    Justification: full attendance of Child and Teenager Statute CTS, mainly when they are in a vulnerability situation, that is, children in the street, with weak familiar bond and psychoactive substance users.

    Objective: the program aims at to remove children and teenagers from the streets by reducing vulnerability variables, that are: attractiveness, quality and access to education, familiar structuralizing and approach with the origin community.

With it, we can offer a faster answer to service demands of each community, and ensure the transversal actuation of the city governmental frame - stimulating what we have named endogovernance.The promotion of inter-sectors, which is another commitment we have, is supported by the governance practice. Through the promotion of articulated actions of different secretariats, crossing their specializations with the local demands, the government not only realizes the citizens as complex beings, but also provides faster answers to their demands, optimizing the existing resources, reducing costs and increasing the effectiveness of the processes. The management model we have adopted is focused on the concepts of an entrepreneurial and socially responsible city. The public power and the society must work together for a healthier and more entrepreneurial city, that guarantees work and a fair income to its inhabitants. The city we want will be built by all of us, and the responsibility of making Porto Alegre the happiest place in the world to live in, cannot be an exclusive duty of the governors.Thats the reason why we work starting from a concept Local Solidarity Governance and adopt a specific program for the implementation of the local solidarity governance, which is feasible due to the technical cooperation with UNESCO.The program need arose because despite the concepts of governance, solidarity and territoriality being not so new, up to now they have not been used in the Brazilian municipal public management in a joint way. This is demanding from the City Hall of Porto Alegre an additional effort to propagate this new practice and also of collective learning. Finally, as a consequence of the inflow of simultaneous globalization and localization processes, the last years have brought innovative and transforming experiences for the democratic management, either through the multiplication of initiatives aiming at the participation of the citizens in the public space, either through the adoption of systemic management models by governments and local institutions, which are experimenting unknown governance systems.Therefore, I would like to take this opportunity to participate and ask you to join us in the efforts that the City Hall of Porto Alegre is making to accomplish in July 2007, in a partnership with UNESCO and the World Bank, the World Conference on the Development of Cities Innovative Experiences of the Democratic Management in the XXI Century. Intended to reflect on the innovations and transformations that are arising in all fields and sectors of the life in society and on the performance of local governments the purpose of the event is to congregate public managers, specialists, governmental, corporative and social promoters of participatory experiences focused on urban territorialities, and turned to the induction of the local development in cities. By the way, there are grounded evidences that the relationship standards between the State and the society are passing through deep changes, mainly within the local scope. Together with the popular participation methods intended to interact with the State in the definition, accomplishment and inspection of public policies and the provision of quality services, having as a focus the governmental budget, new ways to incorporate the society potential start to be experimented, in order to find out and develop their own assets and to make their potentialities more dynamic in order to favor a sustainable human and social development With the crisis of the state-nation shape, pressed from above by the vertiginous flows of resources and information that cross the world without considering the old territorial borders, and on the other side, due to the growing demand for autonomy of the sub-national spheres, the stage of these innovative and transforming experiences have usually been the cities, which are becoming the new local actors in a globalized world. All this movement is followed by embryonic State types that are being referred now in order to explain the growing political and economical participation of these new subjects of the development process, as the so-called State-region that does not coincide with the old national borders and also as the cities and micro-regions constituted from local development plans and which increasingly affirm themselves inside each nation.Elements that may constitute the future shape of a network-state are arising, mainly due to initiatives of the cities, with all the consequences that this may have on the models of governmental and social management and for the governance models, inspiring new forms of representation and political participation, and of social interaction based on social networks, on the investment in the social capital, on the democracy in real time, on the molecular empowerment of the population and on the stimulation to the collective intelligence of the communities. I am very proud to be governing a city that defends values. Cultural, affective and institutional values. Porto Alegre is a land where the people adopt life principles and abide by them. We appreciate loyalty, friendship, the respect for the nature. I am fascinated to live in a city that has the culture as its major value. The culture that comes from our ancestries, that respect for the cultural elements that shape our behavior standards. And thats the reason why the most southern capital in Brazil is not satisfied to be just a point at the 30th parallel with more than one million trees, 409 squares and the city with the highest concentration of birds in Brazil. Its 1 million and 400 thousand inhabitants know they are global citizens, militants of an internationally acknowledged citizenship. It was there where the first environmental movements in Brazil were born, and where innovations like the Participatory Budget have strengthened; the pioneer implementation in the country of the Guardianship Councils provided in Statute of the Child and Adolescent. We have managed and hosted the World Social Forum, among other countless international conferences. With its creative search for a broader democracy, we can say that few cities are so bustling and proud of themselves as the gaucho capital. But, much more than a happy harbor, our city is the anchorage of our hopes, dreams, and of our joys. Porto Alegre, which will be celebrating its 235 years in a few months, is the fruit of a history filled with great democratic vocation. It is also a flower that blooms due to its huge capacity of weaving social networks.
