46. Inter-County Transfer (ICT)
California counties, the California Consortia (C-IV, CalWIN and Leader), in association with the California Welfare Director’s Association (CWDA), created a statewide electronic inter-county transfer (eICT) process. The purpose of the statewide eICT is to provide a seamless transfer of client data and documents from one California County to another without a break in aid to the recipient.
Note:Inter-County Transfers for Foster Care cases do not use eICT process. For a detailed description of Foster Care ICT [Refer to “Intercounty Transfers,” page 29-1].
46.1 Electronic Inter-County Transfer (eICT)
There are 3 main components in the eICT process.
1. System Data Transfer,
2. Imaged Document Transfer (IDT), and
3. eICT Requests.
46.1.1 System Data Transfer (SDT)
The system data transfer (SDT) portion of the eICT process includes all of the required information currently on the “Notification of Intercounty Transfer” (CW 215) and/or “Notification of Medi-Cal Intercounty Transfer” (MC 360). The transfer of this information by eICT batch usually takes two working days.
Example:An eICT request is entered by the receiving county on Monday and the system’s batch process runs on Monday night. The sending county’s system receives the file on Tuesday and their system’s batch process runs on Tuesday night. The sending county’s staff will see the ICT request in their system on Wednesday.

46.1.2 Imaged Document Transfer (IDT)
The Imaged Document Transfer (IDT) portion of the eICT process refers to the actual documents (i.e. birth certificates, bank statements, court orders etc.) that were photocopied and mailed to the other county in the past.
Digital copies of these documents may now be collected as a group and sent to the other county in one batch. Imaged documents received from other counties will be downloaded and saved to our Image Document Manager (IDM).
Note:Not all counties in California have implemented document imaging. These counties will send the eICT to CalWIN but will follow up with photocopies of actual case documents by air mail or fax machine.
46.1.3 eICT Requests
The eICT request process requires the county the client is now residing in (Receiving County) to send an eICT request via CalWIN to the county the client is currently active in (Sending County).
Example:A client moves from Sonoma County to Santa Clara County. The client comes into the Santa Clara County office to apply for benefits. The client is ID’d and determined to be receiving benefits in Sonoma County. Designated clerical staff will initiate an eICT request to Sonoma within 3 working days of the request for benefits by the client.
46.2 Timeframes
The requesting county must request the ICT from the sending county within 3 working days of a client’s application for benefits.

When the county receives an eICT request, they will initiate and send the case documentation along with the eICT within the timeframes designated by each program.
If the program is...
Then the sending county must send the eICT along with the case documentation within...
CalWORKs only, 7 working days.
Medi-Cal only, 7 calendar days.
CalFresh only, 7 calendar days.
46.2.1 30-day Transfer Period
ICT’s have a 30-day transfer period which begins with the date the eICT is sent by the sending county. The transfer period expires at the end of the month following the date the 30th day occurs in.
Example:The sending county receives an eICT request from the receiving county on April 11th. The sending county has 7 days to send the ICT to the receiving county. The sending county sends the eICT along with case documents to the receiving county on April 15th. Due to the eICT batch process, the receiving county receives the eICT from the sending county on April 17th. The 30-day transfer period ends on May 14th and the end of the transfer period is May 31st.

46.2.2 Processing Incoming ICTs
These rules apply to CalWORKs and CalFresh incoming inter-county transfer cases:
If the Client: Then:
Applies within the ICT period and is found to be ineligible,
An appropriate notice must be sent to the client.
• If a timely notice cannot be sent, benefits must be paid on the first of the month following the expiration of the transfer period.
• Aid must then be discontinued as soon as a timely notice can be sent.
Applies within the transfer period but does NOT clear eligibility until after the period expires,
Benefits are paid from the first of the month following the transfer expiration date.
Fails to come into this county and apply by the last day of the transfer period, but comes in during the following month,
Process the case as a regular intake application.
46.2.3 eICT Disposition
When the eligibility determination has been authorized by the receiving county, the sending county will be automatically alerted of the approval or denial of the eICT.
Workers are required to communicate any deviation to extend or shorten the pick-up dates ensuring there is no break in assistance to the household, or overlapping benefits and that adequate notification can be provided to the client.
46.3 Overpayment Claims
Overpayment claims must be transferred to the receiving county with supporting documentation. Minimal overpayment claim information is included in the system data transfer (SDT). Information is sent for overpayments that are in an open/active status at the time of the eICT sending transaction and include:
• Program Type,• Error Type (i.e. AE, CE or IPV), and

• Number of errors occurred (the number of overpayments per program per error type).
46.3.1 Supporting Documentation
Supporting overpayment documentation for the current active claims must be sent to the receiving county within the 7-day timeframe.
Supporting overpayment documentation for each additional open claim must be sent within 90 calendar days of the date the eICT is initiated.
The eICT comment section must include:
• Program Type,• Claim Type,• Last recoupment amount, and• Balance remaining for each overpayment.
46.4 Annual Redeterminations [40-187]
When the annual redetermination is due within the 30-day transfer period, the receiving county completes a redetermination to meet the needs of the client.

46.5 Processing eICT Requests from Other Counties
This process is to be followed when another county is requesting that a Santa Clara County case be transferred to their county:
Step Who Action
1. BSC Designated Staff (AMA/Clerical)
Reviews Search ICT Requests Received window daily in CalWIN.
• From the Navigate CalWIN screen, clicks on the Interfaces Activities subsystem, expands the [ICT Data-Statewide] button, selects the [More] button, then selects the Search for ICT Requests Received window and clicks the [Open] button.
• Selects an ICT Request by highlighting the row in the Search Results area, clicks the [Details] button and the View ICT Request window will appear.
• On the [Requesting Applicant] tab the client information displays.
• ID’s in CalWIN to see which office the requested case belongs to.
• When the case belongs to the Benefits Service Center (BSC); forwards the ICT Request to the Supervisor of the Day for assignment.
• When the case belongs to another district office; adds the case to the ICT Matrix (maintained by BSC) and forwards the ICT Matrix to the office(s) in which the caseload is assigned for processing twice per week (Tuesdays and Fridays).

46.6 Sending an eICT
When the client has moved to another county, the EW must follow all specific program requirements and the procedures below:
Step Who Action
1. EW • Updates the address and County of Residence for the “Head of Household” and each individual in CalWIN. This will initiate the eICT send process.
• Enters any critical case information in the ICT Comments text box on the Record ICT Send window. (i.e. Pregnant woman, IHSS case, DV case etc.)
• Enters EW/Office contact information
Once the Record ICT Send window is completed:
• Runs EDBC,• Re-evaluates the current month for all programs,• Authorizes the EDBC results.
• Goes to the Navigate CalWIN screen, click on the Interfaces Activities subsystem, expands the [ICT Data-Statewide] button, selects the Record ICT Send window.
• Uploads the necessary imaged documents from IDM.
• Sends the uploaded documents to the other county by clicking on the [Release to Other County] button.
Note: The imaged document file can only be sent once during the eICT interface process. Be sure all required documents have been uploaded prior to releasing the documents. Otherwise, additional documents must be printed and sent manually.
After Authorizing the case, clicks on the [Next] icon (forward arrow) all the way to the Display ICT Potential Discontinuance Date window.:
• Authorizes the case, • Sends the appropriate NOA(s) to the client,

46.7 Cancelling an eICT Case Transfer
If at anytime there is a need to cancel an eICT that is being sent, the sending county is the only county that can make this cancellation.
Example: Cancellations may be needed if a client moves back to the sending county during the ICT transfer period.
To Cancel an eICT, follow the procedures below:

1. Eligibility Worker • From CalWIN Navigator, selects the Data Collection subsystem.
• Selects the Display Individual Residency Summary window, enters the case number and click on the [Open] button.
• Selects and opens the record for the Head of Household.
On the Collect Individual Residency Detail window:
• Changes the Effective Begin Date (current month) and the County of Residency (back to Santa Clara), click [Save].
• Completes the UEM window using the current month as the effective month, and then close the window.
• Runs EDBC and re-evaluates the current month for all programs.
• Authorizes the EDBC results.

46.8 Creating an eICT Request in CalWIN
Intake Support staff must follow this process when a walk-in or mail-in application is received for an applicant that is active in another county:
Step Who Action
1. Intake Support Staff
• From CalWIN Navigator, selects the Interface Activities subsystem.
• Clicks on the ICT Data-Statewide and selects the Create ICT Request window and clicks on the [Add] button on the bottom of the screen.
• From the Create ICT Request window opens the [Requesting Applicant] tab.
• Completes all mandatory fields and other non-mandatory fields as appropriate.
• Opens the [Members] tab and completes fields for all family members.
The [Worker] tab is pre-populated with the User information based on the individual who is logged into CalWIN and the tab must be opened as it is a mandatory tab. The Worker information can be changed by using the [Find] button and selecting a different Worker.
Once the eICT request is complete the request must be saved.
• Clicks on the [Save] icon (located on the CalWIN toolbar).
You will receive a “111 Message” which states “ICT Request [Request #] has been created successfully and is Pending.
• Clicks the [Submit Request] button to release the request.
After clicking the [Submit Request] button, the request is released. The “111 Message” changes to “ICT Request [Request #] has been created successfully and set to be released in the nightly batch process. Changes can be made until the request is sent.” The ICT Request # must be clearly documented in the Maintain Case Comments window of CalWIN.
The Status should be “Released” on the Search ICT Send Data window.
Note: The ICT interface requires 2 consecutive nights to process sent requests between the counties.

46.9 Processing Incoming eICTs
The Search for External Referral window in CalWIN must be monitored daily for receipt of case data and document images from the Sending counties.
Step Who Action
1. Intake Support Staff
• From CalWIN Navigator, select the Interface Activities subsystem.
• Click on the ICT Data-Statewide subsystem, select the Search for External Referral window and click on the [Open] button.
• Enter ICT in the Source Name field to search for received ICT data and document images.
• Select a record from the Search Results area and ID to find the assigned caseload.
• Assign the ICT to the assigned caseload by clicking on the [Assigned User] button.
• Search for and select a caseload on the Search for User window.
• Click on the [Detail] button on the bottom of the screen. The Maintain External Referral Detail window appears with the [Applicant] tab activated.
• Select the [Application Registration] button and follow the current Application Registration process.
If the ICT imaged documents were sent at the same time as the data file, the ICT Imaged Documents Summary window will be available.
If the imaged documents are received at a later date, designated clerical staff will need to download the documents for the assigned Intake Worker.

2. Intake Support Staff
Downloading ICT Documents
• From CalWIN Navigator, selects the Interface Activities subsystem and clicks on the Search External Referral Data window.
• Clicks on the Search for Received Documents window.
• Selects ICT from the Type field.
• Chooses a record from the search results and clicks on the [Documents/Images] button. The ICT Imaged Documents Received Summary window opens and displays the documents received.
• Selects a file and clicks on the [Download] button.
• Saves the documents to a file and names the file with the case name and number (i.e. Doe, John #B1XXXXX).
3. Eligibility Worker • Receives ICT assignment.
• Reviews the “Temporary Case File” to determine if any additional documentation is needed.
• Contact the Sending county if there is missing information or additional documents are needed.
REMINDER: CalWORKs recipients completing an ICT are not required to meet SFIS requirements or complete a new SAWS 2 Plus. A new SAWS 2 Plus does not affect the RD date and is only required when there is a change in circumstances that prevent the determination of continuing eligibility.
4. Eligibility Worker • Conducts a face-to-face interview.
• Processes eICT while validating imported ICT case data from the “Floating” windows.
Note: Floating windows allow validation and importing of data from the eICT interface. Users may select whatever data is applicable to the current window in the queue.
• Authorizes case in CalWIN.

46.10 Imaged Document Transfers
A complete case transfer consists of sending the case and client data that is in CalWIN and sending the appropriate case documents as images to the other county. Sending the imaged documents does not have to occur at the same time as the data file transfer. The ICT can be initiated on one day and the file of imaged documents can be created on another day. However, the imaged file can only be sent once in the ICT interface. If you later realize that additional documents were not selected and need to be sent, you will have to manually send photocopies of the documents to the Receiving county (either by fax or mail).

member, or the acquisition of new property not exempt from the property limits. If a new SAWS 2 Plus is needed, the worker must print the revised application and send to the client to review, sign and return.
46.11 Escalation Process
Any questions concerning the ICT case must be addressed to the EW of record in the sending county. Counties are expected to respond to ICT questions from other counties with 7 working days. Failure on the part of the sending county to respond to requests from the EW within 7 working days should be escalated to the EW Supervisor (EWS). EWS will attempt to contact the EWS in the sending county to resolve any outstanding issues.
If the EWS does not receive a response from the sending county after 3 working days, they will escalate the issue to the Santa Clara County (SCC) ICT Coordinator. The SCC ICT Coordinator will contact and work with the ICT Coordinator from the sending county to resolve the outstanding issues.
46.12 ICT Coordinators
A list of ICT Coordinators is maintained by the CalWIN/SAWS Consortia. EWs should not contact other county’s ICT Coordinators directly. Only the designated ICT Coordinator for Santa Clara County should contact an ICT Coordinator in another county.
