The duration of employment for any one disaster event is typically six months of work. Administrative requirements generally limit wages for any one individual to $12,000, but this can be waived. Provision of disaster relief employment on projects that provide food, clothing, shelter and other humanitarian assistance for disaster victims, and projects regarding demolition, cleaning, repair, renovation, and reconstruction of damaged and destroyed structures, facilities, and lands located within the disaster area. Funds may be expended through public and private agencies and organizations engaged in such projects. Funds may be expended to provide employment and training activities (retraining, job search, assessment, etc.) to enable workers who will not be recalled to qualify for new employment. Disaster Relief Assistance 365 Disaster Relief Assistance Individuals who may be offered disaster relief

128 Basic Skills/Life Skills Basic Skills - A program or course designed to develop the ability to compute or solve problems, read, write or speak English above the eighth grade level, as measured on a standardized or criterion-referenced test, or at a level necessary to function on the job, in the individual’s family or in society. Life Skills - Programs that help individuals learn how to make and carry out important personal, career and educational decisions that will affect their future. It deals systematically with the underlying motives, attitudes, values and behaviors that are desired by employers and lead to successful lifelong employment. Includes training in positive work habits, attitudes and behavior such as punctuality, regular attendance, presenting a neat appearance, getting along and working well with others, exhibiting good conduct, following instructions and completing tasks, accepting constructive criticism, showing initiative and reliability and assuming responsibility. It also encompasses survival and daily living skills.

134 Occupational Skills Training An organized program of study that provides specific vocational skills that lead to proficiency in performing actual tasks and technical functions required by certain occupational fields at entry, intermediate or advanced levels. It includes training for nontraditional employment.

sector, to a paid participant while engaged in productive work in a job that provides knowledge or skills essential to the full and adequate performance of the job; provides reimbursement to the employer of up to 50 percent of the wage rate of the participant for the extraordinary costs of providing the training and additional supervision related to the training; and is limited in duration as appropriate to the occupation for which the participant is being trained, taking into account the content of the training, as well as the prior work experience and service strategy of the participant, as appropriate. OJT contracts may be written for eligible employed workers provided they are not earning a self-sufficient wage, as determined by local board policy. 138 Skills Upgrading and Retraining Skills Upgrading - a course or program that improves upon skill and/or raises the quality of performance, and leads to advancement to a job requiring a higher level of skill. Retraining - Learning a new skill or trade, often in response to a change in the economic environment, which will equip the individual with knowledge and skills leading to another occupation. Generally, it reflects a change in occupation rather than an "upward" movement in the same field.

Assessment 108 Assessment - Comprehensive and

Specialized Skill Level and Service Needs This is the required objective assessment for youth.

An objective assessment of youth academic and occupational skill levels, as well as service needs, of each youth participant which includes a review of basic and occupational skills, prior work experience, employability, interests, aptitudes (including interests and aptitudes for nontraditional jobs), supportive service and developmental needs. This service may include interpreting the results of diagnostic testing and other assessment tools as well as in-depth interviewing and evaluation to identify employment barriers and appropriate employment goals.

9 Assessment Interview, Initial Assessment

The types and duration of services must be determined based on the needs of the youth. The scope of follow-up services may be less intensive for youth who have only participated in summer youth employment opportunities.

Job Coaching 40 Job Coaching To record that a youth has been assigned a job

coach to provide initial support on the job in terms of accessing skill training, reasonable accommodations, or to help identify a mentor or arrange for other supportive services such as transportation, child care or health care. Job coaches may also interact with the employer or supervisors to identify initial problem solving strategies, provide sensitivity training for the employer and staff or determine job coach services at the worksite. A job coach is usually assigned in connection with “supported employment” (vocational rehabilitation services).

Enter appropriate comments in OSOS. Note the date of the job coach assignment, the planned duration of the service and the service provider. At a minimum, you should record this service on the date the customer first begins receiving the support, and routinely register service receipt (e.g., every 60 days) through to the last date the customer receives this service to ensure participation is properly extended.

Job Search Assistance 38 Job Development Contact To record that a telephone or other personal

contact to an employer was made on behalf of the youth when no suitable job order/opening is currently on file.

Finding Club. A Job Finding Club is an organized activity including a period of structured application where participants attempt to find jobs. It encompasses all of the elements of a Job Search Workshop (see separate definition), plus a one to two week period of structured, supervised group activity where participants attempt to obtain jobs.

Enter appropriate comments in OSOS. This service can be recorded for each day the youth participates. Note any special occurrences (e.g., job interview with XYZ company scheduled for mm/dd/yy)

32 Job Search Planning To record that the youth received services designed to assist in developing their job search skills so that they can obtain employment. Such assistance can include, but is not limited to: develop a work search plan, offer interviewing advice, conduct a mock interview, discuss how applicant felt he/she did after an interview, compile a portfolio of important information for job search activities, show the applicant how to maintain a record of his/her job efforts, or provide any other advice that would expedite or improve the youth’s job search.

35 Job Search Workshop To record that the youth participated in a Job Search Workshop. A Job Search Workshop is designed to provide youth with knowledge that will enable them to find jobs. 34 Resume Writing Workshop To record that the youth participated in a group setting, in an organized activity that provided instruction on resume writing, on the content and format of resumes and cover letters, and provided general instructions to aid them in the development and production of a youth resume. The Resume Writing Workshop activity is intended for use when providing resume information/instruction of a very general nature, not individualized information /instruction.

Enter appropriate comments in OSOS and record the specific name of the workshop. Record whichever of the two (but not both) of the resume related services available in OSOS (Resume Preparation Assistance or Resume Writing Workshop) that best describes your specific local activity.

39 Workforce Information Services Staff Assisted (LMI)

To record when staff provides a youth with workforce information services. This activity should be recorded only when the activity reflects significant staff time invested in giving the youth specific information in relation to their questions or individual needs. Staff assisted workforce information services may include, but are not limited to, information on the following: • Labor market conditions • Industries, occupations and characteristics of

the workforce • Area business identified skill needs • Employer wage and benefit trends • Short and long term industry and

occupational projections • Worker supply and demand information

This service must represent more staff effort than just providing the youth with basic information or direction. Job Shadowing 144 Job Shadowing (Youth Only) As part of a career exploration activity, a youth

follows an employee at a firm for one or more days to learn about a particular occupation or industry. Youth spend one-on-one time with employees doing their job, observe the daily routine of an employee and then “interview” the employee about his/her work and education. Job shadowing can help youth explore a range of careers and specific career objectives in order to select a career pathway.

participate in WIA activities. Local areas have discretion in providing these payments, based on local program design, funding levels and the individual assessment of each youth.

Orientation 119 Orientation (Other) To record that the youth was provided information

Short-Term Pre-Vocational Skills 137 Short-term Pre-vocational Skills to

Prepare for Employment or Training To record that the youth has participated in a short term service to develop his/her learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct, in preparation for unsubsidized employment or training. In addition, a short-term service to develop the youth’s vocational or job readiness skills for training or employment would be skills development services.

At a minimum, you should record the service on the date the customer started, as well as on the date the session ended or the customer stopped attending to ensure participation is properly extended.

Summer Related Employment

120 Summer Related Employment Opportunities (Youth Only) This is one of the 10 required elements.

A program for youth operated during the summer months as part of a comprehensive strategy for addressing the youth’s employment and training needs. It is not intended to be a stand-alone program. It provides summer employment opportunities that link academic and occupational learning as part of the required youth program elements. Summer youth employment must provide direct linkages to academic and occupational learning, and may provide other elements and strategies as appropriate to serve the needs and goals of the participants. Youth who participate in summer employment opportunities must be provided at least twelve months of follow up services.

Life Skills - Programs that help youth learn how to make and carry out important personal, career and educational decisions that will affect their future. It deals systematically with the underlying motives, attitudes, values and behaviors that are desired by employers and lead to successful lifelong employment. Includes training in positive work habits, attitudes and behavior such as punctuality, regular attendance, presenting a neat appearance, getting along and working well with others, exhibiting good conduct, following instructions and completing tasks, accepting constructive criticism, showing initiative and reliability and assuming responsibility. It also encompasses survival and daily living skills.

107 Combined Workplace Learning with Related Instruction (Co-Op Education)

Programs that combine workplace training with related instruction, which may include cooperative education programs. A cooperative education program is one which is regulated by a state educational agency or a state agency responsible for administering vocational and technical education within a state.

129 Customized Training Training designed to meet the special requirements of an employer or group of employers; it is conducted with a commitment by such employer(s) to employ, or in the case of an incumbent worker continue to employ, an individual upon successful completion of the training and for which the employer pays for not less than 50 percent of the cost of the training.

Youth aged 18-21 must be co-enrolled as an adult and receive appropriate core and intensive services prior to enrollment into any customized training activity.

Customized training may be provided for employed workers if they are not earning a self-sufficient wage as determined by local board policy. Customized Training for employed workers should relate to the introduction of new technology, introduction to new production or service procedures, upgrading to new jobs that require additional skills, workplace literacy or other appropriate purposes identified by the local Board.

130 English as a Second Language (ESL) A program of instruction designed to help youth of limited English proficiency achieve competence in the English language in the following six skill sets - reading, writing, listening and speaking, as well as in functional and workplace skills.

131 Entrepreneurial Training Training designed to prepare and assist youth in starting their own business and to provide them with necessary management skills. Topics could include basics of starting a business, business plan writing, marketing and finance, as well as specific vocational skills training related to the youth’s business venture.

134 Occupational Skills Training This is one of the 10 required elements.

An organized program of study that provides specific vocational skills that lead to proficiency in performing actual tasks and technical functions required by certain occupational fields at entry, intermediate or advanced levels. Such training should be outcome oriented, focused on a long-term goal as specified in the Individual Employment Plan or Individual Service Strategy, and support attainment of a certificate.

employer in the public, non profit or private sector, to a paid youth participant while engaged in productive work in a job that provides knowledge or skills essential to the full and adequate performance of the job; provides reimbursement to the employer of up to 50 percent of the wage rate of the youth participant for the extraordinary costs of providing the training and additional supervision related to the training; and is limited in duration as appropriate to the occupation for which the youth participant is being trained, taking into account the content of the training, as well as the prior work experience and service strategy of the youth participant, as appropriate. OJT contracts may be written for eligible employed workers provided they are not earning a self-sufficient wage, as determined by local board policy. OJT for eligible employed workers should relate to the introduction of new technology, introduction to new production or service procedures, upgrading to new jobs that require additional skills, workplace literacy or other appropriate purposes identified by the local board. In most cases, on-the-job training (OJT) is not an appropriate work experience activity for youth under age 18, unless it is determined to be appropriate based on needs identified through an objective assessment.

138 Skills Upgrading and Retraining Skills Upgrading - a course or program that improves upon skill and/or raises the quality of performance, and leads to advancement to a job requiring a higher level of skill. 143 Work Experience (Youth Only)

Planned, structured learning experiences, for a limited period of time, in the private, for-profit; non-profit; or public sector workplace that may be paid or unpaid. Work experiences are designed to enable youth to gain exposure to the working world and its requirements and should help youth acquire the personal attributes, knowledge and skills needed to obtain a job and advance in employment. The purpose is to provide opportunities for career exploration and skill development. Work experiences may be subsidized or unsubsidized and may include: 1) instruction in employability or workplace skills, such as SCANS; 2) exposure to various aspects of an industry; 3) progressively more complex tasks; 4) Internships and job shadowing; 5) integration of basic academic skills into work activities; 6) supported work, work adjustment and other transition activities; 7) entrepreneurship; 8) service learning; 9) paid and unpaid community service and 10) other elements designed to achieve the goals of work experiences.
