QThere are so many estate agents in my area. What should I look for to make the right choice to represent my property?

AProperty is often your greatest asset, so it is understandable you want to ensure you select the right

agent to represent it.At the outset, finding an estate agent often begins online,

where you can perform a simple search to establish who is operating in your local area. Browsing agents’ websites is a useful starting point to establish current stock, giving you a feel for the type of property they are already selling and their presence in your local patch. You can also get an overview of the company as a whole, and see what other services they can offer.

Meeting an agent face-to-face typically occurs when we come to value your property. First impressions count and you should expect an agent to show up well presented and on time. You should be looking for good knowledge of the area and the current market, information on the type of applicants they expect to be interested, and finally their pricing.

The last point is crucial. While it is imperative an agent listens to your price expectations, there is no point in them simply telling you what you want to hear, or worse, promising unrealistic results. The best agents will tell you honestly what they think your property can achieve, and will give a thorough reasoning for their evaluation. This is your opportunity to grill us, so do ask questions and raise any doubts you may have.

Marketing materials and how the agent can promote your property once instructed are also important. It is worth looking through existing brochures to get a feel for the quality and style, and checking local and national publications to establish the agent’s presence in key property outlets.

If you haven’t seen it already, it’s also useful to visit their shop front to see how they are representing themselves and their instructions to the general public.

ATTRACTIONS Nestled in the north side of the Thames,

Fulham has become increasingly affluent and international over the years, and is now considered one of the capital’s elite neighbourhoods. It benefits from wonderful green spaces, yet is just a stone’s throw from Chelsea, Knightsbridge and Kensington.

marketviewWith each Budget Statement, the London property market becomes a little less attractive

for foreign investors, writes property finder Robert Bailey.

First it was a clampdown on non-dom status, then a rise in stamp duty, then a punitive level of stamp duty on properties purchased through companies quickly followed by an annual levy on properties owned through such entities. Now rumours abound that George Osborne is considering introducing capital gains tax (CGT) on property owned by foreign nationals.

As one analyst commented: “It sends a mixed message as to whether London is really open for business.” It is more than that, though. It is cutting off our noses to spite our faces. Those who are not familiar with the intricacies of the London property market might look at wealthy foreign buyers snapping up London homes and conclude that this is not good for the UK economy, that it is driving up prices for ordinary people, and that these foreign buyers are not paying their fair share in tax.

The reality is very different. Firstly, house prices are rising because of a chronic lack of housing. It is estimated that 800,000 new homes need to be built over the next decade to meet demand but that fewer than 250,000 will actually be constructed. Even if the numerous obstacles homebuilders claim stand in their way were removed, only an additional 134,000 new homes will be built. Wealthy buyers snapping up multi-million pound homes in Belgravia are not contributing to this problem. Planning policies, an ageing population and a population boom are.

Secondly, non-doms spend more than £19 billion in the UK each year and contribute and additional £8.3 billion in taxes, mainly in the form of income tax, VAT and stamp duty. In 2008, new rules were introduced to impose a £30,000 to £50,000 annual levy on non-doms, but rather than raising the £650 million it was estimated to bring in, it has had the opposite effect. There are 25 per cent fewer non-doms applying to move to Britain. The non-dom levy raised only £162 million in the first year, but the mass exodus of foreign investors from the UK is estimated to have cost the economy £800 million.

The rise in taxes – whether levies on non-doms, punitive rates of stamp duty or capital gains tax – is not designed to raise revenues. They are envy taxes and they simply do not work. When revenues decline, taxes are introduced elsewhere on the mass population.

There are many other countries including the US and Switzerland who are actively courting high-net-worth individuals, and yet another tax on foreign nationals is likely to make things worse, not fairer, for the average person on the street.

With interest rates still at a record low for the foreseeable future, and

house prices in London rising well above inflation, the numbers of buyers have increased by some 40 per cent compared to this time last year.

While low interest rates are great news for buyers, sellers who have money invested in bricks and mortar are less keen to part with their investments, leading to a severe shortage of good instructions in the capital – down by 15 per cent and further fuelling house price inflation.

The second half of 2013 has witnessed a more confident buyer, buoyed by the Bank of England’s recent assessment of the UK economy forecasting that growth has now ‘taken hold’ and will accelerate further into 2014. Unemployment is falling and the risk of further redundancy rollouts is less likely, further increasing buyer confidence.

In Pimlico we have seen this renewed confidence first-hand with a surge of buyers eager to purchase Pimlico and Westminster freehold houses between £2m and £4m. We have agreed five freehold houses in the last eight weeks with impressive speed: three achieved well over the asking price in sealed bids.

This is reminiscent of the last property boom in 2007. The big difference, however, is that prices are some 25 per cent higher, and apartment prices even higher at 35 per cent.

Westminster has also seen amazing increases over the past three years with price points now well above £2000 per square foot. This area is currently one of the most exciting propositions in London and prices have more than doubled over the past four years.

Land Securities, the largest landowner, has a huge redevelopment programme in the area surrounding Victoria. Everything from modern residential apartment buildings to shopping areas and office buildings is currently under construction, providing the necessary infrastructure to make Westminster one of the success stories of recent times.

Buyers in Westminster tend to be more international, attracted by good transport links, state-of-the-art modern apartments, and beautiful historic surroundings featuring some of the most iconic buildings in London.

Currently for sale in Palace Street, a three-bedroom modern apartment with parking is a fine example of what Westminster has to offer and has views of landmarks such as the Victoria Memorial, Big Ben, St Paul’s Cathedral, St James’s Park and the London Eye. At just over £2000 per square foot, this is considerably cheaper than Mayfair on the other side of St James’s Park.

No controlling the super-rich

Economy means more to British buyers, reports Duncan FarmerIf George Osborne, the Chancellor, goes ahead with a proposal to

introduce capital gains tax on the sale of homes owned by foreigners in his Autumn Statement on December 4, the move, which was leaked at the beginning of November, will gain headlines and universal approval.

The average Briton will see it as an attempt to dampen the housing market in London and South-East and give struggling domestic buyers the chance to afford a home of their own. It will be seen as a way to top up the Treasury’s coffers with foreign cash rather than adding to the home-grown tax burden. Sadly, it is unlikely to achieve either of these goals.

First, the cost of buying and owning a home in London would have to rise dramatically to deter the majority of overseas buyers flocking to London. Even in the prime areas of central London the cost of ownership – purchase price, stamp duty and other fees – is far lower than in other major cities, such as New York, Hong Kong and Singapore. Exchange rates for most foreigners turning their home currency into sterling are an added

attraction, and for many London house prices are still low.

Second, the plan is unlikely to raise much money. Foreign investors are in it for the long term – they buy and hold, rather than buying and quickly cashing in on the buoyant London market. For most, the properties are seen as a safe long-term haven for their cash and produce a useful extra income in the form of rent. Few are likely to have to pay any of the new tax for five years and most will pay none for at least a decade.

However, the move makes sense, not least because capital gains tax is levied on foreigners in the rest of Europe.

What is likely to help struggling buyers far more would be the continued easing of restrictions on borrowing and moves to encourage banks to lend more to housebuyers, and far more to businesses wanting to invest. News that the UK economy is growing at a far faster rate than most of the western world is likely to be of far greater benefit – in terms of income, job security and optimism – to the average domestic house-hunter than any attempt to control the activities of super-rich foreigners.

Festive offersAs Christmas approaches, most people put off their plans to move until spring, but for those that can be bothered to juggle the demands of the festive season with moving house, it may be worth persevering.

According to Mark Harris of SPF Private Clients, some lenders are keen to attract borrowers as New Year’s Eve approaches. “A number of lenders have reduced their mortgage pricing to attract borrowers and meet year-end targets,” he says.

“We expect this to continue, with some cracking deals available to buyers and those remortgaging over the next couple of months. This may encourage buyers to get onto the property ladder or borrow more ambitiously but it’s important not to overstretch yourself.”

in the availability of loans for those borrowing more than 75 per cent loan-to-value (LTV), but not much change in the

90 per cent-plus bracket. There is a real need for 95 per cent mortgages for those who can afford the mortgage payments but only have a modest deposit.

As higher LTV mortgages begin to creep onto the market on the back of the mortgage guarantee element of Help to Buy (starting with state-owned RBS and Halifax), we expect to see these LTV figures change over the course of the next six months, and mortgages rates to fall, as more lenders enter the fray in early 2014.

Payday loans riskThey may be a quick fix when you’re in a sticky situation, but taking out a payday loan could wreck your chances of getting on the housing ladder.

The rising number of mortgage applications, fuelled by Government-backed schemes like Help to Buy, is leading to an increase in people being turned down by lenders because they have previously taken out a payday loan.

Although taking out and paying off a payday loan on time will not affect your credit score, High Street lenders can still detect where one has been taken and take a dim view of the short-term, high-interest loans. They could reject you even if you have a perfect record of paying off your debts.

Simon Collins, of brokers John Charcol, said that for all the recent moves at a national level to curb the costly practices of the payday lending industry, little is publicised about the impact it can have on mortgage borrowing.

Mr Collins adds: “As far as most lenders are concerned, if you’ve taken a payday loan, then this is irrefutable proof that you are living beyond your means, end of discussion. A recent payday loan is a massive negative in the eyes of mortgage underwriters, but one that no one warns borrowers about.”

Pick-up is in the pipelineMortgage approvals for house purchases rose to almost 67,000 in September from just under 64,000 in August – the highest level since February 2008, though below a pre-crisis average of around 90,000 and in line with economists’ forecasts.

“A further pick-up in housing market activity is in the pipeline. But we think it unlikely that this will change the Bank of England’s view that this is anything other than a gradual recovery in house prices, at least for now,” said Jens Larsen, chief UK economist at Royal Bank of Canada.

Activity in Britain’s housing market – where prices sank by a fifth in cash terms after the financial crisis – has been steadily building over the past year, bolstered by an improving economic outlook and Government schemes to free up lending.

Typical mortgage rates for new borrowers are now at their lowest since comparable records began in 2004 at 3.08 per cent, pushed down by the Government’s Funding for Lending Scheme and a less risky economic outlook, despite a rise in government borrowing costs in recent months.

Lenders to adviseIn five months’ time, mortgage lenders will have to comply with new rules introduced after the Government’s Mortgage Market Review, and while they have been busy changing their systems there has been little impact on borrowers or the market.

That is about to change as the April deadline approaches. The biggest change for borrowers is that lenders will have to offer customers advice, rather than a potential borrower simply walking in and saying: “I want that mortgage”.

Borrowers do not have to take the advice, but they must have been offered it and there may well be a charge for it. Indeed, many brokers will soon operate on an ‘advice-only’ basis, rather than an ‘execution-only’ service, in which the customer knows what he wants and the broker gets it. The likely outcome is the initial process of applying could get slightly longer, but the opportunities for mis-selling should reduce.

New horizons at Royal WharfSingapore-listed property developer Oxley Holdings has exchanged contracts to buy Royal Wharf, one of London’s most important development opportunities, from Ballymore Group.

Oxley intends to develop the 40-acre Royal Docks site into around 3400 residential units and a variety of commercial, retail, leisure and educational facilities to create an entirely new district for London.

Oxley chief executive Ching Chiat Kwong says: “Royal Wharf is an outstanding opportunity and offers a blank canvas to create something very special for London. It has over 500 metres of river frontage with a Crossrail station 1km away. Oxley will create a vibrant district and the opportunity cannot be missed by Londoners.”

London Mayor Boris Johnson said: “My team and I met with Oxley Holdings on our trade mission to China last month and I am thrilled at this demonstration of their confidence in our great city.”

The school library at Hampden Gurney Primary has been fully catalogued and restocked with more than 3000 new books with support from Knight Frank Marylebone and Hyde Park offices.

After an approach from the Marylebone school in February, the two offices gave a joint donation of £4000 and the partnership another £1000. “Not only did a lot of the books need replacing as they were outdated or generally worn, but a great deal more variety was needed, especially for the younger children,” said Louise Randall (below right) of Marylebone office.

Louise and Hyde Park office’s Fiona Sexton returned to the school recently to see how the money had been spent. “It is clear to see what a difference our donation has made, and it’s great to see the children taking full advantage of the new books,” said Fiona (above right).

Hyde Park also made a book scheme donation to Hallfield Primary School last year. “It’s great way to put something back into the local community and both offices hope to continue to support the schools in the future.

Ben’s Christmas giftMarsh & Parsons senior sales negotiator Ben Wilson will again be sacrificing his own Christmas celebrations to volunteer at London’s homeless charity, Crisis.

Every year, 10 Crisis centres across the capital open their doors from 22 to 30 December to support the homeless and vulnerably housed. Ben, who will be based at the Hammersmith centre, will ensure visitors receive hot meals, health checks, clean clothes, a haircut and a bed for the night.

“I started volunteering for Crisis because I find it shocking that such an incredibly wealthy and developed capital like London can have thousands of homeless people,” said Ben. “I wanted to show my support during what is for many an incredibly lonely time of year. I really felt I was making a difference to so many people and that’s why it’ll be the fourth year I’ve been involved.”

Marsh & Parsons showed its support to the local homeless community last year by encouraging its 300 employees to donate food and clothes to a charity box in every office. It will do the same this year throughout December in a bid to collect even more for Crisis.

Contentious issue of high-value property

Price growth in prime central London housing markets is expected to exceed 23 per cent over the next five years, assuming there are no further changes to high-value property taxation, according to Savills in its five-year forecasts. However, the prime markets of the commuter zone are expected to match or exceed this

growth as wealth flows out from the capital. “A number of risks to the prime London markets,

most particularly around Eurozone default, have receded over the past two years,” says Lucian Cook (pictured), Savills head of UK residential research. “But because the taxation of high-value property is likely to be a contentious policy issue in the run-up to the 2015 general election, a lull in price growth in the period prior to polling day is expected.”

As a result, Savills forecasts that prime central London prices will rise by 3 per cent in 2014 before falling by 1.0 per cent in 2015. By contrast, the predominantly prime domestic markets, most notably south-west London, are showing the strongest price growth. This is expected to continue into 2014, with 6 per cent growth anticipated.

“Across the prime London markets, the city’s ongoing attraction as a place to live and do business will underpin demand over the longer term. However, because Labour and Liberal Democrats continue to push proposals for a mansion tax on political rather than economic grounds, the outcome of the election could determine whether there is a post-election bounce in values or a modest fall and slower return to previous levels of price growth,” says Cook.

“The changed tax environment has already contributed to relatively modest price growth in the prime central London market in the past 18 months, during which time prices have risen by 6.5 per cent at an average quarterly rate of growth of 1.1 per cent.

An increase in stamp duty and the introduction of annual charges for properties held in corporate structures appeared to have gone some way to addressing political concerns, having significantly boosted the already high tax take from high-value residential property. Further proposals to treat international investors in the same way as domestic investors for capital gains tax would go further towards creating a level playing field.

Agency goes back to its rootsWinkworth has extended its network with the opening of a new office in Marylebone and Mayfair – birthplace of the company in 1835 – and now has more than 60 offices in the capital.

The new office will be owned and operated by co-directors Charles Peerless and Jason Burrows. An existing director at West End office, Charles has 20 years of experience with Winkworth. Jason has more than a decade of property experience in the area.

Winkworth reports that rising demand for property in the area has led to a recent drive in development, making use of limited available space with key buildings such as the Chinese and Brazilian embassies converted into residential homes. The arrival of Crossrail will further improve transport links.

Charles Peerless said: “With years of experience operating in prime central London from the West End office, I felt that expanding into Marylebone and Mayfair would enhance the service we could offer our existing clients and increase our reach for those looking in this specific area.”

Marylebone’s Devonshire Place, close to Harley Street, is the address where Scottish physician and Sherlock Holmes creator Sir Arthur Conan Doyle once opened his own eye clinic.

Architect’s home is in the running for major awardsWelcome to ‘Britain’s most playful home’ according to the Sunday Times, which featured this new-build architect’s house in Shepherds Bush in its Home section at the end of September.

Architect Matt White, who built the house for his family on a vacant end-of-terrace site in Keith Grove, also presented a video tour for the Sunday Times website. The simple modernist elevation disguises a property that is 30 per cent bigger than its neighbours on a 20 per cent smaller plot.

Environmental credentials are high. Daylight fills every room – including the full-size basement and even the cupboard under the stairs – using a combination of roof lights, electronically-switchable glazing, sun pipes with bespoke ‘trumpet bell’ mouldings, and more than 40 square metres of triple glazing.

Numerous concealed technologies, including nanogel insulation, dramatically reduce energy consumption and running costs.

This original contemporary home has now been nominated for a string of honours, earning Matt a

finalist’s place in the Small Project category of the Architect of the Year Awards 2013. The property has been shortlisted for the Small House and Innovation Award for Building Technology categories in the Sunday Times British Homes Awards, and for Self Build in the Daily Telegraph Homebuilding and Renovating Awards.

The 700 sq ft property includes four bedrooms, two bathrooms, reception and dining room, play or cinema room, and two terraces – one with a climbing wall. It has underfloor heating throughout and whole-house ventilation.

Owner and designer Matt, who began his career with Foster + Partners in Hong Kong, founded MATT Architecture on Leicester Square in 2011.

Christmas party timeAuthor and playwright John Osborne was an ‘angry young man’ who spent many happy years at Christmas Place near Edenbridge, on the Surrey and Kent border.

Osborne (1929-94) made his name with the controversial play Look Back in Anger, which in 1956 shocked audiences and changed the face of British theatre. The following year he wrote The Entertainer for Laurence Olivier, which became one of the actor’s most famous roles.

In 1967 Osborne moved to Christmas Place with his fourth wife, actress Jill Bennett, and over the next 19 years the home hosted what some fortunate guests described as ‘the best garden parties of the 20th century’.

For his birthday in June, Osborne and his fifth wife Helen would throw open the doors of Christmas Place to an eclectic gathering of guests from actors and journalists to neighbours and tradesmen. “Mothers-in-law, kiddies, Australians, Guardian wimmin welcome,” said the invitations.

The current owners bought Christmas Place from the Osbornes in 1986, and have since carried out constant modernisation, refurbishment and extension in keeping with the building’s Edwardian origins. At the end of last year they completed a spectacular orangery that opens out onto a York stone terrace.

Living space divided between the Main House and North Wing includes nine bedrooms and six bathrooms, set in more than 22 acres with a four-acre lake and boathouse, woodland, tennis court, stable block, and a swimming pool complex with sauna and hot tub.

Less than 30 miles from London, Christmas Place can trace its origins back to the 14th century and is named after William Christemasse, who owned nearby Haxted Mill and excavated the lake for his own water supply.

MARKET VIEWOur Kensington, Knightsbridge and Hyde Park offices have had the busiest

October and November on record, unusually at the upper end of the market with six houses rented in the £5000 to £10,000 per week bracket, plus three apartments above £6000 per week.

In the case of two of the houses, we had bidding parties which led to rentals achieved 20 per cent above the asking price: one signed for three years and the other for five. Demand for smaller units is also very high and all good quality properties are moving quickly.

There’s a shortage of good housing stock and we’re actively looking for new instructions. The corporate lets market is very active and we’re seeing an influx of professionals moving to London from Europe, the Far East and the USA, mostly from the finance sector.

Special report by Isabel Lacey, head of Lettings for Savills Marylebone Since Savills Marylebone office opened on 5 September this year, we’ve experienced a buoyant lettings market that has remained unexpectedly upbeat in the approach to the festive season.

Marylebone is certainly on the London residential property map, with an increasing number of applicants searching exclusively in the area. Over the past few years Marylebone has become one of the most desirable destinations in London. The beautiful garden squares, wealth of cultural, tourist attractions and world famous medical practices on Harley Street all add to its appeal, along with the growing number of boutiques and restaurants nearby.

The eclectic attraction of Marylebone has brought a diverse mix of clients. Demand has been from both British and overseas applicants, with an equal share of interest in the area. We’ve also agreed tenancies on all kinds of properties, from compact studio apartments to spacious lateral family homes, with something to fit every tenant’s needs.

A key attribute of the area is the distinct village

feel, which is a real rarity in central London. This has helped to create a strong sense of community among local residents and businesses, making the area a popular location for families. Weekly farmers markets, garden parties and the annual summer fair all add to the spirit of the area, and excellent public transport links make getting around London and beyond quick and convenient.

Montagu Square and Bryanston Square, famous for their beautifully manicured residents-only gardens, are always very popular with families, especially as the latter is also home to Wetherby Prep School. Similarly, roads conveniently located close to the high street are also in high demand.

Despite the seasonal dip we’ve been pleasantly surprised with the amount of activity we’re continuing to experience, which has remained relatively consistent from month to month. Savills five-year rental forecasts predict growth in both the London mainstream and prime rental markets, rising by 26 and 20 per cent respectively to the end of 2018, giving us lots to look forward to in the years ahead.
