2016 Workgroup Presentations

1. The Outreach and Presentation Workgroup

The goal of the Workgroup was to enhance the Cultural Competency Committee (CCC) information feedback loop to and from Service Area Advisory Committees (SAAC) by increasing the visibility and awareness of the Committee with outreach and engagement to the community

Accomplishments: o Developed a Cultural Competency presentation packet for CCC

approved speakers. The presentation packet contained cultural competency information including the spiritual and consumer/ family member perspectives

o Participated in meeting with the Older Adult Speaker Bureau to obtain the registration and the interview process for the Speaker Bureau Course

o Observed a presentation by Helena Ditko and learned about the Countywide Activity Fund, which can be used for consumer attendance to meetings, resources table set up/staffing, and community presentations

2. The African American Trauma, Crisis, and Homeless Workgroup

The goal of the Workgroup was to discuss the community issues impacting the homeless population living in Skid Row and the promotion of trauma-based outreach and prevention services

Accomplishments: o The Skid Row Sneaker Tour, which is a walking tour that brings

awareness to the needs of the homeless population o Collaborated on a presentation provided on August 20, 2016 to

nine Mental Health Commissioners by the local Police Department regarding the need for increased access to mental health services and protective measures from local gangs

3. Integrated Data and Forensic Diversion Workgroup

The goal of the Workgroup was to create an integrated diversion model to support individuals who are in need of services upon release from the justice system and/or are homeless

Accomplishments: o Last year’s PowerPoint: “Using Data to Identify Cultural Needs”

was finalized and presented to the CCC o The Workgroup demonstrated the application of the “Before

and After Presentation Questionnaires” utilizing the CCC as audience

o A presentation made to the CCC on the Workgroup’s adaptations to the DSM V’s “Cultural Formulation Inventory”

4. Cultural Competency Research Workgroup

The goal of the Workgroup was to: 1) Provide the latest research findings on cultural competency over the past five years and 2) Identify alternative and related terms that are being currently used

Accomplishments: o Created a handout summarizing the Workgroup’s research

findings: Terms and definitions that have been interchangeably used

in the literature, or used in combination with cultural competency

Resource information gathered from 200+ articles and brochures reviewed by the Workgroup

Links to various research articles related to cultural competency

The ESM presented information on the Program Support Bureau - Cultural Competency Unit’s (PSB-CCU) organizational orchard, functions and activities.

2017 CCC Co-Chair Nominations

The PSB-CCU is under the supervision of the ESM, Dr. Sandra Chang Ptasinski. She also has administrative oversight of the CCC. The functions of the PSB-CCU include:

Provide guidance and feedback to the Department regarding federal, state and county initiatives that enhance the cultural and linguistic competency of our system of care

Provide cultural competency trainings to various LACDMH Programs and community organizations to ensure culturally and linguistically competent service planning and delivery o Please contact the ESM when cultural competence trainings

are needed Develop and implement the LACDMH Cultural Competence Plan

and annual updates Participation in the annual External Quality Review Organization

(EQRO) Reviews and tri-annual Medi-Cal audits Tracking and preparation of consumers’ preferred language reports

for threshold and non-threshold languages

Monitor and track the translation of departmental forms, brochures and other pertinent documents into the threshold languages

Provide updates on cultural competency initiatives at the monthly Departmental Quality Improvement Council (QIC), Service Area QIC and CCC meetings

Review of CCC By-Laws Regarding Co-Chair Elections

The ESM briefly reviewed the CCC-approved by-laws regarding voting rights of the membership for Co-Chair elections and workgroup selection. The CCC was informed of the following:

o The membership in attendance to the November 2016 CCC meeting agreed for the by-laws to become effective at the December 14, 2016 meeting

o As of November 2016, 29 members had earned voting privileges for attending 6 or more meetings during CY 2016

o A final list would be compiled after crediting members for their attendance to today’s meeting

o Members with confirmed voting privileges would receive the

Co-Chair election ballot via email

The ESM also presented the 2017 nominations for Co-Chairs, specifying that although five members were nominated for the positon of Co-Chair, only three of them accepted their nominations:

o Leticia Ximenez o Bernice Mascher o Karen Macedonio

The ESM reviewed the Co-Chair roles and responsibilities with the membership

The three nominees addressed the CCC and spoke of the reasons why they would like to become Co-Chairs for CY 2017

CCC Feedback:

Some CCC members disagreed with the newly-adopted by-laws stating that: 1) They were not present for that meeting to participate in the by-laws discussion, 2) They were physically present, but may not have participated mindfully in the discussion, 3) They may have missed several meetings during CY 2016 due to special circumstances such as approved leave

o The CCC by-laws adopted in November 2016 will remain in place as determined by the membership in attendance to that meeting

Members requested that voting privileges begin to be tracked next month for CY 2017 instead of retroactively for CY 2016

o The concession was made for the tracking of voting privileges to start in January 2017

Some CCC members requested the inclusion of all five nominees on the ballot.

o The agreement was reached that only the three nominees who accepted their Co-Chair nomination would be included in the ballot

Co-Chair elections were held via written ballot during today’s meeting. CCC members not present at the meeting were allowed to submit their Co-

Brainstorming for 2017 Workgroups

As a point of reference, the CCC membership was presented with a reference list of previous Workgroups for CY 2012 – 2016.

Two new workgroup ideas were presented to the CCC for CY 2017: o Cultural Competence Organizational Assessment Workgroup(s) o Needs of Persons with Physical Disabilities Workgroup

The CCC was reminded that ad-hoc workgroups can be implemented based on the needs of the Department

CCC Feedback:

The Committee expressed interest in learning more about the LACDMH Cultural Competence Organizational Assessment Project

Questions were asked regarding vendor selection for the Cultural Competency Organizational Assessment and other projects

o Some members expressed interest in learning about the Department’s process for vendor selection

Discussion of 2017 Workgroups will continue
