The Independent Police Investigative Directorate (IPID) is now probing the matter to establish more details related to how the man, who was aged 35, died. According to police details at hand, the man died last week after setting himself alight in his car while he was outside Tlhabane police station. “Police in Tlhabane are investigating a case of malicious damage to property after a 35-year-old man died when he allegedly attempted to commit suicide by setting fire to his estranged wife’s vehicle yesterday,” Brigadier Thulani Ngubane said today. The man, who allegedly argued with his estranged wife earlier in the day, followed her to the police station where she wanted to lay a charge of malicious damage to property against him. Before the woman reported the case, the man is said to have acted violently and threw her cellphone on the floor, damaging it. “As he arrived at the parking in front of the police station gate, he allegedly poured petrol all over the vehicle he was driving.” He bumped the car against a police vehicle while trying to park next to it. The man refused to get out of the car when police officers asked him to, and set it alight, said Ngubane. “Police responded immediately as they were next to the vehicle and rescued the deceased without visible injuries,” he added. He refused treatment from paramedics who were called to the scene and was arrested. He started vomiting later in the day and died at the station. The results of a post mortem will determine the actual cause of his death. A person interviewed by Leseding News, who works close to the scene where the man set himself on fire, is of the view that the deceased committed suicide. “This is a case of domestic violence and we really do not know what the two were arguing about of the reason why the man became violent towards the woman,” the person, who did not want to be named, said. “I think the man committed suicide. However, I think that there is something that the police are not saying. How do we know that the person was not physically assaulted after he was arrested,” the source said. INFRASTRUCTURE PROJECTS FOR MABESKRAAL

In a development that will go a long way in enhancing servicing delivery, the Moses Kotane Local Municipality – in partnership with traditional leaders and the community – has embarking on infrastructure projects within Mabeskraal Village. On 19 January, Moses Kotane mayor – Councillor Fetsang Mokati-Thebe – was part of two sod turning events that are part of the projects that will benefit the area. The mayor was joined by Kgosi Moshe Mabe of Batlhako Ba Matutu Tribal Administration as well as members of the community. Outlining the purpose of the sod turning, the municipal portfolio head of infrastructure in the municipality, Councillor Ezekiel Mashimo informed community members about the projects that are set to be implemented before the end of June 2015. “We are here to officially launch two projects, namely a 2.3km Ntsweng Internal Road that links Ntsweng and Makweleng which has been allocated R8.4 million and the Mabeskraal Community Library with an allocation of R4.4 million. “A central location of the hall is expected to cater for Mabeskraal and surrounding villages,” he said.Kgosi Mabe expressed his appreciation: “I am very happy and feel blessed by the Mayor’s presence in sod turning programme. The projects are an investment reflective of government’s work in service delivery.” Addressing community members, mayor Mokati-Thebe pointed out that it is the municipality’s responsibility as the

leadership to interact with communities on issues related to governance and service delivery.Mokati-Thebe urged communities to take ownership of and protect implementation of the projects in their village.“Today’s sod turning indicates realization of our municipal vision of being caring and responsive to community needs in moving South Africa Forward. “These infrastructure projects are part of infrastructure projects planned for implementation during the 2014/2015 financial year as outlined in the adopted Integrated Development Plan,” said Mokati-Thebe.During her presentation of budget in May 2014, Mokati-Thebe highlighted the annual capital budget worth R182 million funded from the Municipal Infrastructure Grant for internal roads, storm water, Community Hall, electricity demand management, water and sanitation across the municipality.Mokati-Thebe urged communities to always consult with the Kgosi’s office or with their ward councillors if they have issues relating the projects rather than stopping the projects as this impact negatively on the performance reports.Sod turning of construction of a new Mabeskraal Primary School was also conducted by the mayor, Kgosi Mabe and the School Principal. The R39 million project – funded by the IDP – will see the construction of an administration block, a multi-purpose centre, four classroom blocks, a media centre, and a science laboratory.

EXPOSE ROGUE COPS – SAPS

Tlhabane community members and various other stakeholders recently held a meeting at Tlhabane Stadium to explore in which they can assist each other to fight crime. The meeting noted that building effective partnerships and active community participation would bolster police efforts to curb crime. Tlhabane ward 9 councillor, Percy Tlhapi, appealed to residents to take part in initiatives that are aimed at addressing crime. “Fighting crime is not only the responsibility

of the police. We must also do our part to rid our area of crime. Criminals shouldn’t hide among us. ” he said. Rustenburg Cluster Commander, Maj Gen William Mpembe urged the community to expose criminal elements including the Police officials that are involved in criminal activities. The event was organised by Tlhabane CPF to mobilise community to join the legitimate structures that assist police in combatting crime. The community was also afforded an opportunity to engage the Police management on policing matters.

MENTAL PATIENT FACES MURDER CHARGEA mentally ill man is set to appear in court after he stabbed and killed a man in the Cokonyane Village of Taung, according to the police. Police said the mentally ill man was arrested in Taung shortly after he stabbed and killed another villager last week The man, who is aged 33, allegedly stabbed the 42-year-old following an argument, Captain Pelonomi Makau of SAPS said. “It is alleged that both men, who are mentally

not stable, had an argument that led to the suspect stabbing the victim in his ribs,” she said. The victim was declared dead on the scene by the town’s emergency services personnel. The man is set to appear before the Taung Magistrate’s Court son to face a charge of murder. The police are still investigating the matter. At this stage, the cause of the argument is not yet clear, Makau said.

LOAD SHEDDING TO AFFECT WATER SUPPLYEskom’s load shedding is now seriously impacting negatively on the ability of the Rustenburg Locam Municipality to deliver on its mandate of providing quality service delivery in the area of water supply. The current regular power cuts being experienced in the city are set to affect water supplies in the city, according to Magalies Water. The operations of water purification plants in Rustenburg will be slowed down because of the power cuts while a number of areas within the Moses Kotane Local Municipality will also be affected by this development. “Magalies Water will experience interruptions in water purification processes in all the plants from time to time following an announcement of the stage two load shedding program by,” Lesego Matlhatsi from Magalies Water said. “Eskom states that the power interruptions will at least last for intervals of two to four hours per day for the period still to be announced.“As indicated on the attached load shedding process, the daily frequencies of these rolling black outs will be determined by Eskom depending on the state of power capacity available to the national grid,” she added. She revealed that areas in the Rustenburg, Moses Kotane and Thabazimbi Local Municipalities would be affected with water supply being limited. Parts of the Royal Bafokeng Administration

(RBA) and mining areas in the Vaalkop supply area will also be affected. “Magalies Water will wherever possible endeavor to minimize the inconvenience caused by power supply interruptions. “Consumers are requested to use water sparingly during this period in order to prevent prolonged water supply interruptions. Your patience and understanding during this period will be highly appreciated,” Matlhatsi explained.

COLLISION IN TLHABANEAn accident occurred in Rustenburg recently when a car collided into a police vehicle as the driver attempted to turn. It is alleged that the owner of the yellow A3 hatchback turned in at the intersection going into Tlhabane West and collided with a SAPS CID Vehicle that allegedly had right of way. The police vehicle was travelling towards the Phokeng/Lefaragatlha direction. “No fatalities or injuries were reported at the scene,” said the police in a statement. The owner of the yellow A3 vehicle, an unnamed woman was taken to Fern Crest Hospital for treatment. A verbal fight ensued amongst the vehicle breakdown companies that were on site.Tlhabane SAPS were at the scene and a case was opened at the Tlhabane police station. Investigations are still ongoing.

How is it like to grow up knowing that one day you will be called upon to take up a leadership position with many responsibilities?

This is how Kgosi Moefi Edward Mabalane – the chief of the Baphiring Ba Mabalane community of Moses Kotane Local Municipality – grew up. Mabalane was just 26 years old when he became chief of Baphiring Ba Mabalane in Mabaaistad, a small village in North West province 30 km from Sun City. As the chief, Mabalane leads the traditional council and its 14 elders and oversees the community’s five farms and the revenue they generate for the village. He is currently fighting a court case to reclaim a piece of land that is being mined for slate. In the two years of his reign Mabalane has introduced democratic processes into traditional systems, encouraging a more inclusive approach to governance. He is an executive member of the local house of traditional leaders, a councillor in the Bojanala

Platinum District Municipality and sits on the Bojanala anti-corruption forum. As a young man himself Mabalane is focused on empowering the youth in his community and often calls on the National Youth Development Agency to advise the

community about entrepreneurship and offer opportunities for skills development. Knowing that he was being prepared to take over the leadership position made him have a great sense of responsibility as he grew up. “I was born in 1983 and from an early age, I was told that I would become the chief of my people,” said Mabalane in an interview with Leseding News. “As a young boy, I was raised to become a chief and this meant that I had to adhere to certain principles and practices that are in line with such a position,” he added. This weekend, the chief will spend a day with orphans and vulnerable children to mark his birthday. This will be followed by dinner at Cappelos in Rustenburg.“The idea is to create awareness of challenges faced by these children,” said Kgosi in a

statement.The celebration will began with a visit to one of the Home Based Care facility in the village followed by an address by his highness and representation from the Bojanala District Municipality – one of the stakeholders. “To me the joy of being in power lies in the fact that one is empowered to use their position in order to positively change the lives of people around the community. This is a very important aspect of my duties,” the chief explained. He said the since becoming chief, he has overseen the implementation of various successful projects that have improved the lives of his people. He said: “We have launched structures that have helped us to be more effective in serving people. This is because services delivery is not only about building roads and houses. “Additionally, we have supported Home Based Care initiatives as well as CPF activities in our area. We have also supported the elderly in our community as well as empowered disability centres.

“As I speak, we have secured a project that will see the construction of 500 RDP units for our people. We achieved this through the assistance from the Moses Kotane Local Municipality. We have also received support from the Royal Bafokeng Nation in some of our projects and we are very grateful to them,” he added. Mabalane advises young people to keep themselves busy so that they do not get tempted to engage in negative activities. He said: “I would like to urge young people to focus on having a positive impact on their community. It is important for them to try and assist their community through having a positive attitude and working hard to help the needy. “You attitude as a person is very important and it will shape who you become.”

SEOLESENG SCHOOL REOPENED

The North West education department has re-opened Seoleseng Middle School in Taung after it had closed it down last year. “The school was reopened after consultation with parents,” spokesman Brian Setswambung said. The school had 78 pupils and two teachers last year. He said the department wanted to close the school in an attempt to align the school system in the province with the national system. The North West has inherited a three-tier school system consisting of primary, middle and high school from the Bophuthatswana homeland.

“It is not correct that the school was closed without consultation. There was an agreement that learners will enrol at Reivilo High School,” he said. Reivilo is about 60km from Taung. The school has hostels and pupils from Seoleseng would be accommodated there for free. The Democratic Alliance alleged that parents and pupils found the school gates locked on the first day of teaching last week. “Consultation on the closure of schools should not be a once-off event, but should be an ongoing process so as to involve parents and learners on every action related to the planned closure of the schools,” said the party’s education spokesman Tutu

Faleni. “We appeal to the department to once more open consultation with parents on the closure of Seoleseng Middle School and find mutually acceptable solutions to the problems that beset the closure of the school.” Setswambung said when schools re-opened last week, parents pleaded with the department not to close the school. “To them the presence of the school symbolised the presence of government. It was agreed that the school will not be closed.” He said parents undertook to ensure more pupils registered at Seoleseng, to enable the school to be allocated more teachers and other resources.

The DA believes the Press Code should be reviewed to protect journalistic independence, it said on Wednesday following the Press Ombudsman’s dismissal of a complaint by the party. Democratic Alliance spokesperson Phumzile van Damme said in a statement that the party noted the Ombudsman’s ruling that the office could not judge two journalists for wearing ANC attire as their behaviour was not followed by publication.Van Damme said: “This is an opportunity for the South African Press Council to assess whether the Press Code’s ambit is currently broad enough to ensure the spirit of independence and standards captured in its preamble is practised in the journalism industry.” She had lodged a complaint with the Ombudsman against Independent Newspapers group executive editor Karima Brown and opinion and analysis group editor Vukani Mde.They were pictured on social networks attending the ANC’s 103rd birthday in January wearing the party’s attire.“If a journalist’s behaviour leads to the publication of whatever, the conduct in question... may come under scrutiny. Otherwise, this office has no jurisdiction over it,” said Ombudsman Johan Retief.Van Damme had argued that because the two had worn African National Congress attire to the birthday celebration in Cape Town, their independence and impartiality had been compromised.Abigail Oliver, on behalf of Independent Newspapers, argued that Brown and Mde attended the birthday celebration in their personal capacity and neither reported on the event. After the ruling, Van Damme said that the journalists’ behaviour needed to be understood in context.“Their attendance of the ANC birthday celebrations must also be seen against the backdrop of the Independent Group’s axing of independently minded journalists and the unnecessary apology recently issued to the President.”

Dear Premier, New Year Greetings!First, I write to you as a proud son of the North West province, a region with great potential and possibilities in the field of the arts, culture and entertainment.I write to you as a founding anchor and writer of Leseding World of Arts, a new and exciting arts, culture and entertainment column dedicated to the development and promotion of the creative industries in the Bojanala district and the rest of the platinum region. The column is published by Leseding News, our prominent community newspaper which operates from Rustenburg.As we celebrate the birth of this new cultural platform for artistic expression, I would like to take this opportunity to congratulate you once again for your commitment to support the revival of the creative industries in North West and for becoming the first Premier in the region to have the arts at the top of your development agenda. This was evident during your presentation last year at the TNA breakfast Show on SABC 2 Morning Live. It gives me a sense of pride to want to be part of your vision and to participate in the tedious campaign of repositioning the creative industries in North West.I believe that one of the priority assignments we have to undertake as a province is to strive to bring together all artists under one representative body. This is the starting point. We need to establish a unitary organization that will represent the voice of writers, filmmakers, musicians, dancers, producers, playwrights, publishers, fashion designers, visual artists, educators and arts administrators.Currently the arts sector in the province is fragmented and many artists and cultural workers on the ground are frustrated and have lost hope. There is minimal support from the North West Department of Arts and Culture. Arts and cultural activities are mainly centralized around Mafikeng and Taung. Strategic areas such as Rustenburg, Mogwase, Brits and Vryburg are experiencing a total blackout in arts activities. Only a few connected artists enjoy government support in these areas. This has led to many of our brilliant artists migrating from the platinum region to nearby Johannesburg and Pretoria in search of a place in the sun.Under the able leadership of MEC Tebogo Modise, the Department of Sport, Arts and Culture can do better. There need to be a balance between support for sport and arts and culture activities in North West. No sector should be marginalized. Both sports and culture are important sectors for the socio-economic development of our region.

Currently, there seems to be more support towards sport than arts and culture. We need to change this situation. Honourable Premier, the Mmabana Cultural centres are ineffective under current policies and structural operations. Mmabana lacks transformation and its approach to arts development is outdated and not in line with current policies under our new democratic dispensation. We need an urgent conference of review of the Mmabana Cultural Centre. The centres cannot grow into vibrant and sustainable institutions under current policies. We also need more centres to be built in Rustenburg and Madibeng. This can only be achieved through public private partnership initiatives. It is imperative for arts and culture stakeholders in the province to engage and support the current CEO of Mmabana regarding the above mentioned issues.Mr Premier, the North West has over the past two decades produced some of the best artists and creative minds ever and yet these artists are not being celebrated in their home province. Instead they receive honours and are being celebrated in foreign countries such as the USA and UK . We need to change this scenario. Let us consciously celebrate and recognise our musicians, filmmakers, actors, writers, visual artists, photographers, fashion designers and dancers.Despite the many challenges that we face as a developing industry, you have given us hope. As you correctly said, we need men and women who are passionate about the arts and culture to come forward and make their contribution.

Business, particularly the mining sector needs to review their position of not supporting the arts in North West. As we pursue these dreams and objectives, we will ensure that dialogue and constructive engagement becomes our beacon of hope in the development of the arts in our province. If we are to become an effective, competitive, vibrant and economically viable arts and culture industry, the following key ten points will have to be considered by the North West Department of Arts and Culture:

• Support the formation of a provincial representative and all inclusive structure to act as the voice of the cultural and creative industries in the North West province. • Convene an urgent policy review of the Mmabana Cultural Centre, and an evaluation of its performance over the past 20 years• Introduction of arts and culture programmes in primary and high schools, in collaboration with the Department of Basic Education• Establish a creative industries unit within the North West Development Corporation (NWDC)• Support the establishment of a North West Film Commission for the development and promotion of the film industry in the province• Establish a provincial film school (public private partnership)• Collaborate with key musicians and artists from the province regarding the establishment of a music house modeled on the KZN Music House• Facilitate the creation of an independent Arts Development Fund• Establish a provincial Festival of the Arts• Launch an annual regional music festival to promote tourism in the province

We thank you for recognizing the fact that the creative and cultural industries are important contributors to the development of our economy and our communities in general. We have also made it possible for immediate feedback through the page” said North West MEC for Toursim Desbo Mohono.Mohono said beside communicating departmental messages and programmes, the webpage will further link visitors to other Tourism entities such as the Sun Parks, Parks board and many other entities that will further guide and market tourism products within the province.“Through this website we are sure that we will see more people being informed and others visiting our province in future. “We hope that through the information disseminated our goal as the Department of creating economic growth and making the province the number one tourism destination will be realized,” said Mohono. Van Zyl, Moolman conquer Buffelspoort event

Just under 800 multi-sport athletes gathered at the water’s edge of Buffelspoort Dam in the North West Province on 25 January to take on the much anticipated TOTALSPORTS XTERRA Buffelspoort event. The perfect introduction into the sport of XTERRA, the TOTALSPORTS XTERRA Lite features a 400m swim, 17km mountain bike and 6km trail run.Taking no prisoners, defending champion Ruan Van Zyl set a blistering pace on route completing the event in an impressive combined time of 01 hour 18 minutes 42 seconds, successfully defending his title. “Today was fun. I didn’t have the best swim, but I loved the cycle with its flowing, technical sections. My legs weren’t holding on the trail run, but I managed to pull through. Buffelspoort is my favourite venue, it never disappoints,” Ruan said after the event. Michael Ferreira came in second, while Michael Lord finished third.Adrienne Moolman took top honours in the

women’s race completing the three disciplines in a well-deserved combine time of 01 hour 35 minutes 45 seconds. According to Moolman, the Totalsports XTERRA Lite was lovely. “The mountain bike route was technical, with rocks, sandy sections and a nice climb. The trail run had two big climbs, but luckily there was a nice cool breeze. It was absolutely beautiful. The Totalsports XTERRA is a nice balance, the distances are not too long and you never get bored. I plan to take part in Grabouw in February,”Moolman said. Jessica Alcock came in second, while Mikaela Jonsson finished third.Heinrich Kussel, Llwellyn Lubbe and Juan-Pierre van der Merwe of the Dream Team secured the top spot on the podium in the team race with a combined winning

The prize-money at the 2015 Africa Cup of Nations finals will remain unchanged from the 2013 tournament, with the winners set to walk away with R17.4-million.The 16 finalists will share $10-million (R116-million) when the tournament ends on February 8 in Bata, Equatorial Guinea.According to CAF, the losing finalists will go away with $1-million (R11.6m) with the two semi-finalists banking $750 000 (R8.7m) each, while teams that reach the last eight will be handed $600 000 (R7m).Teams that finish third in each of the four groups will get $500 000 (R5.8m) with the least prize-money to be paid out standing at $400 000 (R4.65m) for the four teams finishing bottom in each of the groups.The prize-money paid out by CAF remains the same despite the fact that revenues for the continental mother body have improved.In comparison, Euro 2012 champions Spain were paid $27-million (R314m) out of the $245-million (R2.85-billion) tournament package while the CONMEBOL paid $7-million (R81.4m) to 2011 Copa America champions Uruguay.
