From this history of reviews and analysis, and a sense of increasing system inadequacy in DET, there arose a need for staged and coordinated reform.
Historical Context
Corporate Services Application Rationalisation Project (CSARP): Reviewed and made recommendations on the impact of department amalgamations in areas of School Administration and Information Management, Personnel Payroll, and Corporate Finance. ICT Blueprint: Defined the enterprise needs in terms of Enterprise Learning, Learning Management, Business Continuity and Infrastructure. Gateway Review: Defined a program of work to start building a solution for the needs identified in the ICT Blueprint, and the Finance, HR Payroll and Student & Learning Management Business Cases
Formation of the Department of Education and Training (DET): DET was founded from the amalgamation of former Department of School Education (DSE), Department of Training and Education Co-ordination (DTEC) and the NSW TAFE Commission (TAFE NSW).
Formation of DET brought together a collection of different systems, processes and people. The challenges of managing these were revealed and investigated over time.

LMBR Program Rationale
The LMBR Program is designed to help DET meet the education and training service delivery challenges that it will confront over the next decade, including:
– meeting demand for electronic based student and school/campus administration environment – meeting demand for electronic commerce based shared corporate services environment – satisfying stakeholders’ needs for flexibility and increased access to information – maintaining business continuity across School, TAFE and other Departmental operations – complying with government policies and reform strategies
The Program strategy is aligned with key business drivers: – enhancing educational outcomes and optimising the use of educational resources – facilitating the administration of students throughout their learning career – supporting the government shared corporate service reforms – achieving economies of scale
The specific needs and requirements of DET have been articulated in a number of forms over the last 5 years. The vision process sought to reconfirm, consolidate and prioritise these:
– to ensure they remain relevant – to bring together solutions in a cohesive way, and – to confirm which areas take priority
In the vision process, the Program has focused on the business capability required by DET to meet future needs. During the Initiate and Enterprise Planning stages, the Program will define the people, process and system elements DET will need to have in place to support its vision for the future.

LMBR Vision
• Today’s systems are outdated and they do not support our current or future needs: we need to act now to build solid foundations for the future
• We need to respond flexibly to changing customer needs
• We need to improve access, flexibility and insight into each student’s information and other client data
• Our teachers will have better access to learning and teaching resources
• We will improve administration so we can focus more on core teaching and learning activities and deliver more personalised services
• This is not just about technology: we will provide better systems and smarter ways to work that will support a more flexible and accountable work environment … and create brighter futures.

Communicating the Vision – What it means for our stakeholders
School / TAFE leadership • Providing a single point of
access to accurate information and resources
• Providing the information to help leaders guide their staff to achieve teaching excellence and steer their school/TAFE towards operational excellence
• Presenting a dashboard of performance indicators to alert leaders to potential issues
• Giving detailed information on each indicator to help leaders resolve issues
• Minimising risk through the provision of timely information and alerts
Teachers • Providing a single point of
access to accurate information and resources
• Providing a holistic view of students and their performance over time
• Supporting tailored service provision and more personalised learning
• Applying collective knowledge to improve teaching curriculum and streamline processes
• Sharing ideas, assets and innovation in teachers’ daily work
§ Enabling self-service (e.g. update personal information, review payroll details, submit claims)
Administrators • Providing a single point of
access to accurate information and resources
• Use web based capabilities to streamline processes and minimise the effort expended on data collection, administration and support.
• Using workflow to automatically route information from one person to another
• Simplifying reporting and compliance processes (e.g. Commonwealth and State reporting needs)
We need to do this – today’s systems are outdated and they do not support our current or future needs. We also have the opportunity to address a number of issues and deliver improvements to our various stakeholder groups in schools and TAFE.
