INTRODUCTION
JSC Astana EXPO 2017 National Company is the Organizer of EXPO 2017
International Recognized Exhibition in Astana.
To ensure that the Exhibition is successful, the Organizer has established a
communications system linking all local authorities, Participants and Partners involved in
the Exhibition and its preparation.
Prior to that, provisions concerning customs clearance and any related duties and fees
were specified in Special Regulation 7 concerning “Transport, customs clearance and
handling of goods”. To ensure safety and efficiency of customs processing, quarantine,
transportation, warehouse services, on-site freight handling, and handling of all import
goods, the Organizer has selected an Official Logistics Provider that will be providing
logistics services.
Exhibition logistics services shall be provided in accordance with the provisions of the
Convention Relating to International Exhibitions signed in Paris on 22 November 1928, as
amended and integrated by the Protocols of 10 May 1948 and 16 November 1966.
This document sets out the guidelines applicable to all Participants regarding shipping,
logistics and customs processing, handling and storage of the goods that will be transported
to and from the Exhibition facilities. We expect that all local and foreign Participants will
comply with these guidelines upon receipt.
Logistics rules are designed to ensure that the Participants comply with the applicable
laws and general logistics practices to provide for the safety of the Exhibition and the
Participants.
This document is a set of rules of logistics covering the whole supply chain:
transportation from the country of origin, customs clearance of imported goods,
warehousing and delivery of goods into the pavilions of Participants in the Exhibition site
in accordance with the provisions defined in the Special Regulation No.7.
This Logistics Guide is provided for information purposes only and is not legally
binding. If you have any questions, please consult with the Organizer (contacts in Annex 9),
the Official Logistics Provider, the competent state authorities of the Republic of
Kazakhstan, or your customs broker.
1. DEFINITIONS AND TERMS
Accreditation card - a personal Card, which establishes the identity of the participant and
/ or vehicle and provides access to the exhibition territory;
Claim Manager – an employee of the Official Logistics Provider responsible for the quality
level monitoring of the logistics services;
CMR waybill -legal contractual document between shipper, forwarder and consignee,
which standardizes the conditions governing the contract for international road transport,
particularly with respect to documents to be used and the carrier’s liability with the aim of
facilitating international road transport and international trade. To use the CMR waybill, at
least one of the countries involved in the international transport (of origin or of destination)
should be a Contracting Party to the CMR Convention. (Convention on the Contract for the
International Carriage of Goods by Road)
Customs broker - a legal entity representing the interests of the Participant for customs
clearance of goods and vehicles in the customs authority.
EAEU - Eurasian Economic Union;
EEC - Eurasian Economic Commission;
Exhibition - EXPO 2017 International Recognized Exhibition in Astana;
Exhibition site - Exhibition Complex of 25 hectares, which includes all the pavilions of the
Exhibition;
Exhibition territory - 174 ha territory, including the Exhibition Site;
Last mile delivery – delivery service from the Exhibition warehouse to the final destination
(pavilion, restaurant, kiosk, etc.);
Logistics center - An Exhibition warehouse located in the territory of the Exhibition;
Logistics manager - official representative of an Official Participant appointed to perform
all procedures related to shipping, reception, handling, and customs clearance of goods.
Official Logistics Provider- “DHL Freight Kazakhstan” LLP, the operator selected and
appointed by the Organizer to provide Participants with logistics services;
Organizer - JSC "National Company" Astana EXPO -2017";
Participants – Official Participants, corporate participants, and international organizations;
Special regulations No. 7 - The rules governing the transportation, customs clearance and
storage of goods;
Temporary storage warehouse – customs bonded area located at the territory of Logistics
Centre.
Third party - an interested party apart from the Official Participant
Transportation plan - a list of shipments planned to be delivered to the Expo- site;
VIA – Vehicle Inspection Area;
2. CUSTOMS CLEARANCE AND CUSTOMS PROCEDURES
2.1 Customs regulation of EXPO-2017
This section presents current customs regulation rules regarding the import of foreign
goods for participation in the Exhibition. Customs regulation rules may be amended, and
the Participants should review the list of prohibited/restricted imports on the Eurasian
Economic Commission website at http://www.eurasiancommission.org via their freight
forwarder or customs broker, prior to importing the goods. Detailed information on the
import of goods is provided below.
2.1.1 Eurasian Economic Union
Eurasian Economic Union (EAEU) is an international organization of regional
economic integration, having international legal personality and founded by the Treaty on
the Eurasian Economic Union.
The member states of the Eurasian Economic Union include the Republic of Armenia,
Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, and the Russian Federation.
The territories of the EAEU member states comprise a single customs territory (hereinafter
referred to as “the Customs Union”).
Any goods originating from the EAEU member states and/or foreign goods intended
for free consumption in the SCT and imported into Kazakhstan for participation in the
Exhibition are exempt from customs clearance procedure.
2.1.2 Customs legislation and customs authorities of the Republic of
Kazakhstan
Customs regulation of the Exhibition shall be in compliance with the customs laws of
the Customs Union and the Republic of Kazakhstan.
The State Revenue Committee at the Ministry of Finance of the Republic of
Kazakhstan is the competent customs authority of the Republic of Kazakhstan. Customs
clearance is carried out by regional departments of the customs authority of the Republic of
Kazakhstan.
It is important to ensure that all Participants act in compliance with the following laws
and regulations:
• Agreement between the Government of the Republic of Kazakhstan and the
Bureau International des Expositions on privileges and advantages for official participants
of EXPO 2017 International Recognized Exhibition in Astana;
• The Convention relating to International Exhibitions signed in Paris on
November 22, 1928 as supplemented and amended
• General Regulations and Special Regulations of the Exhibition
• Applicable laws of the Republic of Kazakhstan and the Eurasian Economic
Union;
• This Guide;
• Instructions and rules of any kind, as issued by the Organizer and provided to
the Participants directly, which shall be in accordance with the General Regulations and
Special Regulations of the Exhibition.
Legal requirements set out by the customs authority and its officials are mandatory
for any and all parties provided that they are in accordance with the laws and regulations.
2.1.3 Customs clearance
Any foreign goods imported into Kazakhstan for use in organizing and holding the
Exhibition are subject to customs control. For these goods, the Participants/applicants must
file customs declarations by following the applicable customs procedure.
It is recommended that any and all customs procedures related to the import of foreign
goods for participation in the Exhibition be carried out in Astana. Astana regional
department of the customs authority will be performing customs clearance for all goods
arriving at the customs processing office adjacent to the exhibition pavilions.
2.1.4 Customs brokers
For customs clearance of the goods, it is necessary to collect and prepare certain
documents and fulfill a number of requirements. The Participants are advised to select a
customs broker for performance of customs according to the customs declaration.
The customs broker acts on behalf and assignment of the Participant (declarant) or
other interested persons to perform customs operations and other functions of intermediary
character required for customs clearance in strict accordance with the customs legislation of
the Republic of Kazakhstan and the Customs Union. The Customs broker performs these
duties for the account and on behalf of the represented person. The relationship between the
Participant and the Customs broker is based on a contractual basis.
Participants are advised to conclude an agreement with the customs broker to provide
customs clearance services prior to the preparation of shipping documents and dispatch of
cargo. The Customs broker will provide expert assistance in the preparation of shipping
documents, determining the codes of goods, the choice of the customs procedure, the
declaration of goods and the provision of other services.
In order to optimize efficiency of logistics processes and passing of customs control
we recommend making use of the customs clearance services of the Official Logistics
Provider, (“DHL Freight Kazakhstan” LLP) which is providing qualified customs brokers
located close to the in-house customs authority located on the Expo site.
Requests for information may be sent to [email protected]. Complete
information concerning logistics organization, transport of goods, customs clearance, use
of the logistics center, and the movement of goods within the Exhibition is available upon
request.
2.1.5 Documentation Requirements
When drafting documents regarding the goods, it is important to request from the
customs broker a list of documents required for customs clearance in the Republic of
Kazakhstan.
In order to process the goods in compliance with the requirements of the customs
laws, you must prepare a standard set of documents, including:
• Participation Agreement;
• shipping/ transportation documents;
• commercial bill/invoice or pro-forma invoice with (HS codes), Incoterms 2010,
shipping specification;
• packing list (required if tax invoice or shipping specification does not contain
sufficient information about the goods imported in each package, including quantity and
weight); and
• permissions, if required for specific goods, e.g. food products, animal products,
and plants require agricultural/veterinary certificates issued by a competent authority at the
country of export for presentation to customs authorities at the state border and during
customs processing.
Invoice, or a pro-forma invoice, shipping specification or any other document must
include the following:
• name of the Participant;
• name and detailed description of the goods;
• unit of measurement;
• quantity for each type of goods;
• value of goods, including currency;
• gross weight or volume;
• classification codes (approx. 6 symbols); and
• country of origin.
For goods intended for display at the Exhibition, all shipping documents must contain
the following wording: "EXPO 2017 Exhibition Goods". When drafting shipping
documents, it is important to execute at least four (4) sets of duplicates.
Before submitting the shipping documents for customs processing, please ensure the
documents are translated into Russian. Translation services are provided by the Unified
Service Center on a fee paid basis.
To minimize the time spent on customs processes when crossing the customs line, it
is important to ensure that the shipping documents are filled out correctly, with no
inaccuracies, typographical errors, corrections, crossed-out words, or erasures, and any
documents related to compliance with prohibitions and/or restrictions, if needed, are
submitted in a timely manner.
Proper preparation of documents will ensure quick customs processing and minimize
the risk of a customs control. In the event that any information contained in the documents
is contradictory or the goods are not properly described, the risk of customs control will
increase. The Official Logistics Provider will offer all participants a “Green Light
Procedure” upon demand and check all paperwork before shipping to make necessary
amendments and changes as provided for in point 2.9 below.
2.1.6 Marking of goods
The customs laws contain no mandatory marking requirements for customs
processing of imports. However, some types of goods may require marking in accordance
with applicable laws and regulations of the Republic of Kazakhstan and the EAEU. This
primarily concerns such goods as food, beauty and hygiene products.
Excisable goods, mostly alcoholic beverages and tobacco products, must be labeled
with excise stamps prior to importing to the Republic of Kazakhstan. Before shipping the
goods, please consult your customs broker regarding specific marking requirements.
2.1.7 International delivery
In addition to appointing a customs broker, each Participant should choose and make
an agreement with a freight forwarder to deal with cargo transportation between the country
of origin and the Exhibition Warehouse, customs clearance procedures and the handling of
cargo.
Each Official participant can choose their own freight forwarding companies in order
to organize international and overseas deliveries from their home country to Logistics
Centre at Expo-site.
In order to organize easy and efficient logistics chain, Organizer recommends using
the services of Official Logistics Provider.
Due to the global coverage and expertise, the Official Logistics Provider can provide
you with the full range of logistics services from the country of origin up to Exhibition
warehouse and/or covering the last mile deliveries.
Participants should provide to nominated freight forwarding company detailed
information about freight, its destination point, and relevant customs procedure. In addition
to regular requirements regarding the contents of transportation/shipping documents, it is
important to include the following information:
• intended use of goods (purpose of import): import for Astana EXPO 2017;
• final destination point: Astana, Kazakhstan;
• delivery address: EXPO 2017 Warehouse Complex;
• name of customs authority: Astana State Revenue Department, EXPO 2017
Warehouse Complex Customs Office; and
• recipient: name and contact information of the party that will receive and use
the goods.
To declare the goods with customs authorities, each Participant should issue a power
of attorney to their customs broker to confirm authorization.
Prior to shipping, Participants need to contact their customs broker and freight
forwarder to ensure compliance with freight shipping requirements.
2.1.8 Crossing of the customs border and delivering goods to Astana
Key modes of transport that can be used to deliver freight to EXPO 2017 in Astana,
Kazakhstan include the following:
• road freight transport/trucks;
• rail transport;
• air transport.
Please consult your freight forwarder in advance regarding the route and mode of transport
for your freight. For the purpose of traffic flow management, reduction of queueing time
and organization effective delivery of goods, the Organizer shall set up a web-application
where Participants and suppliers should book the entry time to the Exhibition at the time of
crossing the border of the Republic of Kazakhstan.
This will ensure traffic on the Exhibition site is reduced to a minimum and thus ensure
logistics chain efficiency.
Detailed information and professional consultation regarding transportation and
delivery to Astana issues may be obtained from freight forwarding company and/or the
Official Logistics Provider.
2.1.9 Notification of the customs authorities about the cargo arrival
When the goods arrive in Astana, the carrier notifies a Participant's customs broker or
Logistics Manager, of the arrival of the goods. The Participant's representative must
immediately arrive at the location specified by the carrier to receive transportation/shipping
documents and notify the customs office of arrival by submitting the documents.
Each Participant must place their goods in temporary storage or file a customs
declaration within three (3) hours of presenting documents and goods to the customs office.
For goods transported by rail or sea, customs procedures, such as placement in Temporary
Storage Warehouses or filing a customs declaration, must be completed not later than the
customs office's next business day.
Goods will be loaded and unloaded during the hours of operation and by permission
of the customs office at the interested party's request.
2.1.10 Temporary storage of goods
Temporary storage is defined as the storing of the arrived goods under customs
control at a temporary storage facility prior to their release by the customs authority in
accordance with the specified customs procedure. The goods and transport equipment
acquire the status of "placed in temporary storage" from the date of registration by the
customs authority.
In accordance with the customs laws, temporary storage may be carried out in
Temporary Storage Warehouses ("TSW") only. TSW are considered as customs bonded
areas. Such a TWS will be an integral part of the warehouse and logistics facility directly
on the Exhibition site and managed by the Official Logistics Provider (DHL Freight
Kazakhstan). The latter may be contacted for further information and assistance.
In order to place the goods in temporary storage, participants have to file
transportation/shipping, commercial and/or customs documents with the customs authority.
Temporary storage may not be necessary if the imported goods are cleared in
accordance with the specific customs procedure within one business day of notification.
The time limit for goods in temporary storage is two months. The customs authority
may extend the term up to four months at the Participant's reasoned written request.
At the expiration of the storage period, any goods that have not started a customs
procedure shall be seized by the customs authorities. Violation of the term of temporary
storage may be punishable by administrative liability and penalty.
2.1.11 Inspection and identification of imported goods
Customs authorities may inspect the goods, including opening the packaging or cargo
spaces with transport equipment, containers, and any other spaces when carrying out
customs operations or if a previously placed customs seal or any other means of
identification has been tampered with by disassembly, dismounting or otherwise tampering
with the inspected items or any parts thereof. In the absence of the customs broker or
Logistics Manager, or if they are not present at the location of inspection despite having
been duly notified or in the case of exigent circumstances, the customs authority may inspect
the goods in their absence, with participation of two witnesses and by executing a customs
inspection report.
To identify the goods, and more especially the imported goods that will be exported
from Kazakhstan upon the closing of the Exhibition, and in addition to standard labelling,
the Participants may prepare detailed descriptions of the exhibits, valuable items, and
various types of equipment, blueprints, and drawings, and produce images, photographs,
illustrations, or use any other types of marking and labeling. These measures will facilitate
customs inspection and identification of the goods.
2.1.12 Types of customs procedures applicable to importation of foreign goods
for participation in the Exhibition
Each Participant may at its own discretion choose any of the 17 customs procedures
established by the customs laws. In order to highlight helpful information, Organizer
provides short summary about three, most applicable customs procedures:
(1) Special customs procedure ("SCP");
(2) Temporary admission;
(3) Release for domestic consumption.
It’s important to review the information about the different types of customs
procedures. It will help to make the right choice. Participants should contact customs broker
in advance, prior to freight shipping if any questions regarding customs procedures occur.
2.2 Application of the special customs procedure
In order to promote favorable conditions for importing foreign goods for use in
organizing and holding the Exhibition to the Republic of Kazakhstan, these goods may be
declared through a Special Customs Procedure under the Resolution of the Eurasian
Economic Commission Board No. 329 of 20 May 2010. This Special Customs Procedure
allows the Participants and any other parties involved in the organization and holding of the
Exhibition to bring goods to Kazakhstan on special terms.
The Resolution of the Government of the Republic of Kazakhstan No. 522 of 15 July
2015 approved the Rules for the application of special customs procedure ("SCP"), the
specifics of its application, the conditions for declaring goods to the SCP, restrictions in the
use and disposal of goods, and the methods and procedure for terminating the SCP, as well
as the list of parties authorized to apply the SCP to goods imported into the Republic of
Kazakhstan (hereinafter the "SCP Rules"). SCP Application Rules are available on the
Organizer’s official website.
Benefits: Exemption from customs duties, taxes, and non-tariff and technical
regulation. No security deposit for customs duties is required.
Goods may be placed under the SCP if: the Organizer provides written confirmation
to the customs authority of the Republic of Kazakhstan regarding the intended use of the
imported goods, specifying the events for organization and arrangement of which the goods
are prescribed, the name, quantity, and value of the goods, and information about the party
moving the goods, and the Participant/applicant. To obtain the confirmation written above,
Participants should send a letter to the Organizer, enclosing a List of Imported Goods and a
copy of the invoice for each shipment.
The following goods may not be declared through the SCP:
(1) Goods prohibited for import into the customs territory of the Customs Union; or
(2) Goods restricted for import into the customs territory of the Customs Union under
the Single List of Goods Prohibited or Restricted for Import/Export by Customs Union
Member States within the EEC Trading with Third Countries, except for the goods included
in Articles 2.16 and 2.19 of the Single List (approved by Resolution of Eurasian Economic
Commission Board No. 134 of 16 August 2012).
Restriction on use and disposal:
(1) Foreign goods must be used solely in organizing and holding the Exhibition in
the Republic of Kazakhstan;
(2) Any commercial use, including the sale and/or other disposal of goods, leasing
goods and/or provision of paid services is not permitted.
Effective term;
Six (6) months from the Exhibition's end date (until 9 March 2018)
Features:
(1) Foreign goods declared to the SCP may not acquire the status of EAEU goods
before the SCP has been terminated and continue to be under customs control;
(2) Foreign goods may later be entered to any other customs procedure, including
any procedure that may permit their export from the customs territory of the Customs Union;
(3) For foreign goods that have been fully used, consumed or expended in the
organization and holding of the Exhibition, the SCP is terminated when the Participant files
with Kazakhstan customs authority an application and a document provided to the
Participant by the Organizer to confirm that the goods have been fully used in organizing
and holding EXPO 2017 International Recognized Exhibition
2.2.1 Regulations for application of the Special customs procedure
Written confirmation issued by the Organizer regarding the intended use of the
foreign goods imported by the Participants shall serve as the grounds for the application of
the Special Customs Procedure “SCP” and an exemption from state duties, taxes, non-tariff
and technical regulation.
Participants should send a request to the Organizer in written form (sample letter in
Annex 2) with all necessary information and attach it to the list of imported goods and a
copy of the proforma invoice to obtain written confirmation from the Organizer. Written
confirmation must be obtained for each batch of imported goods. Organizer considers the
application of the Participant’s representative within 6 days after receiving the request, and
in the absence of any comments gives a written confirmation for placing goods under the
SCP.
The Organizer recommends that care should be taken when preparing the list of
imported goods, to avoid mistakes, including typographical errors, or any other inaccuracies.
The Organizer's written confirmations will be based on the information and documents
provided by the Participants. Customs authorities will verify information on the imported
goods provided in the shipping documents and the Organizer’s written confirmations. Any
errors in the information on the imported goods that may need to be corrected may delay
customs clearance.
2.2.2 Types of goods subject to the Special Customs Procedure
The Special Customs Procedure ("SCP") may be applied to any and all types of goods
included in the 1928 Convention Relating to International Exhibitions.
Below are approximate categories of goods that may be declared through the SCP if
the goods are intended solely for use in organizing and holding the Exhibition:
• goods intended for exhibition or exhibit items;
• goods intended for use in demonstrating foreign goods, including goods
required for demonstration of foreign mechanism or device exhibits;
• building materials, including finished goods and raw materials, and electrical
equipment;
• tools, building equipment, transport means and mechanisms required for
operation;
• items used in the interior and/or exterior design of the premises, booths,
displays, and exhibits;
• items used for decoration and furnishings of the premises of participating states,
as well as stationery and supplies intended for their use;
• items intended for mounting and operation of the exhibited machines or
devices;
• printed materials, brochures, catalogues, prospectuses, price lists, posters,
calendars, whether illustrated or not, unframed photographs intended for advertisement of
foreign goods displayed at the Exhibition if these foreign goods are supplied free of charge
and are intended solely for public distribution free of charge on the Exhibition site;
• plans, blueprints, drawings, files, archived materials, forms, and any other
documents intended for use as such;
• advertisement and presentation materials intended for use in advertising foreign
goods, such as audio records, videos, and slide shows, and equipment required for their use;
• equipment, including translation and interpretation equipment, audio recording
equipment and educational, scientific or cultural films intended for use in connection with
participation in the Exhibition;
• gifts, prizes, souvenirs, memorabilia, and other items intended for free-of-
charge distribution on the Exhibition site and for presentation to the Official Participants'
special guests;
• Professional equipment (for TV and radio broadcasting and media), including
means of transport specially equipped for recording, reproduction and transmission of audio
and video, additional equipment, accessories and supplements;
This is a non-exhaustive list that may be expanded. There are no restrictions for the
quantity and/or value of goods declared through the Special Customs Procedure.
However, in order to benefit from the application of the Special Customs Procedure,
and to be exempted from customs duties, taxes, non-tariff and technical regulation,
especially in respect of the goods that will be consumed, used or expended, and to avoid
their re-export, it is important to understand that Kazakhstan customs authority will note
whether the total value and quantity of goods imported and declared through the SCP are
reasonable in consideration of the nature of the exhibition, number of visitors, and the extent
of the exhibitor's participation.
2.2.3 Consumable goods and materials
Consumable goods and materials are defined as the goods that have been fully or
partially used, expended, consumed or are currently in the condition that makes them unfit
for further use.
Approximate categories of these goods include, among others: consumable materials
required for demonstration of the exhibits; building and finishing materials; consumable
tools and equipment; decorations for pavilions, booths, and premises; samples for exhibit
evaluation; printed materials, such as brochures, catalogues, and prospectuses; gifts, prizes,
souvenirs, memorabilia for distribution free of charge; office stationery and supplies etc.
2.2.4 Gifts, souvenirs and goods for free distribution
Participants may import and declare to the SCP any goods, including catalogues,
brochures, posters, flyers, and other illustrated or non-illustrated publications, that will be
distributed free of charge as gifts, souvenirs or prizes and used for advertisement, marketing
or any other non-commercial purposes at the Exhibition for use or consumption by parties
to whom they will be distributed. These goods may not be used for commercial purposes,
including sale, exchange or rent.
The goods, such as equipment, office furniture, computer and office equipment,
electronic devices, household appliances, and transport means, that are intended for re-
export upon the closing of the Exhibition, are not subject to distribution.
2.2.5 Intended use
The goods declared to the SCP for EXPO 2017 may be used solely in the organization
and holding of the Exhibition in the Republic of Kazakhstan. The SCP may be applied to
the goods used for various events related to the preparation and holding of the Exhibition,
such as repairs, fit-out, and arrangement of pavilions, mounting and demonstration of
exhibits, equipment and operations of the Participants' offices, formal opening and closing
ceremonies, advertising and marketing activities, and formal and social events held by the
Participants.
The goods declared to the SCP may not be used for any commercial purposes,
including sale or other disposal, leasing and/or provision of paid services with the use of
these goods. The Participants and any other parties importing goods for the Exhibition must
meet the conditions and requirements of the Special Customs Procedure.
Please note that any applicant, or Participant, that fails to use the goods declared to
the SCP for their intended purpose may be held liable by the customs authorities in
accordance with the laws of the Republic of Kazakhstan.
In the case of irretrievable loss, theft or destruction of the exhibits caused by
unforeseen circumstances, the affected Participant must notify the Organizer and the
customs authority and take measures necessary to certify the occurrence of any such loss,
theft or destruction.
2.2.6 Prohibited or restricted goods not subject to the Special Customs
Procedure
Pursuant to Resolution of EEC Board No. 50 of 16 July 2014, the following goods
may not be declared to the Special Customs Procedure:
(1) Goods prohibited from import into the Customs Union; or
(2) Goods restricted from import into the Customs Union under the Single List of
Goods Prohibited or Restricted for Import/Export by Custom Union Member States within
the EEC Trading with Third Countries, approved by Resolution of Eurasian Economic
Commission Board No. 134 of 16 August 2012.
The goods included in the following sections of the above Single List are excluded:
2.16 (wireless electronic devices and/or high-frequency devices, including built-in
and integrated devices, with restricted import into the Customs Union); and
2.19 (encryption/cryptography tools with restricted import to and export from the
Customs Union).
If choosing other customs procedures, please consult your customs broker in advance
for a list of imported goods that may be subject to import/export restrictions and/or
prohibitions.

information in preferable language it is recommended to request the assistance of customs
brokers.
2.2.7 Parties eligible to declare the Special Customs Procedure
The SCP Rules specify a list of parties eligible to declare goods to the SCP. Full list
is provided in Annex 1 of this guide.
2.2.8 Import by partners of the parties eligible to declare the SCP
Like the parties eligible to declare the SCP, their partners can also use the SCP for the
purposes of EXPO 2017.
To use the SCP, eligible parties must inform the Organizer of their
partners/contractors and respective agreements. Participants are also requested to provide
this information and agreements or extracts therefrom, containing provisions on the supply
of goods intended for use in organizing and holding EXPO 2017, not later than one month
prior to shipping.
If a detailed list of goods that will be imported to the Republic of Kazakhstan is not
provided in the agreements, including specifications or attachments thereto, the content of
this information needs to be ensured in the shipping and commercial documents. It is
important that the agreements clearly indicate that the goods are intended for use in
organizing and holding EXPO 2017, the partners will import them for the Participant and
carry out the requisite procedures with the Organizer, authorized government agencies and
other authorities of the Republic of Kazakhstan.
2.2.9 Authorizations
The Participants may import and declare to the SCP any goods intended for use in
organizing and holding EXPO 2017 in Astana, without filing any certificates or licenses
with the customs authority. The same rules apply to the export of goods from the Republic
of Kazakhstan upon the closing of the Exhibition.
Please note that certain categories of goods, depending on the code of goods, may
require permission or approval of Kazakhstan government agencies for use in the Republic
of Kazakhstan. For instance, wireless electronic devices may only be used by special
permission from the National Security Committee of the Republic of Kazakhstan.
Prior to importing goods into the Customs Union and declaring them with Kazakhstan
customs authorities, the Participants must obtain permissions required by the laws of the
Republic of Kazakhstan and the EAEU.
In order to avoid delays or demurrage while crossing the customs border of Customs
Union, we recommend putting a cover letter for each shipment; the cover letter has to be
signed by shipper and show information of purpose of goods. For example, the construction
of the pavilions; improvement, equipment and filling the pavilions; the use (consumption)
in the Office of the Commissioner's section; demonstration materials; holding of exhibitions,
etc.
2.2.10 Period of importation
When declaring goods to the SCP, Participants must specify to Kazakhstan customs
authorities the period of importation based on their intended use and duration of the event
for which the goods will be used. Foreign goods imported and declared to the SCP for use
in organizing and holding the Exhibition may remain in Kazakhstan for not more than six
(6) months after the closing of the Exhibition, i.e. until 9 March 2018.
2.2.11 Terminating the SCP
The Participants must take timely measures to terminate the SCP for the goods cleared
under the SCP.
The goods subject to export from the EAEU before expiry of the period of importation
specified in the customs declaration must be declared for re-export with the customs
authority of the Republic of Kazakhstan.
To terminate the SCP for completely consumed, used and consumed goods, the
Participants should file a written application with Kazakhstan customs authority via their
customs broker. The application form is provided in Annex 4.
The application must be accompanied by the Organizer’s written confirmation. This
conformation is issued by the Organizer on the basis of documents provided by the
Participant (certificate of completion, the act of reception and transmission, material report,
the act of writing off and / or other documents), which confirm the consumption of goods
for the following groups of goods:
- fully consumed, used or expended goods or goods unfit for further use as intended;
and
- goods that have been distributed free of charge for advertising, marketing or any
other, non-commercial purposes.
Model letter to obtain the written confirmation and the model list of goods are given
in Annex 3.
For goods that have been irretrievably lost, damaged or destroyed in an accident or
by force majeure, or goods whose quantity or condition has changed due to ordinary wear
and tear, natural or gradual deterioration, leakage or evaporation under normal shipping,
transportation, storage or use/operation conditions regardless of the acts of parties that
entered the goods to the SCP, the SCP will be terminated when an application provided in
Annex 2 hereto, containing the reason, name of goods, measurement units, quantity, value,
and number of the SCP customs declaration together with the supporting documents is filed
with the customs authority. In this case, no customs declaration is required.
When the SCP is terminated, the goods will no longer be deemed under customs
control.
In other cases, the SCP may be terminated if the goods have been declared to a
different customs procedure on the terms and conditions thereof, before expiry of the term
of the SCP.
To identify goods at the termination of the SCP, customs authorities can use customs,
transportation/shipping, commercial and/or other documents submitted by the applicant.
The goods may be declared to a different customs procedure in one or more batches.
2.2.12 Non-compliance with the SCP
Please note that in the case of violation of the SCP terms, the applicant, i.e. the
Participant, will pay import duties and taxes in accordance with the specified customs
procedure.
The Participant/applicant shall be liable for compliance with the terms and conditions
of the SCP in accordance with the laws of the Republic of Kazakhstan.
We recommend that all Participants pay special attention to the goods declared to the
SCP, their intended use, expenditure and consumption, to ensure compliance with the terms
and conditions of the procedure and to avoid penalties.
2.3 Customs procedure for temporary admission
As an alternative, the Participants can use a customs procedure for temporary
admission ("TA"). With TA, the Participants may be granted full or partial exemption from
customs duties, taxes, and non-tariff regulation because the goods are imported under
temporary basis but are still under customs bond with all the consequences connected to this
status.
Benefits: full or partial exemption from state duties, taxes, and non-tariff regulation.
Terms and conditions: Goods need to be identified at the filing of their subsequent
customs declaration to terminate the TA procedure/access. These goods must be
accompanied by a detailed list showing means of identification, such as registration number,
serial number and photographs.
Temporary admission may not be used for:
1) Food products, beverages, including alcoholic beverages, tobacco and tobacco
products, raw materials, and consumables except small samples (other than
alcoholic beverages, tobacco goods and fuel) used for advertising and/or
demonstration purposes or as exhibits or industrial designs imported; (2) Waste,
including industrial waste; or
(3) Goods prohibited for import into the Customs Union;
Restrictions in the use and disposal:
(1) Goods must remain in the same condition, excluding ordinary wear and tear,
natural or gradual deterioration, leakage or evaporation under normal
shipping/transportation, storage and/or use/operation conditions.
(2) It is permitted: to carry out any operations necessary to ensure safe-keeping and
integrity, such as maintenance and repairs, to keep the goods in normal condition provided
that they could be identified by the customs authority at their re-export;
A fixed period for temporary admission period: two years;
Features:
1) when transferring goods from the customs procedures for temporary admission to
the customs procedure of release for domestic consumption, the rates of import customs
duties and taxes, and market exchange rates shall be determined on the day of registration
of customs declaration, filed for placing goods under the customs procedure of temporary
importation (admission);
2) Participants shall pay the difference between the previously paid customs duties
and taxes on temporary admission with partial conditional exemption and calculated
amounts of customs duties and taxes payable when placed under the customs procedure of
release for domestic consumption;
3) During the period, when the full or partial conditional exemption from customs
duties and taxes was applied, interest is not charged.
The list of goods temporarily imported with full conditional exemption shall be
determined in accordance with the international agreements of the Customs Union states-
members and (or) the decisions of the EAEU Commission. In particular, the decision of the
Customs Union commission No.331 dated June 18, 2010, the list of such goods was
established.
2.4 Customs procedure for release for domestic consumption (import)
When bringing goods into the territory of the Republic of Kazakhstan for commercial
purposes (for sale), it is necessary to apply the customs procedure of release for domestic
consumption (import) with the full payment of all customs duties and taxes, in compliance
with the prohibitions and restrictions. This situation occurs if Participant intends to import
an excise (for example, tobacco and alcohol), or other products for commercial use (sale,
lease, and paid services).
In such cases, Participants must submit a customs declaration, pay import duties,
taxes, excise duties (if applicable) and fees for customs clearance. The customs clearance
may also require obtaining approvals.
Also goods previously placed under the special customs procedure, at the end of this
procedure, may be subsequently placed under the customs procedure of release for
domestic consumption. In this case, import duties and taxes shall also be paid, and
prohibitions and restrictions shall be applied.
2.4.1 Customs duties, taxes and fees
In the territory of EAEU, including the Republic of Kazakhstan, the customs duty
rates make up in average 0% to 20% of the customs value of the goods, depending on the
type of goods. The higher rates are set for some goods.
When imported, certain categories of goods are subject to excise tax. These include,
but are not limited to, alcoholic beverages, beer, cigarettes, and passenger cars. Excise tax
is fixed at a single rate and calculated on the basis of the volume, weight, or other properties
of the goods.
For imported goods, import VAT is fixed at the rate of 12% of their customs value,
including import duty and excise tax, if applicable.
In addition to import duties and taxes, importers shall pay fees for customs clearance
at customs declaration at a rate of 60 euros for each customs declaration and 25 euros for
each additional page of the customs declaration.
Any import duties, taxes and fees are payable to the state budget of the Republic of
Kazakhstan.
The Common Custom Tariff of the EAEU has been approved by Resolution of the
EEC Board No. 54 of 16 July 2012. For information about import duty rates applicable to

2.5 Imports and exports of goods comprising the intellectual property objects
The organization of the exhibition includes the movement of the exhibits, prototypes
and other products for their demonstrations by Participants across the custom border of the
Customs Union including those containing the intellectual property objects (hereinafter
referred to as IPO).
The measures for protection of intellectual property rights are being taken by the
customs authorities of the Republic of Kazakhstan are fixed by article 53 of the Code
"Customs Affairs in the Republic of Kazakhstan" (the Code) and in the framework of the
Customs Union these norms are regulated by article 46 of the Customs Code of the Customs
Union.
Currently the intellectual property protection measures are generally taken on the
basis of the national registry of customs and united customs registry of IPO of members
states of the Customs Union. The right holder or a person representing the interests of the
right holder having reasonable grounds to believe that the movement of goods across the
customs border of the Customs Union are violated or their rights may be violated regarding
IPO is entitled to submit a written statement on the protection of his rights to the Committee
of National Revenues of the Republic of Kazakhstan in the field of customs by inclusion the
IPO in the customs register. The term of protection of the rights of the copyright owner of
the IPO is not more than two years.
In particular, if the customs authority detected the signs of violation of the rights
during the customs operations involving the customs procedure of goods containing the IPO
included in the customs register of IPO, then the custom clearance of such goods shall be
suspended. The customs applicant and the right holder shall be notified. Should the rights
holder initiate a civil claim, the suspended goods may be withdrawn, seized or confiscated
in accordance with judicial decisions issued in their regard.
The customs authorities of the Republic of Kazakhstan have taken the measures to
protect the rights of intellectual property only in respect of the copyright and related rights,
trademarks, service marks and the appellations of origin.
Measures to protect the rights of the IPO are not applied by the customs authorities in
respect of goods transported across the customs border of the Customs Union as follows:
1) by individuals for the personal use, including those sent to their address by the
international mail;
2) in accordance with the customs procedure of customs transit;
3) to the diplomatic missions, consular offices, other official representative offices of
foreign states, international organizations, staff of these offices, institutions and
organizations for the official and the personal use.
2.6 Customs processing of goods delivered by express mail
In accordance with the Universal Postal Union Acts and national legislation the
parcels and written correspondence are related to the international mail.
The international mail cannot be released by the operators of post-office to a recipient
or mailed outside the customs territory of the Customs Union without the permission of
customs authorities.
The unified rates of customs duties are fixed and applied regardless of types of post
organizations engaged in the processing of postal items.
International mail parcels whose value does not exceed 1,000 euros and whose
maximum weight does not exceed 31 kg may be received duty free by the same recipient
for periods not exceeding one month. Excess value or weight within the one month period
shall be subject to custom duties at the rate of 30% of the value and not less than 4 euros per
kilogram.
Simplified procedures for customs clearance are applicable to international mail.
2.7 Completion of Exhibition and re-exportation of goods from the Republic of
Kazakhstan
After the Exhibition and all the related activities are over, the display exhibits, which
have been earlier brought to Kazakhstan, will be dismantled. Exhibits will be removed from
the pavilions in accordance with the schedule after the Closing Ceremony.
During this period, all foreign goods previously imported to Kazakhstan will be
forwarded from the pavilions and other Exhibition premises to the Exhibition Warehouse
for packing, marking and further customs processing.
The goods imported for the Exhibition and placed under the SCP regime will be re-
exported free from state duties, taxes, and non-tariff regulation. To identify goods at the
termination of the SCP, Kazakhstan customs authorities can use customs,
transportation/shipping, commercial and/or other documents submitted by the
Participant/applicant.
When customs processing procedures are over, the Participants can arrange to remove
the goods from the Exhibition Warehouse.
The quantity and condition of the goods being removed from the Customs Union must
be identical to the quantity and condition of the goods when they were placed under the SCP
regime, excluding ordinary wear and tear, natural or gradual deterioration, leakage or
evaporation. The goods shall be transported back from the Customs Union in accordance
with the customs transit procedure.
The termination of the Special Customs Procedure shall continue until 9 March 2018.
2.8 Keeping the records of imported foreign goods to the Republic of
Kazakhstan
The official participants shall keep the records of imported foreign goods placed under
the special customs procedure and consumed, used and spent in the preparation and holding
of the exhibition. The goods are recorded on the principles of accounting and reporting.
Thereafter, the compiled documents of accounting and reporting will be approving
documents for a justification of consumption of such goods for the purpose of the exhibition
when the Participant submits the application to the customs authorities of the Republic of
Kazakhstan for the termination of the special customs procedures.
Imported foreign goods placed under the special customs procedure do not acquire
the status of EAEU products until the termination of the procedure. Therefore, it is
recommended to do accounts of imported foreign goods separately from the goods
purchased in the Republic of Kazakhstan and in the Eurasian Economic Union (EAEU).
2.9 Green light procedure
The Green light procedure is a fast track customs procedure provided exclusively by
the Official Logistics Provider.
Features include:
- verification of customs documents and ensuring they are duly completed - assistance with drawing up additional documents if necessary. - arranging of goods according to the selected customs procedure to facilitate
clearance. - coordination of documents with the customs authorities etc. Requests for the Green light procedure should be sent to the email address:
[email protected] ; no later than 30 days before the expected date of the
dispatch of goods.
Further information about the Greenlight procedure is available upon request to the same
email address.
To avoid the delays and the difficulties in customs clearance the Organizers
recommend contacting with logistics provider and passing the Green light procedure for
goods.
The employees of logistics provider will check documents and help to distribute the
goods in accordance with the selected customs procedure.
Green light procedure involves the coordination of documents with the customs
authorities, which in turn guarantees a faster customs clearance of the goods.
Further, the employees of logistics provider will check documents and make
necessary amendments; In case of necessity, you will be prompted for additional
information. All commodities will be checked for additional permit documents and if it is
necessary, they assist you to draw up the required documents.
Requests should be sent no later than 30 days before the expected date of dispatch of
the goods.
3. LOGISTICS OF EXPO- 2017
The main priority of the Organizer is to provide high-quality logistics services for the
Participants with high security level. In this regards, the Organizer has appointed the
Logistics Provider to provide transportation and logistics services at the Exhibition area.
The Logistics Provider appointed by Organizer is DHL Freight Kazakhstan LLP.
Participants should contact [email protected] to obtain detailed
instructions, electronic forms to fill, contacts for applications submitting and information
regarding the procedure of communication for logistics operations of the Exhibition. Each
Participant should appoint the Logistics Manager, responsible for execution of all operations
related with organization of transportation, acceptance, cargo handling and customs
declarations of goods to organize efficient cooperation between the Participant, Organizer
and Logistics Provider.
Logistics Manager must have detailed information about the cargo and the place
of its location.
Participant must provide contact information of the Logistics Manager who will be
responsible for vehicle, logistics and customs maintenance in accordance with the special
form (see Annex 5) not later than 30 days prior to dispatch of the first batch of the goods.
Not later than 30 days prior to the first delivery to the booth Participant must provide
to Organizer the approved general shipment plan.
Participants must indicate description of goods, quantity, period of delivery, quantity
of shipment batches and their re-export terms if such necessity occurs and any other
information for the maintenance of effective logistics plan.
Prior to dispatch of each batch of the goods Participants must provide to Organizer
and Logistics Provider information about the type and quantity of vehicles, description of
all items and their quantity, approximate date of arrival at their destination point in the
Republic of Kazakhstan.
Participants must reserve the entry time to Exhibition area on the Organizer’s web-
site 24 hours prior to delivery time and date.
Participants must timely send any changes added to the shipment plan to Organizer
and Logistics Provider.
Participants must follow the «Summary of warehouse handling regulations in the
territory of the logistics center» indicated in paragraph 3.5 of the Logistics guideline.
Transportation of dangerous cargo must be executed in accordance with the
requirements of the legislation of Kazakhstan Republic and Customs Union, and
international agreements ratified by the Republic of Kazakhstan.
The Freight forwarder of the Participants must deliver the goods to the Logistics
center of Exhibition in case of using the Special Customs Procedure. In other cases
placement of goods is possible in the other warehouses in Astana. After the arrival of
international goods, Logistic Manager shall apply for temporary storage of the arrived goods
in the Bonded Warehouse area until the completion of customs clearance procedures. The
Bonded Warehouse for the international goods will be located on the territory of the
Logistics center of the Exhibition. Acceptance of the goods in the Bonded Warehouse shall
only be made in the presence of Logistic Manager or customs broker of the Participant.
Participants shall request the list of documents required for customs clearance in the
Republic of Kazakhstan and rules for filling of such documents prior to dispatch of the
shipment.
Participants must obtain required permits established by the legislation of the
Republic of Kazakhstan before crossing of the Eurasian Economic Union border by
international goods and declaring them at customs authorities.
Participants shall bear responsibility for their operational activity and cover all costs
related to transportation, handling, customs clearance, warehouse and storage of the goods
at the warehouses. In addition, Participants are responsible for the insurance of
transportation of the goods and all goods located in the individual pavilions.
Participants shall sign up the Contract with the Official Logistics Provider for onsite
cargo handling and last mile delivery. The conditions and terms of payment should be
negotiated between the parties and defined in the contract.
3.1 Stages of preparation, running and completion of EXPO
Preparation period of the Exhibition: 01/01/2017 – 30/04/2017
During preparation period all expected goods and materials related to the construction
and equipment should be delivered.
Testing period of the Exhibition: 01/05/2017 – 09/06/2017
At the beginning of phase it’s possible to deliver the rest of the exhibits and other
small batches of goods except for construction materials.
At the end of this phase pavilions shall be ready for the events testing.
Exhibition period: 10/06/2017 – 10/09/2017
Delivery of small batches is possible during the day time logistics from 09:00 till
00:00 and night time logistics from 01:00 am till 07:00 am.
Completion period of the Exhibition: 11/09/2017 – 09/03/2018
During the completion period, Participants should complete customs clearance for
goods subject to re-export under the Special Customs Procedure and the procedure of
temporary admission.
3.2 Logistics services
Participants are entitled to use the services of their own freight forwarding
companies as well as own vehicles in accordance with the following list:
International transportation
Domestic transportation (in the territory of the Republic of Kazakhstan)
Delivery within city limits (Astana)
Customs clearance
Delivery of the goods to Pavilion of the Participant by small-size vehicles with the
capacity not more than 5 tons on condition of compliance with the «Access to the
territory» rules indicated in paragraph 3.3.
Participants must use the following services via the Exhibition’s Official
Logistics Provider only:
Warehouse and loading/unloading services in the territory of the Logistics Center;
Customs clearance in the territory of the Logistics Center;
Transfer of cargo from the Logistics Center to pavilion (last mile);
Loading/unloading services in the territory of Exhibition area;
Sealing of vehicles after passing the inspection zone at the entrance to the
Exhibition area;
Long-term storage of empties in the territory of the Logistics Center;
Provision of big-size and special vehicle to exhibition area;
Provision of special equipment and labor (during the exhibition period)
3.3 Access to the territory
Access of the vehicle to the Exhibition site is possible for small-size vehicles only
with the capacity not more than 5 tons and after fulfillment by Participant of the following
certain conditions:
1) Obtaining of accreditation pass for the driver (not later than 48 hours prior to the
expected delivery time and date)
2) Accreditation of the vehicle (not later than 48 hours prior to the expected delivery
time and date)
3) Booking of time slot for entry to Exhibition site, on the Organizer’s website (not
later than 24 hours prior to the expected delivery time and date)
4) Passing procedures of vehicle inspection (during entrance)
5) Sealing of the vehicle after passing of the inspection procedure at entrance gate
6) Strict adherence to the route up to pavilion of the Participant.
7) Providing of the access to the cargo unloading for further handling operations by
the Logistics Provider.
There may be some other approved permits for the certain scope of services that need
to be confirmed with the Organizer.
8) The company of the accredited vehicle is obliged to sign the confirmation letter
justifying the driver’s knowledge of safety regulations, safety transportation and the rules
of cargo carriage in accordance with the legislation of the Republic of Kazakhstan.
9) Knowledge can be checked by the authorized personnel at the Exhibition area. If
the driver does not possess the knowledge, further access will be denied. If the accredited
drivers of one company fail to demonstrate the Rules knowledge three or more times - the
company will be removed from the list of accredited ones.
The Organizer signed Agreement with DHL, under which the company is recognized
as the official supplier of freight forwarding services for all the goods during all periods of
the Exhibition. Companies planning to fulfill the delivery of goods to the exhibition facilities
are recommended to use DHL's services.
For regular cargo transportation to the Exhibition area before and after the
implementation of accreditation process DHL will have accredited staff and vehicles with
permission to enter and park at Exhibition area.
The entrance to the Exhibition area will be organized through one of the main streets
of the city - Uly Dala. In the North-Eastern part of the Exhibition area there is a special entry
intersecting Zavodskaya street, which allows trucks to get to the logistics center (see Fig.
1).

Security personnel at the entrance to the Exhibition area will control the entry of
vehicles.
Security guards have the right to check the documentation of the driver, as well as
documentation for transport and for cargo, entrance booking, accreditation pass of driver
and vehicle, execute a visual inspection of vehicle, use a special equipment.
For entry to the Exhibition site or warehouse, all vehicles must pass security
procedures through vehicle inspection area. (see Fig. 2).
If the vehicle screening identifies suspicious objects inside the vehicle, the vehicle
shall be moved from the inspection zone to the quarantine zone and be prohibited from entry
into the Exhibition territory. The vehicle’s driver shall be shown the object’s location
through the display in the X-ray cabin, or shall be issued with a print out showing the objects
location.
Vehicles thus denied entry should leave the territory of the Exhibition for removal of
the suspicious object(s) and shall follow the necessary procedures for booking entry into the
Exhibition.
For vehicles allowed entry, loading/unloading operations for subsequent inspection
procedures shall be carried out by the Official Logistics Provider at the cost of the Official
Participant.
In case of the obvious presence of explosive devices inside the vehicle, special
measures established by the current legislation shall be taken.
Vehicles with a length more than 8.5 meters, height more than 3 meters and width
more than 2.5 meters, lifting capacity more than 5 tons are not permitted in the Exhibition
area. Urgent permits for certain areas of service need to be agreed with the Organizer.

After scanning and sealing procedures, vehicles delivering goods to pavilions should
pass through the security desk at freight entrance (see Fig. 3).
Vehicles delivering shipments to the Logistics Center, after passing through the
scanning device will be sent to the warehouse without sealing.

3.3.1 Booking of time-slot
For having an access to the territory of the Exhibition or the Logistics Center, an
official Participant shall make a reservation no later than 24 hours prior to the expected
delivery time and date on the Organizer’s website or via following link:

3.4 Logistics center
The participants can use the services of the Logistics Center services, which will be
located in the Exhibition area and close to all pavilions.
The logistics center consists of: administrative building, warehouse for general cargo,
bonded warehouse for temporary storage of customs goods, warehouse for oversized cargo,
warehouse for food products, warehouse with refrigeration and freezer equipment.
Logistics Center will be operated by the Official Logistics Provider
The Logistics center will operate from 9.00 a.m. till 6.00 p.m. on weekdays in the
period from November 2016 till December 2016 and 24/7 service in the period from January
2017 till December 2017.
This structure will allow Participants to fulfill customs procedures as well as all types
of logistics services in one place, directly at the Exhibition area.
Special attention should be paid to the preparation procedures for storage of exhibit
cargo and stand-fitting materials in the warehouse, the process of handing over the goods to
the warehouse, the process of movement of the goods from the warehouse to the pavilion,
returning the empty packaging for storage, retrieval of packages from storage and return of
packaged cargo to the warehouse for re-export.
Taking into consideration the intense flow of cargos and the high number of
participants it should be noted that if the prescribed procedures are not properly followed,
it may cause significant delays to the process of cargo handling at the warehouse for the
participants. To ensure the efficient cargo handling in the warehouse and delivery of the
goods, the Official Logistics Provider shall suspend the reception, storage and release of any
cargos whose applications are misfiled until all cargos whose applications are properly filed,
have been dealt with.
It should be noted that neither the Organizer nor the Logistics Provider is responsible
for delay in receipt and delivery of cargos, cargos loss and delayed delivery if the procedures
and requirements given below are not followed and respected by the participant.
The participants and their suppliers and third parties shall strictly comply with the
following procedures regarding the handling on the territory of the logistics center.
The required information and documentation from the participants and the third
parties with respect to acceptance, storage and shipment of goods and materials from the
warehouse should be provided regardless of the availability of shipping documents
described above.
The participant / the third party shall apply through the e-mail address
[email protected] for the detailed instructions, electronic forms to fill in, for
the contacts for applications and information about the communications procedure for
logistic operations of Exhibition.
3.5 Warehouse handling regulations within the logistics center
3.5.1 Registration of participant / third party
In order to be registered in the system of the Official Logistics Provider the
Participant/ third party should submit an application form (Annex 6), not later than 30
calendar days prior to the planned cargo delivery.
The participant or the third party shall send a request to the Official Logistics Provider
if he plans to use one or more services.
This application is necessary to allow the Logistics Provider to incorporate
information about the participant / third party to electronic databases in advance and to
quickly contact with the participant/third party at all stages of the supply chain, if it is
necessary.
The participant/third party will receive a message with the contact person of the
Official Logistics Provider as a form of feedback.
3.5.2 Application to Official Logistics provider for inbound services
In case if the Participant/third party chooses the Official Logistics Partner of the
Exhibition as the customs broker for shipments arriving in the Exhibition area, the
Participant/third should contact the Official Logistics Provider for recommendations
concerning information required for customs clearance and placement of goods in the
Bonded warehouse area for the period of customs clearance.
In case the Participant/third party chooses another customs broker for the goods
arriving in the Exhibition area, they should adhere to the following time frames for the
possibility of timely and high-quality handling of cargo in the Logistics center and area of
Exhibition.
1 Handling of the exhibition cargo through the Logistics Center, including storage
of cargo.
International delivery - application for storage of cargo in the warehouse must
be sent on the day of cargo shipping or maximum the day after.
Domestic delivery (country level) or transportation within city limits
(Astana) – application for storage at the warehouse should be sent at least 24
hours prior to dispatch of the cargo to the Exhibition.
In case of absence of the application at the moment of cargo arrival, receiving of such
cargoes will be impossible and transport will be directed to the waiting area on temporary
parking
2 Handling of exhibition cargo through the Logistics Center, with re-loading
into accredited vehicles of Official Logistics Provider:
International delivery – Application must be sent at least 24 hours prior to
dispatch of the cargo to the Exhibition.
Domestic delivery (country level) or transportation within city limits
(Astana) – Application should be sent at least 24 hours prior to dispatch of the
cargo to the Exhibition.( see Annex 7)
3 Handling of exhibition cargoes delivered on vehicles of participant/third party,
with service of Logistics Provider in pavilions:
International delivery – Application must be sent at least 24 hours prior to
dispatch of the cargo to the Exhibition.
Domestic delivery (country level) or transportation within city limits
(Astana) – Application should be sent at least 24 hours prior to dispatch of the
cargo to the Exhibition. ( see Annex 7)
If the Participant or third party sends the cargo directly to the pavilion, and does not
use cargo handling services of the Official Logistics Provider in the Logistics center, and
also the accredited transport of the Logistics Provider, then the participant/third party must
take care in advance about obtaining of accreditation passes according to the requirements
for accreditation of the transport and personnel further described in paragraph 3.4.
All the vehicles must reserve the entry time to the territory of Exhibition via the special
Information System "Portal of EXPO-2017" (hereinafter IS) offered by the Organizer.
In case if there are no reservation for the entry time to the territory of Exhibition it is
necessary to pass the online booking procedure through Information System and follow the
specified time. In case of delay of the vehicle by more than 30 minutes, the online booking
procedure via Information System shall be re-submitted.
Only Participant and a service provider are responsible for the admission of vehicles
into the territory of Exhibition.
Delivery time to the pavilions during the Exhibition
Considering the availability of underground access to the pavilions in the exhibition
area the entry of vehicles and delivery of goods during the Exhibition will be carried in
accordance with the following schedule:
Night time logistics - delivery of cargo is carried out both on the ground and the
underground routes. Entrance to the territory of exhibition is open to all vehicles with
accreditation passes. Hours of service: 01:00 am - 07: 00 am
Day time Logistics - delivery is only carried out using the underground routes.
Entrance to the territory of exhibition allowed only for Official logistics provider, delivering
cargo from the warehouse. Hours of service: 09:00 am - 00.00.
Access to underground routes both during the daytime and night time logistics is
allowed only for the Official logistics provider, delivering cargo from the warehouse.
The vehicles shall strictly follow the route that will be provided by the Organizer at the
time of entry into the territory.
Exceptions and urgent deliveries may be carried out only upon agreement with the
Organizer.
4 Handling of empty packaging by the Official Logistics Provider of Exhibition
Regardless of the goods’ country of dispatch – Application to the Logistics
Provider for the handling of empty packaging should be sent not less than 24 hours prior to
the time when the service is required.
NOTE №1. Application to the Logistics Provider of Exhibition.
Logistics Provider can accept the Application in any convenient format for the
Participant/Third party (phone, email) followed by signing the contract provided by the
Logistics Provider upon receipt of cargo information from the Participant/Third party.
Application to the Logistics Provider must contain the following information:
The legal name of the company responsible for the contract signing with the Logistics
Provider and financial obligations mutually agreed between the Participant/Third
Party and the Official Logistics Provider in General Contract.
The legal address of the company responsible for the contract signing with the
Logistics Provider and financial obligations Participant/Third Party and the Official
Logistics Provider in General Contract.
Name of the Participant of Exhibition
The number of the Participant’s pavilion
Date of cargo unloading at the Warehouse
Date of cargo delivery to the Pavilion
Contact person at the unloading place (Exhibition pavilion)
Description of goods
Gross weight and dimensional characteristics of goods (type of packaging, packaging
size, gross weight, marking on the packages).
For timely and high-quality handling of goods, it is necessary to provide information
about each package.
List of required services
NOTE №2. Cargo admission by the Participant/Third Party
Logistics Provider accepts the cargo according to the information provided by the
Contract quantity and quality of packages. Logistics Provider shall not open, unpack and
check package content. According to international conventions of international
transportation of the goods, the Shipper must ensure that the cargo is packed in a proper way
and in the package ensuring cargo safety during the whole period and route of transportation.
Logistics Manager of the Participant or Third party must be present at the moment of
cargo acceptance in the Pavilion. If cargo has been accepted in accordance with the
previously sent applications and there are no divergences regarding packages quantity and
quality, the Logistics Provider provides and Logistics manager signs an acknowledgement
for services rendered.
If there is a discrepancy regarding quantity and quality of packages:
a) Logistics Provider generates the Cargo acceptance form in the presence of the
Logistics Manager of the Participant/Third party,
b) Logistics Manager signs the Cargo acceptance form.
c) Logistics Provider recalculates the services provided in comparison with the
Application initially sent, and the Participant/Third party shall make a payment in
accordance with the Cargo acceptance form.
d) if the Participant / third party refuses to sign the Cargo acceptance form entailing
additional payment for services rendered by Logistics Provider, Logistics Provider
stops the unloading operations and places the cargo into quarantine zone or moves
the cargo to logistics center until the moment of settlement by the parties to any
agreement.
If the package is damaged:
a) unloading operations will be suspended until the next actions of logistic provider are
advised by insurance company
b) unloading operations can be continued after the confirmation from the participant,
subject to signing between the party / third party and logistics provider of the
acceptance of the whole load (all cargo) by party / third party and with no future
claims on the load (cargo) to the logistics provider.
NOTE №3. Food and beverage handling in the Logistics Centre.
Such products as meat or cheese must be packed, each unit of the product must have a
barcode label. Such products shall be placed in special trays with total marks of the tray with
barcode and gross weight.
Bottled beverages and the packaged goods / products must be packed in cases or
boxes. The acceptance and release of packed goods will be released by boxes or cases;
NOTE №4. Terms of delivery from the Logistics Center. Transferring of goods is only possible inside the boxes, on the pallets or bag or in
other packaging with labels.
Logistics provider does not take items or goods out from the cases, tie strips and does
not deliver the bulk materials by weight. The exceptions are some categories of food. If meat
or cheese, or other commodity units having labels placed in boxes/trays with the several
commodity items then such items can be derived from the box/tray and released, form the
Warehouse.
3.5.3 Application to Logistics provider for outbound services
Participants who have selected the services of the Official Logistics Provider for
customs brokerage should contact to the Logistics Provider for recommendations
concerning information required for customs clearance and placement of goods to the
Customs Bonded area for the period of customs clearance.
In case the Participant/third party chooses another customs broker for the goods
arriving in the Exhibition area, they should adhere to the following time frames to ensure
timely and high-quality handling of cargo in the Logistics center and area of Exhibition.
1 Delivery of empty packaging from storage by Official Logistics Provider of
the Exhibition.
Regardless of the goods’ country of destination – Application to the Logistics
Provider for the handling of empty packaging should be sent not less than 24 hours prior to
the time that the service is required..
2 Handling of exhibition cargos with transportation by Participant/third party,
with service rendering in Pavilions by Logistics Provider:
Regardless of the goods’ country of destination – Application to the Logistics
Provider should be sent not less than 24 hours prior to the start of service provision.
Conditions of access to the Exhibition and accreditation of the means of transport
are similar to the conditions mentioned in subparagraphs 3.4, 3.5.2
3 Transportation of exhibition cargos from the Exhibition Pavilions on
accredited vehicles of Logistics Provider through logistics center, with re-
loading to heavy-load transport:
Regardless of the goods’ country of destination – Application to the Logistics
Provider should be sent not less than 24 hours prior to the time that the service is required.
4 Handling of exhibition cargos through logistics center, with placement of
cargos in storage:
Regardless of the goods’ country of destination – Application to the Logistics
Provider should be sent not less than 24 hours prior to the time that the service is required.
The Official Logistics Provider accepts the cargo according to the quantity and quality
of packages stated by the Contract signatory Logistics Provider does not open, unpack and
check package content. According to international conventions of international
transportation of the goods, the Shipper must ensure that the cargo is packed in proper way
and in the package ensuring cargo safety during the whole period and route of transportation.
Standard application form for the cargo acceptance is included in the Annex 7.
3.5.4. Other provisions regarding the handling of Cargo
Acceptance, shipping and storage of any cargo are considered by batches of 100kg
rounded upwards to the nearest hundred.
For the chargeable weight calculation it is determined that the highest value based on
the weight and dimensional characteristics will be applied.

3.5.5 Conclusion of Contract and Payment for warehouse services
The payment for the Official Logistics provider’s services can be done by non-cash
payment to the Bank account.
The following rules are applicable for participants and third parties:
The Participant/third party sends the information about the planned delivery
according to Application rules of p. 3.5.2;
On the basis of the submitted information the Logistics Provider makes preliminary
calculation and sends invoice for prepayment for the logistics services to the
participant/third party;
At the same time the Logistics Provider will send the Contract to provide the scope
of the logistics services
Not less than the day prior to the start of logistic operations Participant/Third party
should send the original version of the signed Contract to the Logistics Provider, and
make payment for the invoice.
A Scanned copy of signed the Contract should be send to e-mail address of the
Logistics Provider, and 4 (four) originals must be given to the Logistics Manager for
submission to the Logistics Provider. Logistics Provider will send signed original of
the Contract to the Logistics Manager.
If the amount in invoice for the Logistics Provider’s services exceeds the prepaid
amount after the Exhibition - the Participant/Third party should send a commitment
letter for payment of the logistics services provided.
If actual bill for the provided services is less than the prepaid amount, Logistics
Provider will make a refund to the account of the Participant / third party;
If complete financial obligations are not fulfilled by the Participant/Third party at the
moment of re-export of the goods from the Logistics Center, the Logistics Provider
keeps the cargo in warehouse and invoices for the storage until the complete
settlement of outstanding payment.
3.6 Work regulations of the Official Logistics Provider

Participant/Third party shall be entitled to:
Demand from the Official Logistics Provider to fulfill its liabilities under the
agreement in duly manner;
Refuse from early submitted by the Client application after its acceptance by the
Customer Service department for the execution , provided in written notice to the
Official Logistics Provider not later than 48 hours prior to the expected date of service
providing indicated in the Application
Responsibilities of the Official Logistics Provider:
Customer Service Specialist must confirm an application received and report the stage
of processing to Participant/Third party within 24 hours after the moment of
application received to e-mail address or in hard copy to Unified Services Centre ;
Customer service department shall provide consultancy services;
The execution time of the service announced in Application shall be specified
simultaneously with the confirmation of Application acceptance and the process of
execution;
Provide an access to the warehouse 24/7;
Provide transfer services through underground 24/7 ;
Provide sufficient amount of the specific equipment announced in Application in
time;
Provide consultancy services at the Unified Services Centre concerning customs
regulations and logistics procedures.
Consultancy services should be provided by the Official Logistics Provider to
all Participants/ Third parties regardless using their own freight forwarders for the
recommended scope of services indicated in paragraph 3.3.1.
The control of the quality of services provided by Official Logistics Operator should
be arranged by the Claim Managers. Claims and suggestions should be sent to e-mail
address: [email protected] or by visiting office located on the territory of
Exhibition. Claim Managers should give response for the customers claim within 24 hours.
In case if matter of dispute can not be resolved between DHL and Participant/Third Party,
the responsible person from the Organizers side should be involved. Contacts of DHL and
Organizer’s representatives are indicated in Annex 9.
3.7 Tariffs
Tariffs and detailed table of Logistics Provider’s services are stated in Annex 8.
Prices for the Logistics Provider’s services indicated in the Tariffs do not include
VAT. VAT will be charged on the basis of tax legislation of the Republic of Kazakhstan.
In accordance with the Art 12.1 of the See Agreement, the value added tax on services
acquired by the Office of the Section Commissioner on the territory of the Republic of
Kazakhstan for the purposes of construction, installation, exhibition, operation and
dismantlement of the pavilions for the Exhibition, shall be refunded in accordance with the
procedure established by the legislation of the Republic of Kazakhstan for diplomatic
missions of foreign states.
Information and services related to the VAT Refund shall be provided by the Unified
Service Centre located in the Exhibition.
3.8 Exit from the territory of the exhibition
The exit of vehicles from the exhibition territory shall be carried out only through the
service exit. Vehicles shall go through the service exit to Turkestan street towards Uly Dala
(Hussein Ben Talal) street. Having passed the logistics center then turn to the right and leave
the exhibition territory across Zavodskaya street (see Figure 4).

When leaving the Exhibition, the Security Service shall have the right to check the
vehicles and may use of technical means of inspection, to verify transportation and driver
accreditation, as well as documentation for outgoing cargo.
4. ADDITIONAL INFORMATION
4.1 Insurance
The Organizer recommends to Participants to insure their cargo against "all risks"
from the point of dispatch in particular, the products that are of special value. The insurance
policies should be provided to the logistics manager together with shipping documents.
Failure to provide proof of insurance will release the Organizer and Official Logistics
Provider from responsibility for the goods.
4.2. Outer Packaging
It is important to note that cargo will be regularly inspected by customs authorities
during transportation. Outer packaging should, therefore, allow for easy access to the
contents and for affixing customs identification marks and preventing unauthorized access.
In case the containers, boxes, suitcases or any other outer packaging material is locked, a
copy of the key should be attached to the freight. A second copy should be kept by the
logistics manager.
Non-returnable freight packed in cardboard packaging should be wrapped in plastic
wrap to protect from moisture.
The same packaging materials will be used to return the goods from the Exhibition. It
is, therefore, important that the design and durability of the outer packaging provide for the
integrity of the exhibits and the outer packaging for multiple shipments, packing/unpacking,
and storage.
Inner packaging should be in accordance with Technical Regulation 005/2011 and
applicable standards of the Republic of Kazakhstan.
Chips, saw dust, and other plant-derived packaging materials are not permitted.
The Participants are responsible for the removal and utilization of empty packaging not
intended for re-use. If a Participant fails to do so, the Logistics Provider may remove and
utilize the empty packaging not intended for re-use at the expense of the Participant.
4.3 Fumigation
Wood packaging materials, including pallets, manufactured from fresh lumber are
often affected by various insects, larvae, organisms, microbes, and bacteria. As part of the
United Nations Food & Agriculture Organization, International Standards for Phytosanitary
Measures No. 15 (ISPM 15) has been adopted by the International Plant Protection
Convention in March of 2002. ISPM 15 requires that all dunnage and packaging materials
made of wood be debarked and then treated against all kinds of pests.
To ensure successful customs clearance, all wood packaging, including pallets, must
be pre-treated with appropriate phytosanitary measures under ISPM 15.
4.4. Labeling of the cargo packaging
For any goods requiring special treatment, the Participants must strictly adhere to the
international marking rules.
Each package must be labelled on at least two sides with standard symbols for weight
and measurements using metric units and those that are usually used at international level.
Each Participant must affix a distinct permanent label bearing the following
information:
a) EXPO 2017, Astana, Kazakhstan;
b) Name of the Participant;
c) Name and contact details of the Manager;
d) Name of pavilion;
e) Gross weight: (kg);
f) Net weight: (kg);
g) Size: (Length) x (Width) x (Height) cm;
h) Number of cll / total quantity of cll
Any wood packaging materials for foreign goods imported to the Exhibition site must
be quarantine-treated and inspected to prevent the introduction of plant diseases and pests
prior to shipment in accordance with the ISPM 15. (International Standards for
Phytosanitary Measures No. 15) Participants must meet relevant requirements to avoid
delays in customs processing due to the absence of marking for wood packaging materials
in accordance with the requirements of the International Plant Protection Convention
(IPPC).
For goods requiring special treatment, the Participants must follow IPPC rules on
packaging and marking and use proper labeling, such as "Fragile" and "Side Up"

official participant, or an international organization participating as an official participant in EXPO
2017 International Recognised Exhibition and which has signed the participation agreement with
the authorized organization.
4. Marketing partners of EXPO 2017 International Recognised Exhibition: Kazakhstan and
foreign organizations acting as the official sponsors, suppliers and/or licensees of EXPO 2017
International Recognised Exhibition within the organization and holding of EXPO 2017
International Recognised Exhibition, and the official broadcasting and media companies which
were granted broadcasting rights.
5. Kazakhstan and foreign informational agencies and mass media organizations
6. Kazakhstan and foreign sports, cultural and entertainment event organizers.
7. Kazakhstan and foreign sponsors of EXPO 2017 International Recognised Exhibition.
8. Kazakhstan and foreign companies which are involved in the design and construction of
EXPO 2017 International Recognized Exhibition facilities. These subjects are recognized as such
in accordance with the laws of the Republic of Kazakhstan and approved by Government
Resolution No. 1107 on the Approval of the List of Companies Involved in the Design and/or
Construction of International Recognised Exhibition Facilities in the Republic of Kazakhstan, of
17 October 2014.
9. The representatives of the parties specified in Items 1, 2, 3, 4, 5, 6, 7, and 8 hereof, and
partners, including contractors and subcontractors, of the parties specified in Items 1, 2, 3, 4, 5, 6,
and 7 hereof, under agreements providing for the import of goods into Kazakhstan for use in the
organization and conduct of EXPO 2017 International Recognized Exhibition.

Provisions of Items 1, 2, 3, 4, 5, 6, 7, 8, and 9 hereof apply to the goods specified in Item 16
of the SCP Application Rules only.
