Every year, the Lions

Clubs of District 4-C4

gives youths from across

the globe the opportunity

to experience life here in the Bay Area.

Through the program, we aim to create

and foster a spirit of understanding among

the people of the world, introduce our

youth to young people and adults of other

countries, and share family and

community life of another culture. Our

Lions volunteers and their families and

friends welcome students from across the

globe into their homes, their lives, and

their hearts. This morning we undertook

the bittersweet task of bidding farewell to

the three Japanese youth exchange

students, Maaya, Shun and Ayanna who

were hosted in our district together with

seven others who were hosted in

neighboring districts of northern

California. This was also a goodbye to

another ten Japanese students who were

hosted at southern California, embarking

on their journey back home to from LAX.

In total, twenty Japanese youth exchange

students are now bound to Japan after two

weeks living in “The Golden State”. As

with the nature of this program, the jour-

ney goes both ways. A few days before

our Japanese students arrived in California

eager to begin their ure, nine California

youth exchange students, including our

very own Leo Lion Paul of SF Fil-am,

arrived back home (via LAX and SFO

respectively) from their three-week expe-

rience of cultural immersion in Japan. Last

month, the California Lions hosted nine

European youth exchange students while

we sent four California students to Europe.

Summer time has busiest weeks of the

year for the Youth Exchange Program

because this is when we exchange students

to and from Japan and Europe. This is the

most convenient time for the youth, since

they are free from their school activities.

This is also why the MD4 YEP

Committee members term of office ends

on August 31 instead of June 30 for most

MD4- endorsed programs. The California

Lions usually host twenty Japanese and

twenty European students while we send

as many as twenty students to Japan and

twenty students to Europe every summer.

However, the num-

ber of students

being hosted has

been decreasing

throughout the

years due to the

lack of necessary

resources involved in the youth exchange

programs, especially regarding the recruit-

ment of host families. Similarly, the num-

ber of California students travelling over-

seas is dwindling for reasons of financial

cost. Unfortunately, these problems are

not endemic, as they are encountered all

over the YEP-participating countries. The

ideal youth exchange program would have

a bountiful supply of host families willing

and eager to host exchange students

throughout the entire period of the

program (three to four weeks), while

essentially responsible for all matters of

lodging, food, and activities to the

students. This scenario requires incredible

time and effort sacrificed by the host

family, which is exactly the reason why it

is so difficult to find host families. This is

always the main topic discussed during the

youth exchange symposium forum taking

place during International Conventions.

Thus, we cannot keep this program

moving forward without it being

addressed.

Five years ago, I was appointed as District

YEP Chair and the following year was

appointed as the MD4 YEP Committee

member for area 2. At that time our dis-

trict YEP was dormant but had been active

several years back. The reason for its de-

mise is simple: cost. It costs a great deal

of resources: money, time, effort, energy.

Thereby, lions who used to be active in the

program get

burned out.

The key district

YEP innovations

we have intro-

duced are shared

responsibility and

structured program. Simply put, shared

responsibility means joint venturing

among lions clubs. This includes actions

such as splitting the length of time of host-

ing, dividing lodging and day activities,

and pooling various resources. One can

see that this definitely lightens the burden

of family hosting, but we like to think of it

as “sharing the fun and enjoyment of hav-

ing a cultural exchange”. A lion with a

vacant room can provide lodging, a lion

who has free time can be the day activity

volunteer, while other lions can offer what

they can as well, such as hosting a dinner

or activity or providing their vehicle or

snacks. The YEP then becomes a multi-

club activity involving the whole district

and in doing so, promotes multi-club co-

operation and camaraderie.

Structured program requires a specific

activity or set of activities for each day

with specific lion volunteers. This goes

hand and hand with shared responsibility,

and emphasizes organization and commit-

ment to such responsibilities promised.

These innovations we initiated in our district is the answer to

YEP’s problem of finding host families. The program was

successful. The dormant district YEP becomes one of the

most active YEP in the whole MD4! The innovations were

introduced to other districts as well as presented during the

MD4 Convention led by myself who is the MD4 YEP

General Chair for LY 2018-2019 together with other MD4

YEP Committee members.

The district YEP committee for LY 2018-2019 is composed

of co-chairs PDG Macy Mak Chan of SF Chinatown LC,

Lion Rufo Macaraeg of SF Fil-Am LC, Lion Rodger

Cayabyab of SF Host LC and myself, 2VDG Dr. Jun Valera,

of SF Fil-Am LC as the chair. The success of our district

YEP is due to the passion and commitment of lions and non-

lions volunteers as well as the support of multiple clubs and

the leadership of District 4-C4.

The Youth Exchange Program of the Lions Clubs

International started in California in 1961 when a Lions

Club in Sacramento exchanged students with Lions Club in

Japan as a cultural exchange. The program was so successful

that was adopted by the Lions Clubs International and the

rest is history.

Lions Code of Ethics & Objectives

Ethics

TO SHOW my faith in the worthiness of my vocation by industrious application to

the end that I may merit a reputation for quality of service.

TO SEEK success and to demand all fair remuneration or profit as my just due, but

to accept no profit or success at the price of my

own self respect lost because of unfair advantage

taken or because of questionable acts on my part.

TO REMEMBER that in building up my business it

is not necessary to tear down another’s; to be loyal

to my clients or customer and true to myself.

WHENEVER a doubt arises as to the right or ethics

of my positions or actions towards my fellow man,

to resolve such doubt against myself.

TO HOLD friendship as an end and not as a means. To hold that true friendship

exists not on account of the service performed by one another, but that true friend-

ship demands nothing but accepts service in the spirit in which it is given.

ALWAYS bear in mind my obligations as a citizen to my nation, my state and my

community, and to give them my unswerving loyalty in word, act and deed. To give

them freely of my time, labor and means.

TO AID my fellow men by giving my sympathy to those in distress, my aid to the

weak and my substance to the needy.

TO BE CAREFUL with my criticism and liberal with my praise, to build up and not to

destroy.

Objectives

TO CREATE and foster a spirit of under-

standing among the peoples of the world.

TO TAKE an active interest in the civic,

cultural, social and moral welfare of the

community.

TO UNITE the choice in the bonds of

friendship, good fellowship and mutual

understanding.

TO PROVIDE a forum for the open discussion of all matters of public interest; pro-

vided, however, that partisan politics and sectarian religion shall not be debated by

club members.

TO ENCOURAGE service-minded people to serve their community without personal

financial rewards, and to encourage efficiency and promote high ethical standards

in commerce, industry, professions, public works and private endeavors.
