REPREsEnTACIón InsTITuCIonAL

E l 2011 fue un año de mucho trabajo para la Comisión de

Logística y Transporte en materia de normalización, la cual atendió

los diferentes compromisos derivados de la promoción de actividades

en materia técnica y normativa, fomentando así la competitividad,

la transparencia, al tiempo que se evitó la discrecionalidad y la sobre

regulación.

De igual manera se participó en los diferentes Comités y Subcomités

de normalización, y debido a la relevancia de los temas y a la creciente

tendencia mundial para incrementar la seguridad en el transporte, se

atendió la siguiente información:

Actualización de las normas NOM-029-SCT2/2011 Construcción

y Pruebas para RIG; NOM-002-SCT2/2011 Listado de substancias; y

NOM-011SCT2/2011 Cantidades Limitadas, en donde el objetivo fue

establecer clara y precisamente las obligaciones y responsabilidades de

cada una de los involucrados.

Asimismo, se participa en el grupo encargado en revisar la NOM-

012-SCT2/2008 Pesos y Dimensiones, el cual se centró en definir los

aspectos de la norma que deben revisados. Las actividades iniciaron en

octubre de 2011, hasta la fecha se han aceptado 15 temas propuestos

para su evaluación.

InsTITuTIonAL REPREsEnTATIon

2011 was a busy year for the Logistics and Transport Commission

where standardization is concerned, since the Commission attended to

various commitments arising from the promotion of activities related

to technical and regulatory matters. With these actions it enhanced

competitiveness and transparency while avoiding discretionary

decisions and over-regulation.

Futhermore, it participated in the different standards committees and

subcommittees and, given the relevance of the issues and the growing

world trend to increase safety in transport, it attended to the following:

Updating of the following standards: NOM-029-SCT2/2011

Construction and Tests for intermediate bulk containers (RIG); NOM-

002-SCT2/2011 List of Substances, and NOM-011SCT2/2011 Limited

Quantities, where the objective was to clearly and precisely establish

the obligations and responsibilities of each entity involved.

It also participated in the group in charge of reviewing NOM-012-

SCT2/2008 Weights and Dimensions, which concentrated on defining

the aspects of the standard that should be revised. Activities began

in October 2011 and thus far 15 of the proposed issues have been

accepted for evaluation.

centraron en la revisión del proyecto de norma

NOM-074-SCT2/2002, Compatibilidad y

segregación de trenes, donde se garantiza que

los carrotanques sean segregados de acuerdo al

tipo de producto.

Por otra parte se continúa trabajando con la

Entidad Mexicana de Acreditación, en la revisión

semestral de la norma NOM-068-SCT2/2000

Condiciones físico-mecánicas y de seguridad,

la cual define los aspectos a ser verificados en

una revisión.

Cabe mencionar que la Asociación recibió

una invitación de parte de la Secretaria de

Energía a participar en el grupo de trabajo

encargado de revisar el proyecto de norma

para especificaciones y criterios generales para

el control y seguridad en la carga y descarga

en auto tanques destinados al transporte de

combustibles líquidos, por el momento sólo se

emitirán observaciones que serán revisadas por

el grupo.

Con la finalidad de colaborar en la atención

de emergencias derivadas del transporte de

materiales y residuos peligrosos, la Asociación

firmó un convenio con la Secretaría de Seguridad

Ciudadana del Estado de México, para desarrollar

acciones conjuntas en materia de protección

civil, en la prevención, auxilio, recuperación, así

como de atención de emergencias derivadas del

transporte y manejo en general de Materiales y

Residuos Peligrosos dentro del territorio estatal.

En materia legislativa se continúan impulsando las reformas a la Ley de Puertos, a través de las cuales se podría contar con permisos de cabotaje para transportar productos químicos líquidos de manera rápida y a bajo costo.

La ANIQ recibió un reconocimiento por parte de la Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT), la Secretaría de Comunicaciones y Transportes (SCT) y el Consejo Coordinador Empresarial (CCE) con apoyo de la Agencia de Protección Ambiental de los Estados Unidos (EPA), por ser promotor e impulsar el programa de Transporte Limpio, cuyo objetivo es la reducción de las emisiones de gases de efecto invernadero.

sIsTEmA DE ADmInIsTRACIón DE

REsPonsAbILIDAD InTEgRAL (sARI)

PARA TRAnsPoRTIsTAs.

Durante 2011 se incrementó a 14 el número

de empresas de transporte especializado que

han adoptado el Sistema de Administración

de Responsabilidad Integral. Lo anterior

es fundamental si consideramos que los

transportistas son parte fundamental de las

actividades diarias de la industria, razón por

la cual seguiremos en nuestro esfuerzo por

incorporar más empresas cada año.

REgIonALIzACIón soCIos AnIQ-sETIQ

El programa de regionalización tiene como

objetivo promover y difundir los servicios que

ofrece el SETIQ. Durante este año se cubrieron

las zonas del centro, norte y sureste del país,

capacitando a más de 60 empresas involucradas

en el transporte de productos químicos,

siendo el principal objetivo a desarrollar en los

próximos años la certificación de las empresas

transportistas.

As regards railways, work focused on revising

the draft standard NOM-074-SCT2/2002

Compatibility and Segregation of Trains, which

guarantees that tanker cars are segregated

according to the type of product.

On the other hand, we continue to work

with the Mexican Accreditation Entity in

the bi-annual review of standard NOM-

068-SCT2/2000 Physical-Mechanical Safety

Conditions, which defines the aspects to be

checked in a revision.

The Association received an invitation from

the Ministry of Energy to participate in the task

force commissioned to review the draft standard

for specifications and general criteria for control

and safety in loading and unloading tank trucks

for the transportation of liquid fuels. For the

time being, only comments and observations

will be made, which will subsequently be

reviewed by the task force.

In order to collaborate in the response to

emergencies arising from the transportation of

hazardous materials and waste, the Association

signed an agreement with the State of Mexico’s

Citizen Safety Secretariat to develop joint

actions of civil protection, for the prevention,

first-aid, recovery measures and response to

emergencies arising from the transportation

and handling of hazardous materials and waste

within the State of Mexico.

The Association continues promoting

legislative reforms to the Ports Act which could

provide coastal sailing permits to transport

liquid chemical products cheaply and quickly.

ANIQ received recognition from the Ministry

of the Environment and Natural Resources

(SEMARNAT), the Ministry of Communications

and Transports (SCT) and the CCE (Mexican

Businessmen Council) supported by the

U.S. Environmental Protection Agency (EPA),

for having promoted and encouraged the

Clean Transport program aimed at reducing

greenhouse gas emissions.

REsPonsIbLE CARE ADmInIsTRATIon

sysTEm (sARI) FoR CARRIERs

In 2011 the number of specialized carriers

that have adopted the Responsible Care

Administration System increased to 14. This is

fundamental if we consider that carriers are an

essential part of daily activities in the industry.

Consequently, we shall continue our efforts to

incorporate more firms every year.

REgIonALIzATIon oF AnIQ-sETIQ

mEmbERs

The objective of the regionalization program

is to promote and publicize the services offered

by SETIQ. In 2011 more than 60 firms in

central, north and southeast Mexico involved

in transporting chemical products were trained.

The main purpose is to develop in the next few

years the certification of carrier companies.

5 8 9001:2008, teniendo como alcance, la “Capacitación para conductores

en el servicio de autotransporte federal y transporte privado de

materiales y residuos peligrosos”, consolidándose así como un Centro

de Capacitación especializado a nivel nacional, manteniendo su

autorización por la SCT y registrado ante la STPS para la impartición de

temas de transporte de mercancías peligrosas a nivel nacional.

ComITé DE oxIDo DE ETILEno

Durante el año 2011, las empresa integrantes del comité,

acordaron la adopción del convenio de colaboración propuesto por

la ANIQ, teniendo como objeto actualizar la información sobre el

uso, manejo y apoyo en emergencias, así como el transporte seguro

del Oxido de Etileno, Amoniaco, Cloro y Cloruro de Vinilo. Las

observaciones y recomendaciones emanadas de estos trabajos están

siendo instrumentadas por Pemex Petroquímica, mejorándose así los

procedimientos de carga y descarga.

ComITé DE AmonIACo

A lo largo del año se presentaron varios reportes de fugas en

carrotanques, por lo que se realizó un análisis causa raíz con el centro

embarcador de PEMEX Petroquímica. Derivado de lo anterior, se

realizaron acciones correctivas y preventivas a los procedimientos de

carga y descarga para la disminución de cualquier tipo de fuga, así como

un programa de capacitación.

Aunado a lo anterior, se evalúo la implementación del uso del

SNOOP, es un método de prueba no destructiva para detectar fugas en

las unidades de transporte, mismo que será utilizado por la planta de

llenado de Amoniaco.

ComITé DE CLoRo y CLoRuRo DE vInILo

Al inicio del segundo semestre se reactivaron los grupos de trabajo de

los dos productos, el objetivo principal es la disminución de cualquier

posible fuga en las vías del ferrocarril, por tal motivo se iniciaron los

trabajos para revisar el manual de atención de emergencias para cada

uno de los productos.

CAPACITACIón

La actividad mostrada en este rubro durante el 2011 superó las

expectativas al incrementar en 20% los niveles de capacitación respecto

del año anterior. De esta manera se capacitaron a un total de 538

funcionarios clave dentro de la cadena de transporte, los cuales cuentan

con las herramientas necesarias para el desarrollo, implementación y

mantenimiento de procedimientos de seguridad con bases regulatorias

internacionales. Los asistentes pertenecen tanto al sector químico,

transporte y prestadores de diversos servicios.

Por su parte los eventos realizados crecieron un 23% respecto del

año anterior, totalizando 32 cursos, los cuales fueron distribuidos en

Chihuahua, Distrito Federal, Estado de México, Nuevo León, Tamaulipas

y Veracruz.

En el mes de septiembre, se realizó nuestra “XVIII Convención

Nacional de Logística y Transporte para la Industria Química”, evento

que anualmente congrega a los principales actores del sector químico,

llevándose a cabo por primera vez fuera de la Ciudad de México, teniendo

como marco el puerto de Veracruz, donde tuvimos la participación de

grandes conferencistas en los rubros de autotransporte, ferrocarril y

marítimo. El programa de la Convención fue enriquecido con visitas a la

Administración Portuaria y a la Aduana.

El 06 de diciembre del 2011, la ANIQ obtuvo la certificación en el

sistema de gestión de la calidad, a la nueva versión de la norma ISO

The activity shown in this area during 2011

exceeded expectations with a 20% increase in

training levels compared to the previous year.

We trained a total of 538 key officials in the

transportation chain who have the necessary

tools to develop, implement and maintain safety

procedures based on international regulations.

Those who attended training courses belong

both to the chemical and transportation

sectors, and also included providers of different

services.

Events held grew 23% more than the previous

year, numbering 32 courses throughout

Chihuahua, Mexico City, the State of Mexico,

Nuevo León, Tamaulipas and Veracruz.

In September we held our 18th National

Convention of Logistics and Transport for the

Chemical Industry, an event that annually

brings together the major players of the

chemical industry. For the first time it was held

outside Mexico City, in the port of Veracruz,

with the participation of important speakers on

the subjects of land, rail and sea transportation.

The Convention’s program was enhanced with

visits to the Port Authority and Customs.

On December 6, 2011, ANIQ was certified

in the quality management system, the new

version of the ISO 9001:2008 standard,

with the scope “Training for drivers working

for federal and private carriers of hazardous

materials and waste.” ANIQ was thus

consolidated as a specialized training center

nationwide, maintaining its SCT authorization,

and registered with the STPS to address issues

referring to the nationwide transportation of

hazardous materials.

EThyLEnE oxIDE CommITTEE

In 2011 the member companies of the

committee agreed to adopt the collaborative

agreement proposed by ANIQ so as to update

data about the use, handling, and support in

emergency situations and safe transportation of

Ethylene Oxide, Ammonia, Chlorine and Vinyl

Chloride. The comments and recommendations

emerging from the agreement are being

implemented by Pemex Petroquímica, thereby

improving loading and unloading procedures.

AmmonIA CommITTEE

Throughout the year there were reports of

leaks in tankers, so we conducted a root cause

analysis with the shipping center of PEMEX

Petroquímica. As a result, corrective and

preventive actions in loading and unloading

procedures were taken to reduce any kind

of leak, along with the implementation of a

training program.

We also evaluated the implementation of the

use of SNOOP. This is a non-destructive test

method to detect leaks in transport units to be

used by the ammonia-filling plant.

ChLoRInE AnD vInyL ChLoRIDE

CommITTEE

The beginning of the second half of the

year saw renewed activity by the task force for

these two products. Their main objective was

the reduction of any potential leak on railway

lines, and thus the review of the emergency

response manual for each of the products was

undertaken.

Durante el 2011, el Sistema de Emergencias en Transporte para la

Industria Química (SETIQ) atendió un total de 81 emergencias con

materiales peligrosos, con las cuales podemos establecer tendencias,

horarios y zonas de riesgo, así como relacionar la duración y naturaleza

de los incidentes.

Robo En TRAnsPoRTACIón

Parte de las medidas adoptadas y las propuestas realizadas por

la ANIQ, han arrojado buenos resultados aunque no en la escala

necesaria. Requerimos el reporte inmediatamente después de que se

haya cometido el ilícito y poder por medio de un reporte especial,

solicitar el apoyo de las autoridades para implementar un operativo que

permita recuperar la unidad y la carga.

El SETIQ atendió 13 notificaciones de robo, con esta información

se trabaja con las autoridades para reducir al máximo estos sucesos.

En este sentido el SETIQ recomienda tomar medidas preventivas

como: ruta segura, transitar de día poner custodia en camiones, instalar

rastreo de unidades, y contar con registro de operadores seguros con

el fin de evitar los robos.

In 2011 the Transport Emergency System for

the Chemical Industry (SETIQ) responded to a

total of 81 emergencies of hazardous materials,

allowing us to establish trends, schedules and

risk areas, as well as link the duration and

nature of the accidents.

ThEFT DuRIng TRAnsPoRTATIon

Some of the measures adopted and proposals carried through by ANIQ have produced good results, although not on the scale needed. We require an immediate report after a crime has been committed so we can seek---via a special report---the support of the authorities to initiate an operation to recover the transport unit and its cargo.

SETIQ responded to 13 theft reports and with this information

worked with the authorities to greatly reduce such incidents.

SETIQ recommends taking preventive measures such as: taking a safe

route, driving by day, placing a guard in the trucks, installing a unit-

tracking device, and keeping a record of trustworthy operators so as to

prevent theft.
