Jau ketveri metai, kai Lietuvos muitinė įsiliejo į Europos Sąjungos muitinių šeimą. naujokės statusą mes priėmėme kaip iššūkį, todėl ne tik daug dirbome, mokėmės ir tobulinome savo veiklą, bet ir darbe diegėme tarptautinius standartus.
Mūsų pastangos ir ryžtas netrukus davė rezultatų. Šiuo metu mes dirbame komfortiškai įrengtuose postuose, naudojamės tokiomis informacinėmis sistemomis, kokių ne visos Europos Sąjungos senbu-vės turi, žengėme ne vieną ambicingą žingsnį nepopierinės muitinės link.
nors dar mes ir patys tebesimokome, tačiau jau mokome ir kitus – ES naujokus ir kitas šalis, kurios ateityje ketina papildyti šią bendriją. Lietuvos muitinė vis glaudžiau bendradarbiauja su muitinės klien-tais: verslininkais, keleiviais, visuomene, ji vis drąsiau tolsta nuo baudžiamosios ir artėja prie paslaugas teikiančios institucijos modelio.
žvelgdama į Lietuvos muitinės nueitą kelią, labiausiai noriu pasidžiaugti besikeičiančiu visuomenės požiūriu į mūsų instituciją, o ypač tuo, kad praėjusiais metais muitinė, žmonių vertinimu, pagaliau pakilo iš nuolat blogiausią įvaizdį turinčių institucijų tarpo. žinoma, ta nuomonė dar labai trapi, o ir mes patys ne visi ja tikime. Tačiau ta trapi sėkmė tepadeda mums dabar ir ateityje nepriekaištingai elgtis ir doru darbu kelti žmonių pasitikėjimą Lietuvos muitine.

It has already been 4 years since the Lithuanian Customs acceded the EU Customs family. We accepted the status of a beginner as a challenge. Therefore, we got engaged not only in intensive work, study and improvement of our activities, but also in the introduction of international standards at work.
Our efforts and resolution soon bore fruits. at present, we work in the comfortably equipped posts, use systems available not to all EU old-timers. We have made more than one ambitious step towards a paperless Customs environment.
Though we are still learning ourselves, however, we have already undertook providing trainings to others, i.e. the EU novices and other countries going to join this community in future. The Lithuanian Customs co-operates more and more closely with the Customs clients, i.e. traders, passengers, the public; the service abandons more and more resolutely the model of a punitive institution and approaches the one of an institution rendering services.
Looking at the progress made by the Lithuanian Customs, I would like to note that the changing attitude of the public towards our institution, in particular the fact that, pursuant to the evaluation by citizens, the Customs eventually succeeded last year in rising above institutions constantly having the worst image, gives me the greatest pleasure. naturally, this opinion is still very fragile, and there are still doubters about it even among us. However, may this fragile success help us now and in future to act blamelessly and to raise by our honest work the public’s trust in the Lithuanian Customs.

2007 m. dirbo 2 565 darbuotojai: 2 302 pareigūnai ir 263 darbuotojai, dirbantys pagal darbo sutartį.
Į tarnybą Lietuvos muitinėje priimti 188, atleisti 183 asmenys. Personalo kaita – 1,6 proc. Tarnybinių
tyrimų tarnybos pareigūnai atliko 422 kandidatų, siekiančių eiti pareigas muitinėje, tikrinimus.
Už pavyzdingą tarnybinių pareigų atlikimą Muitinės departamento generalinis direktorius paskatino
455 pareigūnus ir darbuotojus.
Siekiama, kad kiekvienas muitinės darbuotojas tobulintų savo įgūdžius. Kiekvienam Lietuvos mui-
tinės pareigūnui ir darbuotojui 2007 m. vidutiniškai teko 86,6 mokymosi valandos.
Muitinės pareigūnai kėlė kvalifikaciją Muitinės mokymo centre, Lietuvos viešojo administravimo
institute, Finansų ministerijos mokymo centre, kitose kvalifikacijos kėlimo įstaigose, darbo vietose,
dalyvaudami kursuose ir seminaruose užsienyje.
Užsienio valstybėse kvalifikacijos tobulinimo renginiuose dalyvavo 152 pareigūnai.
Muitinėje dirba kvalifikuoti pareigūnai.

In 2007, the Lithuanian Customs employed 2565 employees: 2302 officers and 263 employees working under labour contracts.
188 persons were accepted to the service with the Lithuanian Customs, 183 persons were discharged. The turnover of staff was 1.6 percent. The officers of the Internal Investigation Service carried out the checks of 422 candidates applying for job with the Customs.
455 officers and employees were awarded by the Director general of the Customs Department for exemplary performance of official duties.
Efforts are made to ensure the improvement of each Customs employee’s skills. In 2007, each Lithuanian Customs officer and employee has spent in trainings 86.6 hours on an average.
Customs officers improved qualification at the Customs Training Centre, Lithuanian Institute of Public administration, Training Centre of the Ministry of Finance, other institutions for improving qualification, workplaces, by participating in courses and seminars abroad.
152 officers participated in qualification improvement events in foreign countries.

MUITINĖS VEIKLOS ORGANIZAVIMAS
Vilniuje surengtoje konferencijoje „Vienas langelis“ – palankios sąlygos prekybos palengvinimui“ dalyvavo 140 dalyvių iš Lietuvos ir užsienio.
140 participants from Lithuania and abroad participated in the conference “Single Window: Opening Gate to Trade Facilitation”.
Lietuvos muitinės sistema – tai Muitinės departamentas, Muitinės kriminalinė tarnyba, Muitinės infor-macinių sistemų centras, Muitinės laboratorija, Muitinės mokymo centras, 5 teritorinės (Vilniaus, Kauno, Klaipėdos, Šiaulių ir Panevėžio) muitinės, 15 krovinių postų, 8 kelio, 7 geležinkelio, 1 pašto, 4 oro uosto, 3 jūrų uosto ir 3 upių uosto postai.
Kovo 26 ir 27 d. Lietuvoje vyko tarptautinė konferencija „Vienas langelis“ – palankios sąlygos preky-bos palengvinimui“, kurią organizavo Muitinės departamentas ir Lietuvos ekonominės plėtros agentūra. Konferencijos tikslas – atskleisti „vieno langelio“ principo taikymo tarptautinėje prekyboje privalumus, su-pažindinti konferencijos dalyvius su tarptautinių organizacijų, Europos Komisijos ir įvairių šalių iniciatyvomis šioje srityje, pristatyti praktinius sėkmingo „vieno langelio“ principo taikymo pavyzdžius, paskatinti šalis pla-čiau ir aktyviau taikyti šį principą prisidedant prie tarptautinės prekybos sąlygų palengvinimo. Konferencijoje dalyvavo 140 dalyvių iš Lietuvos ir užsienio.

msMANAGEMENT OF CUSTOMS ACTIVITIES
The Lithuanian Customs System comprises the Customs Department, Customs Criminal Service, Customs Information Systems Centre, Customs Laboratory, Customs Training Centre, 5 territorial Customs offices (Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėžys), 15 cargo posts, 8 road posts, 7 railway posts, 1 post office post, 4 airport posts, 3 seaport posts and 3 river port posts.
On 26 and 27 March 2007, an international conference “Single Window: Opening gate to Trade Facilitation”, organised by the Customs Department and the Lithuanian Development agency, took place in Vilnius. The purpose of the conference was to reveal the advantages of the application of the Single Window principle, to familiarise the conference participants with the initiatives of international organisations, the European Commission and different countries in this field, to introduce the practical examples of the successful application of the Single Window principle, to encourage countries to apply this principle more widely and actively by contributing to the facilitation of the conditions for international trade. 140 participants from Lithuania and foreign countries participated in the conference.

Muitinės sandėliai
2007 m. gruodžio 31 d. Lietuvoje veikė 169 mui ti nės sandėliai, laikinojo prekių sau go jimo sandėliai (importo ir eksporto terminalai).
Išduotas 1 leidimas steigti laikinojo prekių saugojimo sandėlį (importo ir eksporto terminalą), panai-kinti 2 leidimai steigti terminalą ir 1 leidimas steigti laisvąjį sandėlį.
Teritorinėse muitinėse išduota 18 leidimų steigti a tipo, 3 – C tipo ir 1 – E tipo muitinės sandėlius. Panaikintas 8 leidimų galiojimas ir sustabdyta 2 sandėlių veikla.
Siekiant įgyvendinti numatytą sulaikytų ir konfiskuotų prekių apskaitos centralizavimą, buvo priimtas sprendimas Panevėžio teritorinėje muitinėje steigti centralizuotą F tipo muitinės sandėlį.
Muitinės tarpininkų veikla
2007 m. gruodžio 31 d. Lietuvoje veikė 266 muitinės tarpininkų įmonės, kuriose paslaugas teikė 949 muitinės tarpininko atstovai.
Pernai išnagrinėti 44 prašymai dėl leidimo teikti muitinės tarpininko paslaugas ir išduoti 39 muitinės tarpininko registravimo liudijimai.
Muitinės tarpininkų įmonių prašymu parengtos ir išduotos 242 pažymos apie įtraukimą į muitinės tarpininkų atstovų sąrašą. 27 muitinės tarpininkų įmonėms panaikinta muitinės tarpininkų registracija, iš jų 8 įmonėms – nutraukus veiklą savo noru, 19 – nustačius pažeidimų.
Muitinės departamento ir AB „Lietuvos geležinkeliai“ atstovai aptarė muitinės formalumų supaprastinimo perspektyvas gabenant prekes geležinkelio transportu.

On 31 December 2007, 169 Customs warehouses, temporary storages (import and export terminals) of goods were operating in Lithuania.
1 temporary storage (import and export terminal) of goods was authorised to be established, autho-risations for 2 terminals and 1 free warehouse were cancelled.
18 a type, 3 C type and 1 E type Customs warehouses were authorised to be established in the territo-rial Customs offices. 8 authorisations were cancelled, the operation of 2 warehouses was suspended.
With a view to implementing the planned centralisation of the stock records of detained and confis-cated goods, a decision to establish a centralised F type Customs warehouse in Panevėžys territorial Customs office was made.
Activities of Customs Agents
266 Customs agent enterprises with 949 representatives of Customs agents, providing services therein, were operating in Lithuania on 31 December 2007.
Last year, 44 applications for the authorisation to render services of Customs agents were examined and 39 Customs agent registration certificates were issued.
at request of Customs agent enterprises, 242 certificates on inclusion into the list of representatives of Customs agents were issued. Registration of 27 Customs agents was annulled. Registration of 8 of them was annulled because of termination of activities by their own request, and registration of 19 of them was annulled for violations.

2007 m. mokesčių surinkta 21 proc. (319 mln. 811 tūkst. Lt) daugiau negu buvo surinkta 2006 m. Didžiausią muitinės administruojamų mokesčių įplaukų dalį sudarė PVM – 86 proc., muitai – 11 proc. ir akcizai – 3 proc.

Lietuvos muitinė administruoja muitus, akcizus ir pridėtinės vertės mokestį (toliau – PVM) už išleidžia-mas į laisvą apyvartą importuotas prekes. 2007 m. surinkta į valstybės biudžetą ir perduota Valstybinei mokesčių inspekcijai (toliau – VMI) administruoti 4 mlrd. 698,7 mln. litų mokesčių, iš jų:► į valstybės biudžetą surinkta 1 mlrd. 867,6 mln. litų muitų, akcizų ir PVM (11 proc. valstybės biudže-
to pajamų);► VMI perduota administruoti 2 mlrd. 831,1 mln. litų akcizų ir PVM (17 proc. valstybės biudžeto paja-
mų).2007 m. Lietuvos muitinei nustatytas 1 mlrd. 707 mln. 782 tūkst. litų muitų, akcizų ir PVM įmokų į
valstybės biudžetą surinkimo planas. Jis įvykdytas 109 proc. (surinkta 159 mln. 778 tūkst. litų daugiau nei planuota).

Collection of Taxes Administered by the Customs to the State Budget in 2006 and 2007 (in thou. LTL)
The Lithuanian Customs administers Customs duties, excise duties and value-added-tax (further – VaT) for import goods released for free circulation. In 2007, the amount of 4 billion 698.7 million LTL of taxes was collected into the state budget and transferred for administering to the State Tax Inspectorate (STI). Of them:► the amount of 1 billion 867.6 million LTL of Customs duties, excise duties and VaT (11 percent of
the total state budget revenue) was collected into the state budget;► the amount of 2 billion 831.1 million LTL of excise duties and VaT (17 percent of the total state bud-
get revenue) was transferred for administering to STI.The plan of collecting to the state budget 1 billion 707 million 782 thousand LTL of Customs duties,
excise duties and VaT was approved for the Lithuanian Customs for the year 2007. The approved tax collection plan was implemented by 109 percent (159 million 778 thousand LTL was collected above the full implementation of the plan).

In 2007, collection of taxes increased by 21 percent (319 million 811 thousand LTL), compared to tax collection in 2006. VAT (86 percent), Customs duties (11 percent) and excise duties (3 percent) made the largest part of income derived from the taxes administered by the Customs.

2007 m. atlikti 347 įmonių ūkinės ir komercinės veiklos, susijusios su muitų ir kitų teisės aktų taiky-mu, tikrinimai ir papildomai priskaičiuota 11 mln. 220 tūkst. litų muitų bei mokesčių (2006 m. – 378 įmo-nių tikrinimai ir 14 mln. 481 tūkst. litų). Didžiausią papildomai priskaičiuotų mokesčių dalį – 47,2 proc. sudarė importo PVM mokesčiai.

Controls of Economic and Commercial Activities
In 2007, 347 controls of business and commercial activities of enterprises, related to the application of Customs and other legislation, were carried out. Customs duties and taxes in the amount of 11 million 220 thousand LTL were assessed additionally (in 2006 – 378 controls of companies and 14 million 481 thousand LTL). The greatest part of the additionally assessed taxes (47.2 percent) comprised import VaT.
Controls of Customs Value of Goods
While performing the control of Customs valuation of import goods, the territorial Customs offices made 1185 decisions regarding the determination of the Customs value of imported goods; according to 597 (50 percent) of those decisions, additionally payable amounts of taxes were registered.
On performing the controls of the Customs value of import goods, taxes in the amount of 28 million 52 thousand LTL were assessed additionally: 10 million 814 thousand LTL during Customs clearance, 17 million 238 thousand LTL after Customs clearance.

In 2007, 158 million 852 thousand 688 LTL of Customs duties were transferred to the European Commission. 52 million 950 thousand 896 LTL or 25 percent of Customs duties assessed were left to the Lithuanian state for administration costs.

2007 m., palyginti su 2006 m., vidutiniškai 3 proc. padidėjo importuotų prekių kainų indeksai.
Prekių muitinės vertės tikrinimai
Kontroliuodamos importuojamų prekių muitinį įvertinimą, teritorinės muitinės priėmė 1 185 spren-dimus dėl ūkio subjektų importuotų prekių muitinės vertės nustatymo, iš jų 597 (50 proc.) sprendimais buvo įregistruota mokestinė prievolė muitinei.
atliekant importuojamų prekių muitinės vertės tikrinimus, papildomai apskaičiuota 28 mln. 52 tūkst. litų mokesčių: muitinio įforminimo metu – 10 mln. 814 tūkst. litų, po muitinio įforminimo teritorinėse muitinėse – 17 mln. 238 tūkst. litų.
Tarifinis prekių klasifikavimas
Siekdamas rinkos dalyviams suteikti teisinį pagrindą apskaičiuoti importo ar eksporto mokesčius, palengvinti muitinės įstaigų darbą bei užtikrinti vienodą bendrojo muito tarifo taikymą, Muitinės depar-tamentas išduoda Privalomąją tarifinę informaciją (PTI), kuri skelbiama Europos Privalomosios tarifinės informacijos duomenų bazėje. 2007 m. priimta 190 prašymų išduoti PTI, išduota 181 PTI.
norint patikrinti, ar deklaracijoje nurodytas teisingas prekės kodas, imami prekių mėginiai. Jie klasi-fikuojami teritorinių muitinių Tarifų ir muitinio įvertinimo kontrolės skyriuose, įforminant Prekių klasifika-vimo aktus (toliau – PKa).
Muitinės laboratorija gavo 5 441 prekių mėginį. Daugiausia mėginių gauta iš Muitinės kriminalinės tarnybos (1 091) bei Klaipėdos TM (659) ir Kauno TM (655). Iš Vilniaus TM gauti 459, Šiaulių TM – 457, Panevėžio TM – 287 mėginiai. Iš kitų įstaigų ir asmenų gauti 1 833 mėginiai.
Buvo išduoti 3 575 dokumentai dėl prekių klasifikavimo.Laboratorija teritorinėms muitinėms pateikė 2 073 tyrimo išvadas ir 386 žemės ūkio produktų, ku-
riems skiriamos eksporto grąžinamosios išmokos, laboratorinių tyrimų protokolus.Prekės kodas pakeistas 1 259 (61 proc.) iš muitinių gautiems mėginiams. Palyginti su 2006 m., netei-
singai klasifikuotų mėginių dalis padidėjo 7 proc. Dažniausiai buvo keičiamas tekstilės dirbinių (82 proc.), maisto produktų bei naftos produktų (63 proc.), chemijos produktų ir keramikos dirbinių (60 proc.), re-čiausiai – alkoholinių gėrimų (20 proc.) prekės kodas.

In 2007, the import price indices increased, on an average, by 3 percent, compared to 2006.
Tariff Classification of Goods
With a view to providing market participants with the legal basis for assessing import and export taxes, facilitating the work of Customs offices and ensuring the uniform application of the Common Customs Tariff, the Customs Department issues the Binding Tariff Information (BTI) being published in the European Binding Tariff Information (EBTI) database. In 2007, 190 applications for BTI were accepted, 181 BTI was issued.
To check the accuracy of the commodity codes indicated in a declaration, samples of goods are taken. They are classified in the Tariff and Customs Valuation Control Divisions of the territorial Customs offices by drawing up goods Classification Statements (further – gCS).
The Customs Laboratory received 5441 sample of goods. The greatest number of samples was received from the Customs Criminal Service (1091), Klaipėda TCO (659) and Kaunas TCO (655). 459 samples were received from Vilnius TCO, 457 samples – from Šiauliai TCO, 287 samples – from Panevėžys TCO. 1833 samples were received from other offices and persons.

386 reports of the laboratory analysis of agricultural products subject to export refunds.The commodity code was changed for 1259 (61 percent) samples received from the territorial
Customs offices. as compared to 2006, the part of incorrectly classified goods increased in 7 percent. The commodity codes were changed most frequently for textile articles (82 percent), foodstuff and oil products (63 percent), chemical products and ceramic products (60 percent), most seldom – for alcoholic beverages (20 percent).
another way to control the classification of goods is the post-clearance control of the Single administrative Documents (SaD) with a view to verifying the correctness of the commodity codes indicated therein.
3 Single administrative Documents were checked at Vilnius TCO and Klaipėda TCO in order to verify the accuracy of the classifications of dried fruits. Decisions were made to change the commodity codes and to re-assess taxes. On this basis, 23004 LTL was assessed additionally.

Kitas prekių klasifikavimo kontrolės būdas – įformintų bendrųjų administracinių dokumentų tikrini-mas, kai siekiama nustatyti, ar muitinės deklaracijoje nurodytasis prekės kodas yra teisingas.
Vilniaus ir Klaipėdos TM buvo patikrinti 3 bend rieji administraciniai dokumentai dėl importuotų džio-vintų vaisių teisingo klasifikavimo. Priimti sprendimai dėl prekės kodų pakeitimo ir mokesčių perskaičia-vimo, kurių pagrindu papildomai priskaičiuota 23 004 Lt.
Deklaruojamų prekių kilmės priežiūra
Įgyvendinant ES vienašalius, dvišalius ir daugiašalius preferencinius tarifinius susitarimus, pagal įvairių šaltinių informaciją bei įvertinus rizikos veiksnius, pateikiami paklausimai užsienio valstybių mui-tinėms dėl importuotų prekių kilmės patikrinimo, atliekami kilmės tikrinimai pagal užsienio valstybių mui-tinių prašymus.
Vadovaujantis užsienio valstybių muitinių tyrimų rezultatais per ataskaitinį laikotarpį papildomai ap-skaičiuota apie 1 mln. litų.
Muitinės laboratorijoje atliekami tyrimai, būtini prekės kodui nustatyti. 2007 m. išduoti 3 575 dokumentai dėl prekių klasifikavimo.

Tarifinių kvotų administravimas
2007 m. keitėsi Lietuvos ūkio subjektų tarifinių kvotų poreikiai. Per 2007 m. I pusmetį pusę visų Lietuvos ūkio subjektų pateiktų prašymų suteikti tarifines kvotas sudarė prašymai dėl apelsinų ir man-darinų, importuojamų iš Maroko ir Egipto. Taip pat buvo prašoma suteikti tarifines kvotas importuojant žuvis (20 proc.), šokoladą ir saldainius (10 proc.), žuvų taukus, vyną, migdolus. 2007 m. II pusmetį išaugo prašymų suteikti tarifines kvotas skaičius, nes 2007 m. liepos mėn. Europos Komisija priėmė reglamentus, nustatančius retroaktyvių tarifinių kvotų taikymą (taikomos nuo 2007 m. sausio 1 d.) įvairių rūšių žuvims, skirtoms perdirbti, bei tam tikriems iš Turkijos importuotiems konditeriniams ir tešlos ga-miniams. Buvo pateikti 344 prašymai suteikti tarifines kvotas jau išleistoms į laisvą apyvartą įvairių rūšių žuvims, iš Turkijos importuotoms prekėms – 104 prašymai. 2007 m. II pusmetį net 78 proc. prašymų sudarė prašymai suteikti tarifines kvotas įvairiems žuvies produktams.
Pastebimas aktyvesnis Lietuvos ūkio sub jektų naudojimasis ES tarifinėmis kvotomis: 2006 m. buvo pasinaudota 18 rūšių, o 2007 m. – 44 rūšių kvotomis.

Supervision of Origin of Goods Declared
While implementing unilateral, bilateral and multilateral EU preferential tariff arrangements, inquiries regarding checks of origin of import goods are prepared to foreign Customs authorities according to the information from different sources and having evaluated risk factors, and, upon requests of the Customs services of foreign states, checks of origin are carried out.
according to the results of the verifications of the Customs authorities of foreign states, 1 million LTL was assessed additionally within the accounting period.
Administering Tariff Quotas
In 2007, the needs of Lithuanian business entities for tariff quotas changed. applications for oranges and tangerines originating in Morocco and Egypt comprised a half of all applications for tariff quotas submitted by Lithuanian business entities within the first half of 2007. Import tariff quotas were also requested to be granted for fish (20 percent), chocolate and candies (10 percent), cod-liver oil, wine, almonds. In the second half of 2007, the number of applications for tariff quotas increased, since the European Commission adopted in July 2007 Regulations providing for the application of retroactive tariff quotas (applicable as of 1 January 2007) to different kinds of fish intended for processing as well as to confectionary and pasta imported from Turkey. 344 applications for allocating tariff quotas to different kinds of fish, already released for free circulation, and 104 applications for allocating quotas to goods imported from Turkey were submitted. In the second half of 2007, the applications for tariff quotas for different kinds of fish comprised even 78 percent of the total number of applications submitted.
More active use of the EU tariff quotas by Lithuanian business entities has been observed: 18 types of quotas were used in 2006, and 44 types of quotas were used in 2007.

Customs Transit System
In 2007, about 530 thousand Community/common transit procedures were cleared at the Lithuanian Customs, 2524 inquiries regarding the non-discharged Community/common transit procedures were prosecuted.
The central transit office receives and sends approximately 3500 documents per week. 38 enterprises were accepted to, and 18 enterprises were deprived of the right to benefit from the
application of the TIR system. In total, 1031 carrier enterprise belongs to the TIR system. Last year, over 647 thousand TIR procedures were cleared at the Lithuanian Customs.
Customs Control
Several methods of Customs control are applied on clearing Customs procedures: documentary control, physical control and laboratory analysis. More attention is granted to export procedures, in particular, for agricultural products.
In 2007, documentary control was applied on drawing up 71 percent of import declarations, physical control was applied to 16 percent of import procedures and 8 percent of export procedures cleared.
Intrastat
VaT payers obliged to submit Intrastat returns provide data on trade with the EU countries in writing, electronically or by Internet. In 2007, the number of Intrastat returns submitted in writing decreased, and of those submitted by Internet increased.
FOREIGN TRADEThe number of import and export declarations made in usual order in 2007 was 15 percent higher
than in the previous year. 38 percent of import declarations and 26 percent of export declarations were submitted in 2007 electronically (appropriately, 36 percent and 23 percent in 2006).

Muitinio tranzito sistema
2007 m. Lietuvos muitinėje įforminta apie 530 tūkst. Bendrijos/bendrosios tranzito procedūrų, terito-rinėse muitinėse atlikti 2 524 tyrimai dėl nebaigtų Bendrijos/bendrosios tranzito procedūrų.
Centrinė tranzito įstaiga per savaitę vidutiniškai gauna ir išsiunčia apie 3 500 dokumentų. Į TIR sistemą priimtos 38 įmonės, pašalinta 18 įmonių. Iš viso TIR sistemoje yra 1 031 vežėjų
įmonė. Praėjusiais metais Lietuvos muitinėje įforminta daugiau kaip 647 tūkst. TIR procedūrų.
Muitinis tikrinimas
Įforminant muitinės procedūras taikomi keli muitinio tikrinimo būdai: dokumentinis tikrinimas, fizinis tikrinimas bei laboratoriniai tyrimai. Didesnis dėmesys skiriamas eksporto procedūroms, ypač – žemės ūkio produktų.
2007 m. dokumentinis tikrinimas buvo taikytas įforminant 71 proc. importo deklaracijų, fizinis tikrini-mas – 16 proc. importo ir 8 proc. eksporto įforminamų procedūrų.
Kroviniai tikrinami ir mobiliąja rentgeno kontrolės sistema.

Intrastatas
Prievolę teikti Intrastato ataskaitas turintys PVM mokėtojai ataskaitas apie prekybą su ES šalimis teikia raštu, elektroniniu formatu arba internetu. 2007 m. raštu teikiamų Intrastato ataskaitų skaičius mažėjo, o internetu – didėjo.

DVD diskų, 68 medikamentų pakuotės, 40 vnt. plataus vartojimo prekių, padirbti dokumentai (įvairių šalių techniniai automobilių pasai, vairuotojo pažymėjimai, įmonių blankai, spaudai, JaV vizų blankai), 10 299 vnt. MDMa (ekstazio) tab lečių, 7 g heroino, 1 937,8 g amfetamino, 89,6 g metamfetamino, 44 579 g kanapių, 26,191 g kanapių sėklų, 351 vnt. kanapių sodinukų, 30,6 kg Catha edulis, 100 litrų benzilmetilketono, 1 920 vnt. tramadolio kapsulių, 1 g „Subutex“.
Muitinės kriminalinės tarnybos (toliau – MKT) pareigūnų atliekamų ikiteisminių tyrimų metu su-laikytų prekių vertė yra 7 mln. 433 tūkst. litų, kitų teisėsaugos institucijų atliekamų ikiteisminių tyri-mų – 530 tūkst. litų, kitų valstybių – 6 mln. 619 tūkst. litų.
Pagal MKT iniciatyva surašytus aTP protokolus sulaikytų prekių vertė – 696 tūkst. litų.MKT pareigūnų dėka iš ūkio subjektų papildomai buvo priskaičiuota 6 mln. 421 tūkst. litų mokes-
čių, užkardyta 5 mln. 938 tūkst. litų žala valstybei. atliekant MKT inicijuotus ikiteisminius tyrimus įtarimai pareikšti 128 asmenims. Iš jų: 82 – MKT,
19 – kitose teisėsaugos institucijose, 27 – kitose valstybėse. MKT iniciatyva administracinėn atsa-komybėn patraukti 77 asmenys.
Teritorinėse muitinėse dėl muitų teisės pažeidimų sulaikyta prekių už 9,4 mln. litų. Lietuvos muitinėje nuo 2007 m. rugsėjo 30 d. pradėjo veikti Rizikos įvertinimo ir kontrolės informa-
cinė sistema (RIKS). Pagal jos nurodymus buvo atliktas 19 261 fi zinis prekių tikrinimas, kurių metu nustatyti 683 pažeidimai, bei 53 975 dokumentiniai tikrinimai, kurių metu nustatyti 453 pa žei dimai.
Rugpjūtį muitinės pareigūnai Lazdijų PKP sulaikė 350 vnt. kanapių sodinukų. Juos vežę du Lietuvos piliečiai tikino, jog iš šių žolelių ketino gaminti arbatą ir užpilą nuo galvos skausmo.

Violations Disclosed
In 2007, the following amounts of goods were detained by Customs officers in Lithuania upon disclosing violations: 56 million 874 thousand pcs. of cigarettes, 3050 kg of tobacco, 34842 l of liquids containing ethyl alcohol, 27881 l of oil products, 235000 LTL, 437.5 kg of precious metal scrap, 10 automobiles, 3 firearms, 12 cartridges, 24 t of sugar, 3448 pcs. of different goods, 2 Polish Customs stamps, 1 enterprise stamp for Customs documents, a concrete pouring device, 380 pcs. of DVD discs, 68 packages of pharmaceuticals, 40 pcs. of consumer goods, falsified documents (vehicle technical passports, driver’s licences, enterprise forms and stamps, USa visa forms), 10299 pcs. of MDMa (ecstasy) tablets, 7 g of heroin, 1937.8 g of amphetamine, 89.6 g of metamphetamine, 44579 g of hemp, 26.191 g of hemp seeds, 351 pcs. of hemp seedlings, 30.6 kg of Catha edulis, 100 l of benzilmetilketon, 1920 pcs. of tramadol capsules, 1 g of “Subutex”.
The value of goods detained at the time of pre-trial investigations conducted by the officers of the Customs Criminal Service (further – CCS) is 7 million 433 thousand LTL, at the time of investigations conducted by other enforcement institutions – 530 thousand LTL, by other states – 6 million 619 thousand LTL.
The value of goods detained according to the administrative law violation protocols drawn up on the initiative of CCS is 696 thousand LTL.
Due to the efforts of CCS officers, 6 million 421 thousand LTL of taxes was assessed additionally from business entities, the harm to the state at the amount of 5 million 938 thousand LTL was prevented.
On conducting pre-trial investigations initiated by CCS, a suspicion was brought against 128 persons. Of them: 82 at CCS, 19 at other enforcement institutions, 27 in other states. On the initiative of CCS, 77 persons were brought to administrative responsibility.
goods for 9.4 million LTL were detained at the territorial Customs offices. On 30 September 2007, the Risk Evaluation and Control Information System (RIKS) started operating.
Following its instructions, 19261 physical controls of goods, resulting in disclosure of 683 violations, and 53975 documentary controls of goods, resulting in disclosure of 453 violations, were performed.

Muitinės interesų atstovavimas teismuose
40 Muitinės departamento sprendimų 2007 m. buvo apskųsta Mokestinių ginčų komisijai prie LR Vyriausybės (mokesčių suma – 7 034 776 Lt), 2 – Vyriausiajai administracinių ginčų komisijai (mo-kesčių suma – 193 282 Lt), 24 – pirmosios instancijos teismams (mokesčių suma – 397 233 Lt).
Pirmosios instancijos teismuose (apylinkių, apygardų administraciniuose teismuose) priimti 87 sprendimai, iš jų 83 – Muitinės departamento naudai (mokesčių suma – 10 841 650 Lt), 2 bylos grą-žintos nagrinėti iš naujo (mokesčių suma – 655 244 Lt), 2 pralaimėtos (mokesčių suma – 6 105 Lt).
Lietuvos vyriausiajame administraciniame teisme išnagrinėtos 55 administracinės bylos, iš jų 45 laimėtos (mokesčių suma – 2 705 097 Lt), 3 bylos grąžintos nagrinėti muitinei iš naujo (mokesčių suma – 126 070 Lt), 3 grąžintos pirmosios instancijos teismui nagrinėti iš naujo (mokesčių suma – 2 094 708 Lt), 4 pralaimėtos (mokesčių suma – 472 981 Lt).
Vyriausiojoje administracinių ginčų komisijoje išnagrinėtos 4 bylos, iš jų 1 byla grąžinta nag rinėti iš naujo (mokesčių suma – 25 348 Lt) ir 3 bylos laimėtos (mokesčių suma – 193 282 Lt).
Mokestinių ginčų komisijoje prie LR Vy riau sybės išnagrinėta 50 bylų, iš jų 30 patvirtinti Muitinės departamento sprendimai (mokesčių suma – 1 256 006 Lt), 11 grąžinta nagrinėti iš naujo (mokesčių suma – 1 417 883 Lt), 3 bylose skundai palikti nenagrinėti (mokesčių suma – 5 139 043 Lt), 6 – pa-naikintas Muitinės departamento sprendimas (mokesčių suma – 282 186 Lt).
Klaipėdoje sulaikytas vilkikas, kuriame aptikta daugiau nei 70 tūkst. pakelių kontrabandinių cigarečių „Jin Ling“. Paslėptas balduose, jas bandyta išvežti į Vokietiją.

Netoli Vievio muitininkai sulaikė Lenkijos piliečio vairuojamą vilkiką, kuriame rado paslėptas 22 tonas spirito. Nelegalus krovinys buvo deklaruotas kaip į Estiją vežama akmens vata statyboms, jo vertė juodojoje rinkoje – apie 150 tūkst. Lt.
Not far from Vievis, Customs officers detained a truck, driven by a Polish citizen, wherein 22 t of hidden spirits were found. The illegal cargo was declared as stone wool being carried to Estonia for constructions. Its black-market value is about 150 thou. LTL.
Representing Interests of the Customs in Courts
In 2007, 40 decisions by the Customs Department were appealed against to the Tax Dispute Commission under the government of the Republic of Lithuania (amount of taxes – 7034776 LTL), 2 – to the Chief administrative Disputes Commission (amount of taxes – 193282 LTL), 24 – to the Court of First Instance (amount of taxes – 397233 LTL).
87 decisions were made at the Courts of First Instance (district, regional administrative courts). 83 of them were decided in favour of the Customs Department (amount of taxes – 10841650 LTL), 2 cases were returned for re-examination (amount of taxes – 655244 LTL), 2 cases were lost (amount of taxes – 6105 LTL).

Lietuvos muitinės pareigūnai aktyviai dalyvavo Europos Komisijos, Europos Tarybos, Europolo, Pasaulio muitinių organizacijos ir kitų ES institucijų rengiamuose posėdžiuose, susitikimuose, kituose renginiuose įvairiais muitinės veiklos klausimais. Parengta ir pateikta 11 Lietuvos pozicijų dėl muitinės kompetencijai priklausančių ES teisės aktų projektų, 7 pozicijos ES Tarybos darbo grupių posėdžiams, 1 pozicija ES Tarybos posėdžiui, 19 pozicijų COREPER posėdžiams ir 29 pozicijos Europos Komisijos komitetų posėdžiams.
Surengti 5 tarpžinybinės darbo grupės „Muitų sąjunga“ posėdžiai.
Bendradarbiavimas su ES valstybėmis ir trečiosiomis šalimis
2007 m. Lietuvos muitinėje lankėsi Vokietijos, Lenkijos, Suomijos, Estijos, Latvijos, Ukrainos, Moldovos, Uzbekistano ir kitų šalių muitinių atstovai. Susitikimuose aptarti bendradarbiavimo gerini-mo klausimai, įvairūs muitinės veiklos aspektai. Dalyvauta įvairiuose pasitarimuose su Baltarusijos ir Kaliningrado srities muitinių pareigūnais, diskutuota kovos su muitų teisės srities pažeidimais, muitinės procedūrų įforminimo laiko trumpinimo klausimais.
Padnestrės regiono pasienio postas, kur kartu su kitų ES šalių pareigūnais pagalbos misijoje dalyvavo Lietuvos muitininkai.

Participation in the activities of the EU institutions
The Lithuanian Customs officials participated actively in the sittings, meetings, other events organised on different Customs matters by the European Commission, European Council, Europol, World Customs Organisation and other EU institutions. 11 positions of Lithuania on draft EU legal acts within the Customs competence, 7 positions for the working groups of the Council of the European Union, 1 position for the EU Council meeting, 19 positions for COREPER meetings and 29 positions for the EC Committees were prepared.
5 meetings of the interdepartmental working group “Customs Union” were held.
Co-operation with the EU States and Third Countries
In 2007, the representatives from the Customs services of germany, Poland, Finland, Estonia, Latvia, Ukraine, Moldova, Uzbekistan and other countries visited the Lithuanian Customs. Issues on improving co-operation, different aspects of Customs activities were discussed during the meetings. The representatives of the Lithuanian Customs participated in different meetings with the Customs officers of Belarus and Kaliningrad region, discussed the issues on fight against Customs law violations, reduction of time for clearing Customs procedures.
In august, the President of the germany’s Customs Criminal Service visited Lithuania. Issues on mutual assistance in Customs matters, exchange of operational information, etc. were discussed at the meetings with the Lithuanian Customs officials.
In October, a meeting of the Estonian, Latvian, Lithuanian, Polish and Finnish Customs representatives intended to agree on the common approach on the issues that will be discussed at the high-level seminar on the future role of the Customs was organised.
EU programme “Customs 2007”
In the framework of the programme “Customs 2007”, Lithuanian Customs officials participated in 144 actions: 89 working/project/coordination group meetings, 24 training sessions, 13 seminars, 1 conference, 15 exchange visits and 2 programme Management Committee meetings.
During the study visits to the Lithuanian Customs, the officers from the Latvian Customs showed interest in the new Computerised Transit System (nCTS), risk management, export control system, got familiarised with the work management of the cargo and seaport posts of Klaipėda TCO; Finnish Customs officers were introduced to the aspects of fight against fraud and smuggling; german and Estonian Customs officers exchanged experience with CCS. 3 Finnish Customs officers took interest in the experience of the posts of Vilnius, Kaunas and Klaipėda TCO in Customs management field.

Rugpjūčio mėn. Lietuvoje lankėsi Vokietijos muitinės kriminalinės tarnybos prezidentas. Susitikimuose su Lietuvos muitinės pareigūnais buvo tariamasi dėl tarpusavio pagalbos muitinės veiklos srityje, keiti-mosi operatyvine informacija ir pan.
Spalį Muitinės departamente organizuotas Estijos, Latvijos, Lietuvos, Lenkijos ir Suomijos muitinių atstovų susitikimas dėl bendros pozicijos derinimo rengiantis generalinių direktorių seminarui dėl muiti-nės vaidmens ateityje.
ES programa „Muitinė 2007“
Pagal programą „Muitinė 2007“ Lietuvos muitinės pareigūnai dalyvavo 144 renginiuose: 89 dar-bo, projektų ir koordinavimo grupių posėdžiuose, 24 mokymo sesijose, 13 seminarų, 1 konferencijoje, 15 mokomųjų vizitų ir 2 programos Valdymo komiteto posėdžiuose.
Lietuvos muitinėje su mokomaisiais vizitais lankęsi pareigūnai iš Latvijos muitinės domėjosi naująja kompiuterizuota tranzito sistema (nCTS), rizikos valdymo, eksporto kontrolės sistemomis, susipažino su Klaipėdos TM krovinių ir jūrų uosto postų darbo organizavimu; Suomijos muitinės pareigūnai – su ko-vos su muitinės apgaulėmis ir kontrabanda aspektais; MKT patirtimi dalijosi Vokietijos ir Estijos muitinių pareigūnai. Vilniaus, Kauno ir Klaipėdos TM postų darbo organizavimu domėjosi 3 Suomijos muitinės pareigūnai.
Pagalba kitų valstybių institucijoms
Lietuvos muitinė aktyviai dalyvauja teikiant pagalbą kitų šalių muitinių administracijoms. 2007 m. pa-sirašytos sutartys dėl pagalbos teikimo Ukrainos ir Moldovos muitinių pareigūnams muitinio įvertinimo, audito klausimais. Organizuoti Ukrainos ir Moldovos pareigūnų mokomieji vizitai į Lietuvos muitinę.
6 pareigūnai dalyvauja ES sienos apsaugos misijoje Ukrainoje ir Moldovoje. Pagal bendrą JaV, Ukrainos ir Lietuvos projektą „Ukrainos muitinės modernizavimas“ 2 Lietuvos
muitinės pareigūnai paskirti dirbti ilgalaikiais pagalbos koordinatoriais Ukrainos muitinėje. Koordinuotas Euromuitinės organizuotas TaCIS projektas „Uzbekistano valstybinio muitinės komite-
to reforma ir modernizacija“. Muitinės departamento pareigūnas buvo paskirtas dirbti ilgalaikiu ekspertu muitinės vidaus audito
srityje albanijoje pagal CaFaO programos projektą. ES specialiojo įgaliotinio Pietų Kaukazui Pasienio komandos Tbilisyje patarėjo-eksperto pareigas
taip pat užima Lietuvos muitinės atstovas.
Pasirašoma sutartis su Kinijos kompanijos „Nuctech Company Limited“ atstovais dėl stacionarios rentgeno kontrolės sistemos įdiegimo Klaipėdos teritorinės muitinės Malkų įlankos jūrų uosto poste. Rentgeno sistema bus naudojama tikrinti transporto priemonėms bei jūros konteineriams, atrinktiems pagal tam tikrus rizikos veiksnius.
Agreement is being signed with the representatives of the Chinese company “Nuctech Company Limited” on installation of stationary x-ray control equipment in Malkų Bay seaport post of Klaipėda territorial Customs office. X-ray system will be used for controlling vehicles and sea containers selected according to certain risk factors.

The Lithuanian Customs actively participates in rendering assistance to the Customs administrations of other countries. In 2007, agreements on assistance to Ukrainian and Moldovan Customs officers in Customs valuation and audit matters were signed. Study visits to Lithuania were organised to Ukrainian and Moldovan Customs officers.

Customs, 2 Lithuanian Customs officers have been assigned as resident assistance coordinators for Customs of Ukraine.
The TaCIS project for Uzbekistan “Reform and Modernization of the State Customs Committee” organised by Eurocustoms was coordinated by the official of the Customs Department.
One officer of the Customs Department has been temporarily moved to work as a long-term expert on Customs internal audit matters in albania in the framework of CaFaO programme.
a representative from the Lithuanian Customs has also been assigned to work in Tbilisi as an adviser/expert in the team of the EU Special Representative (EUSR) for the South Caucasus.

Lietuvos muitinėje pradėtas iš esmės naujas jos kompiuterizavimo etapas – elektroninės mui-tinės programos įgyvendinimas. Šios programos informacinės sistemos, produktai ir paslaugos sudarys sąlygas pereiti prie nepopierinės muitinės ir verslo aplinkos, supaprastinti muitinės pro-cedūras, sumažinti tarptautinės prekybos verslui tenkančią administracinę naštą.

a virtually new automation stage, i.e. implementation of the Electronic Customs programme, has been commenced at the Lithuanian Customs. The information systems, products and services of this programme will create conditions for moving to a paperless environment for the Customs and trade, for simplifying the Customs procedures, reducing administrative burden falling on economic operators involved in international trade.
The Tax accounting and Control System MaKIS, enabling to account accurately and in real time (“on-line”) all taxpayers` tax obligations to the Customs authorities and the latter’s tax obligations to the taxpayers, has been elected as the Best product for Information Society 2007 at the Best Lithuanian ICT Product awards organised by the association “Infobalt”.
On implementing measures provided for by the Lithuanian Customs to ensure the security of international trade, the risk management and profiling system was expanded. In the framework of PHaRE 2003 programme project “Implementation of trader based risk assessment and control”, the Risk Evaluation and Control System (RIKS) has been tested and introduced.
The software for introducing and accumulating the information of administrative law violation protocols and goods detention protocols has been developed and tested. The system simplifies and speeds up the documenting of administrative law violations, creates preconditions to accumulate data for violation prevention and risk evaluation.
The goods Customs Valuation Information System, creating for Customs offices more facilities and possibilities on determining the value of goods for Customs purposes, has been reorganised and adapted to an Intranet environment.
The goods Origin Verification System has been developed. The system allows Customs officers to register and accumulate in the database the data of the origin verification process as well as to use them later for assessing risks and preventing inappropriate declaration of origin of goods.
The Cash Declaration Data accumulating and Processing Information System has been developed and started functioning.
a contract with a contractor has been signed and the project implementation works for developing, introducing and maintaining the Customs Finance Resources, Their accounting and Control System have been started. The system will ensure the accrual-based accounting of the Lithuanian Customs finances, automated accounting of staff and salaries.
The following works for implementing the programme projects have been started:
► the project of Electronic goods Declaration and Electronic Customs Documents Processing System, covering all modes of goods clearance and ways for submitting Customs declarations, have been initiated. The public procurement procedures for selecting the contractor of the system have been commenced;
► the works of the Customs Internal Com munication and Public Information System and Customs Internet Portal project have been started. The purpose of the project is to create and introduce the integrated Lithuanian Customs information Internet portal intended for publishing information on Internet and Intranet, managing documents of all types, controlling tasks and assignments formed on their basis, for managing projects, handling project information as well as for using and mana-ging the results of the customs environment analysis process. Public procurement procedures for selecting the contractor of the system were performed;

asociacijos „InfoBalt“ inicijuotame geriausio lietuviško informacinių technologijų telekomunikacijų elektronikos produkto konkurse geriausiu 2007 m. produktu informacinei visuomenei išrinkta Lietuvos muitinėje įdiegta Mokesčių apskaitos ir kontrolės informacinė sistema MaKIS, leidžianti teisingai ir rea-liuoju laiku apskaityti visus mokesčių mokėtojų mokestinius įsipareigojimus muitinei bei muitinės mokes-tinius įsipareigojimus mokesčių mokėtojams.
Įgyvendinant Lietuvos Respublikos muitinės numatytas priemones, susijusias su tarptautinės prekybos saugumo užtikrinimu, buvo plėtojama rizikos valdymo ir profiliavimo sistema. Pagal 2003 m. PHaRE programos projektą „Rizikos, susijusios su ūkio subjektais, deklaruojančiais pre-kes muitinėje, įvertinimo ir kontrolės įgyvendinimas“ išbandyta ir įdiegta Rizikos įvertinimo ir kontro-lės sistema RIKS.
Sukurta ir išbandyta administracinių teisės pažeidimų ir Prekių sulaikymo protokolų informacijos įrašymo ir kaupimo programinė įranga. Sistema supaprastina ir pagreitina administracinių teisės pa-žeidimų fiksavimą, sudaro prielaidas kaupti duomenis pažeidimų prevencijai ir rizikos įvertinimams.
Pertvarkyta ir intraneto aplinkai pritaikyta Prekių muitinio įvertinimo informacinės sistemos pro-graminė įranga, suteikianti muitinės pareigūnams daugiau galimybių ir patogiau nustatyti prekių muitinę vertę.
Sukurta Prekių kilmės tyrimų sistemos programinė įranga. Sistema leidžia muitinės pareigūnams fiksuoti ir duomenų bazėje kaupti duomenis apie prekių kilmės tyrimo procesą, juos vėliau naudoti rizikos įvertinimams bei netinkamo prekių kilmės deklaravimo prevencijai.
Sukurta ir pradėjo funkcionuoti grynųjų pinigų deklaracijų duomenų kaupimo ir apdorojimo infor-macinė sistema.
Pasirašyta sutartis su rangovu ir pradėti projekto įgyvendinimo darbai muitinės finansinių iš-teklių, jų apskaitos ir kontrolės sistemai sukurti, įdiegti bei prižiūrėti. Sistema užtikrins Lietuvos muitinės finansinės apskaitos vykdymą kaupiamuoju principu, automatizuos personalo ir darbo užmokesčio apskaitą.

► plėtojama Integruota tarifų valdymo sistema: papildytas Spaudų ir kitų muitinės žymų sistemos funkcionalumas, atlikta tarifų duomenų bazės LITaR plėtra;
► nacionalinė tranzito kontrolės sistema papildyta Prekių gabenimo registravimo duomenų bazės moduliu, sukurtos papildomos Verslininko modulio funkcijos;
► iš esmės užbaigtas pirmasis Lietuvos muitinės duomenų saugyklos sukūrimo etapas. Ši sistema aprūpins muitinės administracijos sprendimų priėmimo procesus didesniu kiekiu kokybiškų duome-nų, leis pagerinti Lietuvos muitinės bendradarbiavimą su kitomis valstybės institucijomis keičiantis duomenimis.

Bendradarbiavimas su verslo atstovais
Lietuvos muitinėje veikia Muitinės konsultacinis komitetas ir jo regioniniai pakomitečiai teritorinėse muitinėse. Komiteto ir pakomitečių posėdžiuose verslo atstovai buvo supažindinti su Eksporto kontrolės sistemos (ECS) diegimu Lietuvos muitinėje, pristatytos muitinės tranzito procedūrų kontrolės naujo-vės, įgaliotųjų ekonominių operacijų vykdytojų statuso gavimo tvarka, automobilių muitinio įvertinimo ypatumai, aptarti Šengeno sutarties reikalavimai, mokesčių lengvatų klausimai ir kitos muitinės veiklos aktualijos. Pasirašyta bendradarbiavimo sutartis su Lietuvos maisto pramonės asociacija. Patvirtintas Muitinės ir verslo bendradarbiavimo programos 2007–2010 m. įgyvendinimo planas.
Informacijos teikimas visuomenei
Lietuvos muitinė bendradarbiauja su daugeliu šalies žiniasklaidos priemonių. aktuali informacija pla-tinama per naujienų agentūras BnS ir ELTa. Taip pat svarbi informacija visuomenei pristatoma organi-zuojant spaudos konferencijas.
Verslo atstovams ir visuomenei aktuali informacija nuolat atnaujinama Lietuvos muitinės interneto svetainėje, pareigūnai fiziniams ir juridiniams asmenims teikia konsultacijas žodžiu ir elektroniniu paštu apie muitinės veiklą reglamentuojančių teisės aktų taikymą. Visuomenę labiausiai domino prekių im-portas iš trečiųjų šalių, prekių gabenimas pašto siuntomis, lengvųjų automobilių importo tvarka, CITES konvencijos reikalavimai.

Co-operation with Business Representatives
The Customs Consultative Committee (CCC) and its Regional Sub-committees at the territorial Customs offices operate at the Lithuanian Customs. Business representatives were familiarised at the meetings of the Committee and Sub-committees with the implementation of the Export Control System (ECS) in the Lithuanian Customs; the novelties of the Customs transit procedure control, the procedure for acquiring the status of authorised economic operators, peculiarities of automobile Customs valuation were introduced, the requirements of the Schengen agreement, issues of tax benefits and other important matters were discussed. The agreement on co-operation was signed with the association of Lithuanian Food Industry. 2007–2010 Customs and trade co-operation programme and its implementation action plan were approved.
Information for the Public
The Lithuanian Customs actively collaborates with national mass media. Relevant information is distributed through information agencies BnS and ELTa. Important information is also introduced to the public by organising press conferences.
Information important to the public and business representatives is constantly updated on the Internet web site of the Lithuanian Customs, officers provide to natural and legal persons oral and electronic consultations on the application of Customs legislation regulating Customs activities. The public was mostly interested in the import of goods from the third countries, transportation of goods as postal consignments, procedure for importing private cars, requirements of the CITES Convention.

Visuomenei skirti renginiai
2007 m. Lietuvos muitinė dalyvavo tarptautinėse parodose „TransRosija 2007“ (Maskvoje), „Transport i logistika 2007“ (Minske), „agroBalt 2007“ (Kaune) bei tarptautinėje informacinių techno-logijų parodoje „Infobalt 2007“ (Vilniuje).
Lietuvos muitinės pareigūnai Vilniaus savivaldybės aikštėje surengė Lietuvos muitinės kinologų ir tarnybinių šunų prisistatymą visuomenei.
Kaišiadorių r. Paparčių miestelyje buvo organizuotos tarptautinės jaunųjų kinologų varžybos „Šuo mieste“. Šv. Juozapo vaikų globos namų teritorijoje varžėsi jaunieji kinologai su dresuotais auginti-niais iš Lietuvos, Latvijos ir Lenkijos.
Muitinės atstovai dalyvavo ir rėmė Socialinių mokslų kolegijos su Lietuvos nacionaline vartotojų federacija organizuotą seminarą-konkursą „nepirk kontrabandinės prekės! Pranešk!“.
Leidyba
2007 m. išleisti leidiniai verslui aktualiomis temomis: „Kaip apsaugoti intelektinę nuosavybę?“, „ar žinote, kaip muitinė įskaito Jūsų sumokėtus mokesčius?“, lankstinukas lietuvių, anglų ir rusų kalbomis „naujoji grynųjų pinigų deklaravimo tvarka“, atnaujinti leidiniai „Kaip gauti eksporto kompensacijas“ bei „Elektroninės paslaugos verslui“. Išleistas leidinys lietuvių ir anglų kalbomis „Vienas langelis“ tarptauti-nėje prekyboje“, sukurtas vaizdo filmas anglų ir rusų kalbomis. Sukurtas filmas, visuomenei pristatantis muitinės informacinių sistemų naujoves.
Išleistas atnaujintas Lietuvos Respublikos muitinės pareigūnų etikos kodeksas. Parengtas ir išleistas muitinės tarnybinių šunų nuotraukų albumas.
Pradėtas leisti vidinis Lietuvos muitinės laik raštis „Muitinės balsas“ (išleisti 7 numeriai).
Švęsti šv. Velykų į Muitinės departamentą kasmet kviečiami Medininkuose žuvusių pareigūnų artimieji.

In 2007, the Lithuanian Customs participated in the international exhibitions “TransRosija 2007” (in Moscow), “Transport i logistika 2007” (in Minsk), “agroBalt 2007” (in Kaunas) and international information technology exhibition “Infobalt 2007” (in Vilnius).
The Lithuanian Customs officers organised in the Municipal square of Vilnius the introduction to the public of the Lithuanian Customs dog-trainers and detector dogs.
The international competition of young dog-trainers “Dog in Town” was organised in Paparčiai town, Kaišiadorys region. Young dog-trainers with trained pets from Lithuania, Latvia and Poland competed in the territory of St. Juozapas foster home.
The Customs representatives sponsored and participated in the seminar-competition “Don`t buy smuggled goods! Inform!”, organised by the College of Social Sciences and Lithuanian national Consumer Federation.
Publishing
In 2007, the following publications to traders on important topics were issued: “How to protect intellectual property”, “Do you know how the Customs offset taxes paid by you?”, a booklet in the Lithuanian, English and Russian languages “new procedure for cash declaration”. Publications “How to get export refunds” and “Electronic services to trade” were updated. a videofilm “Single Window in international trade” was created in the English and Russian languages. a film introducing the novelties of the Customs information systems was created.
The updated Code of Conduct of the Customs offices of the Republic of Lithuania was published. an album of service-dog pictures was prepared and published.
an internal newspaper of the Lithuanian Customs “Customs voice” was started to be issued (7 issues were published).
