Entitlement Notifications in ELIS

October 14, 2015

We kindly request that licensure officers mark each candidate at the beginning of the program as “not completed” by using the entitlement wizard. By taking this action, the candidate’s ELIS account will be in “pre-completion” (PC) status and he/she will be unable to apply for a license through ISBE evaluation. The

beginning of the program generally means when the candidate has been admitted to the preparation program or has successfully passed a test of basic skills*.

This action will prevent duplicate applications and the transfer of fees.

It will also prevent delays in obtaining licensure. *Defined as the TAP, ACT Plus Writing, SAT or OOS test of basic skills used for licensure in another state

Chief School Business Official (CSBO) – Option 1 & 2

Option 1 and 2 are new with the recent passage of PA 99-0058. These two options are available as an Educator License with Stipulations ELS(CSBO) endorsed for a provisional educator for CSBO and are valid for 5 years and may be renewed. An educator may maintain this license throughout their career. The professional education coursework for a PEL is not required for this license.

Principal Program Admission – Entitlement Requirements

Pass the test of basic skills* (if not passed for a previous license) Hold a valid and current professional educator license (PEL) (endorsed in a

teaching field, or until June 30, 2019, endorsed in a school support personnel area) in Illinois or a comparable license issued by another state.

Submission of a portfolio that presents evidence of a candidate’s achievements during his or her teaching experience in the following categories: Support of all students in the classroom to achieve high standards of learning; Accomplished classroom instruction, which shall include data providing evidence

of two years of student growth and learning within the last five years; Significant leadership roles in the school (e.g. curriculum development, discipline,

team teaching assignments, mentoring); Strong oral and written communication skills; Analytic abilities needed to collect and analyze data for student improvement; Demonstrated respect for family and community; Strong interpersonal skills; Knowledge of curriculum and instructional practices.

Principal Program Admission – Entitlement Requirements (continued)

What constitutes “evidence”? Evidence includes, but is not limited to the following: Evaluations of the candidate’s teaching abilities from supervisors that can

attest to students’ academic growth; Evidence of leadership roles held and descriptions of the impact the candidate

has had on the classroom, school, or district, or the constituents served; An analysis of classroom data (student scores) that describes how the data used

to inform instructional planning and implementation, including an explanation of what standards were addressed, the instructional outcomes, and steps taken when expected outcomes did not occur;

Information on the candidate’s work with families and/or community groups, and a description of how this work affected instruction or class activities;

Examples of the candidate’s analytical abilities as evidenced by a description of how he or she used the results from student assessment to improve student learning; and

Evidence of curriculum development, student assessments, or other initiatives that resulted from the candidate’s involvement on school committees.

Submit documentation of experience by providing one of the following: 1. 4 years of experience (public/non public recognized by ISBE ) accrued

while an individual held a valid PEL endorsed in a teaching field or, until June 30, 2019, a school support personnel area (i.e., school counselor, school psychologist, speech language pathologist (non-teaching), school nurse, school social worker, school marriage and family counselor); ~OR~

2. 4 years of experience serving in the capacity of School Support Personnel accrued while an individual held a valid teaching or, until June 30, 2019, school support personnel certificate or license issued by another state authorizing employment in an out-of-state public school or in an out-of-state nonpublic school meeting out-of-state recognition standards comparable to those set forth by the State Board of Education at 23 Ill. For the purposes of 21B-25(2)(B) of the School Code [105 ILCS 5/21B-25(2)(B)], a candidate may qualify for the principal endorsement with fewer than 4 years of experience upon presentation of certain performance evaluation ratings that incorporate data and indicators of student growth (see Article 24A of the School Code [105 ILCS 5/Art.24A] and 23 Ill. Adm. Code 50 (Evaluation of Educator Licensed Employees under Articles 24A and 34 of the School Code)).

1) A candidate may qualify with three years of experience if he or she has received at least a "proficient" performance evaluation rating his or her three annual performance evaluations conducted.

2) A candidate may qualify with two years of experience if he or she has received an "excellent" performance evaluation rating in his or her two annual performance evaluations conducted.

*Defined as the TAP, ACT Plus Writing, SAT or OOS test of basic skills used for licensure in another state

Superintendent (SUPT) Program – Entitlement Requirements

No later than September 1, 2019, all programs for the preparation of superintendents shall meet the requirements set forth in Part 33.

Beginning September 1, 2016, institutions or not-for-profit entities may admit new candidates only to superintendent preparation programs that have been approved under this Part.

Completion of an approved administrative program for Superintendent (in-state or out-of-state)

Master’s degree or higher from a regionally accredited institution

Provide documentation of 2 years of full-time experience in a general administrative position ~OR~ 2 years of full-time principal, director of special education, or chief school business official on a valid certificate/license AND proof of an issued teaching license (teaching license does not have to be valid currently).

Pass the test of basic skills* for program admission (unless an test of basic skills was passed for the issuance of a previous Illinois license).

Pass Superintendent (187) test *Defined as the TAP, ACT Plus Writing, SAT or OOS test of basic skills used for licensure in another state

Test of Basic Skills*

Example:

Does a teacher seeking admission to a principal preparation program need to take the test of basic skills* if he/she passed the Basic Skills 096 test in 1990?

No. If an individual passed the Basic Skills 096, Basic Skills 300, TAP 400 or achieved the minimum required score on the ACT Plus Writing or SAT in lieu of the TAP, or passed an OOS test of basic skills used for licensure in another state; he/she does not need to take the test of basic skills* for admission to a principal program.

Such an individual need not pass the test of basic skills* for any subsequent license or endorsement.
