A brief history of time…
• Our “Leadership Continuum” is a product of many USNA administrations, and external stakeholders
• The pieces were often invented or in place long before a coherent philosophy or rationale was invented to justify them
• Beginning with our new Superintendent and senior leadership, we have begun to re-conceptualize and revise our program

Assessment
• Current Assessment program on Instruction/Courses – NL112/302 Instructors – Masters degree makes a significant
difference. Without it, instructor dependent and highly variable
– NE 203 might be the most relevant core course at USNA– NL303 – Assessment in progress– MDS program highly dependent on instructor quality, time
and location, commitment, not integrated with academics– 1/C CDS overall positive
Assessment
• Create Educational Outcomes assessment plan tied to strategic plan, fleet needs, ODS– 3 year cycle – Assessed in appropriate course, including
Capstone Courses– Example:
• Moral Judgment Test – Significant improvements at completion of NE203
• Critical Thinking – 4/C and 1/C comparison• Effective written communication

The New Thinking about Leadership
• Bring classroom theory and reflection into line with summer training as a seamless whole
• Absorb/integrate/complement co-curricular components with leadership classes
• Develop all these theoretical and practical experiences coherently around the concept of “Officer Development” as the goal of these exercises
• Raise the qualification of core instruction• Agile enough to respond to emerging fleet needs during course
execution
“As soon as it happens in the Fleet, we study it in the classroom”
Experiential Learning Emphasis

“Reformulating”• Modifying• Planning• Preparing• Testing
“Thinking”• Derive general rules from experience
• Academic study• Knowledge formation
LEL Learning Model
Strategic Direction and Enhancements
With Superintendent and Faculty Senate support:• Expand NL112 to 3-credits
– NL113 absorbs 4/C MDS, Character case studies• Expand NL302 to 3-credits
– NL303 absorbs 2/C CDS, Character case studies• Adjust focus of NL400 (remains 2-credits)
– Operational law, applied ethics• NS40X becomes NL40X (remains 3-credits)
“Responding to Fleet, USNA and midshipmen needs and desires”
Immediate Steps Ahead
• Develop JO Practicum into a true capstone course– DMP in place to lead the development (Summer 2005)
• Investigate course structure/begin development (Summer 2005)• Service selection specific, with advanced topics in Leadership and
Character• Experimental 3-credit version of NL113 (Fall 2005)
– Incorporating MDS lectures• NL303 request to Faculty Senate (Fall 2005)
– Revision and feedback from experimental teaching (Spring 2005)• NL400 CDP (Summer 2005)
– Develop course material to meet emerging Fleet needs
“We are on track, but there’s a long way to go!”
Immediate Steps Ahead (Cont’d)
• Analysis of Alternatives for :
– 2/C CDS - Develop personal vision as a roadmap for Midshipman success at USNA and beyond
• Integrate with NL113, NL303, and NL40X • Develop as a summer ACTRAMID program• Stand alone program
– 1/C CDS - Determine best fit for First Class Capstone Seminar• Stand alone• Complement NL40X• Integrate with NL40X• Completely new approach
“Quality programs that are valuable and make sense for Midshipmen”
Immediate Steps Ahead (Cont’d)
• Address the quality, continuity, mastery, instructor shortfalls, and matrix inflexibility
– Develop plan for Full participation in Master’s Degree program for Core Instructors – 100% Masters degrees by ACYR 08
– Offer NL302/3 as a Fall, Spring and Summer course with one cadre of instructors as a 300 level course
• Matrix flexibility, Support SAEP, mastery• All instructors w/Masters Degree
– Keep NL112/3 as a Fall and NL40X as a Spring offering with one cadre of instructors
– Enhance faculty development through existing and Foundation Programs– Grow 3 PMPs, POM for Tenure Track faculty, and develop permanent
active duty billets.
“Improves matrix flexibility, quality, mastery, manning, continuity”
Feedback on Minors

MCH & Section Size Considerations
• Discussion format classes best suited to classes of 14-18• Commitment to balance Company Officer workload by
requiring maximum 15 Company Officers/semester to teach
• Avg. core MCH for:– Leadership 166– Ethics 164– Law 161– Psychology 174– Overall 166.25
• Section size (ACYR 2004/5) – NL 112/3 65 Sections 18.5 per section– NE 203 33/35 Sections 15.4 per section– NL 302/3 53 Sections 18.8 per section– NL 400 21/12 Sections 29.8/26 per section– NS 40X 52 Sections 21.0 per section
LEAD Masters Program
• Internal Review completed 8 April– Alignment with LEL– Rigorous, appropriate, high quality – Needs assessment last completed 1996– Consider moving LEAD out of Halligan Hall– Weak on preparing instructors– NPS program is expensive due to costs of TAD
and Thesis Advising– Recommend Formal Needs Assessment
• Review/adjust educational outcomes of curriculum• Consider recompeting the contract• Consider usefulness and management of thesis requirement• Consider habitual arrangement with LEL core instructors

• 95% Fall; 89% Spring; 92% avg– Practical max for classrooms is 19.5-20.8– Classroom footprint study for Minors
• Can we stay in our current footprint? Probably Not• Can we stay within Luce Hall? Up to 11 sections
– Planetarium structural deficiencies as a NAF issue
• Faculty spaces:– Faculty growth may require displacement of other tenants in
Luce Hall – a solvable issue
