AFirst impressions, as always, are key. Ultimately, this property may end up being the buyer’s home, so it should

feel as welcoming as possible as soon as they step through the front door.

There is a fine balance between simple, neutral decoration and removing the

property’s personality. Keep its character and, if you’re aiming at the family market, make sure the home reflects this.

There is a multitude of things you can do to improve a property’s appeal and valuation, from smaller low impact tweaks to the more full-on alterations. Buyers, especially families, really do look for en-suite bathrooms and large open plan kitchen, dining and living rooms. The days of the formal dining room seem to be waning and these are now some of the least-used rooms in houses, other than the gyms!

Many buyers want large, lateral space where they can cook, eat and relax in one room, so if you have the opportunity to take out walls and open up this space, it could be very worth doing so.

Natural light is also fairly crucial. Low ceilings and dingy lighting are definitely a turn-off, so if you are planning to dig down and create a basement, make sure to have plenty of natural light and good ceiling height. Badly done basements can be claustrophobic and in some cases, despite the added square footage, can even lower the value of the property. Always keep volume in mind: high ceilings and large windows.

Finally, there are certain mod cons that prime central London buyers expect. Air conditioning or cooling and underfloor heating are always recommended, as well as good lighting systems such as Lutron, and it is all about Sonos in the sound world. Don’t go overboard, but buyers do like a central system. Security can also be important, especially with some international purchasers.

Essentially, regardless of its value or specification, the property should be welcoming. Make sure the layout showcases its best features and that the property is uncluttered, without removing character. Ultimately, it should be a comfortable place to spend time in. if you can’t imagine living there, it’s unlikely potential buyers will.

marketviewOnce again, the Chancellor has been unable to resist the temptation of meddling in the

property market, reports Rupert Collingwood, CEO of The London Search Company.

In an apparent last-minute addition to the budget, spurred on by a remarkably well timed statement less than a week earlier from the Governor of the Bank of England, George Osborne has decided that he needs to reign in the buy-to-let market and ‘level the playing field’ between homeowners and landlords, whilst at the same time preventing Carney’s apocalyptic buy-to-let dystopia.

Apparently mortgage interest relief, the target of Mr Osborne’s tinkering, gives landlords a huge advantage over normal homeowners. This, of course, is a spurious statement as most buy-to-let landlords are also homeowners, and are subject to the same taxes as everyone else on their own homes.

However, unlike homeowners, landlords cannot claim capital gains tax relief on their rental properties. It is estimated that income tax from rental income contributes in the region of £1.8bn a year to the exchequer but this does not include contributions in stamp duty, capital gains tax, VAT and other taxes generated via the everyday running of a property portfolio.

Many buy-to-let landlords run their portfolios as a business or as part of their pension (especially since the pension reforms). Given this, it seems somewhat prejudicial to raise a tax against income that in the normal course of a business would not attract any tax. Indeed, this point has already been picked up by various mortgage brokers, who are suggesting that Mr Osborne’s meddling will simply encourage more landlords to run their portfolios via a corporate structure.

Of course, the law of unintended consequences could well come into force as a result of hitting the buy-to-let market, as many new-build developments in and around the UK rely upon buy-to-let landlords as a significant market for their stock, and which ultimately can make their projects viable. In London, in particular, rarely does a new build hit the market without the agent marketing its yield in order to attract such buyers.

Sadly this Conservative chancellor has tinkered and toyed with the property market in nearly every major budget or statement since 2010, and the consequences of his meddling have been felt most strongly this year in the market slowdown attributed by most to the new stamp duty levels.

Let us hope that this recent addition does not contribute to future problems of housing supply, rent inflation, and lower tax receipts for the exchequer.

Marylebone on the riseIn the not so distant past, Marylebone was seen as the less desirable relative of its coveted prime central neighbours Mayfair, Knightsbridge, Belgravia and Chelsea, with rental values on average 40 per cent cheaper.

Now Pastor Real Estate reports that Marylebone is enjoying a strong revival as increased demand and a number of new luxury developments and boutique restaurants have seen rental values achieve 14 months of consistent growth.

Rental values in Marylebone have increased by 11 per cent in 12 months, reports Pastor, while achieving gross yields of 3 per cent. Of the nearly 90 schemes currently in the development pipeline in prime central London, 48 per cent are set to complete in Marylebone.

According to Zoopla, the current average asking price for property in Marylebone is £2,274,270, with around 550 properties for sale. Average monthly rental price is £3981, with nearly 3000 properties available.

Susan Cohen, Pastor’s head of Sales and Lettings, said: “Marylebone has had a renaissance of late, as chic luxury

restaurants such as Chiltern Firehouse have seen global celebrities and dignitaries frequent the area, which in turn has attracted a host of people that want to live amidst the hub of activity.

“Where Chiltern Firehouse has certainly played its part in the increase in rental values in Marylebone, the rise is also down to the number of high-end schemes in the pipeline, such as The Chilterns, that will inevitably attract a number of high-profile buyers.”

Chiltern Street, a few hundred yards from Baker Street station, is now challenging Mayfair’s Mount Street as one of London’s most fashionable thoroughfares.

As is the growing trend in Mayfair, Knightsbridge and Belgravia new-build properties in Marylebone are increasing in size. Recently revealed in the latest Pastor development report, schemes at the application stage in these boroughs contain at least one two-bedroom unit, with 71 per cent of schemes featuring at least one three-bedroom unit.

It’s summer and thoughts turn to holidays or even better a second home by the sea,

Jenny Knight asks about possibilities.

Already hundreds of thousands of Britons own a second home in the country, on the coast or abroad. Cornwall is the most popular place for holiday homes, which are used on average for more than 30 days a year.

Now this number is set to rise after the over-55s were given the freedom to access their pension pots to spend how they choose rather than being forced to take out an annuity.

Their big decision is whether to leave the money alone, invest it themselves maybe on a buy-to-let property, or whether to combine investment and pleasure by buying a holiday home.

According to Justin Marking of Savills, Truro has become popular with second home buyers who are snapping up bargains after values fell dramatically post Lehman Brothers collapse. Other West Country areas where prices are still below their peak are Exeter, Dartmoor and Salcombe. The return of City bonuses last year is also driving the aspiration to own a holiday home.

Liam Bailey, head of residential research at Knight Frank, says: “The second home market was one of the most resilient sectors of the housing market in the recent recession. And the recovery has coincided with a trend for taking holidays in the UK.“

Holidaying in the UK is thought of as the green option compared with long-haul destination. So now staycations are the fashionable and easy way to enjoy a break, holiday lets have become a year-round investment.

Charlie Bubear, head of Savills in Chelsea, says: “The essential factor for most country weekend buyers is accessibility to London, to minimise the Friday night dash out and the Sunday evening slog back. The general consensus is for areas within a two-hour radius of London by road or train, and both Gloucestershire and Hampshire tend to be popular options.”

Toby Turnage of Knight Frank adds: “With forecast increases over the next five years in the London house market, it will be interesting to see if a trend develops in the second home market. With costs so high to move in London we could start to see some buyers staying put rather than trading up and looking to invest that money elsewhere. A second home in the country or coast gives them the space they need for weekends and school holidays, although that extra space can still end up costing a lot.”

The inevitable summer holiday slowdown is already creeping into the

prime central London property market. In fact, I would argue that it started a couple of weeks ahead of schedule.

While there may be a slight boost in activity following the end of Ramadan on 17 July, this also coincides with the start of the UK school holidays, so I would be surprised if there is much of an impact.

The period from mid-July to early September is traditionally one of the quietest times of the year for estate agents – along with Christmas. The majority of buyers put their search on hold, turn their attentions to the beach and wait in hope for an influx of new property in September.

As a buying agent, it is in these quieter markets that I have been able to acquire some excellent property on behalf of my clients. The ‘slowdown’ often brings with it the chance to negotiate harder as levels of competition are reduced and vendor

expectations become more realistic. It is also a time when many estate

agents are conducting market appraisals for prospective sellers looking to list their properties in September. This in itself presents another opportunity: the chance to conduct a ‘one-off’ viewing and potentially secure a property before it comes onto the open market.

From July to September last year, The Buying Solution acquired nine properties, four of which were off-market and on the other five we were able to negotiate total savings of £3.81m off the guide prices for our clients.

As we approach the end of July we have already agreed five properties, with a number of other offers pending, so we are hoping for another fruitful summer, both for us and more importantly for our clients.

Interest onlyLenders aim to tempt mature borrowers and City workers, reports Duncan FarmerInterest-only mortgages are back in fashion, as lenders compete with each

other, just over a year since the loan market was tightened up. There are also far more loans – almost 200, compared with a little over 50 in 2012 – available to borrowers with just a five per cent deposit.

The cost of them is coming down, too, and figures from Moneyfacts suggest that the average rate on a 95 per cent mortgage is down to 4.59 per cent from 5.79 per cent three years ago. Brian Murphy of the Mortgage Advice Bureau says people are now taking out bigger loans than at any time since the recession seven years ago.

However, the criteria lenders use to assess such applications remains tight.

Problems with interest-only loans were highlighted a few years ago when analysts said they were a time bomb, because many borrowers had no means to pay them off. Officially, applicants are supposed to have another investment vehicle – in the past it was an endowment policy – in place to ensure that the capital was repaid at the end of the term.

Now, however, it seems that lenders are happy for their clients simply to use growth in the value of their home to cover

the outstanding debt. With house prices continuing to rise – London house prices are up almost six per cent in the past year according to Rightmove – their policy is understandable.

The attraction of interest-only loans is that the monthly cost is lower than for a traditional repayment mortgage.

There are two types of borrower that lenders are keen to focus on. First are existing older borrowers, who are struggling to find other loans. Santander says it is to launch interest-only 25-year loans to mature borrowers, with the implication being that when they die their house will be sold to cover the capital debt.

The second group are City workers who can use their annual bonus to repay chunks of capital. This year’s bonus pot for the City’s brokers, bankers and lawyers is set to exceed £10 billion, with many senior staff and directors taking home an extra £1 million-plus.

“Over the next couple of years, we will see some relaxation of interest-only mortgages,” said Ray Boulger, of John Charcol, the mortgage broker.

The only danger is if house prices fall and borrowers are unable to sell at a price high enough to cover the sum owed. Or, of course, if healthy homeowners enjoy a very long life.

Hardly a week goes by without another rock-bottom mortgage rate being launched as lenders aggressively compete for business. Subsequently, I am often asked how borrowers can ensure they qualify for the cheapest products.

Rates are usually available for a number of weeks and are withdrawn when volumes are high and service is suffering, or when the lender has run out of that particular tranche of money. If the rate is particularly attractive, this could happen sooner rather than later, so if you are keen to snaffle one of the cheapest rates, you must be prepared to move quickly.

If you are applying via a broker, there will be no waiting times. However, if you apply direct to the lender you may have to wait weeks to get an appointment to see a branch adviser, depending on how competitive that lender’s rates are at that time. A vendor or estate agent may not be understanding of such a delay.

Getting the appointment is no guarantee of success either: your application may still be declined and then you could have wasted weeks unnecessarily while you start the process again with another lender.

The very best rates are at the lower loan-to-value bands (sub 60 per cent or sub 75 per cent) so you need to have equity in your home or a large deposit if it is a purchase. As well as a large deposit you will need a perfect, or very good, credit file and easily demonstrable, regular income. But even if you can’t get the cheapest rate, there are plenty of excellent rates available to those with a smaller deposit and more complex income streams.

Buyers fear stamp duty is too highThe general election is now a distant memory, as is Ed Miliband’s plan for a mansion tax on homes worth more than £2 million. However, prospective buyers of homes worth more than £1.1 million are now putting off their move over fears that the stamp duty bill is too high.

Knight Frank says it has seen buyers registering in their lowest number for years, possibly put off by the stamp duty imposition, which was brought in by George Osborne in his autumn statement last year.

Under the new scheme, most homebuyers will pay far less of the tax but at £938,000 the figure is marginally higher than under the old regime and continues upwards from there. The full impact of the change will not be seen in full until annual sales figures emerge later in the year.

Mortgage loyalty rateNationwide has cut selected five-year fixed rate mortgage deals by up to 0.15 percentage points for existing Nationwide mortgage customers. The move is almost certainly to stop them switching to another lender

The reductions are part of the Nationwide Loyalty Rate Mortgages initiative, which compares the society’s mortgage rates for existing customers to those of its top six high street competitors.

The Loyalty Rate Mortgages changes include a two-year fixed loan for borrowers with an 85 per cent deposit cut by 0.15 points to 3.24 per cent. The arrangement fee has also been abolished. The five-year loan with a 10 per cent deposit has been cut to 3.84 per cent and again there is no fee.

The five-year fixed-rate deal with a 15 per cent deposit, a fee of £999 and an interest rate of 3.24 per cent has, however, been withdrawn.

Fast pace for creditThe number of mortgages approved in May – the latest figures available – fell slightly against analysts’ expectations, according to the Bank of England, although statistics also show that amount of money borrowed rose slightly compared with the previous month.

It had been expected that uncertainty surrounding the general election would make some buyers put off a decision, particularly as polls had suggested a hung parliament. However, housebuilder Barratt says its sales were unaffected in May.

While mortgage approvals were sluggish, elsewhere consumer credit – credit cards, overdrafts and bank loans – rose at their fastest pace in a decade.

The initial expectation from many market observers was that the arrival of single party majority government would stimulate activity. Early evidence is not yet confirming this prognosis. The number of new potential buyers registering with Knight Frank in May was at its lowest monthly level in 2015.

Meanwhile, the number of inspections of potential new properties for sale, a lead indicator of supply, was at its highest level in May. While this pattern follows a broad seasonal trend, the absence of any marked reaction to the general election in the three final weeks of May underlines the presence of an ‘expectation gap’ between buyers and sellers in prime central London in relation to pricing.

Despite the uncertain political backdrop, prime central London prices grew by an exceptional 42 per cent in the five years to June 2015. Annual growth in June slowed to 2 per cent from 8.1 per cent a year ago, which reflects a more moderate pricing environment and greater sensitivity to asking prices on the part of buyers.

The second consideration is transaction costs following an increase in stamp duty in December for properties worth more than £1.1m and there is anecdotal evidence that the higher rates mean some buyers are currently more circumspect about moving.

These extra costs have historically taken time to be absorbed by the market and reflected in pricing. It will be telling to see what impact higher stamp duty rates have on overall tax revenues when government figures are released in September. Prices grew 0.5 per cent in June from a month earlier and at the current average rate of increase, annual growth will bottom out over the summer before a shallow upwards trend emerges later in the year.

Most expensive streetsThe number of homeowners in Britain whose property is worth £1m or more has exceeded half a million for the first time, according to the 2015 Zoopla Property Rich List. There are now 524,306 of these property millionaires, an increase of 8.3 per cent on last year’s figures.

At the top end of the market are 13 streets – all in London – where the average house price is over £10m. Kensington Palace Gardens in W8 is ranked as the country’s most expensive street, with homes there worth almost £42.6m on average, over 150 times the average national property value.

The Boltons in SW10, where a nine-bedroom detached house sold for £51m in April, takes second place, with average property values of almost £30.3m. Grosvenor Crescent in SW1 is third with an average of £22.75m.

In terms of postcodes, W8 (Kensington) remains top of the heap, boasting average property prices of £2.77m. Neighbouring SW7 (Knightsbridge), the next most expensive area in the capital, has average values of £2.43m, while property values in third-placed SW3 (Chelsea) stand at £2.24m.

Happiest in Parsons Green Parsons Green has come out on top as the happiest place in London, according to a recent study by Clubhouse Studios.

The design firm visited 119 communities across the capital to establish where residents seem happiest, measuring social interactions and behaviour between strangers three times a day for over a year.

Sophie Curtis (pictured), head of lettings at Savills Parsons Green, said the result is not surprising. “Fulham has a wonderful family atmosphere, encouraging residents to be more sociable as their children know each other and play together. The area is always buzzing, morning or night, and it’s an incredibly appealing place to be. It’s lovely to have that noticed.”

Chelsea spy houseA 1960s bar in the Grade II listed Victorian townhouse at 19 Upper Cheyne Row, Chelsea, was built by British spy Greville Wynne and funded by both MI6 and the KGB.

The 2850 sq ft five-bedroom property was the main rendezvous point between Wynne and Oleg Penkovsky, KGB informant and Soviet military intelligence colonel. Penkovsky would only meet Wynne at his family home at Upper Cheyne Row. At one of these meetings, he handed over vital information on the Cuban Missile Crisis, helping to avoid the potential outbreak of World War Three.

Wynne and Penkovsky hatched a

plan to build a private bar in the four-storey home and make themselves a profit. They privately convinced the MI5 and KGB that a bar and its alcoholic temptations would lead the other to spill even more information. Both agencies supplied cash for the project.

Designed by Wynne (pictured right), the bar at the spy house that played a key role in shaping Cold War events remains largely untouched, apart from a slight change in upholstery from white leather to brown. Wynne sold the house in 1974.

Quay film locationHolset House is a Grade II listed, quayside townhouse, on historic Bayards Cove, close to Bayard’s Cove Fort guarding Dartmouth’s inner harbour, which dates from the early 16th century.

The cobbled quayside, as a mooring and anchorage point, was active in the early and mid-17th century and received visitors such as the Pilgrim Fathers in the Mayflower and Speedwell in 1620.

Keeping a promise to buy that ponyAny parent who honours a promise to their child that they can have a pony when they move to the country is entering into quite a commitment, particularly if they do not come from a riding background.

This was the challenge faced by the owners of Lower Vining Barn near Midhurst, West Sussex, when they moved here 12 years ago. Their research was thorough and went well beyond checking whether the size of the two stables was suitable and that there was a tack room, feed store, garaging or hardstanding for a horsebox and adequate grazing.

The stables had to be close to the house so that looking after a pony and then horses was as easy as possible and the paddocks were free draining, yet not too much land to look after should the pony phase not last. They also checked that there were good bridleways and tracks for hacking over without having to cross busy roads. With a livery yard next door and a thriving pony club, there was no shortage of help and advice.

The Sussex barn was converted into a family house with stunning views of the South Downs and Rother Valley. Set in the new South Down National Park, the

barn was once part of the Cowdray Estate.

Special report by Guy Bradshaw,head of Savills Sloane Street LettingsWe’ve just worked through two of our busiest months on record for Belgravia, with little indication of putting our feet up in the near future.

The summer market has truly taken off and properties are being let particularly quickly across the board, from one-bed flats in Grosvenor Waterside, on the market from £525 per week, to a house on Caroline Terrace, on the market at £2800 per week and which let on the first viewing.

We also let a large number of units to a significant corporate entity via our Corporate Services team, proving again how excellent the department is in their speciality.

Despite properties moving quickly, stock levels have remained fairly consistent, with plenty of new properties coming onto the market. We have some beautiful apartments at the moment, such as a stunning three-bed period flat on Cadogan Gardens (above left), on the market at £1750 per week, with period features and plenty of character in a fantastic redbrick mansion block just off Sloane Square.

We also have a beautifully designed apartment in a portered building on Ebury Street (above right),

also on at £1750 per week, with three bedrooms, stunning interiors and private underground parking. Buildings with porters or concierges are particularly popular, especially with tenants who are new to London or need to travel a lot and are attracted to the security this provides.

Increasing numbers of tenants are looking for furnished properties, allowing them to move in quickly and with little hassle. Our Interior Services department have been kept busy working with a number of our landlords to dress their properties when requested by the tenants. The apartment on Ebury Street is one of six in the building that were all marketed as unfurnished, with the option of being dressed, and the first five have let quickly as furnished.

In the light of this, my advice to landlords is always to remain flexible. People have more time to view during the summer, so make the most of it by showing your property in its best light and listen to your viewers’ interests. It can sometimes take a little compromise to secure the best tenants, but it can be very much worth the effort.
