Welcoming the participants, Dr. S.S. Jena, Chairman, NIOS said that this workshop would focus on the development of flexible models of skills development and an innovative system of skill training with an objective of reaching out to a huge workforce and to fulfill the Government of India’s skill development programme. This, he said would also enable in integrating the objectives of NIOS with that of the National Vocational Education Qualification Framework (NVEQF). Sri Kapil Sibal, Hon’ble Minister for Human Resource Development, GOI pointed out the enormous potential of the work force in India which was growing at a rate of 1.7% annually. However, with a capacity for vocational training limited to just 3 million via-a-vis the annual need of about 10 million, the challenge is to bridge this gap by providing the required skill base. He added that imparting these skills should include an element of continuum giving students theability to learn and unlearn making the system flexible. Speaking on the importance of vocationalisation of education starting from the school stage, Smt. (Dr) D. Purandeswari, Hon’ble Minister of State, Ministry of Human Resource Development, Govt. of India, said that there is an urgent need for innovation which is student-centric and learner-centric. Vocational institutions facing these challenges with changing technologies should meet this need to provide a system of certification empowering individuals to contribute to the national economy. She hoped that this one day symposium will come out with strategies to meet the diverse needs of manpower by 2020. Sri R. International Symposium on “Flexible Models for SkillDevelopment”

Jointly organised by the National Institute of Open Schooling (NIOS) and Open

Polytechnic of New Zealand, an International Symposium on “Flexible Models

for Skill Development” was held on 17th October, 2012 at the India Habitat

Centre, New Delhi.

National Consultative Workshop on Virtual Open Schoolingin India

A National Consultative Workshop on Virtual Open Schooling in India was

organized on 16 October 2012 by the National Institute of Open Schooling

(NIOS), NOIDA in collaboration with the Commonwealth Educational Media

Centre for Asia (CEMCA), New Delhi at the India Habitat Centre, Lodhi Road,

New Delhi.

Welcoming the participants, Dr. Sanyam Bhardwaj, Director (Student Support

Services), NIOS hoped that this workshop would enable the creation of a

roadmap on Virtual Open Schooling.

Delivering the inaugural address, Ms.

Radha Chauhan, Joint Secretary,

School Education, Ministry of Human

Resource Development, Government

of India congratulated the NIOS and

CEMCA for embarking on this great

journey of setting up Virtual Open

Schooling in India. With a huge target

of setting up 20,000 schools for

learners in the age group of 14-16

years, in the XIIth Five Year Plan and

the physical constraints of putting up

such schools to enable access, she

hoped that Virtual Open Schooling

would offer a significant solution in

terms of access, gender and equity.

Explaining the importance of ICT as

an enabler which will provide relevant

tools on a virtual platform, Ms.

Chauhan also pointed out the huge

challenge of developing and

delivering e-content vis-a vis the

common belief that a teacher cannot

be replaced. She, however urged the

NIOS to take up this task on a priority basis by woking out the strategies to be

adopted to meet the goal of Rashtriya Madhyamik Shiksha Abhiyan (RMSA)

Earlier, Dr. S. S. Jena, Chairman, NIOS, in his introductory remarks said that

this was a first of its kind workshop in India, which was organized keeping in

view the huge target of 97 mill ion learners in the age group of

14-18 years who would be eligible for Secondary Education. “Virtual Open

Schooling is a significant concept in many parts of the world which could be

utilized to create an alternate model of education for such a group of learners”,

he said. Dr. Jena hoped that this workshop would develop a consortium approach

to Virtual Open Schooling in India in consultation with State open Schools, by

utilizing the available resources including ICT. These issues will be discussed to

be relevantly integrated with the Government of India’s RMSA.

Addressing the gathering, Dr. Sanjaya Mishra, Director, Commonwealth

Educational Media Centre for Asia (CEMCA), New Delhi explained that ICT

would be used to leverage the existing Open Schooling structure that exists in

the country in the form of the National Consortium for Open Schooling (NCOS),

thereby integrating the concept of Virtual Open Schooling and making it more

effective and efficient. This would help learners to enroll for courses from any

system thereby enabling Transfer of Credit and Certification from a system of

their choice. To formalize the process of developing Virtual Open Schooling in

India, an MOU was signed between NIOS and CEMCA by Sh. U.N. Khaware,

Secretary, NIOS and Dr. Sanjaya Mishra, Director, CEMCA being the respective

signatories.

OPEN SCHOOLING FOR AFGHANISTAN

A delegation led by H.E Farook Wardhak, Minister of Education, Islamic Republic

of Afghanistan visited the National Institute of Open Schooling (NIOS) on

12th September 2012 to study the feasibility of establishing a credible Open

Distance Learning (ODL) system with a view to facilitate school education in

Afghanistan. Speaking on the occasion, Sri. Wardhak expressed his gratitude

for the support extended by India for rehabilitation of Afghanistan, especially,

its education system. Pointing out the massive challenge of providing “Education

for All” by 2015 with 40% of its population out of school, he emphasized on the

need for Afghanistan to make use of the potentialities & advantages of the

Open schooling as a major step in this direction.

Dr. S.S. Jena, Chairman, NIOS, while presenting a feasibility report for setting

up an Open School in Afghanistan elaborated the disadvantages such as its

difficult terrain, harsh climate etc., which stood in the way of the educational

development of the 42nd most populated country with a rural population of

76.18% and an adult literacy rate of only 26%. About 5 million children in the

school-going age are not in school with a large number of girls dropping out,

due to various reasons such as climatic condition, limited access for rural areas,

lack of female teachers etc.

Dr. Jena proposed that the inherent characteristics of open schooling would be

feasible for such a situation that exists in Afghanistan with an Accelerated

Learning Programme in General Education for youths in the 13-25 yrs. as the

priority target group. Open Schooling, he said, may be launched on a pilot

basis in a few provinces of Afghanistan having the priority target group along

with mentoring support from a well established institution such as the NIOS.

Earlier, Dr. Sanyam Bharadwaj, Director (Student Support Services), NIOS

introduced the NIOS system of Open Schooling to the visiting team.

A TWO DAY SECOND NATIONAL CONSULTATIVE WORKSHOPON “LEARNING MATERIALS FOR OPEN SCHOOLING”

A two day National Consultative Workshop was organised by the Academic

Department of NIOS from 5th to 6th September, 2012 on “Learning Materials for

Open Schooling”. This workshop was second in the series of National Consultative

Workshop and sought to engage educationists, policy-makers, administrators,

researchers and stakeholders to

deliberate upon improving the quality of

Self Learning materials of Open schooling

System. The Chief Guest for this

Consultative Workshop was Prof. B.P.

Khandelwal, Former Chairman, CBSE and

Former Director NUEPA, New Delhi.

Dr. Kuldeep Agarwal, Director, Academic

welcomed the delegates and explained

the purpose of the workshop. Dr. S.S.

Jena, Chairman, NIOS delivered the

keynote address on the topic “Learning

Materials for Open Learning”. He

elaborated the concept of Constructivist

Pedagogy. Prof. B.P. Khandelwal

delivered the inaugural address.

There were four thematic sessions

followed by group discussions on each.

HINDI FORTNIGHT FUNCTION - 2012

Under the auspices of National Institute

Fortnight Function was celebrated from

14th September to 28th September, 2012.

Hindi Fortnight was celebrated in the NIOS

premises on 14th September, 2012. On

this occasion, addressing the gathering,

Dr. S.S. Jena, Chairman, NIOS appealed

to promote the use of Hindi in the

organisation and offered some

suggestion also.

On this occasion, Shri U.N. Khaware,

Secretary, NIOS highlighted the

importance of Hindi in official work and

requested to all NIOS officials to work in

this direction.

During the Fortnight following competitions were organised :

2. Dictation,

3. Debate,

4. Computer based Hindi knowledge,

5. Poem reciation,

6 Quiz.

An award distribution function was organised on 28th September, 2012. The

chief guest of this function was Prof. Satyakam, a famous critic, Editor and

eminent writer and Professor in Indira Gandhi National Open University. In this

address to appealed to all the officials to not to restrict working in hindi during

this fortnight but to continue it whole year.

TECHNOLOGY ORIENTATION WORKSHOP ON EFFECTIVECOMMUNICATION AND ONLINE FORUMS

The Computer Unit with the help of the Capacity Building Cell organized a

Technology Orientation workshop in collaboration with Intel on 13th October

2012 in the Computer Training Lab at NIOS, NOIDA.

The various sessions of the workshop were conducted by Sh. S.K. Prasad and

Sh. Pramod Tripathi from NIOS and the Intel Resource person. The session

started with the NIOS e-mail features and its configuration to outlook express

by the NIOS resource persons, followed by a session on exploring Internet as

an effective medium to communicate and collaborate. In this context, Outlook

software application was also explored in detail.

Web 2.0 Technologies were highlighted as an effective medium to collaborate

and conduct online forums. A consensus was formed to create an online

community as one common platform for all NIOS Learners to share and interact

with each other.

A demo on using Skype Application was allied with the specific needs of

NIOS officials in their day-to-day routine. A complete live demo on using

text and voice chat, video chat along with file and desktop sharing modalities

was appreciated. It was decided to hold a webinar with all Regional Directors

soon.

The NIOS Online Community (http://rdonlinecommunity.blogspot.com) was also

showcased and utility of such online communities in distance learning

environment as that of NIOS was discussed.

TRAINING WORKSHOP ON INTERWEAVING OF ICT WITH OPENAND DISTANCE LEARNING

A 15 days training workshop on Interweaving of ICT with Open and Distance

Learning was organised by Capacity Building Cell, Academic Department from

26th Sep, 2012 – 10th Oct, 2012 at Conference Room, Chairman’s Block, NIOS.

22 Faculty members from Bangladesh Open University participated in the

training workshop. Dr S.S. Jena (Chairman, NIOS) inaugurated the session

and felicitated Dr. Mohsin Uddin, Associate Professor, BOU with Bouquet.

Then, Dr Kuldeep Agarwal (Director, Academic) told about the objectives of the

training-workshop.

Dr Jena delivered the Keynote address and welcomed the participants. He

stated how this training programme is a kind of sharing experience for both

Bangladesh Open University and NIOS. He propounded that through this learning

programme BOU’s professional development can take place which is important

for curricular renewal process. He underlined Bangladesh’s good radio

programme system in terms of communication and education. Dr Jena explicated

the significance of both Open and Distance Learning, and Information and

Communication Technology.

Before the first session, Mr. Mohsin Uddin (Associate Professor, BOU) and

Team leader of the delegation gave a brief outline of Bangladesh Open

University’s courses, timelines and study materials. He further stated the fact of

how they can be benefitted by this training-workshop in terms of academics and

programme-improvements. Then, Dr. Kuldeep Agarwal (Director, Academic)

explained to the participants on “Open and Distance education: Conceptual

Analysis, Historical perspective, and Local Contexts”. In the beginning, he

stated various characteristics of Open and Distance Education. He told, how

there is a separation of teacher and learner in both time and place. He indicated

that ODE involves institutional accreditation and mixed media courseware

including print, radio and multimedia. Participants were trained in 52 sessions

on different themes such as Basics of Open and Distance Learning, Development

of Self Learning Material, Audio Production, Video Production and script writing,

ICT (Learning Management System, MS, Wikis, Blogs and social media and

Learner Support. Eminent Resource Persons from premier institutions like

NCERT,NUEPA,IGNOU and NIC and internal faculty members from NIOS

provided vital theoretical inputs and essential practice activities. The participants

also visited study centres of NIOS like Father Angel School and Tamanna

Special School, one of the Specially Accrediated Institute for Educationally

Disabled (SAIED). They were also provided the exposure of Teleconferencing

programme organised by NIOS in IGNOU and CEC, UGC for hands on

experience related to ICT enabled learning.

The valedictory session of the training workshop was marked with the presence

of eminent dignitary Sh. Apurva Chandra, Joint Secretary, MHRD. Welcoming

the chief guest and delegates, Dr. S.S. Jena thanked the MHRD for their

uninterrupted support. In his speech, Sh. Apurva Chandra appreciated the

steps taken by NIOS for organising the training workshop and expressed that

the conference would have deliberated upon the use of ICT in open and

distance learning. He also suggested for organising exposure visit of the faculty

members of NIOS. The comprehensive report of the training workshop was

presented by Sh. Sukanta Kumar Mahapatra, Academic Officer (Sociology),

and the coordinator of the training workshop. The valedictory session ended

with Vote of thanks proposed by Dr. Kuldeep Agarwal, Director (Academic),

NIOS.

The National Institute of Open Schooling (NIOS) participated in an exhibition

“KRITI” at Lucknow from 7-9 September, 2012 organised on the occasion of

Saakhar Bharat Mahotsava. The exhibition was inaugurated on 7th September,

2012 by Shri B.L. Joshi, Governor of Uttar Pradesh. The exhibition highlighted

government efforts to improve literacy level and consequently livelihood

opportunities to neo-literates. The “Saakhar Bharat Mahotsava” was inaugurated

NIOS SIGNS MOU WITH IDBI

A Memorandum of Understanding (MoU) has been signed between the National

Institute of Open Schooling (NIOS) and IDBI bank for online collection of fee

through debit and credit cards using the payment gateway system.

Welcoming the participants to the MoU signing function, Dr. S.S. Jena, Chairman,

NIOS highlighted the role of NIOS as the world’s largest open schooling system

in imparting quality education to the under privileged students/dropouts upto

the pre-degree level.

Shri. U.N. Khaware, Secretary, NIOS said that the coming together of the

Goddess of Learning in the form of NIOS and Goddess of Wealth in the form of

IDBI Bank will usher in a new era for the mutual development of both the

ORIENTATION WORKSHOP FOR CONTENT DEVELOPERS

The National Institute of Open Schooling (NIOS) has signed an MoU

with National Informatics Centre (NIC) for the development of a new programme

on “Web Designing and Development”. The objectives of this initiative are

to provide vertical and lateral mobility of learners from the school level in web

designing course and to develop a programme in accordance with

guidelines for Indian Government Websites. In this regard, a one day orientation

programme was held on 4.10.2012, at NIC, CGO Complex, New Delhi for the

content developers and editors. Twenty two participants attended the

orientation programme. This course will be offered in Certificate and Diploma

levels in a modular structure. A student can take admission to any of these

programmes directly or can move from one programme to another with their

earned credits.

NIOS PARTICIPATES IN NATIONAL SKILL CONFERENCE

Dr. K.P.Wasnik, Director Vocational Education, NIOS participated in a

two day workshop on National Skil l Conference at Kovalam

Thiruvananthapuram, Kerala on 20 – 21 Sept. 2012. He presented a detailed

scenario on Vocational Training in the context of National Institute of Open

Schooling (NIOS).

This conference was inaugurated by the Finance Minister of Kerala State. The

conference was attended by NGOs, Vocational Education and skills Providers

and Government officials. This was organised by Functional Vocational Training

& Research Society (FVTRS) Bangalore.

In Commemmoration of Teacher's Day on September 5, 2012, the NIOS Regional

Centre, Bhubaneswar organised a series of events.

The celebrations began with a Blood Donation Camp in collaboration with Red

Cross Society of Bhubaneswar. The programme was inaugurated by

Mr. Rushi Kumar Rath, NIOS Regional Director. Over 40 learners along with

NIOS staff and facilitators enthusiastically participated in the camp. A capacity

Building workshop on HIV, Hepatitis Safe Blood Donation and Transfusion was

conducted before the donation. Keeping in view the acute shortage of safe

blood in Bhubaneswar Dr. Rakhal Chandra Behera, Blood Bank Official, Municipal

Hospital, Bhubaneswar sensitized the learners to various safety measures

observed during blood donation. Sensitizing the learners to the dangers of HIV

infection through the indiscriminate use of needles and blood transfusion the

workshop was helpful in empowering learners to donate and seek HIV and

Hepatitis safe blood. The camp resulted in collection of 26 units of blood. All the

participants felt it was their way of showing respect to their teachers who

dedicate their lives to educate the future of nation.

The next programme in the series was a Coordinators' Meet and Capacity

Building Workshop for ‘Effective Personal Contact Programme’ which was held

from 8-10th September 2012 in Bhubaneswar. Over 70 coordinators from all

over Odisha participated in this programme. The workshop was inaugurated by

Sh. Jagdananda, Information Commissioner, Odisha. Dr. S.S Jena, Chairman,

NIOS presided over the ceremony.

A Career Mela was organized for NIOS learners on 11-12th September 2012 in

which over forty learners from various districts of Odisha participated. ‘Inclusivity’

was the special feature of the mela where the handicapped learners participated

with equal interest and zeal. All the programmes were organized by Academic

Department of NIOS under the MHRD-UNFPA supported Adolescence Education

Programme.

An inspiring tale!

With studies being hampered by ailments, Ankita Payal found

it difficult to continue education under formal schooling. Having

learnt about the NIOS from her cousin, Ankita enrolled for the

Senior Secondary course in the Bhubaneswar region. Aspiring

to join the Civil Services after completing her studies, Ankita

shared that the flexibilities offered by the NIOS in terms of its

Courses and On Demand Examination System (ODES) were

exceptional.

Ankita is a regular participant in various programmes conducted

by MITRA, the Adolescent Friendly Centre in the NIOS Regional Centre,

Bhubaneswar. She also participated in a national level creative writing

competition organized by United Nations Population Fund (UNFPA). She

was one of the five shortlisted candidates out of one hundred and fifty nine

NIOS learners whose writing pieces were forwarded for the national

competition against students of CBSE, NVS and KVS from the entire country.

Ankita’s joy knew no bounds when she was informed that excerpts from her

writings had found a place in the UNFPA Desk Calendar. She felt that the

‘Creative Writing Clinic’ organized by MITRA helped her immensely in honing

her writing skills and urges others to come forward to use these facilities.

Ankita loves writing screenplays and direction. Listening to music and playing

computer games are what she likes to do in her leisure time. Besides her

studies, Ankita is also learning 3D Animation and direction.
