LOCAL GENERAL RULES

IT IS THE INTENT OF THE DIVISION OF FAIRS AND EXPOSITIONS THAT THE QUALITY STANDARDS

ESTABLISHED FOR LIVESTOCK ANIMALS BE MAINTAINED. THEREFORE, CLASSIFICATIONS WILL

BE SUBJECT TO CHANGE IN THE EVENT THERE ARE CHANGES MADE IN FEDERAL GRADING.

1. All 2019 State Rules for California Fairs set forth by the California Department of Food & Agriculture, Division

of Fairs and Expositions apply. 2019 State rulebooks are available at:

https://www.cdfa.ca.gov/Fairs_&_Expositions/Documents/State_Rules_for_California_Fairs/2019_State

_Rules_for_California_Fairs.pdf 2. All livestock entries must be completed online at www.ocfair.com. Pre-registration is required for all

entries; no late entries accepted. Once entered online, a confirmation entry receipt must be printed and

mailed to OC Fair – Livestock Dept. by June 21, 2019. Signed receipts can also be faxed to (714) 708-1905.

Postmarks will not be accepted. All fees must be paid online, no checks accepted.

3. All entries must remain on display at the OC Fair & Event Center as mandated by the dates set forth in the

Livestock Competition Guide. Any entry removed prior to the release date and time, unless consent is granted by

OC Fair Management due to extenuating circumstances, shall be disqualified from any and all competitions and

premiums are therefore forfeited.

4. The OC Fair & Event Center cannot legally carry insurance covering exhibitors and their exhibits. 4-H and FFA

Clubs and Chapters shall submit proof of insurance covering all members obtained through the 4-H office or

through their school district. Proof of insurance must be on file with the Livestock Office prior to arrival on

the fairgrounds. 5. Youth exhibitors can enter only project units in which they are currently enrolled. There is no limit on entries

except as noted under the department headings. There is a limit of two cash awards per exhibitor per class.

6. Youth exhibitors must enter in youth divisions if they are available. If no Youth Divisions are available, then

youth exhibitors may enter in Open Divisions. Exhibitors cannot enter in both Youth and Open.

7. Exhibitors are eligible to compete/exhibit through December 31 of the year in which they turn 19 years of age in

the Youth Division (State Rules, page 11, item 21), all others must enter Open.

8. Exhibitor’s age as of July 12, 2019 (opening day of the OC Fair) must be specified on entry.

9. Breeding animals must be owned by the exhibitor 30 days prior to the opening day of the OC Fair (purchased by

6/12/19) unless specified under specie rules.

10. Straw, shavings and alfalfa may be purchased through the Livestock Office between 7 and 8 a.m. each morning

(Wednesday through Sunday only). Times vary for Mondays and Tuesdays.

11. The OC Fair Livestock Department will have exclusive jurisdiction as to how many animals to a pen and

assignment of pens.

12. Exhibitors are required to maintain clean barn and stall areas. All areas must be ready for inspection by 8 a.m.

each day.

All exhibits not properly maintained may constitute cause for dismissal from the fairgrounds and

forfeiture of premiums.

All stalls MUST be cleaned upon departure.

13. Exhibitors are requested not to move animals unnecessarily, only to and from wash rack, tie rails and show ring.

Exhibitors must clean up after themselves and their animals. No animal is allowed to leave the designated

livestock area without permission of the Livestock Program Supervisor. Any flagrant disregard of this rule

could result in being barred from showing and/or forfeiture of premiums.

14. Adults (non-exhibitor/leader/advisor/teacher/parents) are NOT allowed to assist in the fitting of animals for the

OC Fair & Event Center’s Market and Youth Shows. (Fitting livestock is defined as preparing animal for the

show including, but not limited to, washing, blow drying, clipping, brushing or trimming.) Livestock leaders and

advisors may assist with the feeding and watering of animals. For the safety of all exhibitors and the public, adults

may assist exhibitors and their animals to the scale, wash racks and show ring.

15. After the close of entries, Fair Management reserves the right to combine classes and/or divisions if sufficient

entries are not received. This combination will be made after papers are checked, in order to have an accurate

number of entries. Fair Management reserves the right to cancel any classes or divisions due to lack of entries.

16. The Livestock Department reserves the right to limit entries to facilities available, when necessary. All State

Rules apply.

17. Vehicles may NOT be left unattended and must be removed from grounds after unloading. Violators will be

ticketed and/or towed.

harmless the OC Fair & Event Center and the OC Fair & Event Center Board, its employees, officers, agents or

representatives for any injury, property damage and any real, incidental, or consequential damages resulting from

the livestock or caused by the livestock. The OC Fair & Event Center will not be responsible for any loss or

damage caused by or arising out of strikes, riots, lockouts or natural disasters.

19. All livestock entries are made with the distinct understanding that in no event will the OC Fair become

responsible for any loss or damage that may occur to any livestock animal. Presentation of the entry shall be

deemed acceptance of this rule.

20. There will be NO REFUNDS OF PROCESSING FEES, either for overpayment, duplicate entries, not showing

or failure to bring in the entry.

OC Fair & Event Center accepts no responsibility for any equipment.

and exemplify the high caliber of the individuals participating in livestock shows, their animal projects and the

agriculture industry in Orange County.

28. NO “For Sale” signs will be allowed on pens/cages at the OC Fair.

POLICIES FOR THE CARE AND TREATMENT OF ANIMALS

1. Fair management reserves the right to require health inspections and/or diagnostic tests to be made before, during

or after animals are on the fairgrounds and to implement disease control procedures which may become necessary

in emergencies. The health of animals as determined by an official Fair veterinarian or by the judge shall be final

and CANNOT be protested. Exhibitors who refuse to allow their animals to be examined shall be disqualified,

YOUTH DEPARTMENT

The Youth Department is for qualifying individuals who want to enter the OC Fair. The OC Fair & Event Center has

established divisions and classes for groups such as FFA, 4-H clubs and the like. The OC Fair & Event Center will

provide opportunities for young people to exhibit who are not members of an organization in several ways, such as

allowing them to compete in the appropriate class in direct competition with an organization member if there are very few

“independent youth” or forming separate classes for independent juniors if there are enough to form a class.

In a livestock class, the Independent must meet the same age requirements as the direct competition members of an

organization.

FFA MEMBERS may participate in classes if they are enrolled in high school agriculture classes and are active, dues-

paying members of their FFA chapter. Active FFA members may exhibit projects until the end of the next

calendar year following graduation.

4-H / GRANGE MEMBERSHIP enrollment is open to all youth from kindergarten through grade 12 through December

31 of the year in which they turn 19 years of age.

4-H PRIMARY members must be 5 years old or in kindergarten by January 1 of the program year. Primary members

cannot enroll in large animal projects. Approved animal projects are dogs, rabbits, rats, cats, poultry, cavies, mice,

embryology, entomology, marine science, pygmy goats, and therapeutic animal projects. (Youth enrolling or

turning 9 after January 1 must participate as a Primary Member until the end of the program year.)

INDEPENDENT YOUTH EXHIBITORS not affiliated with any organization may enter appropriate FFA and 4-H

classes if they meet the required age or grade level. Fair management may establish separate classes if there are

sufficient entries. Independent youth exhibitors must not have been enrolled in a junior organization within 60

days to be eligible to participate.

OTHER YOUTH EXHIBITORS may enter divisions and classes restricted to youth who are not under the FFA and 4-H

Youth programs or other recognized junior farm organization programs as Independents. Exhibitors are eligible to

compete/exhibit through December 31st of the year in which they turn 19 years of age. Each entry in these divisions

must have been made or produced by the exhibitor. Entries shall be made on Youth Department entry forms provided

by the Fair. The signature of the parent or guardian is required. State and local rules applying to all entries and

scorecards in corresponding Senior and Junior Department classes shall be used unless otherwise provided in these

divisions. Exhibitors who are enrolled in any junior organization for which classes are offered elsewhere are not

eligible to enter these divisions.

YOUTH & ADULT UNIFORM STANDARDS

IAFE (INTERNATIONAL ASSOCIATION OF FAIRS AND EXPOSITIONS)

CODE OF SHOW RING ETHICS Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their

conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of

agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition.

This code applies to all livestock offered in any event at a livestock show. In addition to the “IAFE Code of Show Ring Ethics,” fairs

and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels.

All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper

conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be

influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics

will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted

by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors

and should be prohibited from competition at all livestock shows in the United States and Canada.

The following is a list of guidelines for all exhibitors and all livestock in competitive events:

1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership, and age of

all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited.

2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed

veterinarians upon request by fair or livestock show officials.

3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows.

4. Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering

an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person

for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing.

Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other

than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if

the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal’s

performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from

livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been

administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance

tested by the laboratory, to which it is sent, is the one taken from the animal in question, its integrity is preserved and all

procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the

report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of

the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible

person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the

use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed

veterinarian.

5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant,

counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, confirmation, or

appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except

for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is

prohibited.

6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or

other similar practices are not acceptable and are prohibited.

7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show

officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and

livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall

direct abusive or threatening conduct toward them.

8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally

violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or

inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action.

9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner, exhibitor, fitter,

trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal

in contravention of this code of ethics.

10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to

have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of

competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the

giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of

the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expos and

any special notices to members.

11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or

absolutely responsible person that he or she has read the IAFE Code of Show Ring Ethics and understands the consequences of and

penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is

also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement

authorities with jurisdiction over such infractions.

SOUTHERN CALIFORNIA PYGMY GOAT ASSOCIATION SHOW

Judging: Sunday, August 4, 9 a.m.

Southern California Pygmy Goat Association (SCPGA) Youth Show & Open Show

For more information about how to register for the SCPGA show, please visit:

Website: www.SoCalpga.com or Email: [email protected]

SCPGA Show Rules:

1. The Southern California Pygmy Goat Association is the governing authority for this event. NPGA Rules will govern

the show and take precedence as related to Judging.

2. Participation is open to all owners of NPGA registered pygmies upon receipt of proper applications and fees; all

entries in the SCPGA hosted show(s) must have been entered and shown in the OC Fair show(s) in their respective

class(es). NO additional animals will be allowed to enter, unless the animal in question was not entered and shown

due to the animal being in the fair judges’ herd name. Participants agree to abide by ALL rules set and enforced by the

OC Fair.

3. All fees are NON-REFUNDABLE, except in the event that the show is cancelled.

4. Any non-sufficient funds checks must be resolved prior to the deadline for which they were written or all prior fees

will be forfeited and those entries will be ineligible to compete. In the event of an insufficient funds check, a $25

service fee will be applied to cover bank fees. Any unresolved fees will render the entrant ineligible to compete until

the matter is resolved and may affect the ability to pay by check in the future.

5. All animals will be judged according to NPGA breed standards by a licensed NPGA judge.

6. ORIGINAL registration papers must be present at check in and must remain available throughout the show; copies are

not acceptable.

7. Any doe receiving two champion wins, or buck receiving three champion wins, must show proof of registered or

recorded offspring before competing in the Senior Division. A progeny sticker affixed to the registration paper, or the

offspring's registration paper are acceptable ways of validating that the animal entered in the show meets this

requirement.

8. Animals must show in their sanctioned age class at the show. If the animal is ineligible to be shown in the sanctioned

class due to previous Grand Champion wins, the show chairperson must be notified in writing at least two weeks prior

to the show. Only in that case will an effort be made to provide a separate class for entries. Note: All animal ages refer

to their age as of the show date, not the entry date.

9. NO tattooing or microchipping is allowed at any time after a goat has been shown in its age class (i.e. before the

Junior/Senior/Grand Champion lineups). NPGA expects that all goats are tattooed or microchipped before leaving the

farm.

10. Exhibitors are NOT to show animals (does & bucks) registered in the judges’ herd name(s) during their respective

show(s); there is an exception for the youth show(s) only. It is the exhibitor’s responsibility to make sure that this

doesn't happen, not the show chair persons, show secretary or the judge(s).

11. Any grievance or protest must be submitted to the Show Committee by the close of the last show.
