New Directors Join Township StaffLower Providence Township welcomed two new department directors to its staff in April. Michael Mrozinski came on board as Community Development Director and John Primus was hired to head the Public Works Department.

Mrozinski previously served as Planning and Development Director for Warrington Township in Bucks County for four years. Prior to that, he held the position of Zoning Officer/Planning and Zoning Administrator for Warrington. Additionally, he gained knowledge of private sector challenges as a construction company manager. Mrozinski holds a master's degree in Community and Regional Planning from Temple University and earned undergraduate degrees in political science and secondary education/social studies at Penn State University.

Primus brings 36 years of experience in municipal government to the Township. For the past 13 years, he served as Public Works Director for Upper Moreland Township. Previously, he held Public Works positions with Springfield and East Norriton Townships and was a construction representative with municipal engineering consultant, Chambers Associates. Primus also has 40 years of fire service experience, serving with the Wyndmoor Fire Company and Upper Moreland Township Fire Department.

Preparing for Spring Storms

As we finally put the snowy winter behind us

and welcome the warmer temperatures, we

can't completely let our guard down: The

spr ing and summer seasons mean

thunderstorms and the threat of dangerous

lightning and flash flooding. Lightning is

unpredictable and can occur as far as 10 miles

away from any rainfall. According to the

National Oceanic and Atmospheric

Administration (NOAA), the principle

lightning safety guide is the 30-30 rule. The

first "30" represents 30 seconds. If the time

between when you see the flash and hear the

thunder is 30 seconds or less, the lightning is

close enough to hit you. If you haven't already,

seek shelter immediately. The second "30"

stands for 30 minutes. After the last flash of

lightning, wait 30 minutes before leaving your

shelter. More than one half of lightning

deaths occur after a thunderstorm has passed.

Things to avoid during a lightning storm: Tall,

isolated trees, hilltops, or open fields;

anything metal; showering or bathing -

plumbing and bathroom fixtures can conduct

electricity; use corded telephone only for

emergencies; unplug appliances and other

electrical items as power surges from

lightning can cause serious damage.

Be aware that flash flooding is very dangerous

and can move quickly. If there is any

possibility of a flash flood, move immediately

to higher ground. Do not walk through

moving water. Six inches of moving water can

make you fall. If you have to walk in water,

walk where the water is not moving. Use a

stick to check the firmness of the ground in

front of you. Do not drive into flooded

areas. Two feet of rushing water can carry

away most vehicles including SUVs and

pickups. If floodwaters rise around your car,

abandon the car and move to higher ground if

you can do so safely.

Arcola Road Bridge UpdateThere is more good news to report on the Arcola Road Bridge replacement project. The county is proceeding with right-of-way acquisition and construction is tentatively set for late summer or early fall of this year. The new bridge will be slightly downstream from the current bridge location. The bridge is being replaced in a joint effort by the Federal Highway Administration, the state and Montgomery County. The total cost of the replacement is estimated to be $7,750,000. The federal government will pay 80 percent of the cost, the state will pay 15% and the county will pay 5%.

Sen. John Rafferty and Rep. Mike Vereb have been instrumental in expediting the project and secured $125,000 in funding for a traffic analysis system that is adjusting traffic signals to address the increase of traffic crossing the Collegeville Bridge and surrounding intersections. Traffic flow-monitoring cameras have been installed at the intersections of Germantown Avenue and Ridge Pike, the Collegeville Bridge, Main Street and Route 29 North, Main Street and Route 29 South, Main Street and Third Avenue, and at the shopping center on Route 29 near Main Street.

The bridge, one of 133 bridges owned by Montgomery County, was closed on August 16, 2013 when it was found to be in an advanced state of deterioration during an inspection performed by PennDOT. The bridge is classified as both structurally deficient and functionally obsolete.

A building permit is a license to begin construction of a building project or to install equipment regulated by Township code. Permits and inspections are necessary to verify that building and fire code standards are met to ensure the public's health, safety and welfare. The codes apply whether a professional or a do-it-yourselfer does the job. You must complete an application and submit permit fees and plans in order to obtain a building permit. Township officials from the Community Development Department can provide information that will help your project succeed and avoid potential problems that could cost you time and money.

The permit application requires basic

information about the project, such as

who will perform the work, what will

be done and how it will be done. The

application also will ask you to submit

documentation for review. A code

official can help you adjust your plan

to meet the requirements for a permit.

The permit fee helps defray the cost of

the Township's resources spent on the

application, review and inspection

process. The building permit must be

posted at your project site so that it is

visible from the street. Inspections

are required throughout a project.

Call Before You Dig!

In Pennsylvania, homeowners and contractors are required to contact PA One Call, by dialing 8-1-1, at least three business days before beginning any digging or excavation project - no matter if the project is as simple as planting shrubs and trees or installing a new mailbox post. When PA One Call receives a call, it will alert the appropriate underground facility owners of the intent to dig. The underground facility owners will identify any underground lines or facilities at the work site.

It also is important to respect the temporary marks indicating the presence of underground utilities. Excavation should be carefully performed only after confirming that all utilities have marked the location of their facilities. Remember that the locating of underground utility lines or facilities is not an exact science and location marks have varying degrees of required accuracy. These can range from 18 to 24 inches from the actual line or facility.

Exceptional Scouts

Two local Boy Scouts from the Cradle of Liberty Council were honored recently by the Board of Supervisors for attaining the rank of Eagle Scout, the highest advancement rank in Scouting. James Donnelly of Troop 113 and Pandurang Bharne of Troop 133 received framed proclamations recognizing their significant achievements. For his Eagle project, James completed improvements to Timothy Trail in Eagleville Park, including the replacement of a pedestrian bridge, extension of a rope barricade, and removal of graffiti. Pandurang made enhancements to the foyer of the Lower Providence Community Library, crafting a display board for flyers and adding framing to an existing board.

Running or walking with your dog is a great way for both of you to exercise and for your dog to get extra mental stimulation. Because dogs perceive the world around them through their sense of smell, taking your dog for a run will benefit his physical health as well as enrich his mind by opening him up to new and exciting scents. Dogs who arewell-behaved on leash makeexcellent exercise partners andwalks more enjoyable for everyone. Working on leash skills not only makes walking your dog easier for you, but increases his chances of getting to explore more places with you because you'll be more likely to bring him along. Here are some basic tips to help make walking your dog more fun:

The Right Tools!

Before you take the first step out of the door, you need to make sure you have the right tools to walk your dog. Every dog should be walked on a standard four-to-eight foot leash. Avoid retractable leashes in public, as they can cause harm if they fail to lock or break while you are out with your dog. Next, you need to dress your dog appropriately with identifying tags and the right walking harness or collar for your dog. If your dog pulls on or tightens the leash when he's excited, a standard flat collar is not right for you. Constant tightening on your dog's neck can lead to injury and actually teaches your dog to pull harder as he associates the tightness with walking forward. Try to use a no-pull harness that can help you teach your dog to walk on a looser leash. Another great option is a face collar which can control your dog similar to the way a bridle controls a horse; wherever the face goes the body follows. While many people associate face collars with muzzles, they are actually very different and still allow your dog to fully open and close their jaws. Always be sure to fit a harness or face collar correctly and spend some time indoors getting your dog used to the new gear before taking the show on the road.

Teaching Your Dog To Walk With You

Although dogs are social animals, they do not naturally walk in line with each other. Therefore, walking close to you on a leash will take some time and practice. The number one thing to keep in mind when training your dog is that what you reinforce will be repeated, even if you did not reinforce on purpose. Even if you think they are being choked or restricted by their collar and should be learning to avoid that discomfort, you are reinforcing pulling by allowing your dog to move forward. After you make sure you have the right gear and that it fits properly, teach your dog that looking at you or "checking in" is

awesome! Take a few small, tasty treats and hold the leash loosely in one hand. Let your dog know you have treats and reward any calm behavior at the door before you even step outside. Initially you might feel like a pez dispenser feeding your dog for every check in and glance but it'll be worth it when you have a well-behaved walking buddy. Once you are out of the door, try to be aware of every time your dog acts and think if you want the behavior repeated. If the answer is yes, reward your dog. Reinforced behavior is repeated, so if you like it, reward it!

During the acquisition phase of learning, your dog needs a lot of reinforcement to really learn a behavior and make it stick. If your dog makes a mistake or behaves in a way that you do not want to see again, do not reinforce the behavior by doing anything that your dog might enjoy. This includes continuing to walk. Each step you take, you are teaching your dog something. Only move forward or offer a reward for behavior you like. In time you will see that the reinforced behaviors occur much more f r e q u e n t l y . C l e a r a n d c o n s i s t e n t communication is how you will teach your dog to repeat the wanted behavior. Heel walking, or formal obedience walking with your dog right next to you, can be taught once your dog understands loose leash walking. Keep in mind that smelling is half the fun for your pooch. Try not to force them to walk in a heel position for more than 10% of any walk or they will not get the most out of the mental work out.

Beware Of The Three Ds!

With any behavior, we always want to be aware of the three Ds that can sabotage you and your dog: distance, distraction and duration. Whenever you are working on a new skill with your dog, you should try to do so in a low distraction environment where you can work one-on-one with him to set him up for success. Always be sure to know what you want to work on before you ever get your dog in on the game. Over time as your dog shows that he understands your cues or commands, you can begin to methodically and slowly add distance, distractions and duration to help your dog learn to generalize his behavior. Pick a calm area or even your own yard to start teaching your dog to keep a loose leash before going out to a busy trail or store. Keep training sessions short and fun. If you need your dog to get a little more exercise than a short walk allows, try to plan for a game of fetch in a fenced-in area or check out your local dog parks and dog daycare. Take the time to really teach your dog the right way to walk on a leash and you will enjoy years of easy fun walks together. Happy walking!

Although the Lower Providence Community Center (LPCC) broke ground for its new community center and ambulance building months ago, they have experienced a setback. A problem was discovered with inferior soil conditions on the site and remediation is costly. The LPCC has launched a new fund drive seeking donations - large and small - from the residential and business communities. The new goal is $400,000 by December 31, 2014.

The Lower P rov idence F i re Department is an all-volunteer organization that has been serving the Lower Providence community since 1945. If you are 14 or older and interested becoming a firefighter, fire police officer, or junior firefighter, the Fire Department would like to meet with you and discuss the opportunities available. Individuals with or without prior fire service experience are needed and all necessary training will be provided.

LPCC has served the emergency medical needs of the community for 60 years. In 2013, its emergency personnel responded to more than 3000 calls.

Sewer Authority News

Inspection Program Shows Results - The Sewer Authority is continuing with its I/I (inflow and infiltration) Abatement Program. To date, the Sewer Authority inspected over 2,800 properties within the Township in an effort to reduce the amount of I/I entering the system from sump pumps, foundation drains, downspouts, and broken vent stacks. A sincere "Thank You" is extended to all customers who have given their full cooperation with the inspection program. As result, there has been a noticeable reduction in the flow in pipes during periods of heavy rain. The inspections are being done in phases and inspection notices will be posted in sewer rental bills. Please check your bill for this notice and contact the Sewer Authority as soon as your notice is posted. Your immediate response saves the Sewer Authority a great deal of time and money that would otherwise be spent on additional notices and certified mail.

Leaks Repaired - The Authority is also repairing leaks in its pipes and manholes. In 2013, the Authority inspected and repaired or replaced over 34,000 linear feet of pipe and 151 manholes at a cost of nearly $586,000. This was paid

for through a grant that secured from the Pennsylvania Commonwealth Financing Authority. In March, repairs were started to a number of 6-inch laterals that have active leaks. This project will involve relining 2,000 linear feet of pipe at a cost of $400,000. A little over half of this will be paid for with the remaining funds from the grant.

Website Updates - The Authority will be making updates to the website in the coming months to include information about policies, procedures and activities. We encourage you to check the site often and call us with any questions you may have regarding the information that is posted. Click on the Sewer Authority tab under "Departments" on the left side of the home page of the Township website, www.lowerprovidence.org.

Stormwater Runoff

Stormwater runoff is precipitation (rain or melting snow) that flows across the land and could potentially infiltrate the soil, discharge directly into waterways or drain inlets, or evaporate into the atmosphere. In the natural environment, most precipitation is absorbed by trees and plants or permeates the ground, which results in stable stream flows and good water quality. However, poorly managed stormwater runoff can cause a host of problems, including:

Flooding - As stormwater runs off roofs, driveways, and lawns, large volumes can reach streams, causing them to rise quickly and flood. When more impervious surfaces exist, flooding occurs more rapidly and can be more severe, damaging people and property.

Pollution - Stormwater can pick up pollutants, such as oil, fertilizers, pesticides, dirt/sediment, trash, and animal waste. These pollutants "hitch a ride" with the storm water and flow untreated into local streams, polluting our waters.

Stream bank erosion - When stormwater flows into streams at unnaturally high volumes and speeds, the power of these flows can severely erode the banks, which creates dangerous situations and damages natural habitat for fish and other aquatic life. This erosion is another source of sediment pollution in streams.

LOVED ONESConsider tree, benchor brick donations

If you or your family enjoy a particular park and wish to place a lasting memorial to a family member, friend or pet consider donating a tree or bench. Memorial brick pavers are added to the Walk of Honor in front of the Township's Veterans' Memorial located at the Administration Building.

Memorial gift forms are available at the Administration Building or on-line at the Township website www.lowerprovidence.org under Forms & Documents.

The Township must approve any wording that will appear on any plaques and/or bricks. Once the form is received by the Parks and Recreation Department, we will contact you to confirm your donation.

Lil' Perkiomy ~ Camp Perkiomy ~ Perkiomy Trailblazers

Summer Camp Information, Activity/Trip Calendars and Registration Formsare available on the Township website at www.lowerprovidence.org

Preschoolers ages 4 to 5 years old who may have been in a day care or preschool setting throughout the school year. Camp is located at the Eagleville Park Pavilion. Camp times are 9 am to 12 pm.

Children who have completed Kindergarten through 5th grade. Camp Perkiomy has 3 locations: Eagleville Elementary, Arrowhead Elementary and Audubon Elementary. Camp times are 8 am to 4 pm. (Extended care is available before and after camp for an additional fee).

Youths who are entering 5th through 8th grades. Perkiomy Trailblazers Camp has 2 locations: Shoemaker House in Eagleville Park & Arrowhead Elementary. Camp times are 8 am to 4 pm. (Extended care is available before and after camp for an addition fee).*The Shoemaker site is currently full and accepting a waitlist.

The Counselor In Training Program is designed to train youths (ages 14 years & older) too old to attend summer camp, but too young for employment with Lower Providence Township Parks & Recreation to assist Summer Camp Staff.
