Our focus – the WaterwaysThe Waterways will concentrate on customer service and community engagement – to be the welcoming and local face of the Trust so they can:• Improve customer service – being more responsive to our customers’
needs, expanding our presence through increasing our numbers of volunteer lock keepers and welcome stations
• Grow community engagement and involvement – creating more time to engage with local people and stakeholders, such as increasing the number of community adoptions
• Grow the number of volunteers - giving more time to support volunteers and develop different ways to encourage participation
• Working with the waterway partnerships to achieve our shared ambitions, and to deliver the partnerships’ strategic plans to help widen our network of support, promote local improvements and raise awareness of the Trust

• HS2 is coming• The Trust is neutral on the political and
economic case for HS2• We are working constructively with HS2 to get
the best deal for the waterways and have had significant success to date
• Challenges ahead in London − holding HS2 to account− Environmental mitigation in the Colne Valley and
Slough Arm• We can address these if we work together

What’s driving towpath improvements?

Canal & River Trust’s London towpaths are more popular and being enjoyed more than ever before.
In 2014, we asked people about how towpaths across England & Wales should be improved and received a huge response. Three priorities emerged:• better infrastructure(such as improved towpaths and access to them)• better signs• better behaviours from everyone
We’re already delivering better signs across all 2,000 miles of towpaths and our ‘Share the Space, Drop Your Pace’ behaviour campaign is now established nationally as a way to encourage good behaviour and respect for all when enjoying the waterways.

Paddington to West DraytonWe are transforming over 16 miles of towpath between Paddington and West Drayton, working in partnership with Transport for London under the Quietways programme.Building on previous improvements, we will be providing:• better quality surfaces• wider paths• improved access points• new signsThe work will bring huge benefits to everyone visiting and enjoying West London canals.

The work will be undertaken from the end of 2016 through to 2018 in phases, starting between Ladbroke Grove and Old Oak Lane and finishing at West Drayton.
Trimming hedges and trees has started along the route to clear the way for surfacing improvements. 41

Continuous Cruiser Process
Continuous Cruiser Process• Aim of The Process:
− To get boaters to use a CC licence for its intended purpose;
• Give fair access to all boaters to places they want to visit;
− A CC licence is for navigation around the network, not for
‘living’ in a particular place/ location / town...
• To ensure boaters are given the opportunity to remedy any
problems with their movement and satisfy the Trust that they can
engage in bona fide navigation.
Continuous Cruiser ProcessHow it Works
• Two months before licence renewal is due we will analyse boat movements;
− Candidates for restrictions are extracted and reviewed manually by a national panel to ensure
consistency of restriction decisions;
− Once a decision is reached we will inform the boater of the outcome.
• Restriction Categories
− No restriction (most boats);
− Six Month Restriction (‘some concerns’ – moving needs to improve);
− Home Mooring Only (‘very concerned’ – hardly moved / not moved).
Continuous Cruiser Process• The Process Considers (amongst other factors):
− Boat movements over most of the current licence period;
− Periods of overstaying (and why – if you report we will consider this);
− Overall range covered;
− Movement of boat (looking for characteristics of bona fide navigation);
− Mitigating or aggravating factors e.g. approved overstays, breakdowns
and enforcement action already taken.

• When reviewing 12 month licences for renewal:• We aim to analyse 12 months boat movements instead of 10 (where a
boat has been owned by the same person);
• When reviewing restricted licences for renewal:• Similarly we will look back over 12 months and not just the 6 months of
the restricted licence.

Continuous Cruiser ProcessNew Licence Holders:
Every month we check our records and write to those who have not had previous continuous cruiser licences. From April to September we have sent out around 1, 066 of these letters.

• At the point of restriction we attempt contact to ensure boaters understand
what is required and to address any issues e.g equality, problems with boat…
• A mid-point reminder is issued to advise boaters of how we think they are
doing (i.e ‘keep it up, or you’re not doing enough’);
• We attempt to make contact with boaters to attempt to resolve problems with
their movement or further address their understanding of the rules.
• At the end of a HMR6 restriction we will use a 12 month license if we are
satisfied that the boat moves in a bona fide way, or we won’t renew at all
unless a home mooring is secured.
Continuous Cruiser ProcessEquality Act Reasonable Adjustments & Approved Overstays
• Where boaters have genuine reasons for not moving or moving in a limited area we may be able to help via an Approved Overstay or Reasonable Adjustment to the requirement to cruise.
• Approved Overstays – granted for reasonable periods of time depending on the situation e.g temporary illness, temporary breakdown.
• Equality Act Reasonable Adjustment – granted on a case by case basis where a characteristic from within the Act prevents boaters from moving in the normal way. Example of an adjustment might be a limited range. We will analyse compliance on the basis of the adjustment rather than the normal movement requirements.

Bits ‘n’ Bobs
General Reminders• It’s really useful if we get an index number and/or picture if customers are
complaining about a particular boat.
• Expired licences in windows don’t always mean that a boat is unlicensed and a licence disc that is in date does not always mean the boat is licenced.
• We know the scale and location of overstaying problems and unlicensed boats.
• Any CRT employee can and will deal with problems out on the towpath –speaking to boaters who are obstructing lock landings etc.
