1 Introduction

As the Electricity Network Operator (ENO) for Lord Howe Island, the Lord Howe Island Board (the Board) is required to have an Electricity Network Safety Management System (ENSMS).

The Board is in the process of preparing the ENSMS and aims to have a final document available by 30 December 2016.

As requested by IPART, this document presents the interim Annual Performance Report for the Lord Howe Island electricity network, while the ENSMS is finalised.

This report is based on Annexure 1 of IPART’s Electricity Networks Reporting Manual – June 2016.

1.1 Safety and reliability of the network operator’s network

1.1.1 Programs and activities undertaken to maintain or improve the safety and reliability of

the network operator’s network

Outside of business-as-usual arrangements, the Board has undertaken the following one-off activities to promote the safety and reliability of the network:

1) April 2016 - Meter box service fuse checking – Over a 4 week period, 3 loss of supplies occurred due to damaged service fuses, the responsibility of the Board. Following these occurrences, the Board checked the service fuses for the 282 customers on the Island, to avoid further loss of supply and the risk of fire. Of the 282 checked, 3 additional fuses were found to be faulty and were replaced.

As the Board did not have an ENSMS in place for this reporting year, there are nil non-compliances to report on.

1.2 Safety of electrical installations of customers

1.2.1 Programs and activities undertaken to maintain or improve the safety of electrical

installations of customers

Outside of business-as-usual arrangements, the Board has undertaken the following one-off activities to promote the safety of electrical installations of customers:

1) October 2015 – A Householder (letterbox drop to 180 post boxes at Lord Howe Island post box) was issued to the community regarding the Infinity and Olsent brands of TPS and Orange round electrical cable. See Attachment 1.

2) Ongoing Program - As there are no full time licensed electrical contractors on the Island, the Board’s Senior Electrical Officer (SEO) provides a quick response service for safety issues not related to the Board’s network, so that the issue can be made safe until a licensed electrical contractor can carry out the full repair.

As the Board did not have an ENSMS in place for this reporting year, there are nil non-compliances to report on.

Outside of business-as-usual arrangements, the Board has undertaken the following one-off activities to promote the safety and reliability of the network:

1) April 2016 - Published an article in the Board’s quarterly Community Information Bulletin, regarding the electrical hazards associated with broken street lights, and the need to report them to Board staff immediately. See Attachment 2.

1.4 Management of bushfire risk relating to electricity lines and other assets

of the network operator’s network that are capable of initiating bush

fire

risk associated with the network operator’s network

The Board has previously advised that due to the sub-tropical climate, the bushfire risk on the Island low. In addition, the network powerlines are all underground, with only substations above-ground. For these reasons, there are no items to report in this section.

For the purposes of incident reporting over the previous financial year, the Board considered the following to be significant community infrastructure:

No directions under Clause 13 of the Electricity Supply (Safety and Network Management) Regulation 2014 have been issued by IPAR to the Board during the last financial year.

Electrical Cable Safety Recall - Important Notice to All Electrical Customers

The Lord Howe Island Board has been advised of an urgent recall of electrical building cable that could

directly affect electrical installations on the island.

All sizes and configuration of TPS (standard white cable) and Orange round cable supplied under

“INFINITY” and “OLSENT” brand are affected. The cables were supplied by a range of wholesalers and

retailers including Mitre 10, Thrifty and Masters Home Improvements and subsequently installed in

customer premises. The cables were supplied in NSW between 2010 and 2013, but it is expected some

stocks could still have been in use during 2014. If electrical installation works were carried out on your

premises during this period you could potentially be at risk

The cable insulation does not comply with the ageing requirements of current Australian Electrical Safety

Standards and can become brittle and break if disturbed, exposing the internal wires and potentially

causing electrical shock or fires. All cables age differently, but current expert advice is these cables may

become brittle from 2016 onwards. At particular risk are cables installed close to heating sources, in roofing

spaces, meter boxes and under floors.

WHAT SHOULD YOU DO?

Have your wiring checked if, between 2010 and 2014, you:

- renovated your premises involving electrical wiring - had electrical work done, including appliance installation - had new electrical wiring installed

In the first instance you are required to contact your builder or the licensed electrician who carried out the

installation for confirmation as to the type of electrical cable used.

Do not attempt to inspect the cable yourself.

If you are unsure if you are affected, in the interests of public and community safety, the Lord Howe Island

Board’s Senior Electrical Officer can undertake an initial inspection of your installation, free of charge, and

provide advice on any further actions that might be required. Alternately customers can engage their own

electrical contractor for this inspection and advice.

Compensation for any remedial works undertaken to address this cable recall could be available for

This cable recall and the risk it involves is not to be underestimated. Please seek further advice from the

LHIB’s Senior Electrical Officer on 6563 2080 if you have any doubts regarding your electrical installation.

Introduction

Welcome to the April 2015 edition of the Lord Howe Island Board Community Information Bulletin. The Bulletin provides news and information on the Board’s many projects and activities.

Since the last edition of the Bulletin in December, we have had the LHI Board election and the State election. On the Board front, as of February we have a new Board line-up with the election of Craig (Macca) Wilson along with the return of Barney Nichols, Judy Riddle and Lisa Makiiti. At the state level, the Coalition Government has been returned including LHI’s local Member of Parliament Leslie Williams. There has been a Ministerial re-shuffle, which means that Mark Speakman, MP for Cronulla, is now the Minister for the Environment (and is therefore responsible for Lord Howe Island). Rob Stokes, our former Minister, has moved on to be the Minister for Planning. Leslie Williams has become the Minister for Early Childhood Education, Minister for Aboriginal Affairs and Assistant Minister for Education. Congratulations to all those elected.

The Island has had a great summer/high season, with good weather, lots of visitors, and wonderful events like Rockfest in mid-March. Hopefully we’ll see more of the same over the next few months (with a bit of rain to help fill the tanks and water the gardens).
