Inter-County Study Background

Study initiated at request of Metro and San Bernardino County Transportation Authority (SBCTA).

• Metro: evaluate efficiency/effectiveness of providing light rail and commuter rail service in the same corridor.

• SBCTA: understand and ensure that County investments in transit service to ONT will benefit County residents.

Goal: determine the optimum mix and service levels of commuter rail, light rail, and bus rapid transit/express bus in the corridor.

• Assess the travel market, including employee and passenger trips to ONT

• Estimate ridership, costs and benefits of transit and rail alternatives

• Recommend path forward, with focus on coordinating plans for Gold Line, Metrolink, Redlands hybrid rail and access to ONT

Technical Working Group (TWG)

• Metro, SBCTA, Metrolink, SBCTA, Foothill Transit, Omnitrans and San Gabriel Valley COG

Stakeholder Review Committee (SRC)

• City representatives, Foothill Gold Line Construction Authority, Ontario International Airport Authority, Caltrans Districts 7 and 8, and TWG members

Study recommendations to SCAG Transportation Committee and Regional Council for approval, then hand-off to Metro, SBCTA, Metrolink, bus operators

Travel Market Analysis - Summary

Most trips that originate within study area, stay within study area (56%); 62% begin and end in the same city.

Ontario to Rancho Cucamonga, Ontario to Upland, and Upland to Rancho Cucamonga top city pairs.

Existing and planned transit and rail infrastructure is designed to move people in an east/west pattern, however travel is “polycentric”

Need to improve north/south services

Public Workshops and Survey

Held in mid-2016: Upland and Pomona

On-line survey: 1,100 Responses

Common Workshop and Survey Themes:

• Desire for more parking at the Azusa Gold Line station (and other Gold Line stations);

• Desire for faster, more frequent, and evening Metrolink service;

• Desire for more connections to ONT, including the Gold Line extension and from other western and eastern points; and

• Comments that Metrolink service is more expensive compared to Gold Line service.
