The aim of the Multimodal Expert Group is to contribute to and facilitate human resource development and the implementation of an efficient, sustainable, integrated intermodal transportation system following the recommendation of the LOGMOS Master Plan. The Group also aims to promote and facilitate best practice and advanced technologies in transportation and related trading activities in the TRACECA Region.

Proposed Agenda for the meetings

Meeting 1

Public support for the creation of logistics centres/logistics platform with the features mentioned in the LOGMOS Master Plan (pp. 77ff) and the corresponding Annex 7 to the Master Plan.

Role public authorities in creating the appropriate framework and conditions, and in promoting the development of such logistics infrastructure.

Public participation in land acquisition and preparation of the development areas for future private logistics operators.

Meeting 2

Showing Best practice in Europe and instruments to promote further implementation of LOGMOS pilot projects related to international logistics centres.

The role of public authorities at all levels for establishment of logistics centres including land acquisition and proper access to national transportation networks;

Coordinated activities of all public services involved in cross border trade and transportation for operation of the logistics platform.

Case study

The Silk Wind block train which involves most TRACECA countries directly or indirectly could be used as a show case and pilot project for the implementation of best practices in trade facilitation and multimodal operations:

data exchange;

block train and liner shipping (rail-ferry, Ro-Ro, container vessel) operations;

cross border pre-arrival information / e-maritime systems;

coordinated implementation of Single window and Economic operator concepts;

Port Community Systems;

Harmonization of cross border procedures and required documents.

The key qualifications of the experts are pointed out too.

It is recommended to invite mainly one candidate per country bearing in mind the agenda of each meeting.

The expert group may also include the members of the IDEA II project prioritisation expert group to assure inclusion of logistics modal/non-linear infrastructure into the priority project list.

It is recommended that activities of experts in countries are coordinated by major national counterparts of the EU projects at the Ministries responsible for transport policy.
