604, except as specified below.Neither labels nor tabs shall transfer to the underside of a page if pages are stacked, or to the release linerunderside for roll form labels. Pages shall be packaged between two stiff cardboard liners and permanentlyheat-sealed in transparent plastic sheeting. Each roll shall be packaged between two stiff cardboard discs,which shall be secured to the roll with ties and placed within a reusable plastic bag. Each package shall containeither labels only or labels and tabs with the same ECI number. The packages shall be packed in containersthat will keep them flat and provide protection against damage during domestic shipment, handling, andstorage in reasonably dry, unheated quarters.

On all pages of labels, the matrix between the labels shall be removed, and all pages shall be punched forinsertion into a 3- or 4-hole loose-leaf binder. The dimensions for the spacing of punched holes in theabove-referenced Figures shall be considered as guidelines for use within the limits of functionality. The tabpages shall be collated on a one for one basis with the label pages on all List 6, 8, 9, 32 and 35 page sets. Tabsshall be preformatted through the release liner to facilitate separation into two tab pieces, each tab beingdie-cut to the liner.

5.3 Quantity on RollsAll labels except Lists: 6, 7, 8, 9, 10, 32 & 35 shall be available on a strip of release liner wound in roll form on toa core as shown in Figure 60. The rolls shall be available in quantities of 1000, 3000, 5000, 10,000 or 25,000labels per roll. The outside diameter of a roll shall not exceed 11-1/2 inches.

5.4 MarkingEach package of either pages or rolls shall be marked with the date of manufacture. The date shall be shown asa 4 digit number; the first 2 digits shall be the last 2 numbers of the current year, the last 2 the current weekcounting from the beginning of the year.

5.4.1 Page MarkingEach page of either labels or tabs shall be marked as shown in the appropriate Figure, with the followinginformation: KS-22002 L (number); COMCODE NUMBER, with digits 3 through 8 inclusive underlined;specified equipment designation; and CLEI code identification, as appropriate. The dimensions for marginlettering are guidelines to be used within the limits of functionality.

5.4.2 Roll MarkingMarking for each roll of labels shall consist of the label identification information specified in paragraph 5.6 andshall also include the quantity of labels on the roll. In addition, if a separate packaging comcode is assigned toroll form labels, the package comcode shall also be included. This information shall be marked on the inside ofthe core, on the outside of each of the cardboard discs used for packing and at the top of the reusable plastic bag.

The end or side of the shipping container shall be marked with the quantity of labels, whether on PAGES orROLLS, KS-22002 L (number) COMCODE NUMBER, the supplier's name or trademark, lot number, and dateof manufacture. In addition, if a separate packaging comcode is assigned to roll form labels, the packagecomcode shall also be marked on the shipping container.
