Wolmarans – who has been absolved of all charges related to the murder of Moss Phakoe – bounced back into the mainstream political affairs of the city, together with other new councilors who took their oaths of office for the first time. However it was the return of Wolmarans as a PR councilor that took centre stage of the proceedings. Wolamarans was removed as the city mayor in 2010, following a power struggle among competing party factions within the ANC at the municipality. However, he refused to bow down. Following the December 2010 Bojanala regional conference, he resurfaced as number one in the Rustenburg councillors’ deployment list. Technically, he was back at the 8th floor of Mpheni House. But according to insiders, the party’s National Executive Committee (NEC) would not risk returning him to the 8th floor with allegations of murder hanging over his head. Rather, they kept him at the 1st floor as council speaker. This did not go down well with some of his many supporters, who – until today – still regard him as “Majoro.” In his 10-track music CD released during the trial titled “Skhokhele Wollie” Boitekong musician Nceba predicted: “U shoes uya buya”. Judging by the welcome he received, it is not a secret that Wolmarans is the most popular and hugely supported politician in Rustenburg. Boipelo Marekoa-Kodongo, the speaker of Council, was the first to congratulate Wolmarans and the other new councilors. “I welcome all the new councilors that are with us. I also welcome back councilor Wolmarans. We are happy that he set an example as a cadre of the ANC by agreeing to vacate his previous position. “The ANC then decided to retain him back and this is why he is with us. All of you who have been sworn in today are now part of this family,” she added. ANC single whip Happy Serongwane echoed similar sentiments: "As the ANC, we would like to welcome back and to congratulate our comrade, Wolmarans." Asked how he feels to be back in council, Wolmarans only had a few words: "I am grateful for the confidence that the ANC and the people of government has bestowed on me." Philimon Kgaladi, who is the MMC for Public Safety, said Wolmarans has a key role to play in helping the city to become successful. He said: “He is a man of the people. We are very happy that he is back. The spokesperson of the ANC in the North West, Oupa Matla, is quick to dismiss the EFF – the offi cial opposition party in the province – as “a fl y by night” party.

While the many supporters of the Julius Malema-led formation will certainly disagree with such assertions, Matla points towards the ANC’s performance in three by-elections held this month as evidence that the ruling party still enjoys the support of the majority of voters. “We had three by-elections in Rustenburg and three victories for the ANC. We are humbled by these results, which show that people are still happy with the ANC,” Matla said, in an interview with Leseding News. “The most important thing for us now is to make sure that we continue working hard towards delivering in terms of helping our people to meet their challenges and aspirations. “The victories show that we are still the most popular party. We have a history with our people and they know that. We now have to deliver because we cannot let them down,” he added. In Rustenburg’s ward 25, Mandla Mangweni romped to victory, claiming 73% of the vote. (See page 6 for a profi le of Mangweni) The EFF and the African People’s Convention (APC) fi nished second and third respectively – failing to make a strong impression despite the fact that the ward was previously held by an independent candidate. According to statistics, a total of 102 of the votes were spoilt. It is in the two other by-elections that were held in Rustenburg, however, that the ANC was able to demonstrate an overwhelming superiority. The ruling party was uncontested in the ward 6 and ward 12 elections – a development that

saw their two candidates virtually “walking” into the corridors of power. “This [the by-elections in ward 6 and ward 12] show once again that we are the dominant force. The EFF, DA and Cope are yet to command the respect that we do among our people,” Matla exclaimed. However, with the municipal elections just two years away, Matla believes the ANC has a lot of ground to cover in terms of improving the lives of people living in the Rustenburg area. During the run up to this year’s national elections, many communities within Rustenburg and surrounding areas took to the streets to demonstrate against poor service delivery. Additionally, the failure of the Rustenburg Local Municipality and the other local government institutions in the North West to achieve credible fi nancial audits has created pressure on the ruling party among its supporters and the rest of the public.“At the moment, the provincial government has intervened to assist in this area,” said Matla, when asked about what was being done to improve the image of the municipalities in the North West. “We are leaving everything into their hands. “In the area of service delivery, a number of our people are now receiving water and electricity while huge strides have been made in the area of providing people with decent housing. “These are the interventions taking place at the moment. More will be done because we must listen and respond to the needs of the people,” he added.

Lovely Aobakwe Rantao (21) – our Girl of the Week – was born at Mokgola Village outside Zeerust.

She passed her matric in 2012 at a combined secondary school. At the moment, she is now studying engineering at Mankwe College in Mogwase.Aobakwe, who is hoping to make it big in the modelling world, said she is also on the lookout for a professional agency to work with. After completing her studies, she hopes to study modelling on a part time basis – a step she hopes will take her a step closer to achieving her dreams.

Sibusiso Sithole, who comes from the Ledig area just outside Rustenburg, is a man who is in love with his music.

Sithole – or DJ Z’buda Sgebengu as he called in music circles – owns a recording studio, runs a modelling

agency and does video editing. A man of many talents, one wonders where this young man gets all the time to juggle around all these different things at once. Speaking

to Leseding News, Sgebengu revealed that his passion for music is what makes him tick. “I discovered my music at a very early age,” he said. “When I was growing up, I was a member of the choir at our church. It was in 1996 that I decided to form a musical group together with a few friends of mine. “We used to enjoy making music and

this is when I really fell in love with it,” he added.Two years later, he became a disc jockey (DJ). Her started performing at various events and – as his performances proved popular – has never looked back. “I have had the privilege of working with groups such as United Voices from “Miami”, General Muska from Mozambique, Amawele(who sing gospel), Rasta David Dott and many more. “I am also very fortunate in the sense that I got chosen by Castle Lite to take part in remix’ing the hit song called “These Streets” by house band Micasa,” he adds. Besides his duties “on the deck”, Sgebengu also revealed that he owns a recording studio where he produces music. “I also do picture and video editing.” Asked how he fi nds all the time to do all these things, Sgebengu said: “I really love what I do so if you enjoy something, you will always create some time for it. “However, I also have to thank my business partner, Jerry Mutlwane (aka DJ Jerry). He has really made our work much easier,” he said.

The drama students at Lebone II – College of the Royal Bafokeng have been setting the stage alight with their versions of various traditional classics that have proved popular among audiences of diverse backgrounds.

According to those in the know, drama lessons address the skills which benefi t children’s education

and advancement in fi ve general areas – physical development, artistic development, mental development, personal development, and social development. Besides these benefi ts, there are also the more obvious ones such as improved self-confi dence and better public speaking skills.Gareth Dry, the Director of Performing Arts at Lebone II College, revealed to Leseding News that Little Shop of Horrors has been among one of the most popular productions at the educational institution in recent times. The production is a 1986 American musical comedy fi lm directed by Frank Oz. It is a fi lm adaptation of the off-Broadway musical comedy of the same name by composer Alan Menken and writer Howard Ashman about a nerdy fl orist shop worker who raises a vicious, raunchy plant that feeds on human blood. “Drama at Lebone College is a massively popular department. Apart from offering Drama as a Matric Subject drama is taught throughout the school,” Dry said. “The school mount three major productions every year – an Intermediate Phase Concert, a major school musical or play, and a smaller more intense play mounted by the Drama for Matric students,” he added. Apart from Little Shop of Horrors, Dry revealed that the school has also performed a variety of other productions that have proved popular among parents, teachers and members of the community. “Some of the plays we have mounted include Joseph and the Amazing Technicolor Dreamcoat, West Side Story, Henry V, Little Shop of Horrors, No-Good Friday and Rosencrantz and Guildenstern are Dead,” he said. Rosencrantz and Guildenstern are Dead toured the Grahamstown Arts

Festival in 2013 – a milestone that the school is very proud of. The festival – which celebrated 40 years last month – is one of the big arts showcases in the country. This year’s event featured international performances from over 40 countries. More than 2 800 performances in eleven days contributed to a record 225 538 attendees.

As the first female Chief Financial Officer (CFO) of the municipality, Olga Ndlovu has played a pivotal role in ensuring that issues related to the financial obligation of the various departments within the municipality are supported.

Her primary role is to deal with the management of a municipal’s funds and ensuring financial sustainability for the institution. Ndlovu’s department prepares strategic, credible and sustainable budget as required by the legislation. Among the main tasks she carries out is the development of plans, strategies, policies; budgetary processes for the municipality and the department.

She is also responsible for management of human capital; bank account administration; cash management and investments; long term debt and administrative support to the municipal manager in relation to preparation and implementation of the municipal budget. The municipality has achieved an unqualified audit opinion in her first year as the HOD of the budget and treasury office.

In South Africa, August is Women’s Month. With this is mind, Leseding News highlights the duties and achievements of four women that make up part of the leadership of the Moses Kotane Local Municipality. Moses Kotane Local Municipality is a category B4 municipality located within the Bojanala District Municipality in the North West Province. It was established after re-demarcation of municipal boundaries and subsequent municipal elections in 2000. Councillor Fetsang Mokati-Thebe, the executive Mayor of the municipality, heads the municipal leadership structures that also include three other women – Clr Maria Matshaba (Chief Whip), Ms. Nono Dince (Municipal Manager) and Ms. Olga Ndlovu (Chief Financial Officer).

The executive Mayor carries the responsibility of administering the resolutions of council as well as managing the municipality’s Special Projects Unit.

Since her appointment in 2011, Clr. Fetsang Mokati-Thebe has worked tirelessly to ensure that the service delivery objectives of the municipality are met. As a woman leader, she has also pioneered various projects aimed at uplifting women and the girl child – without losing sight of her broader obligation of serving her community .In the Special Projects Unit – which deals with the elderly, the youth, HIV/AIDS initiatives as well as welfare interventions related to children with disabilities – the executive Mayor has worked hand in glove with the councillors responsible for these areas. Part of the executive mayor’s work revolves around sourcing the funds from the corporate sector for the successful implementation of projects and programmes within the Special Projects Unit. As a mayor, Mokati-Thebe wants to see a dream of a better life for all South Africans come true. Her respect for people and willingness to listen to both the educated and the uneducated of the municipality reflects her intelligent empathy for humanity. This beautiful middle aged mother first came to our attention as a councillor and Executive Committee (EXCO) member in charge of human resources in the same municipality under the leadership of former mayor, Peter Molelekeng .Although she joined the African National Congress (ANC) in 1990, Fetsang’s first leadership role was with the South African Democratic Teachers Union (SADTU) in 1994 when she was elected the union’s Madikwe branch secretary .In 1996, she was elected the branch secretary for the ANC Pella branch. Those who served alongside her at the time, say as the branch secretary, Fetsang’s commitment and dedication contributed immensely to the ANC campaigns, voter education and the recruitment drive that saw her party emerging victorious in the 1999 national elections. In 1997, she was nominated to represent the branch at the provincial conference and the 2002 national conference .Her biggest break, said Fetsang came in the year 2000, when she was nominated by the ANC as ward candidate. Through her never tiring strength Fetsang managed to organise a scattered mostly village dominated ward 4 and became its ward councillor after warding off strong opposition from the United Christian Democratic Party (UCDP). As a leader, Mokati-Thebe constantly sought to improve her capacity to serve the people and carry out organisational mandates and has the courage to stand and convince others about the correctness of all decisions taken by constitutional structures.

The role of the Chief Whip in a municipality is to handle the debate by the various political formation that make up council.

It is vital for the Chief Whip to make sure that she forges strong links with members of various political parties and create a forum for positive, constructive debate and the adoption of policies aimed at improving the lives of residents. Clr. Matshaba has played a key role in this regard – often having to be the liaison among councillors on critical, yet sensitive issues that could damage relations between the two or more political parties. She has also been very instrumental in acting as an interface between the Speaker, Executive Committee and the Mayor while also providing an understanding of Council and its Committees. Her other duties include to support successful communication and decision-making, to oversee equitable representation on the different Council Committees, to ensure that Council Committees meet regularly and contribute constructively to the business of Council and to chair the Section 79 Disciplinary Committee.

Since her appointment as the first female Municipal Manager for the Moses Kotane Local Municipality, Nono Dince has taken the municipality to greater heights.

In her first year as Municipal Manager - since the establishment of the institution twelve years ago – the municipality has achieved an improved qualified audit opinion despite facing the challenge of a section 139 b intervention. Her firm management style and high level of accountability soon resulted in sound governance and an institutional arrangement which saw legislative and compliance issues being adhered to. Her experience in financial management helped in giving direction to the budget and treasury office.

Before her era, budget spending was one of the challenges raised by both the national and provincial treasury – especially with regards to the Municipal Infrastructure Grant where there were plans to withdraw funding for infrastructure projects. The municipality has, over the years, experienced frequent water interruptions and shortages in the eastern side which led to rigorous engagement with management of Magalies water board. This engagement achieved positive results with communities getting access to water as a basic service. Confidence shown in her management style has also impacted positively on the image of the municipality which was once the front runner in terms of excellent provision of services. There is no doubt that Dince has played a key role in putting Moses Kotane Local Municipality on the right track to become the best-run municipality in the North West province.

Mandla Mangweni From a writer to a politician – this is an apt description of Mandla Mangweni, an ANC member who contested and won the recent ward 25 by elections.

Mandla, who once wrote a column for Leseding News– is a man of many talents. However, he pointed out that his main focus at the moment is to try and bring

some positive changes to the residents of Monakato, Kopman, Rooikraal and Diepkuil – the areas that make up ward 25. “I remember the days when I used to write a column for this newspaper,” Mangweni said, with a chuckle. “The slot that I had was called Hleka ka Ngane, which – when translated – means ‘Laugh a little bit’. It was a column all about humour and looking at the lighter side of life. “The response that I got from the readers was amazing, it created a lot of interest,” he explained.

These days, however, Mangweni is preoccupied with coming up with various ideas and initiatives that he hopes will help change the lives of the people living in his area in a positive way. “The major challenge that we are facing in this ward is unemployment,” Mangweni noted. “However, I am confi dent that if we put our heads together as a community and go through the correct procedures, in terms of liaising with the Rustenburg Local Municipality, then we will be able to make a breakthrough in addressing this issue,” he said. He believes that ward 25 has massive potential, in terms of harnessing

the tourism opportunities that are available. “Looking at our geographical position, one will immediately notice that we are well placed. The N4 passes through our area and the presence of Elens River is also something that we can exploit to our advantage,” Mangweni observed. “This is something that we have to look at because we can be able to use tourism to create employment. Regarding the river, for example, we can talk to the minister of environment and see how best we can utilize it,” he added.Mangweni – who attended Monakato Primary School before proceeding to Tshukudu High School – revealed that his political interest was ignited during the 1980s.

“During that time, I was heavily involved in National Union of Mines (NUM) activities. I was elevated from the position of shop steward to that of regional secretary of Rustenburg. “I was also part of a defi ance campaign and this got me in trouble a few times with the authorities,” he recalled. Asked what he hopes to change as ward councillor, Mangweni’s eyes lit up before he said: “The main change that I would like to see is a united community. There are various parties in our area but we must all be united with a common purpose.” He also underlined the importance of teaching the community, particularly the young, to strive to become responsible citizens.

“There are a lot of questions that must be addressed, especially regarding social behaviour. We must teach the young people in our community and other areas of the country to be responsible citizens who are able to contribute meaningfully to the development of South Africa as a whole,” he noted. Besides politics, Mangweni revealed some of his hobbies that he enjoys during his spare time. “I am just in love with acting. Professionally, I did theatre practice and I specialised in acting but these days I only do this when I have the time,” he said.

Thabiso Sithole is unlikely to forget Friday 22 August, 2014.

This is the day that Thabiso – a businessman from Tlhabane – drove home in a brand new Nissan NP 200 bakkie, which he won after entering a competition that was run by Amalgamated Beverage Industries (ABI). Explaining the rules of the competition, ABI managers who were present at a draw held in Rustenburg revealed that they had received more than 1000 entries from various areas. “To stand a chance to win, participants in the promotion – which ran from 1 April to 31 July – had to purchase fi ve cases of 1, 25 litres of Coke, Sprite, Fanta or Stoney,” said James Ngesi, District Manager of ABI Rustenburg. “Participants would then be given a form which they would fi ll in, attach their receipts before submitting their entries,” added Vusi Msiza, the Regional Strategic Wholesaler Manager of ABI. Thabiso, whose name was drawn among the numerous entries, could not hide his joy as he received the keys to his new car. “I feel very happy about my win. Pick n Pay, Waterfall Mall and their staff put all eff orts in celebrati ng the Women in Rustenburg on 14 August 2014. With August being Women’s Month, Pick n Pay invited supporti ve Pick n Pay Shoppers to join for a morning celebrati on and giving thanks to their loyal supporters. This extravagant event was hosted at the well-known Casa Bella in Rustenburg, beauti fully decorated and catering for the ladies that att ended. Liz Meiring kept the guests on their toes with her boastf ul MC work. The Lebone college Marimba band entertained the ladies on arrival and with their absolute amazing soulful skills, the Lebone College Choir was the main entertainment, keeping the ladies in absolute awe. The day was truly enjoyed by those who att ended and Pick n Pay conti nues to show their dedicati on to their community.
